Vallecitos Water District Training Preps Firefighters for Wastewater Plant Emergencies

North San Diego County fire agencies teamed up in November with the Vallecitos Water District for confined space training drills. The drills, held over a two-week period, prepare firefighting professionals to respond to emergencies in facilities such as wastewater treatment plants and maintain their confined space certification.

The recent training took place at the Vallecitos Water District’s Meadowlark Reclamation Facility. Firefighters saw how the wastewater plant operates while getting a walk through of the facility. Fire personnel worked with Vallecitos staff and both groups benefited from the opportunity to understand each other’s equipment and protocols.

“The confined space training with the fire agencies has helped prepare us for future scenarios that could happen at the plant,” said Dawn McDougle, wastewater plant supervisor.

The Meadowlark facility was chosen because it provided both vertical and horizontal confined spaces for training drills. McDougle suggested the facility storm wet well be used for the confined space exercise since it is relatively environmentally clean.

Eight different fire agencies trained during morning or afternoon sessions, breaking up groups for various skill set station drills. Stations included an “Arizona vortex,” a new piece of equipment fire agencies use for rescues; a review of confined space rescue equipment; and training in confined space permit requirements. Confined space permits are required by OSHA before making any kind of confined space entry or rescue.

Meadowlark staff reviewed the conditions and possible actions within filter station space with fire crews. Staff also explained decision-making for confined space entry, and conditions they might encounter, such as chemical exposure, and lock-out/tag-out requirements.

The training wrapped up with an all-hands mock confined space drill scenario at the Meadowlark storm wet well. Participants were required to respond to a simulated mechanical failure with a station pump, leaving Vallecitos staff “trapped” in a hole. First responders needed to “rescue” Vallecitos staff. Fire department personnel used the vortex system to rescue personnel trapped in the stormwater wet well. As part of the rescue scenario, fire teams incorporated Vallecitos staff involvement in the rescue mission.

Vallecitos wastewater collection crews also completed the confined space training with the firefighters.

Fire agencies were impressed with the staff and their operation of the Meadowlark Reclamation Facility. As a result of training, fire agencies can now respond more efficiently and with confidence.

“We appreciate the collaboration with fire agencies and the time they took to explain their procedures to Vallecitos District staff,” said McDougle. “We look forward to future training with the fire agencies.” 

Firefighting agencies participating in the training included crews from the cities of Carlsbad, San Marcos, Del Mar, Vista, Escondido, Oceanside, Encinitas, Solana Beach, Rancho Santa Fe, Valley Center, and crews from North County Fire (Fallbrook), San Pasqual and Rincon.

San Diego Projects Improve Water Quality, Fish Habitat

Two projects underway will enhance fish habitat and water quality at Murray Reservoir.

The reservoir in Mission Trails Regional Park is owned by the City of San Diego and operated by its Public Utilities Department.

“As stewards of the area, it is important for us to improve and enhance the environment in and around Murray Reservoir,” said Shauna Lorance, director of the San Diego Public Utilities Department. “Working closely with state and local agencies allows us to better achieve this goal.”

Removing invasive plants

Over the next six months, the Urban Corps of San Diego County will remove non-native plants and trees along Airoso Avenue to Murray Dam as part of the Chaparral Canyon Habitat Restoration Project.

The removal of invasive plants and native habitat restoration will directly benefit the City of San Diego and the San Diego River Conservancy by improving water quality in the San Diego River, reducing the canyon’s vulnerability to wildfires.

Funding for the $382,513 project comes from the San Diego River Conservancy and the California’s Water Quality, Supply and Infrastructure Improvement Act of 2014.

Improving fish habitat

In addition, the city is working with California Department of Fish and Wildlife on a fisheries habitat enhancement project at Murray Reservoir through June 2020. The project is intended to increase fish abundance and angling opportunities for the public by adding fish habitat structures to the reservoir.

The fish habitat structures, including brush and synthetic materials, will provide the type of physical cover that several fish species prefer to nest near. The new structures are intended to increase reproduction and provide additional areas where juvenile and adult fish can avoid predation.

Murray Reservoir is open daily from sunrise to sunset and closed on Christmas and New Year’s Day. A valid California Fishing License is required for anglers 16 years of age or older.

National City Firefighters Get WaterSmart with Sweetwater Authority

The National City Fire Department is learning more about the water system it relies on, thanks to some specialized training for firefighters from Sweetwater Authority staff.

Firefighters wanted to learn more about the water distribution system and where the city’s water originates. The department also wanted to review the location of Sweetwater Authority’s treatment facilities, pump stations, and learn about any areas of lower water pressure or dead-end hydrants.

