The Olivenhain Municipal Water District received the WateReuse Association of California’s 2022 award for Recycled Water Community Outreach. The award was presented at WateReuse’s annual conference in San Francisco.

OMWD’s community outreach campaigns are intended to educate customers on the importance of water use efficiency, new supply development, and water reuse as a means to address future water supply challenges. To this end, recycled water is a focal point for OMWD’s public outreach campaigns. The recycled water award is another recognition of Olivenhain’s collaborative efforts to increase local, sustainable water supply sources in the region.

Reducing imported water

“Every drop of recycled water used on our landscapes replaces a drop of imported drinking water,” said OMWD Board Secretary Bob Topolavac. “With the state now in its third consecutive dry year, it is more critical than ever to be promoting the benefits of recycled water to new potential users to expand the use of this sustainable water supply.”

WateReuse previously recognized OMWD as California’s Agency of the Year in 2005 and again in 2019. Since that time, OMWD has expanded its recycled water distribution system such that it now meets 14 percent of its demands with recycled water.

Water Reuse Coalition

Beyond its borders, OMWD encourages a regional approach to recycled water infrastructure. It is the lead agency of the North San Diego Water Reuse Coalition, a group of nine North County agencies that coordinate across jurisdictional boundaries to connect recycled water sources with demands. By working together on the North County Regional Recycled Water Project, these agencies expect to reduce potable water use by nearly 11 billion gallons per year by 2035.

Formed in 1990, the WateReuse Association is a nonprofit organization whose mission is to advance the beneficial and efficient uses of high quality, locally produced, sustainable water sources for the betterment of society and the environment through advocacy, education and outreach, research, and membership.

Vallecitos Water District Recognized for Innovative Technology at Mahr Reservoir

The Vallecitos Water District received two awards for its innovative use of technology to reduce algae blooms at the Stanley A. Mahr Reservoir in San Marcos. The district received the “Excellence in Action” award from the national WateReuse Association, and the “Innovation and Resiliency” award from the California Association of Sanitation Agencies, or CASA.

Vallecitos Water District Recognized for Innovative Technology at Mahr Reservoir

The Vallecitos Water District received two awards for its innovative use of technology to reduce algae blooms at the Stanley A. Mahr Reservoir in San Marcos.

The district received the “Excellence in Action” award from the national WateReuse Association, and the “Innovation and Resiliency” award from the California Association of Sanitation Agencies, or CASA.

The WateReuse Association is the nation’s only trade association solely dedicated to advancing laws, policy, funding, and public acceptance of recycled water. CASA provides leadership, advocacy, and information to its members, legislators, and the public. CASA also promotes partnerships on clean water and beneficial reuse issues that protect public health and the environment.

Known for its sustainable practices in water and wastewater treatment processes without compromising water quality, Vallecitos Water District employs a new ultrasound technology to improve water quality at the Mahr Reservoir and reduce the need for chemical treatment.

“These awards are proof of the Vallecitos Water District’s commitment to innovation,” said Vallecitos Board President Mike Sannella. “District staff are to be commended for their efforts to use innovative technology to improve and enhance our operations.”

Algal blooms treated with sonic technology

Originally called La Costa Storage No. 1 Dam and Reservoir when completed in 1981, Mahr Reservoir was renamed after original founder and 35-year board member Stanley A. Mahr. It stores up to 54-million gallons of reclaimed water for irrigation use. Vallecitos Water District has contracts with the City of Carlsbad and Olivenhain Municipal Water District to provide as much as five million gallons of recycled water daily as needed.

Because the reservoir’s location receives intense sunlight with little rain, algal blooms can occur in the nutrient-rich recycled water. Algal blooms are commonly treated with costly chemicals that are labor-intensive to apply. Vallecitos Water District uses technology developed by LG Sonic of the Netherlands. It provides a complete overview of reservoir water quality, allowing swift identification and treatment of algal blooms.

Every ten minutes, an MPC Buoy in the Mahr Reservoir measures and monitors green and blue-green algae population, pH, turbidity, dissolved oxygen, and water temperature. The data is collected in real time and uploaded online software, which uses the data to predict algal blooms three to ten days in advance.

Sound barrier limits algae

The LG Sonic buoy can create a sound barrier in the top water layer. It affects the algae buoyancy, preventing it from rising where it can absorb sunlight to grow. Starved of sunlight and nutrients, algae cells sink to deeper water where they degrade due to natural bacteria and do not release toxins into the water.

