National Awards for Pure Water San Diego’s John Carroll

John Carroll, the City of San Diego’s Pure Water Treatment Plant superintendent, received the 2021 Robert O. Vernon Membrane Plant Operator of the Year Award from the American Membrane Technology Association and the American Water Works Association.

This award recognizes outstanding contributions to water supply improvement by an individual working at a membrane filtration, desalination, and/or water reuse facility. Carroll was selected in recognition of his service and dedication to membrane operations and for his leadership within the industry.

“My selection would not have been possible without the support of many dedicated and talented individuals, the fellow coworkers, consultants, and volunteers to whom I owe all my success,” said Carroll.

Carroll worked as the senior wastewater operations supervisor of the North City Water Reclamation Plant, where he oversaw the operation of the City of San Diego’s Pure Water Demonstration Facility.

“When Pure Water came along, we needed staff to step up,” said Tom Rosales, Assistant Director for the San Diego Public Utilities Department. “John established protocols and procedures. He participated in training incoming staff. He led public tours. I can’t overstate his involvement from day one.”

From student to teacher

“Since I had no operational experience with Advanced Water Treatment technologies prior to my role at the City’s Pure Water Demonstration Facility, my approach was that of a student, with the caveat of knowing I would need to become a teacher out of necessity to build our internal knowledge,” said Carroll.

In July, Carroll was promoted to be the first superintendent of the North City Pure Water Facility, currently under construction. It is the latest step in a career that started with a part-time job in the City’s Lakes Division. He studied water and wastewater treatment at Palomar College and completed the Water Authority’s Regional Water/Wastewater Internship Program in 2009, launching his career with the City of San Diego in plant operations.

“The encouraging and supportive public servants I’ve met throughout my career continue to add to my sense of community here,” said Carroll. “Ultimately, I like to think I am following in my mother’s footsteps who worked at the City’s Otay Water Treatment Plant.”

Each year, AMTA confers multiple awards to recognize exceptional individuals and organizations like John Carroll and Pure Water San Diego for their efforts in advancing the understanding and application of membrane technology to create cost-effective and reliable water treatment solutions.

“This is a national award,” noted Rosales. “John’s peers and others agree that he’s deserving of this award. You want someone like John to be on your team to stand it up and lead it.”

“Membrane technology continues to make considerable advances in creating safe, affordable and reliable water treatment solutions because of industry innovators and a dedicated network of forward-thinking membrane professionals,” said Jill Miller, AMTA President.

The award is named after the late Dr. Vernon, a professional geologist who contributed to water resources management at various levels of state and federal government in Florida and who was a former president of the American Water Works Association.

This year’s winners were announced at the 2021 Membrane Technology Conference hosted in West Palm Beach, Florida in July.

Become a Compost Champion

Once your sustainable landscape makeover is in place, commit to best practices in maintenance. This includes regular composting.

Compost can also be used as mulch, applied directly to the soil surface. It can prevent erosion and help plants, and soil filter pollution, especially hydrocarbons and metals from road surfaces. Most greenwaste-based composts can be applied to a depth of three inches. Composted biosolids should be no deeper than two inches.

If you don’t produce your own compost on-site, it should be obtained from a reputable source that guarantees high quality. Commercially produced compost quality can vary significantly due to the diverse nature of feedstock, composting processes, and maturation standards.

Using compost as a soil amendment

For native plants in your sustainable landscaping, use roughly 15 percent compost by volume to repair disturbed or damaged soils.

Clay-based soil amended with compost will lead to more productive and healthy plant growth at a lower cost than amending the same soil with the necessary 45 percent sand.  In general, poor soils that are compacted, lifeless, or subsoils should be amended with three to six cubic yards or high-quality compost per 1,000 square feet to improve soil structure,

Biosolids-based composts should be used sparingly if they are high in ammonium nitrogen.

How do you know when it’s ready to use? Your compost is ready to use when it has an earthy smell, when it’s cooled off, and when it doesn’t reheat when stirred. The color should be uniformly dark brown or even black. You shouldn’t be able to identify any of the original particles.

