San Diego Region’s Water Supplies Safe to Drink

The San Diego region’s water supplies remain safe to drink.

The San Diego County Water Authority and its 24 member agencies have increased regional coordination and communication to ensure the coronavirus pandemic does not impact safe and secure water service for San Diego County.

Public water supplies in the San Diego region remain safe to drink due to numerous robust treatment processes used by local and regional water providers.

Despite widespread fears about coronavirus, there’s no evidence that the virus is transmitted through treated water. The U.S. EPA recommends that Americans continue to use and drink tap water as usual.

Robust water treatment processes used by water providers

Drinking water provided by the Water Authority and its member agencies is treated by a combination of technologies – including sedimentation, filtration and disinfection – that chemically deactivate and physically remove bacteria, viruses and other contaminants.

To ensure continued water supply safety, the Water Authority and its 24 member agencies continuously monitor and test supplies throughout the treatment process, while maintaining uninterrupted operation in compliance with state and federal water quality standards.

Emergency Operations Center activated

To support continued operation of critical infrastructure, the Water Authority has activated its Emergency Operations Center, increasing the region’s ability to respond to any challenges that emerge.

The EOC supports the need for enhanced communication between the Water Authority and its member agencies as the public health crisis evolves. In addition, the agencies have back-up plans to assist each other should key personnel be unable to work.

“In these unprecedented times, the region’s water agencies are collaborating in complete solidarity to perform our vital mission of providing safe and reliable water supplies,” said Sandra L. Kerl, general manager of the Water Authority. “We are taking strategic, precautionary steps to ensure the region’s water security.”

‘Critical’ water agency staff continue work

Water agency employees identified as critical to operation and maintenance of key infrastructure will continue to report to work and conduct normal job functions while complying with enhanced safety precautions such as social distancing measures.

Non-critical staff at many agencies, including the Water Authority, are telecommuting or will begin remote work shortly to minimize the potential for virus transmission.

Until further notice, the Water Authority will hold its Board meetings remotely. A schedule of meetings, Board documents and live streaming of meetings will continue to be at www.sdcwa.org/meetings-and-documents.

Many water agencies across the region, including the Water Authority, have temporarily closed their offices to the public. Residents should consult their water provider’s website for additional information. Residents who don’t know what agency provides their water can find out by entering their address at www.sdcwa.org/find-your-water-district/.

How to stay healthy – Coronavirus

According to the Centers for Disease Control and the World Health Organization, coronavirus is spread from person to person contact, breathing or contacting respiratory droplets from an infected person, and contacting surfaces contaminated with the virus.

Here’s what you can do to stay healthy:

  • Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
  • Avoid touching your eyes, nose, and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick.
  • Cover your cough or sneeze with a tissue.
  • Clean and disinfect frequently touched objects and surfaces.

Vallecitos Water District HAZMAT Team Ready to Respond

To protect its employees, members of the public, and the environment from any accidental chemical releases or exposure, the Vallecitos Water District has established its own internal Hazardous Materials Response Team or HAZMAT team. Maintaining its own internal team allows a 24-hour response capability.

Common hazardous chemicals play vital roles in the water and wastewater industry for disinfection and odor control. They are also used in fueling and maintaining agency vehicles, generators, pumps, and motors.

A HAZMAT team is an organized group of professionals who receive special training to handle hazardous materials or dangerous goods. A HAZMAT team responds to oil, chemical and other liquid spills, industrial and military explosions and accidents during transportation, and similar incidents.

The Vallecitos Water District HAZMAT team consists of 20 members from different departments. They complete U.S. Occupational Safety and Health Administration Hazardous Waste Operations and Emergency Response training, which provides a set of guidelines regulating hazardous water waste operations and emergency services in the U.S.

When an emergency call requires HAZMAT team response, individual members move from their regular job assignments to the HAZMAT Response Trailer. The team then mobilizes to the site of the emergency.

“It’s a great honor just knowing we’re here to protect people in the surrounding areas, to protect the environment, and to know we’re here to jump into action in case there’s an issue,” said Matthew Wiese, senior plant operator at the Meadowlark Treatment Facility. “We’ve trained and we’ve gone through scenarios. Being able to act with confidence, it’s a great thing to be a part of that team.”

Vallecitos Water District HAZMAT team members wear specialized personal protective equipment and clothing to make safe entries into potentially hazardous areas. If a leak or spill of chemicals occurs, the HAZMAT team uses specialized tools and equipment to identify, and stop the release and spread of any contamination as quickly as safely possible.

