‘Baking Skills’ Used for Repair at Lake Hodges Pumped Storage Facility

You might not think ‘baking skills’ would come in handy to fix a recent problem at the Lake Hodges Hydroelectric and Pump Station Facility. But those skills, along with initiative and ingenuity, were demonstrated by San Diego County Water Authority staff as part of the creative and complex repair.

The facility connects the City of San Diego’s Hodges Reservoir with the Water Authority’s Olivenhain Reservoir. The connection provides the ability to store up to 20,000 acre-feet of water at Hodges for emergency use.

The Lake Hodges Hydroelectric and Pump Station Facility moves water between Olivenhain and Hodges, and is able to generate up to 40 megawatts of energy on demand, helping to manage electrical demands throughout the County. It also generates revenue and helps offset energy costs.

Ground fault alarm alerts staff

A ground fault alarm on August 25, 2019 alerted staff to a potential problem with Unit 2, one of the facility’s two 20-MW pump-turbine units. A series of tests and inspections by staff with the Water Authority’s Rotating Equipment team discovered the insulation on the copper bus bars of the generator’s rotor were worn and damaged. The bus bars are part of a system that provides DC power to the 12 electromagnets which surround the outer surface of the pump turbine unit’s rotor.

The rotors are designed to spin at 600 revolutions per minute and it’s the rotor’s electromagnets acting upon the stators windings that generates power. The electromagnets are connected together by copper bus bars located on top of the rotor and the bus bars are secured to the rotor by clamping plates and rim studs. The bus bars are insulated to ensure the copper does not touch any other metal surface and cause an inadvertent ground fault.

“Although a single ground fault may not damage the pump-turbine unit, it may prevent it from starting, if two ground faults were to occur, significant damage to the pump-turbine unit would occur and would also be an extreme danger to anyone within the facility,” said Jim Fisher, Water Authority director of operations and maintenance.

Creative solutions and ingenuity save time, money

Among various factors, the primary cause of the insulation failure was determined to be improper wrapping and curing of the insulation during initial installation.

Water Authority staff developed solutions and also took on the repair tasks in September. By doing the work in-house, the Water Authority avoided a more extensive outage due to long lead times required by contractors and vendors to perform the same work, saving time and money.

“Staff did an excellent job maintaining the operation of Unit 1 while making the repairs to Unit 2,” said Fisher, “which allowed the Water Authority to avoid a total shutdown and loss of all revenue during this period.”

‘Baking skills’ come in handy to create new bus bars

New copper bus bars were fabricated, and each had to be precisely wrapped by 5 different types of insulating tape materials. This wrapping process alone took approximately 8 hours per bus bar. The bus bars were then baked for ten hours within newly designed and fabricated aluminum molds to ensure proper pressure was applied to the insulation layers during the baking and curing process.

Staff efficiently re-purposed and utilized an oven that had been retained from the San Vicente Dam Raise Project to perform the baking. The Rotating Equipment team’s efforts produced excellent quality results which would have been difficult even for a vendor to meet. The newly insulated bus bars were re-installed, and the unit has been operating safely and without issues.

The initiative, ingenuity, and highly technical skills and knowledge of our staff were once again on display throughout the repairs,” said Fisher. “Their dedication, talents and outstanding efforts continue to ensure the Facility’s efficient and safe operation.”

Unit #2 was tested and placed back into service on November 17, 2019.

Along with the bus bar insulation and curing process repair, staff also performed many other highly technical, innovative and precise processes to complete this repair work.

San Diego Plans to Use Drones, Monitors to Reduce Water Main Breaks, Sewer Spills

San Diego sharply reduced the number of water main breaks and sewer spills across the city last year, saving ratepayers money and helping many neighborhoods avoid significant disruptions.

City officials credited the decreases to ramped-up maintenance and replacement efforts on water mains, sewer lines and pipes, particularly those made of cast iron.

And to further reduce breaks and spills, San Diego officials say they will soon begin using drones and other monitoring devices to look for early warning signs of potential problems.

UC Merced Researchers Working on Innovative Way to Desalinate Ag Water

MERCED, Calif. (KFSN) — A new project at UC Merced is focusing on irrigation water.
The work could have a significant impact on the crops that are grown throughout the Central Valley.

“We’re trying to take two problems and come up with one solution out of the two of them. We have an excess of drainage water which has excess salt in it, and we need cooling of agricultural greenhouses,” says assistant professor James Palko.

The Valley Center Municipal Water District has been advised by the California State Water Resources Control Board that its Cool Valley Reservoir Cover Replacement Project was recognized by the Environmental Protection Agency’s new AQUARIUS Program as an “Exceptional Project,” among only 10 identified as such nationwide.

Each year, EPA’s Aquarius Program recognizes one Drinking Water State Revolving Fund project from each of its 10 regions nationwide for “exceptional focus on sustainability, protection of public health” while demonstrating a high level of innovation.

