First Advanced Water Purification Facility in San Diego County is On the Map

City of Oceanside officials and regional water industry leaders gathered today to break ground on Pure Water Oceanside, the first advanced water purification facility in San Diego County. The $67 million project – scheduled to be completed in 2021 – will purify recycled water sourced from the San Luis Rey Water Reclamation Facility.

“Today, we put Pure Water Oceanside on the map and are one step closer to achieving the goal of greater water-independence for our city, residents and businesses,” said Cari Dale, Oceanside’s water utilities director. “This future-focused project will provide multiple benefits by reusing our water resources to their full potential.”

Reducing dependence on imported supplies

The local project will reduce Oceanside’s dependence on imported water by more than 30%. The purification process is inspired by the natural water cycle and reduces the amount of recycled water discharged into the ocean.

The project is partially funded by the Local Resources Program through the San Diego County Water Authority and Metropolitan Water District of Southern California.

“The tremendous conservation focus, water infrastructure planning and investment by the Water Authority and its 24 member agencies has put our regional supplies in solid standing,” said Water Authority General Manager Sandra L. Kerl. “The mission of providing reliable water supplies to San Diego County can be likened to a puzzle; there are many pieces that fit together to create an overall solution. Our next increment of supply in the San Diego region is from potable reuse projects.”

Improving local resources in a sustainable way

Guests were invited to take tours of the existing facility to see the location of the new infrastructure and learn how purification technology works.

“Being on the map signifies not only that this project will be an historic landmark, but also a symbolic one that will serve as an example for other cities and agencies that are interested in initiating this type of program,” said Jack Simes, acting area manager at the United States Bureau of Reclamation.

In addition to reducing dependence on imported water supplies, the project will improve groundwater resources and help protect the environment by reducing dependency on imported supplies that can disrupt ecosystems.

“We need to pursue new and innovative solutions to protect our land and water for future generations,” said Congressman Mike Levin, whose district includes coastal North County. “Pure Water’s commitment to providing over 30% of the drinking water in the City of Oceanside in a way that is clean, safe, sustainable and environmentally sound is commendable.”

Technologically advanced water purification process

Pure Water Oceanside will use state-of-the-art water purification technology that replicates and accelerates nature’s natural recycling process.

First microfiltration filters remove bacteria and suspended solids from reclaimed water. Then ultra-fine reverse osmosis filters remove salt, viruses, other bacteria, pharmaceuticals and chemicals. Next, the water is treated with ultraviolet light and advanced oxidation technologies that neutralize any remaining substances.

Minerals are injected back into the water before the water is added to Mission Basin in Oceanside. Water can then be extracted from the aquifer, treated once again at the Mission Basin Groundwater Purification Facility and finally, distributed to residents and businesses.

Water Agencies Team Up to Reduce Potable Water Use

The Olivenhain Municipal Water District and Leucadia Wastewater District are reducing potable water use by switching to recycled water to flush sewer lines in their service areas.

With the recent installation of new equipment by both agencies, recycled water is now available to Leucadia for sewer line maintenance in the Village Park neighborhood in Encinitas and in the La Costa neighborhood in Carlsbad.

Regular flushing is important for gravity-fed sewer line maintenance. The process involves filling a specialized sewer cleaning vehicle, known as a vactor truck, with water and injecting the water into a sewer main. Flushing the pipes in proper working condition extends their lifetime by removing materials such as grease and roots, which can cause clogs and sewage overflows. Once flushed, a pipeline can be inspected and its condition assessed.

Recycled water, not potable water, now used to flush sewer lines

Prior to this project, Leucadia did not have access to recycled water in Olivenhain’s service area, instead filling vactor trucks with potable water. Leucadia identified the opportunity to reduce potable water use and save its ratepayers money, and approached Olivenhain about creating points at which the wastewater district could fill trucks with recycled water. Five locations throughout Encinitas and Carlsbad were selected.

“It’s a pleasure to partner with neighboring agencies for the common good,” said Olivenhain Municipal Water District Board President Ed Sprague stated. “Simple changes such as these add up and help ensure a reliable water supply for future generations.”

Regional partnership conserves drinking water

“Leucadia is excited to continue its regional partnership with the Olivenhain Municipal Water District,” said David Kulchin, Leucadia’s board president. “Using recycled water to clean sewer pipelines not only saves precious potable water supplies but continues our efforts to utilize renewable resources to the maximum extent possible.”

