Diversity, Inclusion Key Themes at Women in Water Symposium

San Diego County Water Authority General Manager Sandra L. Kerl delivered an inspiring keynote address at the 2023 Women in Water Symposium at Cuyamaca College. The conference was not held at the college in 2021 or 2022 due to the coronavirus pandemic. And Kerl’s address focused on the sixth annual conference theme, “Building Resilience In Post-Pandemic Times.”

Building Named to Honor Water Industry Pioneer Dawn McDougle

The Vallecitos Water District honored former staffer and water industry pioneer Dawn McDougle by naming a building in her honor. The McDougle Building, at the Meadowlark Reclamation Facility, celebrates her three decades in the wastewater industry.

McDougle, who retired at the end of 2021, joined district and industry colleagues, friends and family, at a dedication ceremony November 17. Her dog Farley also attended too. Farley was an honorary Vallecitos employee who accompanied her to work each day. The Vallecitos Water District Board of Directors approved the naming of the building in April 2021, but pandemic restrictions delayed a dedication ceremony.

Public Information/Conservation Supervisor Chris Robbins led the initiative to honor McDougle.

“I’ve worked on a lot of satisfying and interesting projects in my 30 years in the water industry, but getting the building named after Dawn McDougle is probably the best thing I’ve done,” said Robbins.

A plaque featuring native flowers was unveiled at the building during the ceremony. Yellow rose cookies were also included because McDougle planted yellow roses at the plant to add a pleasant scent. Custom cookies featured purple pipes watering flowers, symbolizing the use of reclaimed water from the Meadowlark plan used to irrigate landscapes throughout North San Diego County.

McDougle played a major role in the $30 million expansion and upgrade of the Meadowlark Reclamation Facility, extending its lifespan beyond 2030. The facility produces recycled water for golf courses at La Costa and the Four Seasons Resort Aviara in Carlsbad, several school sites, and Legoland California. McDougle kept the existing plant operating while implementing innovations allowing the facility to increase capacity while at the same time reducing chemical and energy costs. The plant successfully reached its output goal of five million gallons per day.

She started at Vallecitos as an industrial waste technician at a time when few women performed that work. She advanced her career by taking classes and earning certifications – and she helped others by mentoring and coaching them along the way. McDougle says she knew from the first day she arrived she wanted to finish her career at Vallecitos.

“For over 30 years, I have had the honor of being Dawn’s coworker, her supervisor, and most importantly … her friend,” said Vallecitos Water District operations manager Ed Pedrazzi. “Today’s dedication of the building to Dawn is well earned and well deserved.”

Vallecitos Supervisor Retires After Three Decades of Service

From her first day on the job at Vallecitos Water District in 1988, Dawn McDougle knew that she wanted to finish her career at the San Marcos-based water agency. McDougle accomplished her goal, officially retiring on December 23, 2021.

McDougle interviewed at the City of Escondido for a meter reader position but didn’t get the position.

“The city called me later and asked if I would be interested in a part-time position as a laboratory technician assistant,” she said. “Of course, I said yes. When I went to the interview at the wastewater treatment plant, I found it very interesting and wanted to know more. I got the job and from there I learned as much as I could from the biologists and chemists.”

From her first job as an Industrial Waste Technician, McDougle was promoted to Laboratory Director. After two years working at the Encina Wastewater Authority, McDougle returned to Vallecitos Water District and was promoted to Wastewater Treatment Plant Supervisor in 2000, where she remained until retiring at the end of 2021.

“Looking back, the most surprising thing about my career that stands out the most is how our people provided so much support,” said McDougle. “I was always in awe of the great people in this industry. Outsiders don’t understand what goes into keeping operations all moving while keeping the environment protected. They [staff] are always on call no matter when: evenings, weekends, and holidays.”

McDougle said her goal as a supervisor was to share information, but also to learn from her staff as well.

