Veterans Day Salute to San Diego Water Industry Vets

Many of the San Diego region’s 4,500 water and wastewater workers are military veterans. The San Diego County Water Authority and its 24 member agencies are recognizing those veteran water industry professionals this week in honor of Veterans Day.

One of those water industry employees with a military background is Sam Pacheco, a field service representative with the Helix Water District. Pacheco served 20 years in the U.S. Marine Corps, retiring at the rank of Gunnery Sergeant. He ended his career at MCAS Miramar in Aircraft Rescue and Firefighting, as an on-base firefighter. Along with Veterans Day, Pacheco is celebrating the 245th birthday of the Marine Corps (November 10).

Public service a tradition

“When I got to serve in the military, I got to serve the folks of this country,” said Pacheco. “Now that I work for the Helix Water District, I do the same thing, serving the people of the community. It’s as gratifying. When I think about serving the public on a different level, I still get to do it now for Helix.”

Helix Water District has 15 military veterans on its staff. Board President Mark Gracyk served as an enlisted engineer in the U.S. Army, and Division 1 Director Dan McMillan served as a first lieutenant in the U.S. Marine Corps and as a company commander in the California National Guard.

When Pacheco retired from the Marine Corps in 2011, he worked in the heating and air conditioning industry.

“I started working at Lake Jennings part-time,” said Pacheco. “A meter reader job became available and I thought, “‘I like exercise, I like being outside all day, that sounds like a job for me.”’

He became a full-time employee in March 2018.

Military to civilian employment

Pacheco said it is common for veterans to struggle to find civilian employment and it was true for him.

“This was the biggest transition going from the military to civilian employment, finding someone just as professional as the military,” he said. “Helix runs a very professional outfit. The caliber of people at the District, the work tempo, the expectations, the standards expected. I couldn’t have gotten luckier. It’s a big blessing for me.”

Pacheco appreciates the organization and high standards for water industry employees.

“When you come from something like the Marine Corps for 20 years, you are used to having all the I’s dotted and T’s crossed,” he said. “The way Helix takes care of business and runs the district, for me I don’t ever have to worry ‘has someone taken care of this or thought about it?’ I’m really impressed.”

Credit for military experience

The San Diego County Water Authority has co-sponsored state legislation in recent years to create and expedite career pathways and encourage veterans to consider careers within the water industry after serving their country. An effort by the Water Authority and its member agencies helped pass legislation that gives credit to veterans for their military experience when transitioning to the water and wastewater industry.

Signed into law in 2019, Assembly Bill 1588 requires the State of California recognize the experience and education veterans acquire while they are in the military for its operator certification program for water and wastewater treatment plants and water distribution systems.

In an economy altered by the coronavirus pandemic, water and wastewater industry essential employees remain in demand. To help people explore their career options, the Cuyamaca College Center for Water Studies program will hold its annual Open House and Student Orientation at distance via Zoom on Tuesday, August 11, at 6 p.m.

Community Thanks Desalination Plant Workers For Sacrifice

Expressions of gratitude and support have poured in from a grateful community to the ten volunteers sheltering in place at the Claude “Bud” Lewis Carlsbad Desalination Plant in San Diego County. As people learned about their effort to maintain plant operations and keep the water flowing during the COVID-19 pandemic, residents responded by expressing their heartful thanks through messages, photos and artwork.

“The desal plant employees were overwhelmed with the community support they have received,” said Jessica Jones, Poseidon Water director of communications. “They read and enjoyed every message, photo, and drawing.  The support was just the boost in morale that they needed to finish out their 21-days onsite.”

The on-site crew has sustained plant operations and maintenance since March 19 to ensure continued production of high-quality drinking water, in compliance with all state and federal drinking water standards.

Another group of employees stands ready to relieve the ten workers later this week when their 21-day commitment ends.

The San Diego County Water Authority purchases up to 56,000 acre-feet of water from the Carlsbad plant per year – enough to serve approximately 400,000 people annually. The plant is a major component of the Water Authority’s multi-decade strategy to diversify the county’s water supply portfolio and minimize vulnerability to drought or other water supply emergencies.

Customer Thanks Vallecitos Water District Employees for Their Efforts

Most Americans take a safe and reliable water supply for granted. Dedicated water and wastewater professionals, including Vallecitos Water District employees, work to provide a secure, plentiful supply of drinking water.

Vallecitos Water District customer Manisha Bambhania has a deeper appreciation. A native of India, Bambhania grew up in a home where running water was only available three hours per day, and sometimes much less.