The design of water distribution system facilities such as pipes, tanks, and pumps is dictated by fire protection requirements.

Sweetwater Authority Engineering Manager Luis Valdez and Director of Distribution Greg Snyder created and held three training sessions at Fire Station 34 in October and November to accommodate the department’s three shifts of 40 firefighters. 

“The training provides the opportunity to work closely with National City Fire Department, providing detailed information about the water system we manage and operate,” said Snyder. “Through this training, stronger working relationships are formed, which improves the flow of information between agencies. When communities are served by local agencies working together collaboratively it gives our community a high level of service.”

Valdez said the training benefits Sweetwater Authority and the National City Fire Department.

“Sweetwater Authority supports the fire department by designing, operating, and maintaining a reliable water system to allow the fire department to fulfill its core mission of fire protection and safety,” said Valdez. “The Authority also supports the department by providing expertise to confirm that fire protection requirements established by the fire department can be met by existing and planned water facilities.”

Valdez said the training gave firefighting personnel specific knowledge of its city’s water system, ranging from an overall perspective of the water supply, to the specific design and operational details of its water facilities and how they impact firefighters ability to protect the community.

“A fire department equipped with good knowledge of the water system that knows how to effectively coordinate with Sweetwater Authority during routine and emergency events will be more effective in providing fire protection and safety for its customers,” said Valdez.

Ongoing communication with Sweetwater Authority personnel during an incident response can offer firefighters options to improve distribution system operations. Depending on the nature of the emergency, coordinated responses may range from system operation changes to the mobilizing of emergency power generations to keep facilities in service.

San Diego County’s freshwater fishing in area reservoirs and lakes managed by the region’s water agencies attracts expert anglers and beginners alike.

Of San Diego County’s 24 reservoirs and lakes, 18 allow fishing. Bryan Norris, Reservoirs and Recreation Program Manager for the City of San Diego, oversees eight locations offering recreational opportunities, including fishing.

“We are the largest provider of recreation for the domestic water supply in California,” said Norris. “No other program provides recreation at eight different reservoirs. The City of San Diego is considered a pioneer in these offerings. It’s really something that gets overlooked.”

What people often call lakes in the City of San Diego are actually water supply storage reservoirs and part of the City’s municipal water supply system operated by the City’s Public Utilities Department. The nine reservoirs are Barrett, El Capitan, Hodges, Lower Otay, Miramar, Murray, San Vicente, Sutherland, and Upper Otay. Lake Hodges, Sutherland, and Barrett Lake close during winter months; the remaining five are open year-round.

Lake Murray in La Mesa and Miramar Lake in Scripps Ranch are stocked regularly with trout by the California Department of Fish and Wildlife. The remaining fish species are self-sustaining, such as bass, catfish, bluegill, and crappie.

“We’re so well known for our bass fisheries at the city lakes,” said Norris. “We have multiple tournaments at our reservoirs, it’s our top fishery. They are serious, it’s like any organized sport.”

Lake Jennings in Lakeside, operated by the Helix Water District, opened its popular trout season November 15. It stocks 20,000 pounds of trout annually on a biweekly schedule between November and April, and 10,000 pounds of catfish in the summer months. It recently received 2,500 pounds of rainbow trout stock from Wright’s Rainbows in Thatcher, Idaho.

Helix Recreation Manager Kira Haley said she works closely with the California Department of Fish and Wildlife to determine the correct timing for stocking the lake for eager fishing enthusiasts.

“If you don’t stock it, they won’t come,” said Haley. “We base the timing on water temperature for the trout, between November and April, when it’s low enough for trout to survive. When it’s not low enough, we stock catfish.”

In addition, large-mouth bass, red-ear sunfish, and bluegill, as well as channel and blue catfish live in Lake Jennings. Sign up for the Lake Jennings Fish Report online to see what fish are biting.

Haley says she enjoys her new role as a fisheries manager.

“I wouldn’t have called myself a fisherman before I got here,” said Haley. “I know more about fish than I ever thought I would know.

“It’s a very active community. They care so much about the lake and the health of the fish and the fisheries. It’s a great group of people to work with. Most fishermen are good stewards of the land itself. They see a piece of trash, they pick it up.”

San Diego County’s year-round lakes also offer hiking, walking, biking, and picnicking.

Three of San Diego’s reservoirs (Lake Hodges, San Vicente, and El Capitan) allow windsurfing, water skiing, and the use of personal watercraft. Stand up paddle boarding was added this year at Lake Hodges. Barrett Lake and Lake Sutherland offer bird hunting.