“If there was a release of chlorine gas which we use to conduct our wastewater treatment activities, we have specialized equipment and materials to lock down those cylinders so we can stop the release,” said Trisha Woolslayer, risk management supervisor. “We practice on a regular basis so we react quickly if an accidental release were to occur.”

Following each exercise, all team members hold a debriefing to discuss their observations, and how procedures might be improved.

Woolslayer said swifter response times and cost savings offset the investment in training and equipment by the District.

“It allows us to respond quickly, to stop whatever spill it is and protect the environment,” she said. “There are also cost savings. We spend on training and equipment, but it is a small amount compared to having a response contractor on call.”

‘Baking Skills’ Used for Repair at Lake Hodges Pumped Storage Facility

You might not think ‘baking skills’ would come in handy to fix a recent problem at the Lake Hodges Hydroelectric and Pump Station Facility. But those skills, along with initiative and ingenuity, were demonstrated by San Diego County Water Authority staff as part of the creative and complex repair.

The facility connects the City of San Diego’s Hodges Reservoir with the Water Authority’s Olivenhain Reservoir. The connection provides the ability to store up to 20,000 acre-feet of water at Hodges for emergency use.

The Lake Hodges Hydroelectric and Pump Station Facility moves water between Olivenhain and Hodges, and is able to generate up to 40 megawatts of energy on demand, helping to manage electrical demands throughout the County. It also generates revenue and helps offset energy costs.

Ground fault alarm alerts staff

A ground fault alarm on August 25, 2019 alerted staff to a potential problem with Unit 2, one of the facility’s two 20-MW pump-turbine units. A series of tests and inspections by staff with the Water Authority’s Rotating Equipment team discovered the insulation on the copper bus bars of the generator’s rotor were worn and damaged. The bus bars are part of a system that provides DC power to the 12 electromagnets which surround the outer surface of the pump turbine unit’s rotor.

The rotors are designed to spin at 600 revolutions per minute and it’s the rotor’s electromagnets acting upon the stators windings that generates power. The electromagnets are connected together by copper bus bars located on top of the rotor and the bus bars are secured to the rotor by clamping plates and rim studs. The bus bars are insulated to ensure the copper does not touch any other metal surface and cause an inadvertent ground fault.

“Although a single ground fault may not damage the pump-turbine unit, it may prevent it from starting, if two ground faults were to occur, significant damage to the pump-turbine unit would occur and would also be an extreme danger to anyone within the facility,” said Jim Fisher, Water Authority director of operations and maintenance.

Creative solutions and ingenuity save time, money

Among various factors, the primary cause of the insulation failure was determined to be improper wrapping and curing of the insulation during initial installation.

Water Authority staff developed solutions and also took on the repair tasks in September. By doing the work in-house, the Water Authority avoided a more extensive outage due to long lead times required by contractors and vendors to perform the same work, saving time and money.

“Staff did an excellent job maintaining the operation of Unit 1 while making the repairs to Unit 2,” said Fisher, “which allowed the Water Authority to avoid a total shutdown and loss of all revenue during this period.”

‘Baking skills’ come in handy to create new bus bars

New copper bus bars were fabricated, and each had to be precisely wrapped by 5 different types of insulating tape materials. This wrapping process alone took approximately 8 hours per bus bar. The bus bars were then baked for ten hours within newly designed and fabricated aluminum molds to ensure proper pressure was applied to the insulation layers during the baking and curing process.

Staff efficiently re-purposed and utilized an oven that had been retained from the San Vicente Dam Raise Project to perform the baking. The Rotating Equipment team’s efforts produced excellent quality results which would have been difficult even for a vendor to meet. The newly insulated bus bars were re-installed, and the unit has been operating safely and without issues.

The initiative, ingenuity, and highly technical skills and knowledge of our staff were once again on display throughout the repairs,” said Fisher. “Their dedication, talents and outstanding efforts continue to ensure the Facility’s efficient and safe operation.”

Unit #2 was tested and placed back into service on November 17, 2019.

Along with the bus bar insulation and curing process repair, staff also performed many other highly technical, innovative and precise processes to complete this repair work.

New Inspection Tool Aids Vallecitos Pipeline Assessments

A new pipeline inspection tool being used by contractors working for the Vallecitos Water District to determine pipeline integrity could become a standard tool saving time and money.

