San Diego Plans to Spend $70M Upgrading Sewer, Water Pipes Near San Diego State

Several streets in neighborhoods near San Diego State will be torn up for short periods over the next four years so the city can widen and upgrade sewer and water lines that lead to the Point Loma Wastewater Treatment Plant.

Second Crew Begins Work at Carlsbad Desalination Plant Amid COVID-19 Pandemic

A 10-person crew is in the midst of a three-week shelter-in-place shift at the Claude “Bud” Lewis Carlsbad Desalination Plant, relieving an initial crew that self-quarantined on site for three weeks to continue producing clean drinking water for county residents amid the COVID-19 pandemic.

Starting March 19, the first crew of 10 “mission-critical employees” was stationed at the plant to continue operations, working two 12-hour shifts each day and sleeping in RVs in the plant parking lot, according to Poseidon Water, which manages the plant.

Pipeline 5 at Moosa Creek Shut Down for Repair Work

The repair work for one of the San Diego County Water Authority pipelines in Moosa Canyon will be done this month, and two shutdowns of the SDCWA pipeline will sandwich the carbon fiber relining.

“We shut down Pipeline 5, and we are currently in the process of installing two internal steel bulkheads,” Neena Kuzmich, engineering manager with CWA, said. “We just started a shutdown Monday.”

That Monday was March 30.

“It’s a seven-day shutdown of Pipeline 5, and that’s to facilitate the carbon fiber repair,” Kuzmich said.

Construction in Mission Trails to Improve Regional Infrastructure

When Mission Trails Regional Park reopens and visitors return, they may notice an increase in construction traffic and activities in and near the western portion of the park as the San Diego County Water Authority improves a portion of its regional water delivery system.

The Water Authority has begun work to construct a new underground reservoir and flow control facility. The facilities are part of the Mission Trails Project, a suite of projects that mostly were completed in late 2010 to improve regional water infrastructure.

Completed components include construction of a pipeline tunnel, demolition of most above-ground vent stacks in the park, and construction of a stabilized crossing at the San Diego River.

New underground flow regulatory structure

The new underground flow regulatory structure, or covered reservoir, will help regulate untreated water flows in the regional water delivery system. It will hold up to 5 million gallons of water. The reservoir will be covered with soil and vegetation, except for several above-ground access hatches and vents that will allow for air movement in and out of the reservoir. A new flow control facility and pipeline interconnections will also be constructed as part of this project.

Pre-construction work to prepare the site has already started. The project construction is scheduled to end in early 2022.

Construction vehicles will use Clairemont Mesa Boulevard, Calle de Vida, Portobelo Drive, and Antigua Boulevard to access work areas in the park. Some trails leading to the site in the western portion of the park will be closed. For instance, the trail that begins at the intersection of Calle de Vida and Colina Dorada Drive will be closed to allow large construction vehicles and traffic to safely pass through the park. Additionally, parking at the eastern end of Clairemont Mesa Boulevard will be limited to accommodate project field offices and equipment staging.

Newsom Accomplishes Rare Feat: A Water Plan No One Likes

In the century-long “us-versus-them” mentality of California water, a plan released by Gov. Gavin Newsom’s Department of Water Resources last week achieved something perhaps never accomplished before in the Golden State’s water industry. It incited universal scorn. First, as is always the case, some recent history on California’s water infrastructure. Much of California’s surface water – that is, water captured from rainfall, stored in dams and reservoirs, and transported via canals and aqueducts – is delivered via two massive projects: the Central Valley Project, operated by the U.S. Department of Interior’s Bureau of Reclamation, and the State Water Project, operated by the State of California’s Department of Water Resources.

Community Thanks Desalination Plant Workers For Sacrifice

Expressions of gratitude and support have poured in from a grateful community to the ten volunteers sheltering in place at the Claude “Bud” Lewis Carlsbad Desalination Plant in San Diego County. As people learned about their effort to maintain plant operations and keep the water flowing during the COVID-19 pandemic, residents responded by expressing their heartful thanks through messages, photos and artwork.

“The Desal Plant employees were overwhelmed with the community support they have received,” said Jessica Jones, Poseidon Water director of communications. “They read and enjoyed every message, photo, and drawing.  The support was just the boost in morale that they needed to finish out their 21-days onsite.”

Water Authority Begins Pipeline 5 Repairs in North San Diego County

Next week, San Diego County Water Authority staff and contractors will begin crucial repairs on Pipeline 5 in rural North County between Fallbrook and Escondido.

The work is part of the Water Authority’s proactive asset management program, which monitors and maintains the condition of regional water infrastructure that includes 310 miles of large-diameter pipelines. The Water Authority’s approach, coordinated closely with its member agencies, has served the region well by avoiding large-scale, unexpected water outages for more than a decade.

Asset management program responds quickly to pipeline needs

After a leak in nearby Pipeline 4 was discovered in Moosa Canyon last summer, Water Authority staff assessed the conditions of Pipelines 3 and 5, which run parallel to Pipeline 4 as part of the Second Aqueduct. The assessment showed that a section of Pipeline 5 in Moosa Canyon was also under significant stress.

“Due to the very high operating pressure and the major consequences of potential failure of Pipeline 5, our staff immediately began planning a shutdown and repairs to mitigate risks,” said Jim Fisher, director of operations and maintenance at the Water Authority. “Our asset management program is designed to identify potential problems and respond quickly.”