Norris hopes more people will visit and enjoy an escape from everyday urban life.

“There are so many reservoirs around the county that provide recreational opportunities; it’s unfortunate. Everyone thinks of beaches when they think of San Diego,” said Norris.

Easier access to recreation information on new website

As part of an ongoing effort on making it easier for the public to access recreation information, the City of San Diego reservoir lakes website has been revised and enhanced.

The website features fishing, hunting, and recreation information, an interactive map, and a photo gallery. New graphics help anglers determine the types of fish available at the City’s reservoirs. Expanded details provide users with access to the fish catch report and details about boating and permits as well as employment and volunteer opportunities.

Pipeline 4 Repairs Completed In North San Diego County

Pipeline 4 – one of the San Diego region’s major water pipelines – is back in regular service after a leak was repaired, a testament to the San Diego County Water Authority’s proactive asset management program.

The pipeline resumed normal operations November 10 after nearly two months of modified operation. The leaky section was near Camino Del Rey in Bonsall, in an area with no adjacent homes or businesses.

“The shutdown and repair work went smoothly, and we could not have done it without the support and coordination from Water Authority staff, our contractors and member agencies, particularly, Fallbrook PUD, Rainbow MWD, Valley Center MWD, and Vallecitos Water District,” said Neena Kuzmich, Water Authority engineering manager.

Water Authority crews detected a leak in the 90-inch diameter Pipeline 4 in the Moosa Canyon area in August.

Crews installed bulkheads in the pipeline to isolate the leak area for repairs. The bulkheads allowed the pipeline to continue treated water deliveries throughout the county in a modified fashion and restored full service to retail water agencies.

The Water Authority installed a carbon fiber liner to give the pipeline several more years of service, while a longer-term solution is developed and implemented.

Once the repairs were completed, a second shutdown was needed to remove the bulkheads and return the pipeline to full, normal operations.

Proactive approach keeps pipelines healthy

By relining the pipes and conducting timely repairs with the latest technology, the Water Authority has avoided major pipeline failures for more than decade.

Extending the life and reliability of major pipelines is one facet of the agency’s proactive asset management program. Real-time monitoring and other pipeline assessment tools help the Water Authority avoid pipeline failures by identifying potential problems in advance.

As part of its proactive approach, the Water Authority continually assesses and rehabilitates pipelines serving the San Diego region. The agency operates 310 miles of large-diameter pipelines, along with 1,600 aqueduct-related structures, and approximately 100 metering/flow-control facilities.

Approximately 82 miles of the pipelines are pre-stressed concrete cylinder pipes. These types of pipes were installed between the early 1960s and late 1980s and have experienced premature failures and shown areas of degradation.

In the past few years, the Water Authority has continued to extend the service life of pipelines with relining projects, including Pipeline 3 between Lake Murray and Sweetwater Reservoir, and Pipeline 5, in the Fallbrook area.

Volunteer Opportunities at Water Agency Reservoirs in San Diego County

People around the world know the San Diego region for its beautiful setting along the Pacific Ocean. But visitors, and even many local residents, aren’t aware of the recreational activities available year-round at area reservoirs.

There are 24 reservoirs in San Diego County. Of these, there are 18 fishable lakes and some offer overnight camping. Popular activities also include boating, kayaking, hiking, and picnicking.

Lake Jennings Reservoir, east of El Cajon, is called a “hidden jewel.” Lake Jennings Recreation Manager Kira Haley admits she didn’t know much about the lake even though she grew up in nearby La Mesa.

“It’s a beautiful resource, and it’s so close to home,” said Haley.

Volunteers help Lake Jennings operations become self-sustaining

Haley arrived in December 2014 with the goal of making the Lake Jennings self-sustaining. Recent park upgrades and an aggressive outreach program have attracted new visitors. The Helix Water District considered closing the park due to financial losses. But in 2018, Lake Jennings Park made a profit for the first time.

Onsite volunteers make a significant contribution to park operations. Onsite volunteers live full-time at Lake Jennings in campers and trailers in exchange for campsite space and electricity. They perform key roles by staffing the information and registration kiosk, monitoring and maintaining the 97 campsites, answering questions, and responding on-call 24 hours. All volunteers receive training in first aid and evacuation procedures.

“We find the volunteers through word of mouth or regular campers who retire,” said Haley. “Some work other jobs and still volunteer 24 hours each week. Their backgrounds are varied. Some have been with us for many years.”

