San Diego East County Water Recycling Project Receives EPA Loan for $388 Million

A wastewater recycling project in East County will receive a sizable injection of federal funds, officials announced Friday.

The U.S. Environmental Protection Agency has awarded a $388 million, low-interest loan to help finance the East County Advanced Water Purification Program — a partnership between San Diego County, El Cajon, Helix Water District and Padre Dam Municipal Water District.

The water recycling project is estimated to cost about $640 million and create about 2,500 local jobs. It’s expected to come online in 2025, providing up to 30 percent of East County’s drinking water supply, from Santee to La Mesa and El Cajon, as well as unincorporated communities such as Spring Valley, Lakeside and Alpine.

In a major milestone for water reliability, the East County Advanced Water Purification Program was awarded a $388 million federal loan from the U.S. Environmental Protection Agency to help advance the project’s completion.

Radhika Fox, U.S. EPA Principal Deputy Assistant Administrator for the Office of Water, joined Kyle Swanson, Director of the East County AWP, and Steve Goble, Joint Powers Authority Chair of the East County AWP, for the June 4 announcement at the demonstration facility for the project in Santee. Following the presentation, Fox joined local officials for a tour of the demonstration facility.

“EPA is proud to partner on this project, which uses proven technology to bolster drinking water supplies in this climate-stressed region,” said Fox. “Investing in water infrastructure is one of the best bets we can make to improve public health and the environment, create jobs and address pressing challenges that face our communities.”

The East County AWP is one of only 38 projects selected nationwide to receive a share of approximately $6 billion in federal water infrastructure investments. The Water Infrastructure Finance and Innovation Act (WIFIA) loan is the second-largest loan awarded to any San Diego County project.

“The East County Advanced Water Purification Program is the result of many years of strategic, long-term planning and this WIFIA loan marks a historic milestone in its development,” said Allen Carlisle, CEO and general manager of Padre Dam Municipal Water District. “By providing East County with local control and independence of both its wastewater and water, the program secures a long-term solution for increased stability in our communities and safeguards the vitality of our economy and quality of life. New, local, sustainable water supply

The East County AWP is a collaborative partnership between the Padre Dam Municipal Water District, Helix Water District, County of San Diego, and City of El Cajon. It will create a new, local, and sustainable drinking water supply using sophisticated technology to provide 30% of current drinking water demands for East County residents when it is completed in 2025, as much as 11.5 million gallons per day.

The project will recycle East San Diego County’s wastewater locally and purify the recycled water at a new treatment facility using four advanced water purification steps. The purified water will then be pumped into Lake Jennings, treated again at the Helix Levy Treatment Plant, and then distributed into the drinking water supply.

Padre Dam Municipal Water District currently imports 100% of its drinking water supply. The agency treats two million gallons per day at its water recycling facility for irrigation and non-potable uses. Helix Water District imports approximately 85% of its drinking water supply with the remaining coming from local sources.

In addition to providing a new local water supply, the project will eliminate the need to send most of East County’s wastewater to the City of San Diego’s Point Loma Wastewater Treatment Plant, where it is currently treated and then discharged into the ocean. Keeping this water resource in east county provides water sustainability and it’s good for the environment.

Recycled water

OMWD’s 4S WRF can produce up to two million gallons of recycled water each day. This alternative water supply is used for irrigation purposes at schools, parks, golf courses, streetscapes, and homeowner association common areas in the southeastern portion of OMWD’s service area.

“We appreciate the work of CWEA to advocate for realistic regulatory requirements for water agencies, helping us to maintain affordable rates for our ratepayers,” said Lane. “The way to move forward is by working together to create a thriving California that has enough fresh, clean and affordable water for people, food, and the environment alike.”

Proactive maintenace of infrastructure

4S WRF operators inspect and maintain more than 85 miles of sewer collection system pipelines, as well as equipment at the facility, lift stations, a 410-acre-foot storage pond, and a one-million-gallon reservoir. Proactive maintenance is also a priority, helping to avoid costly emergency repairs and ensuring continued wastewater and recycled water services for customers.

This is the second time in three years OMWD has won the San Diego section award. In 2019, 4S WRF was also named California’s “Plant of the Year” by CWEA’s state office.

Founded in 1927, the California Water Environment Association is a nonprofit association of 9,000-plus professionals in the wastewater industry. The association trains and certifies wastewater professionals, disseminates technical information, and promotes sound policies to benefit society through protection and enhancement of our water environment.

San Diego Spared as Newsom Declares Drought Emergency in 41 of California’s 58 Counties

Governor Gavin Newsom on Monday issued an expanded “drought emergency proclamation” for 41 of the state’s 58 counties, citing above-average temperatures and dry conditions for April and May.

So far, Southern California has been spared the worst of the drought, and the San Diego County Water Authority has said it has supplies to withstand several dry years.

