First Aqueduct Maintenance Shutdown Runs Jan. 23-Feb. 1

The San Diego County Water Authority’s First Aqueduct will be shut down periodically over the next three months for maintenance projects to ensure a safe and reliable water supply for the region. Two shutdowns on the First Aqueduct are scheduled from January through March, when portions of the aqueduct will be relined, along with other maintenance.

The Water Authority and its member agencies are coordinating to minimize impacts to residents and businesses, while servicing pipelines that are more than 65 years old.

Customers of these affected retail agencies during the Jan. 23-Feb. 1 shutdown should check with their local water utility if they have questions about localized impacts: Fallbrook Public Utility District, Rainbow Municipal Water District, Rincon del Diablo Municipal Water District, Vallecitos Water District, Valley Center Municipal Water District, Vista Irrigation District, and the Yuima Municipal Water District.

Proactive Asset Management Program

“Work to proactively upgrade and maintain our water delivery system in coordination with our member agencies ensures the continued safe and reliable supply that serves the region’s 3.3 million residents and our $268 billion economy,” said Eva Plajzer, the Water Authority’s director of operations and maintenance. “Taking care of this critical infrastructure during the shutdown season extends the life of the aqueduct and reduces the cost of replacement.”

Maintenance shutdown during low-demand periods

Maintenance work on pipelines is scheduled during low-demand periods to minimize impacts on water service.

The other scheduled shutdown on the First Aqueduct is February 27 to March 8, which will also impact the Helix Water District and the cities of San Diego, Poway and Ramona.

Historic First Aqueduct

The historic First Aqueduct was constructed in the 1940s with Pipeline 1 and in the 1950s with Pipeline 2. On November 28, 1947, the first Colorado River water flowed south from Riverside County for 71 miles into the City of San Diego’s San Vicente Reservoir via the First Aqueduct.

The Water Authority’s Asset Management Program is a key element of providing safe and reliable water supplies to the region. The agency continually assesses and inspects its 310 miles of large-diameter pipelines, which provide treated and untreated water to 24 member agencies in San Diego County. The program is widely recognized for pioneering work – including a patented inspection device – that promotes water affordability by avoiding costly unplanned disruptions in service.

As assets age, the Water Authority proactively replaces and repairs them to minimize impacts to member agencies and the public. Investments in the latest inspection technologies, including electromagnetic scanning, robotic inspections and 3D tunnel inspections help the Water Authority’s asset management team detect defects in pipelines and related facilities. Identifying potential issues early avoids more costly fixes later.

FRS II- Mission Trails- Flow Control Facility

Mission Trails Water Project Completed; Park Trails Reopened

One of the San Diego County Water Authority’s large-scale capital improvement projects – the Mission Trails Flow Regulatory Structure II and Flow Control Facility (FRS II) – is now completed. The project upgraded the Water Authority’s untreated water supply system by improving the delivery of water to treatment plants serving the central and southern areas of San Diego County.

The FRS II project, which began construction in spring 2020, includes a new 5-million-gallon underground covered reservoir, a flow control facility and pipeline interconnections. The reservoir is covered with soil and vegetation, except for several access hatches and vents that allow for air movement inside the reservoir. FRS II is the Water Authority’s second underground water tank located in Mission Trails Regional Park – the other one, located just west of the new one, is a treated water tank. The two tanks work to efficiently move water through the region, ultimately to customer’s homes and businesses.

“The Water Authority thanks the community for their patience while crews work to successfully build this important water delivery project,” said Michael Heu, the Water Authority’s construction manager for the project. “With the project completed, we are pleased to reopen the park trails which were previously impacted due to construction activity. The public’s safety was a top priority during this work.”

