Drought Boon or Boondoggle? Critics Blast Poseidon Desalination Plan as Crucial Vote Looms

Among the many complex arguments over water in California, one particularly heated debate centers on whether the state should seek more drinking water from a plentiful but expensive source: the Pacific Ocean.

The debate has reached a critical stage in Huntington Beach, where Poseidon Water has been trying for more than two decades to build one of the country’s largest desalination plants. The California Coastal Commission is scheduled to vote next month on whether to grant a permit to build the plant.

More than 70% of the Earth’s surface is covered in water, but only 0.5% it is actually accessible to us. Removing salt from ocean water, known as desalination, can create drinkable water during a time of extreme drought and soaring demand. So what’s the problem?

The Promise and Pitfalls of Desalination

Carlsbad State Beach is a Southern California idyll. Palm trees adorn the cliffs above the sand, and surfers paddle out for the waves. From the beach it is impossible to tell that a huge desalination plant not half a mile away is sucking in seawater to produce 50 million gallons of new drinking water each day. It is the largest in America—for now. Soon it may share that title with a proposed sister plant 60 miles (97km) north in Huntington Beach. But only if that one is built.

Poseidon Water, the developer that also built the Carlsbad plant, first proposed the Huntington Beach facility in the 1990s. But it has taken the company more than two decades to persuade Californians of the plant’s necessity.

Carlsbad Desalination Plant Shields Region From Megadrought

As the worst drought in 1,200 years grips the West, the Claude “Bud” Lewis Carlsbad Desalination Plant is protecting the San Diego region with 50 million gallons a day of drought-proof water.

Completed in 2015, the plant was built before the period of increasing inflation that’s driving up prices for water infrastructure projects that are just starting. That means the desal plant is safeguarding the region’s economy and quality of life today at a lower cost than it would be to build now.

Affordability and reliability

In fact, water from the plant costs average homeowners about $5 more a month – about the cost of a latte. The San Diego County Water Authority buys water produced at the plant from Poseidon Water under a contract that protects ratepayers. Because the plant was developed as a public-private partnership, key risks associated with the construction and operation of the plant were shifted to Poseidon.  Accordingly, water is paid for as it is produced and prices adjust predictably based on contractually specified indices.  Ratepayers do face less predictable cost impacts from rising energy prices, but that is no different from any other new publicly owned water supply project.

Drought-proof supply

“The Carlsbad plant is an important regional asset and its value is highlighted by the ongoing megadrought,” said Jeremy Crutchfield, a water resources manager for the Water Authority. “The cost of water is higher than conventional sources, but so is the reliability – and that’s never looked more important than it does today.”

On the environmental front, Poseidon is committed to keeping the Carlsbad plant carbon-neutral through state-of-the-art energy recovery devices, mitigation projects and securing carbon credits. In addition, upgrades to the plant’s intake and discharge systems will be completed by the end of 2023, in compliance with a 2019 permit.

Another positive: There’s no signs of plant impacts to the coastal waters, which are protected by some of the world’s most aggressive standards through the California Coastal Act and the California Ocean Plan. While the facility was cited by regulators in 2019, importantly, no enforcement action was taken as regulators recognized the problems were with formulas in the permit and not the actual plant discharges.

At the start of operations, project managers also navigated a series of ramp-up challenges common with any large industrial facility. Since then, Poseidon has made capital improvements to its pretreatment system and invested in advanced monitoring and control technologies at company expense.

Carlsbad Desalination Plant is part of diversified water supply portfolio

In 2021, the plant produced more than 51,000 acre-feet of water and the volumes are projected to be at least 50,000 acre-feet in 2022 as well. That’s enough water to meet more than 10% of regional demand – which is met through a diversified portfolio of conserved water, groundwater, recycled water and other sources.

“Desalination remains a valuable tool for our community when it comes to ensuring safe and reliable water supplies no matter the weather,” Crutchfield said.  “It has shown its value by generating nearly 90 billion gallons over the past six years, and I’m confident it will continue to do so in the years ahead.”

Collaboration Helps Water Authority Deliver Water Security to Region

There’s been a lot of talk lately about the cost of water — and that makes sense given the economic realities faced by many residents, farmers, and businesses. But it also seems that newer generations of San Diegans do not know there was a time when we didn’t have water when and where we needed it.

Thankfully, that’s not a problem in San Diego County today, even though elsewhere drought-stricken communities face the potential of only having enough water to meet basic health and safety needs. Due to investments we’ve collectively made in seawater desalination, conserved water, reliable infrastructure, and increased storage capacity, the San Diego region has transformed its water supplies from highly insecure to some of the most reliable in the nation.