She says her best career advice for others pursuing water and wastewater industry careers is to pursue ongoing education.“Work hard and achieve the highest certifications you can. Listen and learn. There is so much knowledge to be passed down. And keep an open mind.”

McDougle admits to “pinching myself on how fortunate I am to have been part of this career field, and advance.” Now, McDougle says she plans to spend time with family, travel, play golf and paddleboard, and take up new hobbies.

“As much as I enjoyed my career and being responsible for the facility the last 22 years, it is time for relaxation,” said McDougle.

McDougle said her goal was to transfer all her knowledge to the Meadowlark staff, “not only for them but for the district. It’s my responsibility.”

McDougle’s legacy is a career spent making sure the Vallecitos Water District’s facilities live up to their promise to the community.

Women In Water Symposium Flows With The Change

This year’s Women in Water Symposium conference theme “Flow With The Change” is fitting. Due to the coronavirus pandemic, the 2021 event is online with a new virtual format. The online format generated just as much enthusiasm from participants as prior in-person meetings. And, the virtual conference also meant people from throughout the United States could Zoom in, too.

A record 230 registrants signed up to attend live sessions covering a variety of career development topics.

Three specific career level tracks are offered to address needs at each level: entry-level for those new to water careers; mid-career for those transitioning and advancing within the industry; and upper level for senior professionals looking to leave a legacy.

Symposium highlights career opportunities

The symposium features three weekly half-day virtual formats.

Between 80 and 90 people attended the first four sessions on March 4. Topics included building a sustainable career in the water and wastewater industry; a panel discussion on public and private water industry career choices; and dealing with change and uncertainty.

“I actually participated in this symposium three years ago,” said Debbie Kaye, one of the conference presenters. “It was really fun, and it was just great energy in the room, so I’m trying to capture that energy through the little boxes on the screen,” said Kaye, president and CEO of V&A Consulting Engineers.

This is the fourth year of the conference, which started with a welcoming message from Cuyamaca College President Dr. Julianna Barnes. The college hosted the three previous symposiums.

“There’s just so many opportunities,” said Kaye. “The water industry is so welcoming. I think the thing that binds us together, we’re serving a higher purpose. We’re all supporting our families doing what we’re doing, but we’re serving a higher purpose protecting public health and protecting the environment.”

San Diego County Water Authority Human Resources Special Projects Manager Gretchen Spaniol noted the pandemic year has disproportionately affected women in the workplace. “That was me at my going away party. I moved every two years as a kid, so I thought I was good at change. Now it’s harder.

“In December 2020, the U.S. economy lost 140,000 jobs, and all of those were held by women,” said Spaniol. “It’s being called the female recession, or the ‘she-cession.’ Female unemployment reached double digits for the first time since 1948.”

Flow with the change in work life

Spaniol says changes such as working from home bring on stress, and stress can bleed into all aspects of work life. She encouraged attendees to network and support each other.

“Women in water, this is a great opportunity for additional networking,” said Spaniol. “I can guarantee you someone has been through what you’ve been going through, or has been dealing with something similar. It’s great to talk to others to really get that life experience. This is a great opportunity inside and outside your agency. We have such a great industry in San Diego County.”

She also praised the value of mentorships for women in the water industry.

Upcoming sessions include discussions on the evolution of the work environment due to COVID-19, negotiation skills, receiving feedback, and the use of social media.

Women in Water Symposium

The fourth annual Women in Water Symposium in March will be online this year due to the coronavirus pandemic. Previously hosted at Cuyamaca College, symposium sessions will be each Thursday starting March 2. This year’s conference theme is “Flow With The Change.”

Three specific career level tracks are offered to address needs at each level: entry-level for those new to water careers; mid-career for those transitioning and advancing within the industry; and upper level, for senior professionals looking to leave a legacy.

Session topics include negotiation skills; diversity, equity, and inclusion; dealing with change; the impact of COVID-19; and building a sustainable career. Program elements for all tracks are designed to create a larger community of people with the interest and aptitude to take on what were previously considered non-traditional careers.