Bambhania frequently posted favorable comments on Vallecitos Water District Facebook posts. “She would commonly write words like, ‘We all need to conserve, regardless of the drought,’ or ‘Thank you for all you do. We are so grateful for the services you are providing,’” said Public Information Representative Lisa Urabe.

“After more than a year of continued praise from Manisha, the public information staff reached out to her to thank her in person for her comments,” said Urabe. “We met at her house where she proceeded to tell us her story of growing up in India. Even though she lived in an upper middle-class neighborhood, water scarcity and lack of reliable water and wastewater infrastructure was a very real part of daily living.”

Vallecitos staff created a video to share Bambhania’s story about the work of Vallecitos Water District employees.

Vallecitos employees viewed the video at a recent all-staff meeting. One of those employees is Dennis Richardson, who has worked for the agency the past 13 years.

“I thought it was incredible for a customer to actually thank the employees for the jobs that they do, and also to give us her past life experience of living in India and the importance of the water to the community,” said Richardson. “I was really inspired by her video.”

Other staff were also pleased at the positive remarks for their work.

“We all enjoy our jobs, and take great pride in what we do in serving the public,” said Shawn Askine, a water systems supervisor. “We’re happy citizens recognize the hard work we do providing clean reliable water to your tap everyday.”

The original video featuring Manisha Bambhania has also won statewide recognition from the California Water Environment Association Film Festival.

Women In Water Conference Showcases Career Opportunities

More than 200 people explored career opportunities in the water and wastewater industry at the third annual Women in Water Symposium Thursday at Cuyamaca College.

The conference’s goal this year was to create a community of people with the interest and aptitude to take on what were previously considered non-traditional careers.

Speakers at the conference shared their personal experiences working in the water industry and offered tips for young professionals.

‘Rewarding and humbling’

“Knowing we’re a key contributor to public health through the provision of safe water delivery and recovery is rewarding and humbling,” said keynote speaker Shauna Lorance, director of the City of San Diego Public Utilities Department.

Lorance offered advice to people considering making water a career choice.

“The water industry is challenging and always evolving, and has amazing opportunities for growth and career diversity… from laborers and technicians, finance experts and engineers, chemists and community outreach specialists,” said Lorance. “It also has some of the best people around.”

Diane Stoltz, cross-connection program specialist at the Ramona Municipal Water District, said there are job opportunities that don’t require a degree.

“A few water classes and a state-issued certificate in water or wastewater are the starting blocks to a rewarding career in water,” said Stoltz, “Educating the public and helping them understand their role in protecting the drinking water system, is most rewarding to me.”

Stoltz credited Don Jones, Cuyamaca College Center for Water Studies program coordinator, with encouraging her to work in the water industry.

Wide range of career choices in the water industry

Jaime Okewole, human resources analyst with the Helix Water District, said jobs in the water industry are more varied than people might imagine.

“I think the biggest misconception about working in water is that the view of opportunities available in the water industry is so narrow,” said Okewole. “When you picture water, one might initially just think construction or water treatment but not realize all of the support positions it takes to run a water agency successfully. We have jobs that span a number of different fields and talents. The commonality is that each person holds customer service as their top priority.”

For the first time, the Women in Water Symposium offered three program tracks: sessions for those interested in starting their career in water; those seeking career advancement; and established professionals interested in forming professional alliances and promoting workforce diversity.

The series of workshops wrapped up with a tour of the Water Conservation Garden.

The Water Authority was among the water industry employers offering career information at the conference.

“There are approximately 4,500 water and wastewater positions in the San Diego region and more than 1,400 of those workers are expected to reach retirement age by 2024,” said Gretchen Spaniol, acting special projects manager with the Water Authority. “Those retirements provide an opportunity to diversify the water industry workforce.”

“We all have a vested interest in water,” said Murrell. “We cannot function without it. It’s vital for us to take part in maintaining this crucial resource.”

“It is good for anyone to attend, regardless of gender,” she said. “There is a lot you can learn from being in the room with the individuals and taking it all in. The energy has been amazing at the last conferences. This conference promotes the best of the industry.”

The San Diego County Water Authority will be among the water industry employers offering career information at the conference.

Fallbrook High School Summer Intern Learns About Water Industry Career Opportunities

The Fallbrook Public Utility District’s intern program is designed to prepare potential future employees to fill jobs that open up due to the ‘silver tsunami’ or wave of retirements in the water industry.