The $4.2 million Cool Valley Reservoir Cover Project was nominated by the SWRCB, EPA’s state-level partner in the DWSRF Program in California.

Constructed in 1975 and with the original floating flexible reinforced “Hypalon” material installed in 1992, Cool Valley is Valley Center’s largest drinking water reservoir with a capacity of 57 million gallons, providing about 40% of the District’s total covered drinking water storage capacity. By 2015, the floating cover had reached its full life expectancy and started to experience failures, possibly placing the quality of the water in the reservoir at risk. 

At that point the decision was made to take the reservoir out of service and seek DWSRF financing to cover the estimated $4.2 million project cost, rather than make additional repairs to the existing liner. 

With interim adjustments to system operations and cooperation from Valley Center’s wholesale supplier, the San Diego County Water Authority, the system operated reliably with Cool Valley off-line.

‘Exceptional Project’ reduces bacteria and energy use

District engineering staff and consultants were successful in securing the 20-year loan at 1.6% interest. With the loan secured, the project was approved by the Valley Center Board in the FY 2015/2016 Budget.  The project took 12 months to complete and was back on line by mid-2017. The effort was overseen by Wally Grabbe, District Engineer and managed by Dennis Williams (retired), Deputy District Engineer. 

Projects nominated by the states must meet three major criteria, including providing Safe Drinking Water Compliance, Public Health Benefit and having Financial Integrity.  Additionally, each project must demonstrate leadership in dealing with emerging contaminants, aging infrastructure or innovative financing, affordability, water loss control, efficient water and/or energy use, creative approach to project planning and implementation, and/or creating water system partnerships.

In making the award, the SWRCB and EPA noted that the Valley Center Cool Valley Project will not only protect water quality from atmospheric vectors, but the new cover-liner will “prevent leakage from the reservoir, reduce bacteria by creating a barrier between the drinking water and the concrete liner… and reduce chemical and energy use.

During the same period of time, the Valley District designed and installed a 95kW Photovoltaic Solar Array and upgraded the Cool Valley Pump Station, all located on the Cool Valley Reservoir site.

New Oxygenation System to Improve Reservoir Water Quality

The City of San Diego’s Public Utilities Department last week took a major step toward completing an innovative project to improve water quality in Lake Hodges. A newly installed oxygenation system, designed by city engineers, will introduce highly oxygenated water to the bottom of the reservoir to reduce the accumulation of excess nutrients and harmful algae growth.

The increase of nutrients and algae in the water has been caused by human activities in the watershed upstream of the reservoir, including residential and commercial development, agriculture, and land clearing. Degraded water quality can restrict the ability to move water in and out of the reservoir.

“The ‘Speece cone’ is a fairly unique method for adding oxygen to a reservoir – there are only a few of them in the world,” said Jeff Pasek, project manager at the City of San Diego Public Utilities Department. “This project derived from a planning study that was done about five years ago, which identified oxygenation using the ‘Speece cone’ as being the most cost-effective way of addressing the water quality problems in Hodges.”

Last week, the 130,000 pound cone – named after the inventor of the technology, Richard Speece – was lowered eighty feet to the bottom of the reservoir.

Streamlined operation for maximum efficiency

The precisely coordinated operation involved lifting the 20-foot tall stainless steel cone with a large crane, while simultaneously driving a barge out from underneath. Once the cone was lowered into the water, divers headed to the bottom of the reservoir to unhook the cone from the crane, check to make sure it settled in the correct spot, and fasten it down.

In order to build a solid foundation underwater, crews excavated approximately 11 feet of silt from the bottom of the reservoir and constructed a concrete base. Before submerging the cone, crews installed and tested a pump that will move water through the cone. A large diffuser pipe was then lowered and connected to the cone by divers. The diffuser will distribute the oxygen-rich water throughout the reservoir.

Local and regional benefits at Hodges Reservoir

Hodges Reservoir is owned and operated by the City of San Diego, and it serves the San Dieguito Water District and the Santa Fe Irrigation District. It is connected to the San Diego County Water Authority’s Olivenhain Reservoir as part of the Emergency & Carryover Storage Project, which is designed to ensure regional water reliability in case of emergencies or if the region is cut off from imported water supplies.

“There are multiple benefits to this project – first and foremost being the water quality improvements for Hodges Reservoir,” said Goldamer Herbon, a senior water resources specialist at the Water Authority. “Ancillary benefits include operational flexibility for regional supply benefits and preventing the accumulation of mercury, which can be harmful to people and wildlife that eat fish from the reservoir.”

The California State Department of Water Resources awarded the City of San Diego a $3.4 million grant funded by the San Diego Integrated Regional Water Management program to complete the oxygenation project, which began in February 2019.