In addition to sewer line flushing, municipal street sweeping vehicles that were previously using potable water will be able to access recycled water thanks to the new connections. In accordance with state regulations governing recycled water use, the vactor trucks and street sweeping vehicles will have separate filling systems for potable and recycled water.

Approximately 14% of Olivenhain’s overall water demand is met with recycled water. Olivenhain produces up to two million gallons per day of recycled water at its 4S Ranch Water Reclamation Facility and supplements additional demand with recycled water purchased from Rancho Santa Fe Community Services District, City of San Diego, Vallecitos Water District, and San Elijo Joint Powers Authority.

California Agencies Release Draft Water Resilience Portfolio

Three California state agencies today released a draft water resilience portfolio intended to help the state manage more extreme droughts and floods, aging infrastructure, declining fish populations and other challenges.

The California Natural Resources Agency, California Environmental Protection Agency and Department of Food and Agriculture developed the draft to fulfill Governor Gavin Newsom’s April 29, 2019 executive order calling for a portfolio of actions to ensure the state’s long-term water resilience and ecosystem health.

“The portfolio approach to water supply reliability is a significant advance in how our most precious resource is managed statewide, in line with our long-term strategy in San Diego County,” said Sandra L. Kerl, general manager of the San Diego County Water Authority. “As we review the details of the new plan, we will continue collaborating with the state agencies and other partners to turn this vision into a reality that benefits our region.”

State agency leaders tour water infrastructure in San Diego County

Several state officials visited San Diego County on July 18, 2019 to assess the region’s water projects as part of their role in developing a water portfolio strategy for the state.

Natural Resources Secretary Wade Crowfoot, Deputy Natural Resources Secretary Thomas Gibson, State Department of Food and Agriculture Secretary Karen Ross, and State Water Resources Board Chair E. Joaquin Esquivel got a first-hand look at investments to diversify the region’s water supply, including the San Vicente Reservoir, Olivenhain Reservoir, and the Claude “Bud” Lewis Carlsbad Desalination Plant.

“San Diego is a great example of the challenges and complexities of managing water supply, as we look to supercharge water resiliency in California,” said E. Joaquin Esquivel, Chair, Calif. State Water Resources Control Board, after the July tour of water infrastructure.

Newsom’s order directed his administration to “identify and assess a suite of complementary actions to ensure safe and resilient water supplies, flood protection and healthy waterways for the state’s communities, economy and environment.”

Draft Water Resilience Portfolio encourages ‘collaboration within and across regions’

“This draft portfolio has been shaped to provide tools to local and regional entities to continue building resilience and to encourage collaboration within and across regions,” said Natural Resources Secretary Wade Crowfoot in a news release from the three agencies. “At the same time, state government needs to invest in projects of statewide scale and importance and tackle challenges beyond the scope of any region. Taken together, the proposed actions aim to improve our capacity to prepare for disruptions, withstand and recover from shocks, and adapt from these experiences.”

The draft release comes after several months of public input, and listening sessions, including comments from the San Diego County Water Authority and its 24 member agencies.

Draft Water Resilience Portfolio outlines more than 100 integrated actionable recommendations in four broad areas:

  • Maintain and diversify water supplies

    State government will continue to help regions reduce reliance on any one water source and diversify supplies to enable flexibility amidst changing conditions. Diversification will look different in each region based on available water resources, but the combined effect will strengthen resilience and reduce pressure on river systems.

  • Protect and enhance natural ecosystems

    State leadership is essential to restore the environmental health of key river systems to sustain fish and wildlife. This requires effective standard-setting, continued investments, and more adaptive, holistic environmental management.

  • Build connections

    State actions and investment will improve physical infrastructure to store, move, and share water more flexibly and integrate water management through shared use of science, data, and technology.

  • Be prepared

    Each region must prepare for new threats, including more extreme droughts and floods and hotter temperatures. State investments and guidance will enable preparation, protective actions, and adaptive management to weather these stresses.

To develop the portfolio, state agencies conducted an inventory and assessment of key aspects of California water, soliciting broad input from tribes, agencies, individuals, groups, and leaders across the state.

“From Northern California to the Central Valley and the South, Californians from cities, farms, and other sectors are working together to develop innovative solutions to the climate-related water challenges that the state is already experiencing and that are expected to worsen,” said California Environmental Protection Agency Secretary Jared Blumenfeld. “This draft portfolio is an important step toward building resilience to ensure the long-term health of our water supplies and ecosystems.”

