Homeowner Nick Voinov worked for a decade to transform his turf into its current WaterSmart residential landscape. It didn’t always look as bright and colorful as it does today.

“I love plants and found them more appealing than a lawn,” said Voinov. “I thought it was a bit of a waste because I had to water it every day, and then once you mowed it, it was hauled off to the dump. It was like a crop that you grew and then threw away.”

Six Steps to WaterSmart Landscape Success

Every WaterSmart landscape added by a homeowner becomes a key part of the San Diego region’s water efficiency goals. By converting a turf-focused yard to a WaterSmart landscape, you have the potential to beautify your property, save money, and reduce maintenance. You also play a critical role in protecting and improving the health of our natural environment by cultivating native plants, retaining and minimizing stormwater runoff, and conserving water.

As outlined in the video, there are six distinct steps to successfully create a WaterSmart landscape.

Step 1. Identify your landscape target. What types of plants do you want to use? Which irrigation types suit those plants? These answers will help guide you through the design process.

Step 2. Create a basic plot plan. Making a plan of your existing landscape will help you visualize and reimagine your future landscape.

Step 3. Evaluate your site. Evaluate site elements such as soil, drainage, sun exposure, and views to identify opportunities and constraints. This knowledge is key to helping you make design decisions as you start the design process. It’s essential at this stage to pay special attention to methods of retaining stormwater.

Verify your planned water use before starting construction and adjust if it doesn’t meet your original landscape target.

Step 5. Implement your plan. As you execute your plan step by step, take your time. Hire a professional if needed. Getting it done right is far preferable to rushing or tackling tasks too difficult or complex for you to complete properly.

Step 6. Care for your WaterSmart landscape. Learn the best practices for maintaining your landscape. Consider creating a maintenance schedule to help you keep on track. You can even use these maintenance techniques to help you save money in existing landscape areas that have not been upgraded.

WaterSmart landscaping rethinks the way limited water resources can be used by making smart choices to reduce outdoor water use. But saving water is just one benefit of low-water-use landscaping.

California Drought: Which Cities in Santa Clara County are Saving the Most and the Least Water

The Santa Clara Valley Water District, which is the main wholesale water provider in Santa Clara County, on June 9 declared a drought emergency and called on all residents to reduce water use 15% from 2019 levels to preserve supplies.

In August, the most recent month for which data is available, countywide water use dropped by 9%. That was an improvement from a 6% drop in July, but still is significantly under the goal.

Here is the percentage change in water use between August 2019 and August 2021 at the 13 cities and private water companies the Santa Clara Valley Water District serves.

New Partnership Promotes WaterSmart Landscapes, Healthy Watersheds in San Diego County

Residents and businesses in unincorporated areas of San Diego County are eligible for increased water-use efficiency rebates under a new partnership between the County’s Watershed Protection Program and the San Diego County Water Authority.

The County’s new Waterscape Rebate Program will save money for residential, commercial, and agricultural customers who make landscape upgrades that improve the region’s climate resilience and reduce the flow of pollutants into waterways. Sustainable landscapes produce multiple benefits for San Diego communities, such as reducing water use, enhancing habitat, increasing stormwater retention, and decreasing run-off.

Increased rebates with new partnership

The newly enhanced incentives include rebates that start at $3 per square foot for turf replacement, $60 per smart controller station, $65 per rain barrel and up to $450 per cistern. The agencies are also offering technical assistance to upgrade larger landscapes on multifamily and commercial properties, and a cost-share with agricultural growers to make water-saving upgrades.

Water customers in unincorporated San Diego County can determine their eligibility at: SanDiegoCounty.gov/WatershedRebates.

For the past 30 years, the Water Authority and its member agencies have promoted water-use efficiency through a variety of tools such as rebates, classes, and other resources available across their service areas. Landscaping upgrades are particularly important because more than half of all residential water use is outdoors. Some cities and water agencies in the region choose to increase the rebates like the County is doing for residents in unincorporated areas. Rebates, classes and incentives available to all residents in the San Diego metropolitan area are also at www.watersmartsd.org.

Drought conditions across the West are a reminder of the importance of water-efficiency upgrades, and these rebates offer a great opportunity to get involved,” said Kelley Gage, Director of Water Resources for the San Diego County Water Authority. “With a WaterSmart approach, we can reduce water-use and maintain climate-friendly landscapes that help sustain our quality of life in San Diego County.”

The new partnership is part of the County’s new Waterscape Rebate Program, which helps to protect local waterways by reducing pollutants that enter storm drains. The program includes outreach and education to commercial, industrial, and residential properties in unincorporated areas of the county. In addition to the programs administered by the Water Authority, the County is offering programs with rebates for upgrades including rain gardens, gutters, permeable pavement, and regular septic system pumping.

“The County is committed to reducing stormwater pollution to help protect water and foster healthy communities,” said Scott Norris, Land Use Environmental Planning Manager at the County of San Diego. “Partnering with the Water Authority allows us to offer even more resources to help unincorporated residents and business owners upgrade their properties with incentives that can cover a large portion of the costs and actively contribute to protecting our waterways for everyone.”

Water Authority Board Approves 2020 Urban Water Management Plan

The San Diego County Water Authority Board of Directors May 27 approved the Water Authority’s 2020 Urban Water Management Plan for timely submission to the state. The plan highlights how regional investments in a “water portfolio approach” to supply management and a sustained emphasis on water-use efficiency mean that San Diego County will continue to have reliable water supplies through the 2045 planning horizon – even during multiple dry years.