“Gov. Newsom’s latest drought emergency declaration is a grim reminder of the growing water supply challenges across California — and of the value of three decades of our collective dedication to use water efficiently combined with strategic investments that protect San Diego County from dry years,” said Gary Croucher, board chair of the water authority.

“Thanks to efforts of ratepayers, the water authority, and our 24 member agencies, we have sufficient water supplies for 2021 and the foreseeable future,” he said.

To celebrate Water Awareness Month in May and highlight the value of water, the City of Oceanside has unveiled its new virtual reality video tour. The 360-degree video shows the water recycling process that prepares water for Pure Water Oceanside. The advanced water purification project will create a new local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound.

The video provides an immersive 360-degree look at Oceanside’s San Luis Rey Water Reclamation Facility in anticipation of opening the first advanced purified water project in San Diego County. The water for the project will be sourced from the reclamation facility. The virtual 360-degree video allows viewers to engage and look all around by simply using a computer mouse or touch screen or moving their phones in order to see all around.

Virtual reality video is “educational resource”

Viewers who have a virtual headset for cell phones can take it one step further by “stepping into” the video much like a simulation. In June, the City of Oceanside will begin scheduling opportunities for schools and scouts to view the video using city-provided virtual reality goggles.

“As we enter into another dry summer, Water Awareness Month provides a reason to reflect on how valuable Oceanside’s investments in water supply reliability and water use efficiency are,” said Cari Dale, City of Oceanside water utilities director. “The 360-degree video is an educational video resource for the community to have a better understanding of the City’s efforts to create local sources of water including recycled and advanced purified water, which will provide up to 50% of the City’s water supply.

“Pure Water Oceanside and recycled water expansion projects are examples of how the City works efficiently to provide safe, local and sustainable water resources while keeping water rates among the lowest in the county for our residents and businesses,” she added.

Pure Water Oceanside is one of several potable water reuse or recycling projects under development in the San Diego region.

The East County Advanced Water Purification project is a collaborative partnership between the Padre Dam Municipal Water District, County of San Diego, City of El Cajon and the Helix Water District. Once operational, the East County AWP will provide up to 30% of East San Diego County’s drinking water demands, or almost 13,000 acre-feet of water per year, while eliminating the discharge of 15 million gallons of partially treated wastewater into the Pacific Ocean.

Pure Water San Diego is a $5 billion project designed to generate 83 million gallons of water per day by 2035, nearly 50% of the City of San Diego’s water demand based on the new 2021 urban water management plan.

Drought safe and sustainable supply

The combination of Pure Water Oceanside with the City’s recycled water expansion project exemplifies the value the City of Oceanside places on water. The project will safeguard against drought, provide a local and sustainable source of water, and reduce the city’s dependence on increasingly expensive imported water from the Sacramento Bay Delta and the Colorado River.

Scheduled to be completed in 2022, Pure Water Oceanside will be the first operating advanced water purification facility in San Diego County. The $71 million project will use advanced technology to replicate and accelerate the natural recycling process to provide 3 to 5 million gallons per day to the City of Oceanside.

Opinion: Recycling Water has to Become the Norm Because it is Too Scarce and Too Valuable to Waste

Like millions of teens around the world, my daughter enjoys long showers. Unlike many fathers of teens, however, I see a bright side to the family water bill. We’re not just taking showers. We’re growing grapes.

Our family lives in Israel, the international capital of water recycling, where nearly 90% of our supply is used more than once. In our area of southern Israel, that means the water flowing down our home drain is used on nearby farms to grow some of the tastiest table grapes on Earth. Turns out my daughter is a friend of agriculture.

All over the globe, climate change is turning fresh water into an increasingly precious commodity. Many countries and regions suffer from extended drought. Rising temperatures increase evaporation from reservoirs. Snow falls less and melts sooner on mountains. And rising sea levels increase saltwater intrusion contamination in fresh water wells along coastal communities.

The video begins with how water is essential to everyday life from drinking a glass of water to washing our hands and cleaning our food. Viewers learn where their water comes from and how important it is to have a local water supply to guard against drought, protect the environment and economize costs.

Advanced water purification

The East County AWP works by using four advanced water purification steps to produce water that is near-distilled in quality. After treatment, the purified water will be blended with water in Lake Jennings and treated again at the R.M. Levy Water Treatment Plant before being distributed as safe drinking water.

“Helix is utilizing its water management, treatment and distribution expertise to play a key role in the final step in this process,” said Carlos Lugo, Helix Water District general manager.

The video reminds viewers that the East County AWP will join other cities around the world, in California and as close as Orange County already using similar technology to create purified drinking water. The East County AWP Program will be one of the first, potable reuse projects in California to use the new reservoir augmentation regulations.