After nearly completing construction in 2008, developers walked away from the 500-acre High Point subdivision in the City of Escondido. Water facilities installed for the subdivision were left unused for ten years.

Two developers CalWest and TrueLife Communities recently decided to complete the project. They approached Vallecitos to determine what is needed to complete water service.

The mains for the project, made of ductile iron pipe, had not been used for ten years. Vallecitos needed to determine the condition of the pipes. Infrastructure Engineering Corporation and subcontractor PICA Corporation are now testing and assessing the integrity of the water main including the pipeline appurtenance (blow-offs, air vacs, and fire hydrants) connections to the main pipeline.

Several processes are included in the High Point Pipeline Assessment project. Crews insert a tool developed by PICA Corporation called a “SeeSnake” into the pipeline, and data indicates the condition of the pipes. The SeeSnake uses an electromagnetic method on iron pipes, which can “see” past cement mortar, epoxy, or polyethylene lining to detect and size any corrosion damage to the iron structure of the pipe itself.

The SeeSnake tool is pulled through the pipe at 17 feet per minute, delivering data as the inspection is being performed in real-time. The technology helps expedite information, saving time and costs by accelerating the process without sacrificing attention to detail. Vallecitos is then able to assess the pipeline’s wall thickness, potential iron loss, and any other anomalies to determine the condition of the existing pipeline.

“Good decisions start with good information,” said Kris Embry, PICA regional manager. “Our ultimate goal in testing this new system is to quickly and efficiently secure accurate condition assessment information, allowing the Vallecitos Water District to address any weak links and prevent potential pipeline failures long before they happen.”

When the inspection is completed, the repair process begins.

Two water pipelines are being inspected for the condition analysis, one running along Woodland Heights Glen starting at Briar Patch Glen, and one running along Elderwood Glen, totaling approximately 3,067 feet. The larger 2,300 feet section of pipe is near the District’s existing Palos Vista.

The result could be a pipeline break which could case other infrastructure damage, interruption to water service, a loss of water, or monetary losses.

When an inspection finds corrosion, the affected section of iron pipeline is isolated, removed, and replaced by PVC pipe. Because iron pipelines can be susceptible to corrosion from multiple causes, they are no longer installed in the Vallecitos Water District.

The inspection found two badly corroded areas of pipeline and excavations verified the accuracy of the data. The Vallecitos Water District continues testing the new process and the accuracy of the data to determine whether to adopt the new technology for future working pipeline assessments.

Wildlife Protected for New Underground Reservoir Project

One by one, small mammals and amphibians living within a construction zone in Mission Trails Regional Park are being relocated to safe areas. Protecting sensitive species is one part of the Mission Trails Project.

A team of biologists from the San Diego County Water Authority, AECOM, and the San Diego Natural History Museum began surveying for and relocating the wildlife in preparation for a new underground reservoir. The reservoir will be constructed in the western portion of the park. The habitat surveys and wildlife relocation program span 15 acres of the park and are designed to protect sensitive species in the project area from construction activities.

Biologists move, monitor sensitive wildlife

Several sensitive species of small mammals and amphibians will be encountered and moved.

Biologists will focus on four sensitive species that are covered under the Water Authority’s Natural Communities Conservation Plan and Habitat Conservation Plan: northwestern San Diego pocket mouse, Dulzura pocket mouse, San Diego desert wood rat, and western spadefoot toad. Biologists will continue to monitor for these and other sensitive species during construction.

Protecting sensitive species, environmental stewardship ‘paramount’

For about two weeks, more than 500 traps will be placed in a grid pattern in the evenings and the sensitive species will be moved one at a time to safe areas within the park early each morning. Special care is being taken to help the animals find new burrows or covered areas as quickly as possible. Each animal is carefully marked, and data is logged to track the relocated animals. This tracking process helps ensure that the wildlife is not returning to the construction zone.

“We are conducting sensitive species surveys and habitat management before the start of construction to allow the animals to find new habitat and build homes safely away from the upcoming work,” said Summer Adleberg, a principal water resources specialist at the Water Authority. “Environmental stewardship is paramount to the Water Authority, and we always aim to minimize impacts to the surrounding land and communities while we improve regional water infrastructure.”