Eight campsites are home to the volunteers, whether individuals or couples. Haley is currently recruiting new volunteers. The Helix Water District oversees the hiring process. Applications are now available on the Helix Water District website jobs page.

“It’s wonderful to live in a place like this in a natural open space situation,” said Haley. “There is a grocery store a mile away, but when you’re here, you feel like you’re in the wilderness. Everyone who comes out here is looking to have a great time. It makes for a wonderful work environment.”

Retired kindergarten teacher Lori Stangel returned to her native San Diego after working in Arizona. She and her husband Chuck found a notice online about Lake Jennings volunteer opportunities and thought the six-month assignment would provide an ideal transition. Five years later, the Stangels are still living and working at Lake Jennings.

“I love nature, and I love being outdoors,” said Lori Stangel. “I love working with the public, and I work for the best staff and administration at Helix you can imagine. They make me feel welcome; it means a lot to me.”

Stangel puts her 30 years of experience as an educator into her volunteer role.

“I get to educate people and families about nature through the outdoors,” said Stangel. “It’s a wonderful opportunity for retired people, but also for young people. They can still go to school or work part-time. It’s a win-win. I’m here because I love it.”

As a Ms. California Senior America pageant competitor, Stangel also spreads the word about Lake Jennings as a valued environmental resource in her personal advocacy platform.

Vallecitos Water District ‘Work We Do’ Videos Connect With Community

The Vallecitos Water District is moving beyond traditional bill mailers and tri-fold brochures to communicate with its customers in a more effective and dynamic way by using video.

Vallecitos Board President Hal Martin conceived the idea to create “Work We Do” videos to help customers see and understand first hand the complex work Vallecitos water professionals perform to ensure reliable water and wastewater services. Viewers see and hear from the workers in the field as they complete tasks such as replacing outdated equipment or using smoke testing to detect sewer leaks and protect the environment.

“I’ve seen the quality of staff videos and I realized it was the perfect way to show our customers exactly what we do,” said Martin of the series and the initiative.

Watching crews in action providing the community with reliable drinking water and wastewater services, protecting the environment, and developing the next generation of water workers, makes customers better informed citizens about the area’s vital infrastructure in a transparent way.

The video series also includes helpful information such as how to read water meters.

Online tools transforming community outreach efforts

“We’re working to change our Public Information Department and keep up with current technology,” said Chris Robbins, Vallecitos public information and conservation supervisor.

Robbins said the goal is to feature each department within the district and focus on topics that lend themselves to visual communication. Videos run three minutes or less to keep the audience engaged.

The latest ‘Work We Do’ video in the series features a recent valve replacement

Finished videos are posted to the district website, YouTube, Facebook and Twitter. The videos can also be seen on the City of San Marcos news channel, San Marcos TV. Videos are also shared through water industry news websites such as Water News Network.

Alicia Yerman, a Vallecitos public information representative, shoots and edits the video series. She schedules time to join crews at work when performing a specific task. She also plays talent scout, finding a knowledgeable employee who can describe the work on camera.

Not all staff want to talk, but Yerman is able to coax at least one Vallecitos staff member to be the ‘on camera talent,’ and she also has a knack for bringing out their best. She finds ways to make staff more comfortable being on camera—either by asking questions or placing staff members in comfortable settings.

Yerman and Public Information Representative Lisa Urabe were recently certified as drone pilots. Future videos will feature district work from a bird’s eye point of view.

A recently discovered leak in a section of a pipeline in North County will be repaired in coming months while Pipeline 4 returns to service.

Crews have installed bulkheads in the pipeline to isolate a portion of Pipeline 4 for repairs. This will allow the pipeline to continue treated water deliveries throughout the county in a modified fashion starting the week of Sept. 16 and restores full service to retail water agencies. With the leaky section isolated, crews will make necessary repairs.

Four Water Authority member agencies – Fallbrook PUD, Rainbow MWD, Valley Center MWD, and Vallecitos Water District – have taken steps to manage water supplies while the pipeline was shut down to install the bulkheads.

To find the cause of the leak, the Water Authority dewatered the pipe starting Sept. 9. Preliminary results of the investigation are that a weld seam, connecting a steel pipe section to a pre-stressed concrete cylinder pipe, separated in an area of very high water pressure.

The Water Authority is preparing to install a carbon fiber liner to give the pipeline several more years of service while a longer-term solution is developed and deployed.

After repairs are completed, a second 10-day shutdown of Pipeline 4 will be needed to remove the bulkheads and return the pipeline to full, normal operations.