Drought, Water Supply and Climate Change in the San Diego Region

An update on San Diego’s water supply during the current drought, and how climate change affects regional weather, was the main focus of a recent event sponsored by several organizations.

The Citizens Water Academy, Leaders 20/20 and San Diego Green Drinks hosted a lunch and learn session August 17 that also provided details on how weather and climate impacts water supplies, and how prepared the San Diego region is for drought impacts.

San Diego County Water Authority General Manager Sandra L. Kerl and National Oceanic and Atmospheric Administration Warning Coordination Meteorologist Alex Tardy spoke to nearly 90 participants via Zoom.

Climate change impacts and drought

Tardy kicked off the event with an overview of how climate change and drought impact regional weather conditions, and what this means for the region’s water supplies.

“Just here in Southern California, we have extreme heat, extreme precipitation and extreme drought,” said Tardy. “In talking about climate and climate extremes, we are not just talking about the obvious ones like temperature, we are also talking about other impacts like more intense storms, more frequent return of droughts and less normalcy.”

His presentation included highlights of how the past several years have included multiple weather extremes, ranging from wettest single days on record to the hottest and driest years. These included precipitation extremes of varying types and impacts, many of which were fueled by El Niño and La Niña weather patterns. Lack of precipitation and increased evaporation have led to record low water supplies in many reservoirs.

Regional drought preparedness

Kerl spoke about drought concerns throughout the Southwest, which include reduced local water supplies, reduced state supplies and Colorado River supply concerns. Governor Gavin Newsom has asked for voluntary 15% reductions in water use and commonsense conservation measures, which are habits already hard-wired in most San Diego County residents.

“The really good news here in our community is that we are prepared for multiple-year droughts – we have sufficient supplies for 2021, and that’s what water bills go to pay for: safe and reliable supplies,” said Kerl. “It’s also important to note that residents and businesses are hard-wired to conserve – the practices are ingrained in the community. Today we use 50% less per capita per day than we did 30 years ago.”

Kerl also highlighted that our region’s diverse water supplies include drought-resistant sources such as desalinated water, and that the San Diego region is prepared and has enough supplies for multiple dry years.

Through the academy, the Water Authority seeks to expand and sustain a diverse network of influencers who are willing to serve as ambassadors on water issues and expand knowledge about the region’s water industry. Interactive Display Added to Hydro Station Project in Chula Vista

A new display added to the Chula Vista Hydro Station helps students learn about the water treatment process through interactive activities.

This unique joint educational partnership between the Sweetwater Authority, the Otay Water District, and the Chula Vista Elementary School District (CVESD), the Hydro Station opened two years ago on August 15, at the Richard A. Reynolds Groundwater Desalination Facility.

“We’re excited to welcome students back to the Hydro Station this year and use this interactive display to teach them how we use desalination to treat local drought-proof groundwater for our customers,” said Hector Martinez, Sweetwater Authority board chairman.

More than 4,000 students visit the Hydro Station annually and learn more about careers and opportunities in the water and wastewater industry.

The Sweetwater Authority and CVESD worked together to create the new display for students. The display was made possible through a grant from the Hans and Margaret Doe Charitable Trust, awarded to the Hydro Station project in 2019. The display will be worked into the Hydro Station curriculum and help teach CVESD students from the Otay Water District and the Authority’s service areas about the desalination process.

“The addition of this new interactive display demonstrates that education is always evolving, as is the water industry,” said Otay Board President Tim Smith. “As a partner of the Hydro Station, we’re proud to offer enhanced opportunities to students because they are our future water workforce.”

“The Hydro Station introduces our students to the world of work in the water industry and inspires them at an early age to consider careers in science, technology, engineering, art, and mathematics,” said CVESD Superintendent Dr. Francisco Escobedo. “With this station, we expose students to careers that can change the trajectory of entire families, opening the door to high-wage careers that our students might not have thought were possible. The students also explore ways to make the world a better place through clean water and water conservation.”

Students participate in three dedicated days focused on career opportunities in Information and Communication Technologies, Clean Energy, and the Blue Economy. The Hydro Station location gives students a hands-on opportunity to explore how their strengths, interests, and values can connect with careers in the water industry while presenting opportunities to solve real-world problems through the Engineering Design Process. It also educates children and their families, as well as the community, on the thoughtful use of water resources.