The Board approved the final plan following a public hearing on March 25 and a 60-day public comment period which ended May 6. The final 2020 UWMP will be submitted to the California Department of Water Resources by the July 1, 2021, deadline.

“Successful efforts to create a reliable water supply coupled with the development of new local sources by the Water Authority and its 24 member agencies ensure that the region will weather dry times over the next two decades,” said Water Authority Board Chair Gary Croucher. “We continue to collaborate with our member agencies on investments in infrastructure and local supply sources to benefit the region’s ratepayers now and in future years.”

Collaboration with member agencies

The Water Authority started the current UWMP process in September 2018, coordinating closely with its 24 member agencies, most of which must submit their own plans to the state. Member agencies provided input into the final plan as part of the Water Authority’s ongoing effort to align local and regional projections as closely as possible while still following applicable guidelines and using regional models. The plan’s long-range demand forecast shows an increase in regional demands of less than 1% per year through 2045. This change in demand is consistent with the change forecasted by other large water suppliers in the state, including the City of San Diego and the Metropolitan Water District of Southern California.

Multiple supply and demand projections factor into Urban Water Management Plans, which are mandated by the state to ensure sufficient supplies over 25 years. The plans are not used to set water rates; rates are set annually based on multiple financial factors at the time, not long-term projections about water supplies.

Water supply availability

Urban Water Management Plans are dictated by statutory guidelines, Water Authority Board direction and an agreement with the San Diego Association of Governments to use its regional growth forecast. The plans also support state laws that link approval for large housing developments to water supply availability.

By law, the plans must be updated every five years. Per state guidelines, the Water Authority’s Urban Water Management Plan includes:

  • Projected water demands under normal weather and dry weather scenarios
  • Conservation savings information
  • A process to conduct an annual water supply and demand assessment
  • Supply reliability analysis

The demand forecast accounts for changes in socio-economic factors, such as the number of projected housing units, the mix of single-family and multi-family dwellings, and employment growth.

Investments in local water supply

Conservation projections account for continued adoption of water-use efficiency measures, compliance with landscape water-use ordinances for new residential construction, and continued installations of sustainable landscapes at existing homes. Since 1991, San Diego County ratepayers have conserved more than 1 million acre-feet of water, and per capita potable water use in the region decreased nearly 50% between fiscal years 1990 and 2020.

The 2020 UWMP also highlights the value of the Water Authority’s long-term strategy to invest in highly reliable and locally controlled supplies from the Claude “Bud” Lewis Carlsbad Desalination Plant and the nation’s largest conservation-and-transfer agreement, which provides high-priority, low-cost water from the Colorado River.

In addition to the UWMP, the Water Authority also regularly updates its Regional Water Facilities Optimization and Master Plan, which focuses on the infrastructure necessary to meet projected long-term demands, and its Long-Range Financing Plan. Those documents work together to ensure the right mix of supplies and facilities to meet the region’s needs at an affordable cost.

Students-Student displays science and engineering fair project

San Diego County Students Innovate to Solve Water Challenges

In March, Water Authority staff judged water-related projects by students at the 67th annual Greater San Diego Science and Engineering Fair. Judging the fair is a longstanding tradition at the Water Authority and a component of the education outreach program. For decades, the Water Authority has recognized the top water-related projects with a scholarship and award. This year’s fair was conducted in a virtual format, but more than 280 students still brought their best projects to the table.

Each student who was interviewed by Water Authority staff demonstrated a strong knowledge of the scientific process, as well as an awareness of big picture issues that are important in the water industry and beyond. Five winners were selected, and each will receive a gift card and plaque. Water Authority staff also showcased a video of the five winners and their outstanding projects at the April San Diego County Water Authority Board of Directors meeting.

Forward-thinking students solve global and everyday water issues

In the senior division, first place winner Bella Rose Schremmer designed a piston-buoy rack and pinion wave energy converter device. The 10th grader from University City High School said she was inspired by the kinetic energy formed by ocean waves, and she wanted to create a project that could capture that energy as a renewable energy source to replace the burning of fossil fuels. Bella Rose attributed part of her success in this project to her father, who supported her by procuring materials and providing encouragement, and to her teacher and mentor, Mrs. Bosch, who guided her through the process.

In second place, Suvali Sengupta created a biodegradable microporous polymer that was designed to help soil water retention in an agricultural setting. The 11th grader from Westview High School shared that her inspiration came from her Indian heritage and the drought conditions that India’s farmers struggle with each year.

Saltwater desalination, water purification, water conservation

In the junior division, Kristine Talaga from St. Gregory the Great Catholic School won first place with her project on saltwater desalination. The 7th grader designed a project to test the effects of different colored backgrounds – black, white or foil – on containers containing salt water and how quickly heat could desalinate the water in each container.

Samantha Rivera, an 8th grader from Chula Vista Middle School, claimed second place with her project about which methods of water purification removed the most dissolved solids.

In third place, 8th grader Sonria Rheiglene Simanski, also representing Chula Vista Middle School, tracked how much water is wasted when waiting for the shower to warm up, determining the best times of day to shower for optimal water-use efficiency.