Public comments on draft portfolio

The public will be able to submit written feedback on the draft portfolio through February 7. A final water resilience portfolio will be released soon after that.

“State agencies are only one set of water decision-makers in California,” California Secretary for Food and Agriculture Karen Ross said. “Continuing to improve our water systems relies on collaboration across all groups of water users and all stakeholders. Accordingly, feedback on this draft will be important to refining and finalizing our portfolio.”

New Oxygenation System to Improve Reservoir Water Quality

The City of San Diego’s Public Utilities Department last week took a major step toward completing an innovative project to improve water quality in Lake Hodges. A newly installed oxygenation system, designed by city engineers, will introduce highly oxygenated water to the bottom of the reservoir to reduce the accumulation of excess nutrients and harmful algae growth.

The increase of nutrients and algae in the water has been caused by human activities in the watershed upstream of the reservoir, including residential and commercial development, agriculture, and land clearing. Degraded water quality can restrict the ability to move water in and out of the reservoir.

“The ‘Speece cone’ is a fairly unique method for adding oxygen to a reservoir – there are only a few of them in the world,” said Jeff Pasek, project manager at the City of San Diego Public Utilities Department. “This project derived from a planning study that was done about five years ago, which identified oxygenation using the ‘Speece cone’ as being the most cost-effective way of addressing the water quality problems in Hodges.”

Last week, the 130,000 pound cone – named after the inventor of the technology, Richard Speece – was lowered eighty feet to the bottom of the reservoir.

Streamlined operation for maximum efficiency

The precisely coordinated operation involved lifting the 20-foot tall stainless steel cone with a large crane, while simultaneously driving a barge out from underneath. Once the cone was lowered into the water, divers headed to the bottom of the reservoir to unhook the cone from the crane, check to make sure it settled in the correct spot, and fasten it down.

In order to build a solid foundation underwater, crews excavated approximately 11 feet of silt from the bottom of the reservoir and constructed a concrete base. Before submerging the cone, crews installed and tested a pump that will move water through the cone. A large diffuser pipe was then lowered and connected to the cone by divers. The diffuser will distribute the oxygen-rich water throughout the reservoir.

Local and regional benefits at Hodges Reservoir

Hodges Reservoir is owned and operated by the City of San Diego, and it serves the San Dieguito Water District and the Santa Fe Irrigation District. It is connected to the San Diego County Water Authority’s Olivenhain Reservoir as part of the Emergency & Carryover Storage Project, which is designed to ensure regional water reliability in case of emergencies or if the region is cut off from imported water supplies.

“There are multiple benefits to this project – first and foremost being the water quality improvements for Hodges Reservoir,” said Goldamer Herbon, a senior water resources specialist at the Water Authority. “Ancillary benefits include operational flexibility for regional supply benefits and preventing the accumulation of mercury, which can be harmful to people and wildlife that eat fish from the reservoir.”

The California State Department of Water Resources awarded the City of San Diego a $3.4 million grant funded by the San Diego Integrated Regional Water Management program to complete the oxygenation project, which began in February 2019.

San Diego County Water Authority Special Agricultural Water Rate program

New Agricultural Water Rate Program Benefits San Diego County Growers

The San Diego County Water Authority Board of Directors Nov. 21 approved a new and permanent Special Agricultural Water Rate program structure that offers lower water rates to farmers in exchange for lower water supply reliability.

Unlike the current temporary program, the structure of the new water rate program will let new participants join as a way to strengthen the region’s multi-billion-dollar agriculture industry.

New ag water program rates will be determined in the spring of 2020 as part of the Water Authority’s annual rate-setting process. The program will take effect January 1, 2021, replacing the current program that sunsets at the end of 2020. Additional program details, such as the signup process and qualifying criteria, also will be developed early next year.

Special water rate program supports regional farm economy

Farmers and growers who participate in the new program will continue to receive a lower level of water service during water shortages or emergencies, allowing the Water Authority to reallocate those supplies to commercial and industrial customers, who pay for full reliability benefits.  In exchange, participating farmers are exempt from fixed water storage and supply reliability charges. Under the current temporary program in 2020, participants will pay $1,231 per acre-foot for treated water, while municipal and industrial users will pay $1,686 per acre-foot.

“Creating a permanent program will benefit all regional water users,” said Water Authority Board Chair Jim Madaffer. “It helps farmers sustain their operations – and thousands of jobs – while providing a benefit to residential and commercial water customers in the event of future water supply reductions.”