During construction, the Water Authority worked in partnership with key stakeholders, community partners, and the public to keep them well-informed about project status and park trail closures. Key construction highlights include:

  • Approximately 150,000 cubic yards of dirt excavated, with only 20,000 cubic yards exported
  • More than 100 concrete pours deposited 6,000 cubic yards of reinforced concrete
  • 100 columns inside the FRS II support the roof

The FRS II further enhances the Water Authority’s regional water delivery system – a system capable of delivering 900 million gallons of water each day to its 24 member agencies. The new Flow Control Facility delivers from 1 to 140 cubic feet per second of water to member agencies downstream of Mission Trails Regional Park.

Commitment to the Environment

While the Mission Trails Regional Park is known for its 8,000 acres of open space that draw hikers and outdoor enthusiasts, major sections of the Water Authority’s regional water delivery system run underground in the western portion of the park. When construction is required for pipeline maintenance or upgrading water facilities, the Water Authority makes minimizing the impact on the environment a top priority and the construction of the FRS II was no different.

Under the 2006 Good Neighbor agreement with the Mission Trails Regional Park Citizen’s Advisory Committee, the Water Authority is committed to rehabilitating any native habitats and open spaces in the park that are disturbed during construction to their natural state.

Since construction of the FRS II required some removal of native plants, the Water Authority pledged to plant and restore native vegetation of about 17 acres in the park.

Efforts for Revegetation and Hydroseeding

A critical part of successfully restoring the plant life began with mapping the plant habitats and soil types in the construction areas, then harvesting seeds from the native plants.

Before construction began in 2020, approximately 225 pounds of live seed were gathered from within the park and taken to a dedicated nursery. From these seeds, more than 22,000 native plants were grown and are currently being planted over a 17-acre area.

“The seeds harvested from the park prior to construction were twice as fertile than expected, which led to great success in growth,” said Summer Adelberg, Water Authority Principal Water Resource Specialist, who leads the revegetation efforts for the project. “We are pleased with the large number of plants already established throughout the project.”

Monitoring and Maintenance of Restored Areas

While water has already begun flowing through the underground storage tank structure, the restoration work and regrowth in the construction areas is far from over.

Once the planting is complete, each restored site will undergo a 120-day plant establishment period where the areas will be watered, weeded and maintained. That will be followed by a five-year maintenance and monitoring period to ensure the successful growth of the new plants.

In a few years, when revegetation has succeeded, you could be standing on top of nearly five million gallons of water and the only evidence of the massive underground tank will be small service hatches surrounded by native plants.

The February 27 to March 8 shutdown will also impact the Helix Water District and the cities of San Diego, Poway and Ramona.

“Shutdown Season” for Regional Aqueducts in San Diego County

Sections of the regional aqueducts in San Diego County will be shut down over the next six months for maintenance projects to ensure a safe and reliable water supply for the region. The San Diego County Water Authority and its member agencies are coordinating on the annual “shutdown season” to minimize impacts to residents and businesses, who are not expected to face service disruptions.

Starting October 16, a portion of Pipeline 5 will be out of service for 10 days to accommodate annual maintenance on the entire untreated water system and to prepare for rehabilitation of other sections of the pipeline. The Water Authority has worked for months to coordinate with the affected retail water agencies: Olivenhain Municipal Water District, San Dieguito Water District, Santa Fe Irrigation District, Helix Water District, Sweetwater Authority, and the cities of San Diego, Oceanside, Ramona, Poway and Escondido. Customers should check with their water utility if they have questions about localized impacts.

Proactive asset management – regional aqueducts and Pipeline 5

The Pipeline 5 work will rehabilitate about 5,000 feet of 96-inch diameter prestressed concrete cylinder pipe by inserting and securing a steel pipe liner. This portion of the pipeline is within the City of San Marcos, between North Twin Oaks Valley Road and the Water Authority’s Twin Oaks Water Treatment Plant. When completed, approximately 50 miles, or 61% of the Water Authority’s existing prestressed concrete cylinder pipe will be relined.