The symposium is an opportunity for students, water industry professionals, and people exploring careers in the water and wastewater industry, to make connections.

“The Women in Water Symposium made it possible for me, as a young graduate student, to meet experienced, female engineers at any moment, from breakfast to sessions and everything in between,” said Alma Rocha, a San Diego State University graduate student studying environmental engineering.

“I got to meet so many amazing people and help them out with referrals to jobs and events that might help their career, ” said Alec Mackie with the California Water Environmental Association. “A very rewarding event.”

Vanessa Murrell, Foundation for Grossmont and Cuyamaca Colleges grant manager, said the conference is open to anyone, and this year is not limited by location by being held in a virtual environment.

The Water Authority and its 24 member agencies have created a regional workforce development task force to address the “Silver Tsunami” of experienced employees reaching retirement age. The task force reports approximately 4,500 water and wastewater positions in the San Diego region. More than 1,400 of those workers are expected to reach retirement age by 2024. Water and wastewater treatment plant operators in California earn an annual average wage of more than $72,000, according to the U.S. Bureau of Labor Statistics.

‘Rewarding and humbling’

“Knowing we’re a key contributor to public health through the provision of safe water delivery and recovery is rewarding and humbling,” said keynote speaker Shauna Lorance, director of the City of San Diego Public Utilities Department.

Lorance offered advice to people considering making water a career choice.

“The water industry is challenging and always evolving, and has amazing opportunities for growth and career diversity… from laborers and technicians, finance experts and engineers, chemists and community outreach specialists,” said Lorance. “It also has some of the best people around.”

Diane Stoltz, cross-connection program specialist at the Ramona Municipal Water District, said there are job opportunities that don’t require a degree.

“A few water classes and a state-issued certificate in water or wastewater are the starting blocks to a rewarding career in water,” said Stoltz, “Educating the public and helping them understand their role in protecting the drinking water system, is most rewarding to me.”

Stoltz credited Don Jones, Cuyamaca College Center for Water Studies program coordinator, with encouraging her to work in the water industry.

Wide range of career choices in the water industry

Jaime Okewole, human resources analyst with the Helix Water District, said jobs in the water industry are more varied than people might imagine.

“I think the biggest misconception about working in water is that the view of opportunities available in the water industry is so narrow,” said Okewole. “When you picture water, one might initially just think construction or water treatment but not realize all of the support positions it takes to run a water agency successfully. We have jobs that span a number of different fields and talents. The commonality is that each person holds customer service as their top priority.”

For the first time, the Women in Water Symposium offered three program tracks: sessions for those interested in starting their career in water; those seeking career advancement; and established professionals interested in forming professional alliances and promoting workforce diversity.

The series of workshops wrapped up with a tour of the Water Conservation Garden.

“This industry is growing and becoming ever more important as new innovations will be needed due to climate change and fast growing cities,” said Kimberlyn Velasquez, public affairs representative with the San Diego County Water Authority. “If you ever find yourself looking to try something new down the line, the water industry has many sectors and different types of positions that you can move into throughout your career.”

Aging workforce – ‘silver tsunami’ – creates job opportunities

The Water Authority was among the water industry employers offering career information at the conference.

The Water Authority and its 24 member agencies created a regional workforce development task force to address the ‘silver tsunami’ of employees reaching retirement age.

Event Featuring Women Working in the Field of Water Coming This Week

Shauna Lorance knows more than a drop about a career in the water and wastewater industry.

Lorance worked in several executive management positions for the San Juan Water District for 20 years, for the Monterey County Water Resources Agency as its interim general manager, and was a consultant for several other water districts in the state before being named the city of San Diego’s Public Utilities Director last August.

Lorance will be the keynote speaker at the third annual Women in Water Symposium, which will be held Thursday, Jan. 16, at Cuyamaca College. The event is free for students and $35 for others. It will be followed by a tour of the Water Conservation Garden, adjacent to the school.