Mayor, EPA Chief Celebrate First Phase of San Diego’s Drought-Resistant Water Recycling Project

Mayor Todd Gloria, along with state and federal leaders, formally kicked off construction of Phase 1 of the city’s Pure Water program August 20. The project is intended to provide nearly 50% of the city’s drinking water by 2035 and reduce the need for imported water.

Helping the mayor celebrate the historic occasion in University City were Rep. Scott Peters, California Senate President Pro Tempore Toni G. Atkins, Environmental Protection Agency Administrator Michael S. Regan and California State Water Resources Control Board Chair E. Joaquin Esquivel.

Water recycling project

“Today, we celebrated the launch of the largest, most ambitious infrastructure project in San Diego’s history,” said Gloria. “The Pure Water program will guarantee us a local water resource that allows San Diego to be drought-resilient and environmentally sustainable. This is a key part of how we will provide clean drinking water to our residents for generations to come.”

Two Water Infrastructure Finance and Innovation Act loans from the EPA are providing funding for up to $733.5 million toward the program’s Phase I projects. Additional funding for the construction of the project will come from Clean Water and Drinking Water State Revolving Fund loans in the amount of $665.1 million, and more than $80 million in federal and state grants, which do not need to be repaid.

The city will also receive a $340 credit from the Metropolitan Water District of Southern California for every acre-foot — enough water to supply up to four households for a year — produced for 25 years. This corresponds to a credit of $285.6 million over the life of the agreement, project leaders said.

Pure Water San Diego is one of three potable water reuse or recycling projects under development in the San Diego region. The City of Oceanside is working toward creating 50% of its water supply locally, including Pure Water Oceanside, by 2030.

The East County Advanced Water Purification project would recycle 15 million gallons of annual wastewater discharge into drinking water, meeting 30% of the demand for potable water in East San Diego County.

Help Protect San Diego County Through Voluntary Water-Saving Efforts

This has been a tough week in the water world. On Monday, the U.S. Bureau of Reclamation announced the first formal shortages on the Colorado River for 2022. That will directly impact Arizona, Nevada and Mexico next year. On Tuesday, the Metropolitan Water District of Southern California’s Board of Directors increased its drought alert level – another signal of the serious situation faced by residents across the western U.S.

San Diego region prepared

Declining water availability on the Colorado River and worsening drought conditions statewide underscore the importance of collective actions to ensure reliable water supplies not only for today, but for next year and for future generations. Thankfully, the San Diego region has prepared for dry periods and our water supplies will continue to sustain our economy and quality of life.

Water management solutions

At the same time, we are working with our partners at the regional, state, and federal levels to advance water management solutions for the Southwest because we realize that we are all in this together.

The quickest way to help defeat drought is to eliminate water waste at homes and businesses, and we stand with MWD and Governor Newsom in supporting voluntary water-use efficiencies. There are several ways to do that: checking irrigation systems for leaks and repairing them quickly; keeping chilled water in the fridge instead of running the tap to let it cool; keeping showers to 5 minutes or fewer; applying mulch around plants to reduce evaporation.

Check Before Overwatering Your Landscaping

Do you know if your landscaping really needs water? Even if you have waterwise irrigation on a properly timed schedule for your individual landscaping plan, it’s a good idea to make sure it’s really needed. You could be wasting water assuming it’s necessary. Appearances can be misleading.

Rely on data from an old-school method of measurement. Because soil may appear dry on the surface, stick your finger into the soil and see if the soil is wet beneath the surface. If the soil is moist up to your second knuckle, it doesn’t need any more water. Wait for another 24 to 48 hours, then recheck the soil.

If you don’t want to ruin a manicure, use a soil probe to measure the moisture in the soil to determine whether the soil needs more water.

You can also observe plant health. How vibrant are your plants? This can be tricky because sometimes the signs of overwatering and underwatering will produce similar results in plants.