“Proactive asset management and coordination with our member agencies ensures that the region’s major water infrastructure reliably serves the region’s 3.3 million residents,” said Eva Plajzer, the Water Authority’s director of operations and maintenance. “We have worked with our member agencies for several months to minimize any impacts to residents and businesses.”

Constructed in 1982, Pipeline 5 is a vital component of the Water Authority’s regional water infrastructure system, delivering untreated supplies from Lake Skinner in southwest Riverside County to the Lower Otay Water Treatment Plant in southern San Diego County.

Rattlesnake Tank Gets Class of 2023 Makeover

The Fallbrook Public Utility District’s water storage tank uphill from South Mission Road has received a fresh set of painted numbers the past 40 years, but not everyone knows the story behind the annual makeover.

FPUD crews change the painted numbers on the tank to reflect the year incoming seniors at Fallbrook High School will graduate. A two-person team made up of district employees Colter Shannon (who also did it last year) and Martin Serrano performed the August task, painting over the “22” and changing it to “23” to welcome the graduating class of 2023.

It took district staff about five hours to paint the 25-foot-tall numbers onto the 3.6 million-gallon tank. Staff compressed the job, through the magic of time-lapse video, to about eight seconds.

“Parents and Fallbrook High seniors anxiously await the painting of the tank and begin calling the office early in June to find out when we’re doing it,” said Noelle Denke, FPUD public affairs officer. “This year, it’s especially exciting for them because so many of them are back on campus and need something to look forward to.”

Prior to painting the tank about four decades ago, Fallbrook High seniors would climb up the hill in the middle of the night as a traditional dare, scale the tank and then paint it themselves.

Because their annual antics took place at a significant height and in the dark, FPUD staff became concerned for student safety. Workers first tried installing a fence to prevent access by the yearly stealth painting crew.

The fence failed to deter the enterprising students. Instead, they began jumping the fence later at night. District officials struck a deal with the students. If they stopped risking their safety for the dare, FPUD would safely paint the tank yearly to commemorate them.

“We’ve been doing it ever since,” said Denke.

Since the tank shares the space with several cell towers, Fallbrook Public Utility District arranges with them to power down their towers. Then crews safely hoist themselves up to the tower and get to work painting.

Rattlesnake Tank was built in the early 1950s and is one of Fallbrook’s oldest and most visible water tanks.

Hauck Mesa Storage Reservoir Moving to Completion

The San Diego County Water Authority Hauck Mesa Storage Reservoir project in North San Diego County reached a major milestone in late April when crews poured the concrete roof of the new prestressed concrete water tank. The major construction project, which began in March 2021, will improve drinking water supply reliability for the county.

The project began with the demolition of an abandoned steel tank, and includes construction of an isolation vault and an underground flow control facility, in addition to the new 2.1 million-gallon water tank connected to the Valley Center Pipeline. The project is expected to be completed by November 2022.

Improved flexibility with Hauck Mesa Reservoir

The new Hauck Mesa Storage Reservoir will increase operational flexibility by balancing the flow of treated water between the agency’s first and second aqueducts as well as ensure water deliveries can be maintained even if power supplies are interrupted.

The walls of the new tank are about 60 feet tall, will be stained a forest green color to blend in with the natural landscape, and are made of prestressed, or wire wrapped, concrete. Construction Manager Emma Ward-McNally said that the prestressed technology “will maintain the tank walls in permanent compression, allowing the tank to accommodate seismic events while remaining watertight.”

Next steps for the project include the wire wrapping of the water tank, applying green-tinted shotcrete to the tank walls, installation of mechanical components within the flow control facility, system commissioning, and paving of the project site and access road.

Asset management

Strategic infrastructure improvements by the Water Authority and its 24 member agencies are part of the regional effort to ensure continued delivery of water to support the region’s $240 billion economy and the quality of life for 3.3 million residents. As part of the asset management program, it is critical to actively replace and repair the Water Authority’s assets, which include pipes, valves, facilities, equipment, and other infrastructure.