New covered reservoir will improve regional water delivery system

The reservoir, also called a “flow regulatory structure,” will store up to 5 million gallons of water underground and help regulate untreated water flows in the regional water delivery system. When completed, the reservoir will be covered with soil and vegetation. Above-ground access hatches and vents will be constructed to allow air to move in and out of the reservoir.

Once the project is completed, the area will be restored to its original condition and monitored over the next several years.

Mission Trails Project protects wildlife

The structure is part of a suite of infrastructure improvements, called the Mission Trails Project. The underground reservoir, pipeline tunnel, and removal of existing blue vent stacks are part of the project.

A new concrete crossing over the San Diego River will also be constructed to allow Water Authority vehicles to access pipelines and other infrastructure more efficiently. The pipeline tunnel, river crossing, and removal of most above-ground vent stacks have already been completed.

Construction activities on the covered reservoir and removal of the last two vent stacks are scheduled to begin in March and last approximately two years.

Vallecitos Water District Training Preps Firefighters for Wastewater Plant Emergencies

North San Diego County fire agencies teamed up in November with the Vallecitos Water District for confined space training drills. The drills, held over a two-week period, prepare firefighting professionals to respond to emergencies in facilities such as wastewater treatment plants and maintain their confined space certification.

The recent training took place at the Vallecitos Water District’s Meadowlark Reclamation Facility. Firefighters saw how the wastewater plant operates while getting a walk through of the facility. Fire personnel worked with Vallecitos staff and both groups benefited from the opportunity to understand each other’s equipment and protocols.

“The confined space training with the fire agencies has helped prepare us for future scenarios that could happen at the plant,” said Dawn McDougle, wastewater plant supervisor.

The Meadowlark facility was chosen because it provided both vertical and horizontal confined spaces for training drills. McDougle suggested the facility storm wet well be used for the confined space exercise since it is relatively environmentally clean.

Eight different fire agencies trained during morning or afternoon sessions, breaking up groups for various skill set station drills. Stations included an “Arizona vortex,” a new piece of equipment fire agencies use for rescues; a review of confined space rescue equipment; and training in confined space permit requirements. Confined space permits are required by OSHA before making any kind of confined space entry or rescue.

Meadowlark staff reviewed the conditions and possible actions within filter station space with fire crews. Staff also explained decision-making for confined space entry, and conditions they might encounter, such as chemical exposure, and lock-out/tag-out requirements.

The training wrapped up with an all-hands mock confined space drill scenario at the Meadowlark storm wet well. Participants were required to respond to a simulated mechanical failure with a station pump, leaving Vallecitos staff “trapped” in a hole. First responders needed to “rescue” Vallecitos staff. Fire department personnel used the vortex system to rescue personnel trapped in the stormwater wet well. As part of the rescue scenario, fire teams incorporated Vallecitos staff involvement in the rescue mission.

Vallecitos wastewater collection crews also completed the confined space training with the firefighters.

Fire agencies were impressed with the staff and their operation of the Meadowlark Reclamation Facility. As a result of training, fire agencies can now respond more efficiently and with confidence.

“We appreciate the collaboration with fire agencies and the time they took to explain their procedures to Vallecitos District staff,” said McDougle. “We look forward to future training with the fire agencies.” 

Firefighting agencies participating in the training included crews from the cities of Carlsbad, San Marcos, Del Mar, Vista, Escondido, Oceanside, Encinitas, Solana Beach, Rancho Santa Fe, Valley Center, and crews from North County Fire (Fallbrook), San Pasqual and Rincon.

San Diego Projects Improve Water Quality, Fish Habitat

Two projects underway will enhance fish habitat and water quality at Murray Reservoir.

The reservoir in Mission Trails Regional Park is owned by the City of San Diego and operated by its Public Utilities Department.

“As stewards of the area, it is important for us to improve and enhance the environment in and around Murray Reservoir,” said Shauna Lorance, director of the San Diego Public Utilities Department. “Working closely with state and local agencies allows us to better achieve this goal.”

Removing invasive plants

Over the next six months, the Urban Corps of San Diego County will remove non-native plants and trees along Airoso Avenue to Murray Dam as part of the Chaparral Canyon Habitat Restoration Project.

The removal of invasive plants and native habitat restoration will directly benefit the City of San Diego and the San Diego River Conservancy by improving water quality in the San Diego River, reducing the canyon’s vulnerability to wildfires.