The San Diego County Water Authority Board of Directors approved a contract with Sandra L. Kerl to be the new general manager of the region’s wholesale water agency, following a months-long national search. The Board approved the contract in open session during its regular monthly meeting Nov. 21 at Water Authority headquarters.

Kerl fills the position vacated by longtime General Manager Maureen Stapleton, who retired in March. She has served as the agency’s acting general manager since Stapleton’s departure, working closely with the Board to lead a staff of approximately 250 employees at offices in Kearny Mesa, Escondido, the Imperial Valley and Sacramento.

“Sandy brings an ideal mix of leadership, experience and vision to guide the Water Authority into a new decade as the agency seeks innovative solutions that benefit San Diego County and the Southwest,” said Water Authority Board Chair Jim Madaffer. “Her creativity and collaborative approach ushers in a new era of partnerships and progress that has marked her work over the past eight months.”

As acting general manager, Kerl has initiated increased engagement with the Water Authority’s 24 member agencies. She has taken a similar approach with staff, issuing the first agency-wide employee survey to help identify areas of improvement. Kerl has more than 25 years of progressively responsible experience in all aspects of municipal management, including the past decade at the Water Authority.

Critical work ahead to meet challenges

Kerl helped secure financing for Carlsbad Desalination Plant

During her years at the Water Authority, Kerl played a pivotal role in securing financing for the nation’s largest seawater desalination plant, which started commercial operations in Carlsbad in 2015 and produces approximately 50 million gallons of water a day for the San Diego region.

Before joining the Water Authority as deputy general manager in November 2009, Kerl served as city manager of La Mesa. She received her Bachelor of Political Science from California Polytechnic State University at San Luis Obispo and her Master of Business Administration from the University of Redlands.

The Water Authority hired an executive search firm to manage the recruitment and selection process. During the nationwide search, thirty-two applications were received, and six candidates interviewed by a panel of civic, business, and community stakeholders. The process included a vetting of finalists by the Water Authority’s 36-member Board of Directors, representing 24 member agencies across San Diego County.

“We applaud the Water Authority for including public input during the recruitment and hiring process for this key position in our community,” said Haney Hong, president and CEO of the San Diego County Taxpayers Association. “Giving stakeholders a voice in hiring Sandy Kerl is another example of the transparency and collaboration we look forward to as she leads the agency.”

Yorkshire Water Launches World’s First Poo-Powered Pub

In what will be the first time a public space has been powered by electricity made from poo, The Number Two Tavern is launching for a limited time in The Light, Leeds from 7th until 9th November.

The company is holding its first ever carbon week to spread the word and share knowledge about how we can all reduce our carbon footprint.

The power for The Number Two Tavern is coming from a ground-breaking process, called “anaerobic digestion,” which converts waste into biogas that can be used to generate heat and electricity. Yorkshire Water has charged a Hybrid Power battery with the poo-power, which is being created at Yorkshire Water’s Knostrop Recycling Centre.

New Educational Hydro Station Project Opens in Chula Vista

The first Hydro Station in California opened August 15 in Chula Vista.

The interactive educational space is a joint partnership between the Sweetwater Authority, Otay Water District, and the Chula Vista Elementary School District.

The Hydro Station, at the Richard A. Reynolds Groundwater Desalination Facility, features learning exhibits and hands-on activities to introduce fifth grade students to the ecological cycle of water, water conservation, water quality, and careers in the water industry.

More than 4,000 students are expected to visit the Hydro Station annually.

Making the world ‘a better place’

“The Hydro Station introduces our students to the world of work in the water industry and inspires them at an early age to consider careers in science, technology, engineering, art, and mathematics,” said CVESD Superintendent Dr. Francisco Escobedo. “With this station, we expose students to careers that can change the trajectory of entire families, opening the door to high-wage careers that our students might not have thought were possible.

“The students also explore ways to make the world a better place through clean water, and water conservation,” added Escobedo.

New generation encouraged to consider careers as water industry professionals

More than 2,800 people work in the water and wastewater sector at the San Diego County Water Authority and its 24 member agencies. One-third of these industry professionals will be eligible for retirement in the next few years.

“It’s an opportunity for a new generation to join us in our mission to deliver safe and reliable water to hundreds and thousands of people in communities that rely on us as water professionals,” said Tish Berge, Sweetwater Authority general manager.

As part of the Hydro Station experience, students will have three dedicated days focused on career opportunities in Information and Communication Technologies, Clean Energy, and the Blue Economy. They will learn how their strengths, interests, and values may align with career options. Hands-on activities will also help them make connections to specific careers.

Hydro Station mission is about education and conservation

“I have served many years in the water industry, which has allowed me to experience the evolving industry climate firsthand,” said Mark Watton, Otay Water District general manager. “The high level of retirements, new technologies, and increased demand for safe drinking water all contribute to the availability of good, stable careers and employment.”