The Water Authority will continue to work closely with the Valley Center community, Valley Center Municipal Water District, and nearby homeowners to minimize short-term construction impacts.

Stable Renewable Energy Prices Locked In by Helix Water District

Proactive efforts by the Helix Water District have saved thousands of dollars per year in the district’s energy costs, and are helping it transition to renewable energy.

Helix buys most of its electricity through the State of California’s Direct Access Program and the electric service provider it contracts with, Calpine Energy Solutions. Helix has worked with Calpine since 2007 to manage the district’s energy costs and its move to renewable resources. It recently renewed its electricity-purchasing contract with the San Diego-based company that sells electricity. Helix relies on utilities like SDG&E, Southern California Edison, and PG&E to deliver it.

Helix negotiates contracts with Calpine that allow the district to lock in the price it pays for electricity. This limits the district’s exposure to events that cause energy costs to increase, like reduced hydropower production due to the drought, and higher natural gas prices due to the war in Ukraine.

Helix customers protected from market price increases

Calpine has also secured the renewable energy supply Helix needs through 2030. Calpine sources renewable energy from a portfolio of developers, including a new solar power facility in Riverside County. This will protect Helix and its customers over the next eight years, as market prices respond to increased demand and competition for renewable energy.

“For the last several years we’ve seen double-digit savings as high as 18% on electricity,” said Helix Assistant General Manager Brian Olney. “This year, with all that’s going on in the world and the market, we are doing very well for our customers.”

“We want stable prices for electricity because that helps stabilize water rates for our customers,” said Helix Board President Kathleen Coates Hedberg. “And we want the district to do its part to meet statewide goals for the use of electricity from renewable resources.”

Energy efficiency helps reduce costs

Helix also reduces costs by improving energy efficiency. In 2011, the district installed solar panels on its operations center in El Cajon that generate 90-100% of the facility’s electricity. In 2012, they retained DHK Engineers to perform an energy audit of all of the district’s facilities and operations.

“Implementing the recommendations from the audit reduced our annual energy use by 11%,” Olney said.

The next step at Helix is transitioning into electric vehicles. The district began the transition in 2019, with a grant from SDG&E to install electric vehicle charging stations, and rebates from the State of California on six Toyota Prius.

“This year,” said Helix Operations Director Kevin Miller, “we are testing Ford’s new electric pickups. We like to see companies move in this direction because when they take a step forward, Helix Water District takes a step forward.”

City of San Diego Celebrates Barrett Reservoir 100 Year Anniversary

Barrett Reservoir marks its first century of service, playing an important role in the City of San Diego’s water supply system. Barrett is one of nine reservoirs that make up part of the City’s vast water system. Fishing season opens at the reservoir on May 4.

“For 100 years, Barrett Reservoir has served as an integral part of our drinking water system and will continue to do so for the foreseeable future,” said Juan Guerreiro, interim director of the San Diego Public Utilities Department. “Barrett is also a popular recreation area that San Diegans enjoy.”

Barrett Reservoir was created with the completion of Barrett Dam in 1922 after about three years of construction. Named after George Barrett, who owned the land at one time, the reservoir is located at the confluence of Cottonwood and Pine Valley creeks.

Barrett captures rainwater runoff only and is not fed by imported water. The reservoir’s water storage capacity is more than 34,800 acre-feet. Water from Barrett is transferred to the Lower Otay Reservoir via the Dulzura Conduit before being treated at the City’s Otay Water Treatment Plant for distribution to customers.

Fishing reservations

Public access to Barrett has been offered on a limited basis by reservation only since 1994. Fishing season runs from May to September, and waterfowl hunting is allowed from mid-October through January. Visitors can enjoy boating, kayaking, and float tubes, and the recreation area includes picnic areas, barbecues, and restrooms.