San Diego County leads nation in production of nursery crops and avocados

“Every farmer in the county supports the special rate,” said Hannah Gbeh, executive director of the San Diego County Farm Bureau. “The agriculture community stands ready to provide significant water cutbacks in times of need, such as drought or emergency repairs.”

San Diego County is unusual among major metropolitan areas in the United States because it includes one of the nation’s most valuable and productive farm sectors adjacent to one of the nation’s largest cities.The region sustains 3.3 million people and a $231 billion economy thanks to decades of regional investments in water supply reliability projects, including the nation’s largest seawater desalination plant and the biggest conservation-and-transfer agreement in U.S. history.

Input from growers and farmers for agricultural water rate program

The Water Authority has provided lower-cost water to growers in exchange for lower reliability since October 2008, when the Metropolitan Water District of Southern California phased out a similar program. Since that time, the temporary Water Authority program has continued with a series of extensions set to expire at the end of 2020.

The new program was developed by the Water Authority’s Fiscal Sustainability Task Force, which is assessing a variety of issues to ensure the agency’s long-term financial health. Regional farming leaders provided input to the task force on the parameters of the new program.

Water Year 2020 Begins With Robust Reservoir Storage

Last winter was a bountiful one in terms of water supply for California, but it’s still too early to tell whether 2020 will be as generous.

The 2018-19 winter was one for the record books, with above-average precipitation. Snow continued to fall in late-spring, with several inches or more in the Sierra Nevada and the Southern California mountains.

Ski seasons were extended into May and June, delighting skiers and resort operators.

The snowfall, and a boost from late-season storms, increased the northern Sierra snowpack in May 2019, which was “atypical,” according to Alexi Schnell, water resources specialist with the San Diego County Water Authority.

The statewide Sierra Nevada snowpack was 164% of normal, with the northern Sierra at 172% of normal on May 23, 2019.

Water Year 2020 begins with robust reservoir storage

The 2019 water year (October 1 – September 30) pushed snowpack levels well-above average and swelled major reservoirs to above-average. There were more than 30 atmospheric rivers, with many making landfall in Northern California. The state’s snowpack on April 1 was 175% of average.

The California Department of Water Resources said that makes a great start to 2020.

“We start the new water year in a good place,” said Karla Nemeth, director of the DWR. “However, we all know too well that California’s weather and precipitation are highly variable. What we have today could be gone tomorrow.”

Above average rainfall in San Diego

While the biggest gains in precipitation over the past year were in Northern California, the San Diego region also benefited. Water Year 2019 ended with the region at 125% of average rainfall at Lindbergh Field. The rainfall helped increase supplies in regional reservoirs.

Schnell cautioned that the climatological cycle in California can bring several consecutive years of drought, like the 2015-17 period, which prompted mandatory water-use reductions statewide.

Above-average temperatures in California in 2019

NOAA reported on November 6 that California experienced above-average to much-above-average temperatures from January through October 2019. The average U.S. temperature during that same period was 55.5°F, (0.5 of a degree above 20th-century average) “ranking in the warmest third of the record,” according to NOAA.

Scripps Institution of Oceanography’s Center for Western Weather and Water Extremes, or CW3E, just released an analysis that calculated the odds of water year 2020 reaching 100% of water year normal precipitation totals. The odds range from 20 to 40% of the Southwest reaching 100% of water year normal precipitation.

National Weather Service seasonal outlook for precipitation

The three-month seasonal precipitation outlook for November-December-January by the National Weather Service Climate Prediction Center shows below-normal to normal precipitation in Central to Northern California and equal chances of below, near- or above-normal in southern California and much of the Southwest.

“There will always be fluctuations based on weather and other factors, but the San Diego region continues to embrace water-use efficiency,” said Schnell. “The Water Authority and its 24 member agencies continue to increase San Diego County’s water supply reliability through supply diversification to provide a safe, reliable water supply to the region.”

Fitch Boosts Desalination Plant Bond Rating

Bonds from the Carlsbad Desalination Plant and pipeline were upgraded to BBB and given a stable outlook in a new report from Fitch Ratings, affirming the project’s sound management and its ability to provide a stable, reliable source of drinking water to the San Diego region.

As the largest, most technologically advanced and energy-efficient plant of its kind in the nation, the Claude “Bud” Lewis Carlsbad Desalination Plant’s stability stems from an effective collaboration between Poseidon Water and the San Diego County Water Authority.