“We want to make sure that a rewarding career in the water and wastewater industry is within reach for as many local students as possible who are vocational or college bound, and the Hydro Station helps us do that,” he added.

The Hydro Station’s location is ideal to educate students on how their strengths, interests, and values can connect with careers in the water industry while presenting opportunities to solve real-world problems through the Engineering Design Process. It will also serve to educate children and their families, as well as the community, on the thoughtful use of water resources.

Innovative Pipeline 5 Relining Completed

San Diego County Water Authority crews completed relining a segment of Pipeline 5 in Fallbrook and San Marcos in late July, reaching a milestone in a strategic, multi-decade pipeline relining program. The 2.3-mile segment of Pipeline 5 was relined with new steel liners that are planned to last for more than 75 years.

The proactive pipeline relining program is a crucial part of asset management efforts that improve the reliability of San Diego County’s water supplies.

30-year pipeline relining program

Since the relining program began in 1991, nearly 47 miles of pre-stressed concrete cylinder pipe have been rehabilitated. This constitutes more than half of the total PCCP in the Water Authority system. The remaining 35 miles are expected to be rehabilitated by 2027.

The Pipeline 5 project was conducted in eight segments to minimize impacts to the nearby communities of Fallbrook and San Marcos.

Pipeline relining is an efficient technique used on long stretches of pipelines. It involves inserting new steel liners into the existing pipes. The new liners can extend the lifespan of the pipe by several decades.

“Relining our existing pipes is quicker and more cost-effective than excavating, removing and replacing an entire pipeline,” said Gary Olvera, senior construction manager at the Water Authority. “In partnership with our member agencies, the Water Authority has developed an efficient and proactive plan to ensure continued water supply reliability for the entire region.”

Innovative technique to minimize impacts

To access Pipeline 5, crews excavated dirt to create eight 25-foot by 60-foot access portals spaced roughly 525 to 2,500 feet apart. During construction, crews eliminated two of the originally planned portals, helping save more than $217,000. Most of the work was then performed underground, inside the pipe.

Once the new liner was installed, the joints were welded together. Then, each new steel liner was coated with a cement mortar lining. Finally, the portals were backfilled, the pipeline was disinfected, and the pipe was put back into service.

Maintaining regional water supply reliability

Large-diameter pipelines operated by the Water Authority and its 24 member agencies extend approximately 310 miles to convey water throughout San Diego County.

Approximately 82 miles of the pipelines are pre-stressed concrete cylinder pipes. These types of pipes were installed between the early 1960s and late 1980s and some are nearing the end of their service life.

By relining the pipes ahead of time or conducting timely repairs with the latest technology, the Water Authority and its member agencies avoid pipeline failures and improve the reliability of future water supplies.

Award-Winning, Time-Saving Tool Created by Sweetwater Authority Employee

For his initiative in designing and creating a new tool designed to improve safety and efficiency on the job, Sweetwater Authority employee Julio Salazar won the Association of California Water Agencies Joint Powers Insurance Authority  H.R. LaBounty Safety Award.

The award recognized Salazar for creating a ‘Large AMS Stabilizing Tool.’ Salazar’s design resulted in making the process of replacing 1.5 inch and two inch angle meter stops, or AMS, easier, more ergonomic, and safer.

“Our water professionals are industry leaders, finding new ways to work smarter and safer,” said Tish Berge, general manager. “Sweetwater Authority could not be more proud of Julio’s tool and much deserved recognition.”

The H.R. LaBounty Safety Award recognizes water industry employees who implement significant safety improvements to prevent occupational injuries/illness. Winners are recognized twice a year.

Salazar, a Utility Worker II with Sweetwater, came up with the idea after talking with co-workers about ways to improve the process. In the past, replacing an AMS often required employees to break out the meter box in order to make enough space to fit large wrenches and tools.

The process was often awkward and difficult, adding strain on the employee who had to remove the AMS at an odd angle. The concrete panel would also need to be replaced, adding to the time, cost, and safety risk associated with the replacement.

The new tool is designed to secure the AMS using meter bolts, and can be placed in-line with the service lateral. Once secured, an employee can simply use an adjustable wrench to loosen or tighten the bottom nut on the AMS. It eliminates the need to break the meter box, and gives the employee a more comfortable, ergonomic grip while working. It also makes the process safer.

Salazar says the design is similar to existing stabilizing tools, but there was nothing quite the right size for the 1.5 inch and 2 inch AMS – until now.

The Association of California Water Agencies Joint Powers Insurance Authority – ACWA JPIA for short – is a partnership of water agencies dedicated to avoiding the high cost of commercial insurance. JPIA is a risk-sharing pool for property, liability, workers’ compensation and employee benefits, which allows for more rate stability for customers, broader coverage and expanded benefits and services than private insurance.