Constructed in 1982, Pipeline 5 is a vital component of the Water Authority’s water system, delivering untreated supplies from Lake Skinner in southwest Riverside County to the Lower Otay Water Treatment Plant in southern San Diego County. The operating pressure exceeds 400 pounds per square inch in Moosa Canyon.

Carbon fiber technology extends pipeline life

Repairs will require that a section of Pipeline 5 in North County be shut down from March 30 until mid-May. Crews will start by installing bulkheads that isolate the Moosa Canyon section. Then, they will line the inside of the pipe with a carbon fiber liner, as was done to rehabilitate Pipeline 4. The carbon fiber liner will reinforce distressed areas and extend the life of the 96-inch, pre-stressed concrete cylinder pipeline.

The asset management program is a key element of the Water Authority’s commitment to providing a safe and reliable water supply to San Diego County. By making preventative repairs, the Water Authority ensures that water service will continue throughout the county.

Planning study seeks long-term solutions

Over the next 18 months, Water Authority staff will conduct a planning study to evaluate improvements required for all three pipelines in Moosa Canyon to ensure the long-term reliability of the Second Aqueduct. The results of the study will include recommendations about future projects as part of the Water Authority’s capital improvement program.

Jim Madaffer: Supporting Our Community in Challenging Times

Coronavirus is on all our minds these days, with the countless challenges that we face at every level of society, including our homes and families.

While there are many uncertainties, I want to assure you that the Water Authority and its 24 member agencies are doing everything possible to address this complex situation, from following health and safety protocols to ensuring the continued operation of the water treatment and delivery system regardless of the challenges.

Public water supplies in the San Diego region remain safe to drink due to robust standard treatment processes by local and regional water providers. Drinking water provided by the Water Authority and its member agencies is treated by a combination of technologies – including sedimentation, filtration and disinfection – that chemically deactivate and physically remove bacteria, viruses and other contaminants. The U.S. EPA recommends that Americans continue to use and drink tap water as usual.

To support continued operation of critical infrastructure, the Water Authority has activated its Emergency Operations Center, increasing the region’s ability to respond to any challenges that emerge. The EOC supports the need for enhanced communication between the Water Authority and its member agencies as the public health crisis evolves. In addition, the agencies have back-up plans to assist each other should key personnel be unable to work.

We’ve taken other operational steps as well. Agency employees identified as critical to operation and maintenance of key infrastructure will continue to report to work and conduct normal job functions while complying with enhanced safety precautions such as social distancing measures. Non-critical staff at many agencies, including the Water Authority, are telecommuting or will begin remote work shortly to minimize the potential for virus transmission.

First Advanced Water Purification Facility in San Diego County is On the Map

City of Oceanside officials and regional water industry leaders gathered today to break ground on Pure Water Oceanside, the first advanced water purification facility in San Diego County. The $67 million project – scheduled to be completed in 2021 – will purify recycled water sourced from the San Luis Rey Water Reclamation Facility.

“Today, we put Pure Water Oceanside on the map and are one step closer to achieving the goal of greater water-independence for our city, residents and businesses,” said Cari Dale, Oceanside’s water utilities director. “This future-focused project will provide multiple benefits by reusing our water resources to their full potential.”

Reducing dependence on imported supplies

The local project will reduce Oceanside’s dependence on imported water by more than 30%. The purification process is inspired by the natural water cycle and reduces the amount of recycled water discharged into the ocean.

The project is partially funded by the Local Resources Program through the San Diego County Water Authority and Metropolitan Water District of Southern California.

“The tremendous conservation focus, water infrastructure planning and investment by the Water Authority and its 24 member agencies has put our regional supplies in solid standing,” said Water Authority General Manager Sandra L. Kerl. “The mission of providing reliable water supplies to San Diego County can be likened to a puzzle; there are many pieces that fit together to create an overall solution. Our next increment of supply in the San Diego region is from potable reuse projects.”

Improving local resources in a sustainable way

During today’s ceremony, city leaders and water experts placed a giant Google Maps “location pin” into the ground at the San Luis Rey Water Reclamation Facility, which marked that the new recycled water project is now officially on the map. Guests were invited to take tours of the existing facility to see the location of the new infrastructure and learn how purification technology works.

“Being on the map signifies not only that this project will be an historic landmark, but also a symbolic one that will serve as an example for other cities and agencies that are interested in initiating this type of program,” said Jack Simes, acting area manager at the United States Bureau of Reclamation.

In addition to reducing dependence on imported water supplies, the project will improve groundwater resources and help protect the environment by reducing dependency on imported supplies that can disrupt ecosystems.

“We need to pursue new and innovative solutions to protect our land and water for future generations,” said Congressman Mike Levin, whose district includes coastal North County. “Pure Water’s commitment to providing over 30% of the drinking water in the City of Oceanside in a way that is clean, safe, sustainable and environmentally sound is commendable.”

Technologically advanced water purification process

Pure Water Oceanside will use state-of-the-art water purification technology that replicates and accelerates nature’s natural recycling process.

First microfiltration filters remove bacteria and suspended solids from reclaimed water. Then ultra-fine reverse osmosis filters remove salt, viruses, other bacteria, pharmaceuticals and chemicals. Next, the water is treated with ultraviolet light and advanced oxidation technologies that neutralize any remaining substances.

Minerals are injected back into the water before the water is added to Mission Basin in Oceanside. Water can then be extracted from the aquifer, treated once again at the Mission Basin Groundwater Purification Facility and finally, distributed to residents and businesses.