Mary Maciel, a junior at Fallbrook High, is Fallbrook Public Utility District’s second paid summer intern. She spends four hours a day each Wednesday working with each department including public affairs, customer service, engineering, construction and maintenance, engineering, water and wastewater operations, and meter reading.

The goal of the internship is to increase interest in FPUD and potentially draw local talent to the district. It is designed to identify career opportunities in the water industry and provide a hands-on learning experience leading to a career with the Fallbrook agency.

Aaron Cook, the district’s senior engineer, was born in De Luz and lived in the area until he went to college. He started his career after college in other cities, but wanted to come back home. He applied for his current  job as soon as he saw the opening. He has been at FPUD for nearly a year.

“It’s definitely an attractive place to work for raising a family,” Cook said.

In the next five to 10 years, FPUD expects a substantial number of employees to retire. And with retirements come job openings.

Maciel says she could see herself working in the water industry in the future.

There are currently 12 FPUD employees eligible for retirement, which is about 18 percent of the district’s workforce. As previously reported on Water News Network, it is an ongoing concern for the agency.

“These are good-paying jobs with good benefits, but you just don’t find a lot of people coming out of school who are interested, and we are struggling to attract skilled employees from the private sector,” said Jack Bebee, Fallbrook PUD general manager.

Opening the Doors to Careers in Water

El Cajon, Calif. – Cecilia Bernal came looking for a career. Essie Mae Horne was focused on occupational advancement. Michaela Maddox-Gomez wanted to explore her options before she graduates from Mt. Carmel High School.

Bernal, Horne and Maddox-Gomez were among the approximately 250 people packing the Center for Water Studies 2nd annual Women in Water – Exploring Career Pathways symposium on Jan. 17 at Cuyamaca College. The event included nearly two dozen speakers, a half-dozen panel discussions, inspirational messages from water and wastewater industry administrators, a day’s worth of networking opportunities and a bevy of information tables.

“I’m already learning so much,” said Bernal, 30, who has worked as a waitress, retail clerk and pharmacy technician. “Water and wastewater is an important industry, and it’s definitely more interesting that what I’ve done in the past.”

“Our industry is experiencing a record number of job openings,” said Sweetwater Authority General Manager Tish Berge. “At Sweetwater Authority, we recruited for almost 10 percent of our workforce just this past year. In addition, water and wastewater jobs are recession-proof, especially working in the public sector. I am excited to show young women that there are great opportunities throughout our industry.”

Maddox-Gomez said she was excited to explore those opportunities.

“This is an area that is really important to our future and to my generation, and I want to learn more about it,” said Michaela, 16, who heard about the symposium from an aunt. “I want to see what kind of options I have.”

Symposium’s success a team effort

Women in Water – Exploring Career Pathways, was made possible by a grant from the National Science Foundation to promote the career advancement of women in the water industry through community college programs, industry internships, curriculum development, and outreach to high schools, transitioning military and military veterans.

Kerl, the keynote speaker, detailed the technological advances in recent years and noted there are more than 200 unique occupations in the water industry.

“If you want an exciting career, be a part of water,” Kerl said. “If you want to be a part of the future, be a part of water.”

Lisa Sorce, human relations director at Padre Dam Municipal Water District, echoed that theme. “There are so many careers in the water industry. You really have to figure out where you want to go.”

Sorce made the comment during a presentation on preparing for career advancement and promotions. For those looking to advance, Sorce said getting ready to be ready is a must. Among her suggestions: Keep an eye on who is getting promoted and find out why; secure the certifications required for positions drawing your interest; and seek out a mentor.

“Make sure your boss knows what your career plans are,” Sorce added. “Look for ways to pitch in.”

The suggestions were helpful to people such as Horne, who was so inspired by last year’s inaugural event that she recruited friends and co-workers to attend this year’s event, too.

Said Horne: “I’m looking to move forward in my career, I’m looking to network, I’m looking to see what opportunities are out there.”

Forum topics something for everyone

Discussions throughout the day ranged from a question-and-answer session during a general manager’s form, to building leadership skills, to internships, cooperative experience and volunteerism. Following a lunch break, Cuyamaca College officially dedicated its new Center for Water Studies and welcomed several dozen guests to an open house at the technology rich learning hub.

Approximately one-third of the attendees at the symposium were girls from local high schools, and scores sought advice from other attendees from the industry.

“I’ve been doing this kind of work for 30 years and I’ve never seen anything like this before,” said Tisa Aguero, a water systems tech supervisor for the City of San Diego Public Utilities. “This event is just amazing.”