That partnership will continue under a transfer of ownership from Orion Water Partners to Aberdeen Standard Investments approved Thursday by the Water Authority’s Board of Directors. The transfer – made public in June – will not alter day-to-day operations at the Carlsbad facility or create a fiscal impact to the Water Authority.

Poseidon Water continues to manage desalination facility

The plant will remain governed by terms of the 2012 Water Purchase Agreement between Poseidon Water and the Water Authority. That 30-year agreement requires Poseidon to obtain the Water Authority’s written consent of the transaction and to reimburse the Water Authority for its costs related to consideration of the consent request. Under the WPA, the Water Authority agreed to purchase between 48,000 acre-feet and 56,000 acre-feet of water from the desalination plant each year at a price established by the contract.  At the end of the 30-year term the Water Authority can assume facility ownership for $1.

“We are honored that maintaining Poseidon Water as the facility manager was integral to the Water Authority’s approval of the ownership transfer and by the Water Authority’s acknowledgement of our exemplary stewardship of this valuable resource,” said Carlos Riva, CEO of Poseidon Water. “We look forward to working alongside our new partners to continue providing the San Diego region with a climate-resilient drinking water supply and ensuring the plant continues its strong operations.”

Desalination plant is ‘hedge against drought’

Water Authority Board Chair Jim Madaffer said the desalination plant is a valuable asset that provides high-quality water, a hedge against drought and insurance against earthquakes that could disrupt imported water deliveries. “With more than 50 billion gallons of water produced and counting, the Carlsbad plant is a critical part of our region’s infrastructure – and we don’t expect the sale to change that in any way,” he said. “In fact, we anticipate many more years of productive partnering with Poseidon.”

The Carlsbad Desalination Plant has met approximately 10% of the San Diego region’s water needs. The planned construction of new, technologically advanced and environmentally sensitive intake and discharge facilities will further enhance operations.

Higher ratings expected to save ratepayers money

Plant partners also praised the improved ratings for the desal plant and the associated pipeline by Fitch Ratings, which upgraded bonds from BBB- to BBB based on the plant’s strong operational record, updated financing projections for capital improvements, and Fitch’s expectation that the positive trend in financial and operational performance will continue.

Also this week, Moody’s affirmed its Baa3 rating for the plant and pipeline bonds. When those bonds are refinanced, higher ratings are expected to save ratepayers money by lowering the interest rate paid on the debt.

Since its inception as a public-private partnership, the Carlsbad facility has received numerous national and international awards.

The P3 approach allowed the Water Authority to develop new, capital-intensive, public-serving infrastructure without incurring debt or negatively affecting bond ratings, a fact recognized in 2016 when S&P raised the Water Authority’s credit rating to AAA citing, in part, the successful delivery of the Carlsbad facility.

‘Big Ideas’ Diversify San Diego Region’s Reliable Water Supply

Ensuring water for future generations requires investing and investigating big ideas, according to Sandy Kerl.

Kerl, acting general manager of the San Diego County Water Authority, shared some of those ideas today in San Diego, as she delivered the opening remarks at the California-Nevada Section of the American Water Works Association annual fall conference, which runs through Thursday at the Town and Country Hotel Convention Center.

“Big ideas” diversify water supply portfolio

The theme of the conference is “Re/Source: Sustaining Life Through Diversity of Water.”

The Water Authority has worked for three decades to increase San Diego County’s water supply reliability through supply diversification in a region with few natural water assets.

“While we’re proud of the progress we have made, we know that we can’t stand still,” said Kerl.

She described three of the “big ideas” the Water Authority is exploring to increase its water portfolio to meet the needs of 3.3 million people and a $231 billion economy:

Conservation plays key role in sustaining water supply

Kerl also said San Diego County residents play a big part in making water conservation a success.

“I’m proud to say that our 2019 public opinion survey shows that virtually every resident believes in water-use efficiency as a civic duty,” she said.

During a panel discussion, Kerl talked about the importance of supply diversification.

“Creating new sources of supply is critical, but sustainability is really about having a balanced water portfolio approach to ensure a safe, reliable supply,” said Kerl. “Potable reuse is another piece of the puzzle, but you can’t recycle what you don’t have, so we need to look at creating new sources of water supply, such as desalination.”

Tap into resilience

The theme of resilience and sustainability was echoed by the other panelists.

