Water Authority Board Supports Regional Potable Reuse Projects

The San Diego County Water Authority’s Board of Directors today unanimously approved a formal resolution reaffirming its longstanding support for potable reuse and water recycling projects developed by local member agencies across the region.

“Projects such as Pure Water San Diego, Pure Water Oceanside and the East County Advanced Water Purification Project are critical to the continued development of local water sources that help sustain the region’s 3.3 million residents and $245 billion economy,” said Water Authority Board Chair Gary Croucher. “The Water Authority has long supported water reuse and recycling projects, and we will continue to collaborate with member agencies in developing these vital local resources.”

Water supply diversification

For more than two decades, the Water Authority has promoted the advancement of water recycling and reuse in San Diego County as part of the region’s water supply diversification and reliability strategy.

The agency has sponsored and supported legislation to speed the development of potable reuse regulations in California, and has worked as an active member of the WateReuse Association to help shape the statutory and regulatory framework for potable reuse in the state. And Water Authority investments in high-priority, highly reliable water from the Colorado River support the development of local resources by delivering a low-cost baseload of water that can be recycled and repurified.

In addition, the Water Authority has advocated for robust funding in state bond measures, including seeking the inclusion of up to $500 million to expedite potable reuse and advanced water treatment projects in a legislative bond measure targeted for the November 2022 ballot. The Water Authority also helped secure nearly $500 million for local projects from the Metropolitan Water District of Southern California in 2019 and 2020, and most of that money was for potable reuse.

Potable reuse relies on advanced treatment technologies to produce a high-quality drinking water that is locally controlled, drought-resilient, and reduces wastewater ocean discharges. Every gallon of recycled or repurified water reduces the need to import or develop other supplies.

Approximately 33,000 acre-feet of recycled water is expected to be reused within the Water Authority’s service area annually by 2025. The volume is expected to continue growing as new and expanded potable reuse plants come online. They are projected to produce more than 112,000 acre-feet per year of new drinking water supplies by 2045, enough to meet nearly 18% of the region’s future water demand.

Two of the first three potable reuse projects are now under construction in San Diego County:

A third project, the East County Advanced Water Purification Program, a combined effort by the City of El Cajon, Padre Dam Municipal Water District, the County of San Diego, and the Helix Water District, is in the design/pre-construction phase.

National Recycling Day brings new video series

The Water Authority and other SCWC members, worked through the Coalition’s Recycled Water Task Force, along with other water districts and agencies in Southern California to create a new video series. The informative video series was created to educate the public on the use of recycled water in Southern California. The three-part video series shares a simple message – Water: Too Precious to Use Just Once.

The short videos explain the basics of water recycling and its importance as part of a diverse set of solutions employed by water agencies and local governments to stretch limited water resources. The series describes what water recycling is, how it is safe, and how it is used and will be used in the future.

“This new video series is the result of many water agencies and experts working in partnership to promote inclusive educational outreach about the safety and importance of water recycling in our communities,” said Lesley Dobalian, principal water resources specialist for the Water Authority and a member of the Recycled Water Task Force.

Water Too Precious to Use Just Once

Water recycling is the process of taking water that has already been used and treating it to levels safe for further beneficial use. Recycled water is highly regulated, and its use must comply with strict environmental and safety rules and requirements.

Thanks to advancements in water treatment technologies, reycled water is used to water landscapes, for commercial and industrial processes, and to recharge underground aquifers. Recycled water is also tapped for potable reuse through reservoir augmentation.

Water recycling is key to the region’s future

Recycled water is one more tool in the San Diego region’s water portfolio approach to provide a resilient water supply in the face of a changing climate. The  Water Authority and its 24 member agencies have increased the region’s water supply reliability through diversified and innovative technologies like water recycling.

The Water Authority and its 24 member agencies have promoted the advancement of water recycling and potable reuse in San Diego County by developing educational resources such as potablereuse.sdcwa.org and obtaining outside funding from the Metropolitan Water District’s local resource program, and local, state, and federal grant and loan opportunities. Over the last year the Water Authority Board supported local potable reuse projects such as Pure Water San Diego, the East County Advanced Water Purification Program, and Pure Water Oceanside.

The video series was made possible through funding provided by the Los Angeles Department of Water and Power and the work of members of SCWC’s Water Recycling Task Force video subcommittee, comprised of representatives from the San Diego County Water Authority and other agencies throughout Southern California.