Funding for the $382,513 project comes from the San Diego River Conservancy and the California’s Water Quality, Supply and Infrastructure Improvement Act of 2014.

Improving fish habitat

In addition, the city is working with California Department of Fish and Wildlife on a fisheries habitat enhancement project at Murray Reservoir through June 2020. The project is intended to increase fish abundance and angling opportunities for the public by adding fish habitat structures to the reservoir.

The fish habitat structures, including brush and synthetic materials, will provide the type of physical cover that several fish species prefer to nest near. The new structures are intended to increase reproduction and provide additional areas where juvenile and adult fish can avoid predation.

Murray Reservoir is open daily from sunrise to sunset and closed on Christmas and New Year’s Day. A valid California Fishing License is required for anglers 16 years of age or older.

National City Firefighters Get WaterSmart with Sweetwater Authority

The National City Fire Department is learning more about the water system it relies on, thanks to some specialized training for firefighters from Sweetwater Authority staff.

Firefighters wanted to learn more about the water distribution system and where the city’s water originates. The department also wanted to review the location of Sweetwater Authority’s treatment facilities, pump stations, and learn about any areas of lower water pressure or dead-end hydrants.

The design of water distribution system facilities such as pipes, tanks, and pumps is dictated by fire protection requirements.

Sweetwater Authority Engineering Manager Luis Valdez and Director of Distribution Greg Snyder created and held three training sessions at Fire Station 34 in October and November to accommodate the department’s three shifts of 40 firefighters. 

“The training provides the opportunity to work closely with National City Fire Department, providing detailed information about the water system we manage and operate,” said Snyder. “Through this training, stronger working relationships are formed, which improves the flow of information between agencies. When communities are served by local agencies working together collaboratively it gives our community a high level of service.”

Valdez said the training benefits Sweetwater Authority and the National City Fire Department.

“Sweetwater Authority supports the fire department by designing, operating, and maintaining a reliable water system to allow the fire department to fulfill its core mission of fire protection and safety,” said Valdez. “The Authority also supports the department by providing expertise to confirm that fire protection requirements established by the fire department can be met by existing and planned water facilities.”

Valdez said the training gave firefighting personnel specific knowledge of its city’s water system, ranging from an overall perspective of the water supply, to the specific design and operational details of its water facilities and how they impact firefighters ability to protect the community.

“A fire department equipped with good knowledge of the water system that knows how to effectively coordinate with Sweetwater Authority during routine and emergency events will be more effective in providing fire protection and safety for its customers,” said Valdez.

Ongoing communication with Sweetwater Authority personnel during an incident response can offer firefighters options to improve distribution system operations. Depending on the nature of the emergency, coordinated responses may range from system operation changes to the mobilizing of emergency power generations to keep facilities in service.

Freshwater Fishing Flourishes at San Diego Region’s Reservoirs and Lakes

San Diego County’s freshwater fishing in area reservoirs and lakes managed by the region’s water agencies attracts expert anglers and beginners alike.

Of San Diego County’s 24 reservoirs and lakes, 18 allow fishing. Bryan Norris, Reservoirs and Recreation Program Manager for the City of San Diego, oversees eight locations offering recreational opportunities, including fishing.

“We are the largest provider of recreation for the domestic water supply in California,” said Norris. “No other program provides recreation at eight different reservoirs. The City of San Diego is considered a pioneer in these offerings. It’s really something that gets overlooked.”

What people often call lakes in the City of San Diego are actually water supply storage reservoirs and part of the City’s municipal water supply system operated by the City’s Public Utilities Department. The nine reservoirs are Barrett, El Capitan, Hodges, Lower Otay, Miramar, Murray, San Vicente, Sutherland, and Upper Otay. Lake Hodges, Sutherland, and Barrett Lake close during winter months; the remaining five are open year-round.

Lake Murray in La Mesa and Miramar Lake in Scripps Ranch are stocked regularly with trout by the California Department of Fish and Wildlife. The remaining fish species are self-sustaining, such as bass, catfish, bluegill, and crappie.

“We’re so well known for our bass fisheries at the city lakes,” said Norris. “We have multiple tournaments at our reservoirs, it’s our top fishery. They are serious, it’s like any organized sport.”

Lake Jennings in Lakeside, operated by the Helix Water District, opened its popular trout season November 15. It stocks 20,000 pounds of trout annually on a biweekly schedule between November and April, and 10,000 pounds of catfish in the summer months. It recently received 2,500 pounds of rainbow trout stock from Wright’s Rainbows in Thatcher, Idaho.

