Water Studies Open House Keeps Career Pipeline Flowing

In an economy altered by the coronavirus pandemic, water and wastewater industry essential employees remain in demand. To help people explore their career options, the Cuyamaca College Center for Water Studies program will hold its annual Open House and Student Orientation at distance via Zoom on Tuesday, August 11, at 6 p.m.

Vanessa Murrell, grant manager for the Center for Water Studies at Cuyamaca College, says anyone interested in exploring this career field is invited to participate and learn what makes it such an attractive choice.

“Careers in water are generally recession-proof with accessible career advancements and opportunities in addition to competitive salary and benefits,” said Murrell. “We anticipate more openings over the next few years as water remains a necessary resource for survival and sanitation.”

Murrell says the Open House offers an overview of the program, the degrees and certificates offered, the variety of courses available, details on required California state certifications, and the range of careers available in the water and wastewater industry. Participants will meet professors and current students and can ask questions.

A career in the growing water industry presents an opportunity to earn money while protecting the environment and servicing the community in an essential role. The ability to provide clean, safe drinking water is a complex endeavor and is getting more complex as time goes on.

Skilled water professionals are in high demand as the current workforce ages. Water and wastewater agencies employ more than 60,000 workers statewide, including 5,000 in San Diego County, according to the federal Bureau of Labor Statistics. The Water Research Foundation anticipates one-third of the utilities workforce will retire over the next decade.

In San Diego County, wastewater treatment and system operators earn an average annual wage of more than $66,000, according to the Bureau of Labor Statistics.

Established in 1960, Cuyamaca College’s Water & Wastewater Technology program is the oldest and most comprehensive program of its kind in the California Community Colleges system, educating the state’s water utility workforce for more than a half a century. Its innovative Field Operations Skills Yard is newly updated, and, when students are able to return to campus, will provide students with practical challenges they will face in today’s complex water and wastewater facilities. Currently, fall courses will take place online.

The college works closely with local water agencies. Members of the Cuyamaca College Water & Wastewater Technology Program Industry Advisory Committee include the San Diego County Water Authority, City of San Diego Public Utilities Department, Helix Water District, Padre Dam Municipal Water District, the City of Escondido Utilities Department, Olivenhain Municipal Water District, and other agencies.

How did you become interested in working in the water industry?

After several years working in a call center environment, it was time for a change in my career path. I had read a posting in a local publication for a customer service position with Otay and decided to test my luck. I was fortunate. Although there is so much more to absorb in the water industry, I was able to bring my customer service skills to a whole new level. The staff was so friendly and knowledgeable that I had no problems intercepting the traditions and behaviors of the District.

How has your job changed during the pandemic?

Soon after the pandemic began, our lobby shut down and all staff was sent to work from home. It has been a major adjustment, but our IT staff has done an excellent job in providing us with the equipment and tools needed to complete our daily responsibilities. We are on a rotating schedule now, with only 2-3 reps in our office at a time while the rest of us work from home. We can communicate with one another via text, email, phone, or a video chat.

How are you keeping safe?

Otay has done an excellent job in providing staff with safety aids and tips on how to endure this pandemic. We have temperature kiosks in which we must have a temp scan prior to reporting to the building. The District has also installed several hand sanitizing stations and provided masks and gloves to staff when dealing with the public. While at home, it’s a simple practice of follow the guidelines and recommendations of the CDC.

What are you most looking forward to after the crisis ends?

It would be nice to be normal again. Just being able to socialize with family and friends again without the partition.

Lake Poway Water Level Temporarily Reduced for Maintenance

Lake Poway’s water level is lower today, but it isn’t due to the current heatwave. The lake is being temporarily reduced to complete a planned maintenance project to replace a transducer.

Lake Poway serves as the City of Poway’s main water storage reservoir, with a capacity to hold more than one billion gallons of water. A transducer measures the lake’s water level and remotely sends data to the city.

The city typically takes advantage of lower summer lake levels every year as part of a process to maintain the water quality and for maintenance.  Water drawn down from Lake Poway is sent to the Lester J. Berglund Water Treatment Plant for treatment. Replacement water is added back in from supplies the city purchases from the San Diego County Water Authority.

Drinking water is not being discarded. Instead, the City of Poway is moving drinking water into the delivery system for treatment, and holding back on replenishing the lake until the maintenance project is complete.

The work creates a bonus for San Diego County’s avid fishing fans.

“It’s not unusual for the water level to be down in the lake this time of year,” said Allie Margie, Recreation Supervisor at Lake Poway. “Our night fishing and catfish restocking schedule aren’t affected – and with less water and more fish in the lake, your chances of making a catch might be better than ever.”

Poway operates a modern water treatment and distribution system. Lake Poway serves as a storage reservoir for imported water from both the Colorado River and Northern California.

Water flows through the Berglund Water Treatment Plant, where approximately three billion gallons of drinking water are treated every year for the citizens of Poway. Once treated, the drinking water enters a system of pipes, pump stations, reservoirs for delivery to customer’s homes and businesses.

Environment Report: Why Your Water Bill Might Spike

San Diego’s water utility is preparing to absorb a five percent spike in rates this year despite cries from elected officials to freeze costs during a global pandemic.

Why? The blame often gets passed up the proverbial pipeline.

About three-quarters of San Diego’s drinking water comes from the Colorado River via pipes and aqueducts controlled by the Metropolitan Water District, based in Los Angeles. Since it controls much of the lifeline, it’s often blamed for an increase in rates and that’s partially what happened this year.

How did you become interested in working in the water industry?

I just had my second baby in March 2006 and I tried to be a stay-at-home mom, but I was restless. I applied with Volt Temp Services and was sent to work in a temporary, one month job as a receptionist for the Water Authority.  My one month was extended for another six months. Then, I applied for the full-time staff receptionist position in December 2006 and got the job. So, I would say the water industry was interested in me.