Cynthia Koehler, executive director of WaterNow Alliance, said the organization’s “Tap into Resilience” initiative offers support for projects to enhance water resources now and for future generations.

“The initiative is a unique and comprehensive set of resources for water decision-makers, but also for utility staff and managers to help them implement sustainable water systems,” said Koehler.

Paula Kehoe, director of water resources for the San Francisco Public Utilities Commission, said drought, climate change, and, in particular for the utility, pending environmental regulation, could cause significant issues for water supplies.

“Conservation has been key to increasing our local water supply,” said Kehoe. “We also are pumping groundwater to increase local supply, and we have a groundwater storage and recharge program to build up groundwater supplies for future droughts.”

The City of Oceanside is joining the City of San Diego and East San Diego County in adding advanced purified water to its drinking water supply. The Pure Water Oceanside project is expected to break ground next spring and begin producing advanced purified water in 2022.

The Padre Dam Municipal Water District, Helix Water District and the City of San Diego, are among the water agencies in San Diego County that are developing or expanding water recycling to increase the local water supply.

The Oceanside project launched in March with a “World of Water” community open house attended by more than 400 people. Building on the interest generated at the event, the city opened its doors for the public, schools and scouts to experience Pure Water Oceanside on October 15. The next community event is scheduled for November 9.

“The incredible interest, success and feedback from the community event demonstrated a true thirst for water knowledge and a strong desire to see, first-hand, water facilities located in the community,” said Cari Dale, water utilities director for the City of Oceanside. “Pure Water Oceanside is an important and smart investment and we find tremendous value in educating the public about the importance of diversifying the city’s water supply.”

The tours offer a behind-the-scenes look of the San Luis Rey Water Reclamation and Mission Basin Groundwater Purification Facilities, where guests can take a hands-on approach and learn about the technology used to recycle and purify water.

Pure Water Oceanside will purify recycled water to create a new local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound. The project will produce enough water to provide 32% of the city’s water supply, or between 3 and 5 million gallons of water per day.

Reliable Water Supplies Sustain San Diego’s Military Sector

The military sector accounts for more than 20% of the San Diego region’s economy, and that would not be possible without a safe, reliable water supply.

The San Diego County Water Authority and its 24 member agencies, including Marine Corps Base Camp Pendleton, provide the water needed for military operations, military families and military contractors.

A new report shows that an estimated total of $28.1 billion in direct spending related to defense flowed into San Diego County during fiscal year 2019, accounting for one-in-five jobs in the region.

Reliable water supplies support military economy

The 2019 San Diego Military Economic Impact Study was released Thursday by the San Diego Military Advisory Council, or SDMAC. The military sector was responsible for about 354,000 of the region’s total jobs in fiscal year 2019, accounting for all the ripple effects of defense-connected spending, according to the report.

“Water is a part of everything the military does in San Diego,” said Mark Balmert, SDMAC executive director. “Everything to water for the troops, to washing aircraft and ships after operations – every aspect of what the military does. The military and water agencies have a history together, with the U.S. Navy partly responsible for bringing water to our region.”

Balmert is referring to the time when San Diego became a hub of naval activity after Japan bombed Pearl Harbor and the United States entered World War I in 1941. The Water Authority formed 75 years ago, when it became clear that imported water supplies were necessary to sustain a booming region at the forefront of the war effort.

Ever since, the Water Authority and its 24 member agencies have played a vital – though often unseen – role in supporting the largest concentration of active and retired military personnel in the world, serving several military bases and sustaining the San Diego region’s defense industry in a region with few natural resources.

Safe, reliable water ‘major resource’

“The outlook for the military economy in the region for the coming year is positive,” said Lynn Reaser, chief economist with Point Loma Nazerene University’s Fermanian Business & Economic Institute.

Reaser, who provided oversight and analysis of the SDMAC report, said water is essential for military dollars to continue flowing into the region.

“Water continues to be a major resource that’s required for operations of our defense contractors, for the Navy, Marines, Coast Guard, Department of Veterans Affairs, everything from support of the bases to water needs of medical facilities,” Reaser said.

The Water Authority is a leader in water conservation, asset management, seawater desalination and water resource planning, delivering more than 400 million gallons a day to serve the region’s 3.3 million residents and sustain its $231 billion economy.

A 2018 study by the San Diego Regional Economic Development Corp. concluded that $482 million a day in regional sales were supported by reliable access to water.