Helix Recreation Manager Kira Haley said she works closely with the California Department of Fish and Wildlife to determine the correct timing for stocking the lake for eager fishing enthusiasts.

“If you don’t stock it, they won’t come,” said Haley. “We base the timing on water temperature for the trout, between November and April, when it’s low enough for trout to survive. When it’s not low enough, we stock catfish.”

In addition, large-mouth bass, red-ear sunfish, and bluegill, as well as channel and blue catfish live in Lake Jennings. Sign up for the Lake Jennings Fish Report online to see what fish are biting.

Haley says she enjoys her new role as a fisheries manager.

“I wouldn’t have called myself a fisherman before I got here,” said Haley. “I know more about fish than I ever thought I would know.

“It’s a very active community. They care so much about the lake and the health of the fish and the fisheries. It’s a great group of people to work with. Most fishermen are good stewards of the land itself. They see a piece of trash, they pick it up.”

San Diego County’s year-round lakes also offer hiking, walking, biking, and picnicking.

Three of San Diego’s reservoirs (Lake Hodges, San Vicente, and El Capitan) allow windsurfing, water skiing, and the use of personal watercraft. Stand up paddle boarding was added this year at Lake Hodges. Barrett Lake and Lake Sutherland offer bird hunting.

Norris hopes more people will visit and enjoy an escape from everyday urban life.

“There are so many reservoirs around the county that provide recreational opportunities; it’s unfortunate. Everyone thinks of beaches when they think of San Diego,” said Norris.

Easier access to recreation information on new website

As part of an ongoing effort on making it easier for the public to access recreation information, the City of San Diego reservoir lakes website has been revised and enhanced.

The website features fishing, hunting, and recreation information, an interactive map, and a photo gallery. New graphics help anglers determine the types of fish available at the City’s reservoirs. Expanded details provide users with access to the fish catch report and details about boating and permits as well as employment and volunteer opportunities.

Pipeline 4 Repairs Completed In North San Diego County

Pipeline 4 – one of the San Diego region’s major water pipelines – is back in regular service after a leak was repaired, a testament to the San Diego County Water Authority’s proactive asset management program.

The pipeline resumed normal operations November 10 after nearly two months of modified operation. The leaky section was near Camino Del Rey in Bonsall, in an area with no adjacent homes or businesses.

“The shutdown and repair work went smoothly, and we could not have done it without the support and coordination from Water Authority staff, our contractors and member agencies, particularly, Fallbrook PUD, Rainbow MWD, Valley Center MWD, and Vallecitos Water District,” said Neena Kuzmich, Water Authority engineering manager.

Carbon fiber section will protect Pipeline 4

Water Authority crews detected a leak in the 90-inch diameter Pipeline 4 in the Moosa Canyon area in August.

Crews installed bulkheads in the pipeline to isolate the leak area for repairs. The bulkheads allowed the pipeline to continue treated water deliveries throughout the county in a modified fashion and restored full service to retail water agencies.

The Water Authority installed a carbon fiber liner to give the pipeline several more years of service, while a longer-term solution is developed and implemented.

Once the repairs were completed, a second shutdown was needed to remove the bulkheads and return the pipeline to full, normal operations.

Pipeline 4 is one of five major pipelines operated by the Water Authority.

Proactive approach keeps pipelines healthy

By relining the pipes and conducting timely repairs with the latest technology, the Water Authority has avoided major pipeline failures for more than decade.

Extending the life and reliability of major pipelines is one facet of the agency’s proactive asset management program. Real-time monitoring and other pipeline assessment tools help the Water Authority avoid pipeline failures by identifying potential problems in advance.

As part of its proactive approach, the Water Authority continually assesses and rehabilitates pipelines serving the San Diego region. The agency operates 310 miles of large-diameter pipelines, along with 1,600 aqueduct-related structures, and approximately 100 metering/flow-control facilities.

Approximately 82 miles of the pipelines are pre-stressed concrete cylinder pipes. These types of pipes were installed between the early 1960s and late 1980s and have experienced premature failures and shown areas of degradation.

In the past few years, the Water Authority has continued to extend the service life of pipelines with relining projects, including Pipeline 3 between Lake Murray and Sweetwater Reservoir, and Pipeline 5, in the Fallbrook area.