Innovative Pipeline 5 Relining Completed

San Diego County Water Authority crews completed relining a segment of Pipeline 5 in Fallbrook and San Marcos in late July, reaching a milestone in a strategic, multi-decade pipeline relining program. The 2.3-mile segment of Pipeline 5 was relined with new steel liners that are planned to last for more than 75 years.

The proactive pipeline relining program is a crucial part of asset management efforts that improve the reliability of San Diego County’s water supplies.

Since the relining program began in 1991, nearly 47 miles of pre-stressed concrete cylinder pipe have been rehabilitated. This constitutes more than half of the total PCCP in the Water Authority system. The remaining 35 miles are expected to be rehabilitated by 2027.

The Pipeline 5 project was conducted in eight segments to minimize impacts to the nearby communities of Fallbrook and San Marcos.

Proactive measures to protect infrastructure

Pipeline relining is an efficient technique used on long stretches of pipelines. It involves inserting new steel liners into the existing pipes. The new liners can extend the lifespan of the pipe by several decades.

“Relining our existing pipes is quicker and more cost-effective than excavating, removing and replacing an entire pipeline,” said Gary Olvera, senior construction manager at the Water Authority. “In partnership with our member agencies, the Water Authority has developed an efficient and proactive plan to ensure continued water supply reliability for the entire region.”

Innovative technique to minimize impacts

To access Pipeline 5, crews excavated dirt to create eight 25-foot by 60-foot access portals spaced roughly 525 to 2,500 feet apart. During construction, crews eliminated two of the originally planned portals, helping save more than $217,000. Most of the work was then performed underground, inside the pipe.

Once the new liner was installed, the joints were welded together. Then, each new steel liner was coated with a cement mortar lining. Finally, the portals were backfilled, the pipeline was disinfected, and the pipe was put back into service.

Maintaining regional water supply reliability

Large-diameter pipelines operated by the Water Authority and its 24 member agencies extend approximately 310 miles to convey water throughout San Diego County.

Approximately 82 miles of the pipelines are pre-stressed concrete cylinder pipes. These types of pipes were installed between the early 1960s and late 1980s and some are nearing the end of their service life.

By relining the pipes ahead of time or conducting timely repairs with the latest technology, the Water Authority and its member agencies avoid pipeline failures and improve the reliability of future water supplies.

Proactive Partnerships Keep Pipelines in Top Shape

This summer, the Water Authority is partnering with three technology companies to test the condition of the agency’s oldest pipelines forming the First Aqueduct in Valley Center. Technology providers test their new and improved tools on Water Authority and member agency pipes. The tools are then used to assess the condition of those same pipes.

This efficient strategy ensures maximum condition assessment accuracy. The strategy also allows for technology to keep up with what water agencies need and minimizes costs. Targeted repairs and maintenance activities maximize the life expectancy of some of the region’s most critical infrastructure.

Industry leaders in pipeline condition assessment

The Water Authority turned to experienced contractors from the oil and gas industry to effectively and efficiently identify corrosion issues on the 70-year-old pipe:

  • Pure Technologies’ regional headquarters in San Diego brought its near-field electromagnetic inspection expertise to assess low-pressure portions of the reinforced concrete pipelines using the PipeWalker® tool.
  • Pipeline Inspection and Condition Analysis Corp. (PICA) from Edmonton, Alberta, assessed medium-to-high pressure zones on a similar type of pipe construction that includes an additional steel cylinder. Their Electromagnetic Inspection Tool (EMIT®) was deployed to find areas of distress and corrosion.
  • Diakont, based in Carlsbad, deployed two of their unique RODIS® robotic tools to use laser profilometry and Electromagnetic Acoustic Transducer (EMAT) technologies to assess thick steel pipe in the highest-pressure zones.

About a quarter of the planned work has been completed. The remainder is scheduled over the next 18 months.

Outstanding record of innovation

For more than 20 years, the Water Authority has been developing innovative ways to maintain major water infrastructure worth billions of dollars.

Establishing unique partnerships with leading technology providers has ensured the best available tools are used in the most cost-effective ways. And, the strategic partnerships allow operations and maintenance teams to extend the lifespan of pipes as well as prevent failures.

In addition to extending pipeline lifespan, high-tech inspection tools are part of a proactive maintenance and repair process by reliably detecting pipeline anomalies and alerting staff to where potential problems may arise. As the tools travel through pipes, data is collected, downloaded and analyzed by staff. Then specific areas where repairs may be needed are identified. Without accurate data, staff would not be able to identify potential issues within the pipes, which could lead to disrupted service and inflated costs.