How has your job changed during the pandemic?

I miss my co-workers, since most of the Water Authority staff are working remotely. Our main office in Kearny Mesa is closed to the public and delivery drivers have to buzz me from the outside before dropping packages at the front door. New safety protocols are in place for staff coming to the office, including temperature checks before entering the building. One change is that all staff entering the building now have to sign-in with me at the front desk and check out when they leave. Another change is the front reception desk where I work is now surrounded by clear, plexiglass shield barriers, also part of our pandemic safety protocols.

How are you keeping safe?

Wearing my face mask, washing my hands a lot more, cleaning the work area, and checking my temperature before coming into the building.

What are you most looking forward to after the crisis ends?

Spending time with my elder aunties and uncles, going to church, and going to events.

New Seawater Intake Pumps-Carlsbad Desalination Plant-fish-friendly

New Fish-Friendly Seawater Intake Pumps at Carlsbad Desalination Plant

New fish-friendly seawater intake pumps recently commissioned  at the Carlsbad Desalination Plant are among the most environmentally advanced intake pumps in the world.

The three intake pumps, manufactured by Indar, are part of a broader effort to ensure the long-term health of the marine environment near the Claude “Bud” Lewis Carlsbad Desalination Plant, which sits on the shores of Agua Hedionda Lagoon.

New intake pumps and state-of-the-art technology

Installation of the new intake pumps is part of a phased program to replace the existing seawater intake and discharge facilities with state-of-the-art technology to protect marine life that wasn’t available when the plant was operating with source water from the Encina Power Station. The closure of the power station in December 2018 led to temporary intake-discharge operations until the new intake pumps came online. The next steps include adding new intake screens, designed to prevent any sea-life larger than 1 millimeter (thicker than a credit card) from entering the plant.

Essential work during COVID-19 pandemic

The work to complete the construction and commissioning of the new fish-friendly seawater intake pumps was part of the essential work allowed under California guidelines during the COVID-19 pandemic. The contractor, KiewitShea Joint Venture, worked in accordance with guidelines adopted by the State Building and Construction Trades Council and approved by Governor Gavin Newsom for essential construction. The contractor worked uninterrupted to complete the project per the June 30, 2020, deadline set by the Regional Water Quality Control Board without any health or safety violations.

The eventual transition of the desal plant to operate independent of the power plant was anticipated in the 2012 Water Purchase Agreement between Poseidon Water, which manages and operates the facility, and the San Diego County Water Authority, which purchases the water for use across the region. Currently, the plant provides about 10% of the region’s water supply.

The new intake screens are the final part of upgrades, which when complete in 2023, will make the Carlsbad Desalination Plant the first desalination facility in California to comply with the 2015 California Ocean Plan Amendment, which is among the most advanced sea-life protection measures in the world. Poseidon Water also plans to implement the same state-of-the-art intake system at its proposed Huntington Beach Seawater Desalination Plant in Orange County.

“We are excited to reach this milestone at the Carlsbad Desalination Plant that highlights our commitment to environmental stewardship,” said Jim Madaffer, chair of the Water Authority’s Board of Directors. “This plant will continue to be a vital regional resource for decades to come, and it demonstrates that environmental enhancements can go hand-in-hand with water supply sustainability.”

Carlsbad Desalination Plant improves sustainability

The Water Authority can purchase up to 56,000 acre-feet of water from the Carlsbad plant per year – enough to serve approximately 400,000 people annually. The new pumps, combined with additional future investments, will continue to provide the San Diego region with a critically important drought-proof water supply from the Pacific Ocean.

The plant is a major component of the Water Authority’s multi-decade strategy to increase the county’s water supply reliability through supply diversification. San Diego County’s water portfolio approach has been successful in minimizing the region’s vulnerability to drought and other water supply emergencies.

“Using the most advanced technology for the seawater intake system builds on the Carlsbad Desalination Plant’s long history of protecting and preserving the coastal environment,” said Poseidon CEO Carlos Riva. “The new intake system will make this one of the most environmentally sensitive desalination plants in the world, and further enhance our region’s water reliability and climate resiliency.”

How did you become interested in working in the water industry?

Nearly ten years ago, after a long and successful career in retail banking, I fell victim to a series of armed robberies over a two-year period. These violent encounters took a toll and made me seriously consider a career change. A conversation with an acquaintance led me to explore the possibility of working at Padre Dam. There was so much to learn about the water industry, however the staff and management at Padre Dam made me feel right at home and they were supportive during the entire process. Working with the public and providing the best customer service possible is second nature to me. I strive to make each encounter personal and informative.

How has your job changed during the pandemic?

Not long after the pandemic started we began alternating work schedules in the Customer Service Department. Some people work from home, and we have a minimal staff at the administrative office. Our IT staff did a phenomenal job of ensuring we had everything we needed to work from home. To most of our customers, the transition has been seamless. We have worked out most of the bugs since then and now it has become second nature to our department.

How are you keeping safe?

My husband does all the grocery shopping for the family and I so appreciate that, it minimizes the exposure for me. Padre Dam meets all the safety requirements and more when I’m not working from home. We like to support the mom and pop shops so we order food to go now and then. Finally yet equally important, I wear my mask and wash my hands regularly to protect my friends and family.

What are you most looking forward to after the crisis ends?

I get emotional when I talk about this one. I became a grandmother on February 26, 2020, to a beautiful baby boy.  He was only 3 weeks old when the shutdowns started. Although his parents are great about sending pictures and videos, it is not quite the same. I am most looking forward to holding him, and watching him grow and play without the fear of getting sick. I cannot wait!