Underwatering symptoms include:

  • Soil is bone dry
  • Older leaves turn yellow or brown and drop off
  • Leaves are wilted
  • Leaves curl and become brittle
  • Stunted plant growth

Overwatering symptoms include:

  • Soil is constantly saturated and soggy
  • Leaves turn a lighter shade of green, or turn yellow
  • Younger plant shoots wilt
  • Leaves are green and brittle
  • Algae and mushrooms are in the soil
  • Growth is excessive

Rely mainly on objective measurements. Symptoms at both irrigation extremes can be similar. Using simple measurement tools can help ensure the correct amount of irrigation takes place without withholding needed moisture, but without overwatering and wasting resources.

Young Artists Win Otay WD “Water is Life” Student Poster Contest

Five young artists from Chula Vista area schools are the winners of Otay Water District’s 2021 “Water is Life” Student Poster Contest for illustrating the value of using water wisely.

Otay’s educational program invites students to create artwork depicting the importance of water conservation and stewardship. The students are encouraged to illustrate the theme “Water is Life,” with the message focused on using water efficiently at home, school, business, and the community, and for environmental, agricultural, and recreational purposes.

The District selected winners in four categories: kindergarten to third grade, fourth to sixth grade, and middle school. The District recognized the five winners at its August Board of Directors virtual meeting. Students received prizes include a gift card, certificate, art kit, and goody bag.

“We are honored to have a talented group of students use their creative skills and knowledge to teach others the importance of being water smart,” said Eileen Salmeron, Otay communications assistant, and contest coordinator. “As California faces a drought, it is vital that our young generation knows the value of using our natural resources efficiently as possible.”

Otay Water District students could keep a winning streak going. Sisters Lucia Perez Valles and Sofia Perez Valles both had winning artwork selected for the MWD 2021 calendar. The Valles sisters attended Olympian High School. Lucia is a sophomore, and Sonia is a senior. Lucia’s art appears on the July page, and Sonia’s appears in November.

Although the Fallbrook Public Utility District water storage tank uphill from South Mission Road has received a fresh set of painted numbers annually for 35 years, this week’s update was the most anticipated makeover ever.

FPUD crews change the painted numbers on the tank to reflect the year incoming seniors will graduate at Fallbrook High School. A three-person team made up of district employees Matt Lian, Colter Shannon, and Toby Stoneburner recently painted over the “21,” changing it to “22” to welcome the graduating class of 2022.

It took the team five hours to paint the 25-foot-tall numbers onto the 3.6 million-gallon tank, compressed through the magic of time-lapse video to under 30 seconds.

“Parents and Fallbrook High seniors anxiously await the painting of the tank and begin calling the office early in June to find out when we’re doing it,” said Noelle Denke, FPUD public affairs officer. “This year, it’s especially exciting for them because they’re going back to campus and need something to look forward to.”

The reason for the annual external makeover dates back 35 years. Before the district started painting the tank, Fallbrook High seniors took on a longstanding dare. They would climb up the hill in the middle of the night, scale the tank and then paint it themselves.

Since it’s a long way down, FPUD staff became concerned for student safety. Workers installed a fence at the time to prevent access by the annual stealth painting crew.

But it didn’t deter the energetic students. Instead, they just began jumping the fence in the middle of the night. So district officials struck a deal with the students. If they would stop risking their safety for the dare, FPUD would safely paint the tank every year to commemorate them.

“We’ve been doing it ever since,” said Denke.

Since the tank shares the space with several cell towers, Fallbrook Public Utility District makes arrangements to power down their towers. Then crews safely hoist themselves up to the tower and get to work painting.

Rattlesnake Tank was built in the early 1950s and is one of Fallbrook’s oldest and most visible water tanks.

Investing in tree maintenance is vital to keep them healthy. Tree pruning should only be done for a specific reason. First, for corrective or preventative measures.  Second, to remove dead, crowded, or poorly angled branches or to reduce potential hazards. Third, to increase light and air penetration for healthy growth.

Routine thinning does not always improve the health of a tree. Removing large amounts of foliage all at once can put stress on a tree’s stored energy reserves, resulting in stunted growth.

Pruning should be performed in the best season for the tree to avoid potential disease and to avoid pruning just after the spring growth flush.