With overall algae levels reduced through sonic technology, the need for chemical treatment is also reduced. LG Sonic’s specific low-power ultrasonic transmitters emit signals which are not harmful to people, fish, plants, or other wildlife.

The Vallecitos Water District received two awards for its innovative use of technology to reduce algae blooms at Mahr Reservoir, it was announced Thursday. The district received the “Excellence in Action” national award from the WateReuse Association and the “Innovation and Resiliency” state award from the California Association of Sanitation Agencies for its use of an ultrasound technology to address water quality at the Stanley A. Mahr Reservoir with a reduced need for chemical treatment.

Padre Dam Named Utility of the Future Today

Padre Dam Municipal Water District’s leadership in the development of water reuse as well as its strong workplace culture received national recognition with a 2020 Utility of the Future Today award. The award honors substantial excellence in the operation of water sector services.

“We are honored to be recognized as a groundbreaking agency in the area of water reuse,” said Allen Carlisle, Padre Dam general manager and CEO. “This distinction highlights our ongoing commitment to innovative improvements in service of our customers.”

The Utility of the Future Today program celebrates the achievements of water utilities transforming from the traditional wastewater treatment system to a resource recovery center and leader in the overall sustainability and resilience of the communities they serve. It was launched in 2016 by the National Association of Clean Water Agencies, the Water Environment Federation, the Water Research Foundation, and the WateReuse Association, with input from the U.S. Environmental Protection Agency.

Water reuse efforts recognized

Padre Dam Municipal Water District has been recycling water since 1958. The District’s Ray Stoyer Water Recycling Facility produces around two million gallons per day of recycled water.

Padre Dam is now working on a regional water and wastewater solution in a collaborative partnership between Padre Dam and the County of San Diego, City of El Cajon, and Helix Water District to expand on the history of water reuse through the East County Advanced Water Purification Project.

The project will create a new local, sustainable, and drought-proof drinking water supply using state-of-the-art technology to purify recycled water and diversify East San Diego County’s water supply, while reducing the region’s dependence on imported water. This new water supply will provide approximately 30% of East County’s water demand, and nearly eliminates the discharge of East County’s treated wastewater into the Pacific Ocean.

Padre Dam is currently the Program Administrator for the regional East County Advanced Water Purification Program.

Padre Dam Municipal Water District’s strong organizational culture of collaboration, learning, service, and transparency also received recognition. The award cited Padre Dam as an agency that encourages the ongoing learning process and the improvement of its workforce in the planning and decision process. This culture empowers every employee to think creatively, cultivating an organizational culture of innovation.

Padre Dam has enjoyed a successful and progressive workforce partnership with management, labor, and its Board of Directors for decades. Over the last several years, the District invested in the reinvention of its internal workforce development program to meet the changing needs of its modern workforce.

Now called the “Pipeline,” the program embraces a philosophy enabling broad-based participation in the organization’s decision-making processes.

“The Pipeline relies on the primary principle that we can better serve our customers by conducting activities in a collaborative and transparent manner,” said Carlisle. “Long before our employees became essential workers providing vital services during the pandemic, Padre Dam recognized their tremendous value to our organization. This award is for each and every one of our employees who have performed in an exemplary way when they were needed most.”

WateReuse Symposium Showcases City of San Diego’s Pure Water

Locally-roasted coffee and home brewed beer made with purified recycled water from the City of San Diego’s Pure Water Demonstration Facility was showcased Sept. 10 in San Diego during two special events at the 34th annual WateReuse Symposium.

In the afternoon, symposium attendees were served hot- and cold-brewed coffee made by locally-owned Bird Rock Coffee Roasters. In the evening, a symposium reception featured a “Pure Brew” competition where attendees judged the best of 10 home brewed beers from members of San Diego’s Quality Ale and Fermentation Fraternity.

Pure Water San Diego is the City’s phased, multi-year program that will provide one-third of San Diego’s water supply locally by 2035 by purifying recycled water to produce safe, high-quality drinking water. The program offers a cost-effective investment for San Diego’s water needs and will provide a reliable and sustainable water supply.

The WateReuse Symposium, the nation’s premier conference on recycled water, was held in San Diego Sept. 8-11. This year’s theme was “Collaborate to Innovate.” Approximately 800 water professionals from across the nation attended the symposium over the four days.