Fishing reservations are on sale through Ticketmaster. You must buy your ticket at least one day before your fishing day. A valid California Fishing License is required for anglers 16 years of age or older. California Department of Fish and Wildlife Freshwater Sport regulations and City regulations are strictly enforced. Fish available at Barrett include largemouth bass, bullhead catfish, crappie, and sunfish.

Reservations for waterfowl hunting at Barrett are sold in advance via a lottery draw method in October.

New Water Tank in Mission Trails Nearly Complete and Will Soon Disappear

Construction of the new Flow Regulatory Structure II, or FRS II, in Mission Trails Regional Park is nearing completion. The structure is now completely enclosed on all sides and was successfully tested.

Construction crews have started placing soil around the exterior walls to begin burying the structure. In the next three weeks, the roof will be covered so the facility is concealed. Water is expected to begin flowing into FRS II in June 2022.

The new structure, located in the northwest portion of Mission Trails Regional Park, is part of a San Diego County Water Authority project to upgrade the untreated water system that delivers water to treatment plants servicing the central and southern areas of the county, helping to balance the flow of untreated water. Once in operation, the FRS II will be capable of holding nearly five million gallons of water – enough water to fill seven Olympic-sized swimming pools.

Area will be restored with natural vegetation

Revegetation efforts will begin after FRS II is work is complete this fall. The topsoil was removed and stored onsite and will be returned help restore native plants and vegetation to pre-construction conditions.

Before the project began, 225 pounds of live seed was gathered from within Mission Trails Regional Park and taken to a dedicated nursery. From these seeds, more than 22,000 native plants are being grown and will be planted over a 17-acre area. Once planted, there will be a 120-day plant establishment period followed by five years of maintenance and monitoring to assure successful implementation.

Construction began in March 2020 just as the coronavirus pandemic began. As an essential infrastructure project, construction on the water project continued during the pandemic.

The Water Authority operates and maintains a regional water delivery system capable of delivering 900 million gallons of water per day.

Repair Work on Hodges Dam to Begin

As part of continuing efforts to maintain and invest in City of San Diego infrastructure, repair work starts within the next two weeks on Hodges Dam, at the Hodges Reservoir north of Rancho Bernardo.

“It’s been over a century since Hodges Dam was constructed, and we are making significant investments to maintain this vital asset,” said Alia Khouri, Deputy Chief Operating Officer. “Projects like this one are crucial for the City’s aging infrastructure system in order to maintain the safe and efficient delivery of City services.”

During a recent inspection, staff identified areas in the dam wall that require repair and need to be sealed. To access these areas, the water level of the reservoir needs to be lowered by approximately 18 feet from its current level to an elevation of 275 feet. The reservoir may need to be lowered below 275 feet if additional areas needing repair are identified during the project. The repair project is expected to continue for an estimated five months.

The primary function of Hodges Reservoir is to store water for potable use. The City is working with its regional water agency partners on a plan to draw down the reservoir level to maximize water savings. Most, if not all, of the water will be transferred to other reservoirs, while some water may be released into the San Dieguito River.

“The City of San Diego is committed to maintaining Hodges Dam to ensure the protection of our water resources and public enjoyment of the reservoir,” said Juan Guerreiro, Interim Director of the City’s Public Utilities Department. “We appreciate the public’s patience while we complete the project.”

To access areas of the Hodges Dam for repairs, the water level of the reservoir needs to be lowered by approximately 18 feet from its current level to an elevation of 275 feet. As a result of the lower water level, the Hodges Reservoir will be closed for recreation while the repair project is underway. Boating and fishing will still be available at other City of San Diego reservoirs. The San Dieguito River Park trails and facilities around Hodges Reservoir will not be impacted during the drawdown or dam construction work.

Operated and maintained by the San Diego Public Utilities Department, the reservoir currently serves the San Diego County Water Authority, San Dieguito Water District, and Santa Fe Irrigation District, and the City of San Diego. San Diego operates nine reservoirs, including Hodges.