A Parched West Remains Divided on Desalinating Seawater

Gripped by drought, communities along California’s coast are exploring innovations and investments to ensure residents have access to drinking water. But desalinating seawater, one proposed solution, has provoked heated debate, as some environmentalists say the process is inefficient, expensive and unneeded.

The California Coastal Commission next month will decide whether to approve a private company’s application to build a $1.4 billion seawater desalination facility in Huntington Beach, southeast of Los Angeles. An approval would cap a 15-year permitting process to bring Southern California its second, large-scale seawater desalination facility—joining another in Carlsbad that fully opened in 2015.

New Video Highlights Olivenhain Municipal Water District Achievements in 2021

In its ongoing effort to keep ratepayers and the community informed, the Olivenhain Municipal Water District produced its first “Year In Review” video report for 2021.

The video showcases key achievements of the District, using an accessible digital video format to share details, images, and key facts with ratepayers through a familiar, trusted online platform posted to the District’s YouTube channel.

“Most customers are not aware of the numerous projects and developments ongoing at OMWD, so this video is a great way to package all our wins into one place for easy viewing,” said Joe Jansen, OMWD administrative analyst.

Jansen said many of the District’s fiscal accomplishments aren’t readily visible to the public like infrastructure projects.

“Videos are great informational tools to help keep our residents informed of everything we do and to help build trust with us as their water provider,” said Jansen.

Eight achievements highlighted in the video

  1. OMWD received an AAA bond rating from Fitch Ratings.
  2. OMWD received over $3.6 million in refunds to be credited to customers over the next several years. Funds will be added to the Rate Stabilization Fund and applied as a direct credit to customers’ water bills over the next several years.
  3. OMWD achieved over $1.3 million of state and federal grant funds. Funding will offset the costs of important projects for ratepayers.
  4. OMWD continues to receive the highest recognition from industry groups. Awards recognize the District for its fiscal governance and infrastructure projects.
  5. Water quality continues to exceed state and federal standards. In addition, due to preventative maintenance, overall water loss decreased in 2021.
  6. OMWD completed a pilot study on developing a local water supply through groundwater desalination. Results were favorable from the grant-funded project and the District will continue to assess the project’s feasibility.
  7. OMWD completed several replacement and upgrade projects at its 4S Ranch Water Reclamation Facility.
  8. Proactive measures were taken to combat the spread of COVID-19. As a result, OMWD had no interruption to customer service and has completed all vital projects during the past year.

Technological Solutions to Droughts

Perennial water shortages in California will likely only grow worse due to climate change. But emerging technologies offer hope—if Californians can stop taking water for granted, says David Feldman, UCI professor of urban planning & public policy and director of Water UCI.

Water shortages will become more severe as both droughts and floods become more intense, with less rain and snow falling during dry seasons and more falling during wet ones. Capturing the excess precipitation and saving it for dry periods will also only get more challenging.

Shattering the stillness of a frigid January moonlit sky, the sunrise’s amber aura glimmers over the Tinajas Altas mountain range — giving way to a sandscape of semi-succulent shrubs.

The sun’s increasingly insistent rays animate an otherwise desolate desert corridor that links the city of Yuma, Arizona, to the San Luis Port of Entry along the U.S.–Mexico border. White school buses shuttle Mexican agricultural workers to Arizonan farm acreage, home to America’s heartland of winter leafy greens. Just a few miles west is the Colorado River, the region’s historic lifeblood — a lifeblood that is so under threat that the Bureau of Reclamation declared its first-ever federal shortage for the basin on Monday.

Pivoting Operations For A Pandemic

The Claude “Bud” Lewis Carlsbad Desalination Plant (“CDP”), which recently celebrated its five-year anniversary, produces 50 million gallons of fresh water per day. It now accounts for one-third of all water generated in San Diego county.

When the coronavirus pandemic hit in early 2020, the facility needed to completely overhaul its workflow in a matter of weeks. CDP not only managed to cut its staffing, implement remote monitoring, and keep its operators fully sheltered onsite — it also did so without any drops in productivity.

The facility rapidly worked to make its staff as lean as possible — but also while maintaining steady production. Although changes needed to occur quickly, the CDP is subject to a wide range of regulations and compliance requirements: any modifications to operations needed to be collaborated and approved by the San Diego County Water Authority as well as state regulators.