Metropolitan Board Advances Major Recycled Water Project

The Metropolitan Water District board voted to begin environmental planning work on what would be one of the largest advanced purified wastewater treatment plants in the world.

Metropolitan officials said the approval marks a significant milestone for the Regional Recycled Water Program, a partnership between the MWD and the Los Angeles County Sanitation Districts to reuse water currently sent to the ocean.

Pursuing Independent Water Sources, San Diego Ignores One Beneath Its Feet

San Diego is not well endowed with many freshwater sources to support its growing population, so some water experts are perplexed the city’s ignoring a self-replenishing local groundwater source that, though small in size, is safe from the threat of natural disasters and reliably recharged by the San Diego River.

City of Oceanside Wins WateReuse Award of Excellence

The City of Oceanside received an Award of Excellence during the WateReuse Association virtual conference in June 2020. Oceanside received the Recycled Water Agency of the Year for small systems, which recognizes an agency that has developed recycled water, on a significant level, as an alternative water source within their service area, regionally, or statewide.

The development of water reuse programs addresses a variety of challenges currently faced by the City. Today, Oceanside imports most of its water from the Sacramento Bay Delta and the Colorado River, both of which are hundreds of miles away. In order to gain greater water-independence, the Oceanside City Council set a goal of a 50% local water supply by 2030. After almost a decade of regional and local planning efforts, the City of Oceanside has developed a comprehensive water reuse program including expanding water recycling and advanced water purification. The planning efforts have taken place since 2010 and have laid the groundwork for the City’s recycled water and potable reuse programs.

“The City of Oceanside is proud to receive the Recycled Water Agency of the Year Award,” said Cari Dale, City of Oceanside water utilities director. “Our staff works hard to ensure the City continues to increase our local water supply reliability and provide multiple benefits to our residents and businesses by reusing our water resources to their fullest potential.”

The City of Oceanside has 1.2 miles of recycled pipeline that distributed nearly 70 million gallons (236-acre feet) per year. The distribution system currently supplies recycled water to the Oceanside Municipal Golf Course, Goat Hills Golf Course, and El Corazon Sport Complex.

Oceanside is currently expanding its recycled water system in two phases. Phase 1 will add approximately seven miles of distribution pipelines and approximately 10 miles of additional distribution pipelines will be added for Phase 2. Recycled water customers will include commercial users with significant irrigation demands for landscaping such as golf courses, HOAs, City parks, as well as industrial and agricultural customers.

Pure Water Oceanside

The City is also pursuing an advanced water purification project called Pure Water Oceanside. The project will create between 3 to 5 million gallons a day of high-quality drinking water that is clean, safe, drought-proof, and exceptionally pure.

Purified water, like the water created through Pure Water Oceanside, starts with recycled water that is further treated through proven advanced water purification processes to create clean and safe drinking water. The water purification process uses state-of-the-art purification steps that replicates and accelerates nature’s natural recycling process. Scheduled to be completed by the end of 2021, Pure Water Oceanside will be the first operating advanced water purification facility in San Diego County.

Through the expansion of recycled water and the development of Pure Water Oceanside, Oceanside has demonstrated leadership, creativity, and persistence in the development of a comprehensive water reuse program. Oceanside is well on its way to meet the City Council’s goal of 50% local water supply by 2030. By 2023 33% of Oceanside’s water supply will be local, which will increase to 56% by 2030.

San Diego Local Water Supply Projects Get Big Funding Boost

Two major water projects in San Diego County this week received a major financial boost to enhance the region’s water supply. The East County Advanced Water Purification Project was approved for up to $91.8 million and a project in the City of Escondido was approved for up to $23.4 million.

As a result of the coronavirus pandemic, public agencies have found creative solutions to holding meetings in compliance with the State of California’s meeting laws. Recently, Fallbrook Public Utility District board members stepped away from their video screens, using the opportunity to take a field trip to view a new project while conducting a traveling board meeting.
The Santa Margarita River Conjunctive Use Project is a joint project with Marine Corps Base Camp Pendleton, and will eventually supply about 30% of the District’s water, and virtually all of Camp Pendleton’s water.

Blog: San Diego Region on Track to Receive $15 Million for Water Projects

Several regional water supply projects in San Diego County are on track to receive more than $15 million from the California Department of Water Resources, pending a final decision this summer. Money for the projects has been recommended by DWR, which will make the awards after a public comment period. In San Diego County, the funds would support local agencies to advance conservation, environmental enhancements, water purification and other initiatives.
