Otay Water District Celebrates 65 Years of Service to Southeast Communities

Sixty-five years ago in 1955, six South Bay community leaders met at Christie’s Restaurant in Chula Vista to discuss ways to import water into the southern part of San Diego County. The shared vision of a plumber, civil engineer, an attorney, a newspaper publisher, and two regional landowners created the framework and found seed funding for what became the Otay Water District.

The district was formally established in 1956. The population served at the time was less than 1,200 people. Today, the Otay Water District provides safe, reliable water and wastewater services to more than 226,000 customers within approximately 125 square miles of southeastern San Diego County, including the communities of eastern Chula Vista, Bonita, Jamul, Spring Valley, Rancho San Diego, unincorporated areas of El Cajon and La Mesa, and east Otay Mesa along the international border of Mexico.

Commitment to service

“Serving customers for 65 years is something we take seriously. We take pride in our commitment to our customers,” said Otay Water District Board President Tim Smith. “We also value our employees because without them we couldn’t provide the high-quality customer service that we do. Through excellence, integrity, teamwork, and innovation, the District, its board, and staff work daily toward the same goal of ensuring a reliable water supply and sewer system and continuing to enhance our operational practices.”

The communities receive imported water supplied by the Metropolitan Water District of Southern California, the San Diego County Water Authority, and the Helix Water District.

Key historic milestones

In 1979, the Ralph W. Chapman Water Recycling Facility was completed. Recycled water from the plant irrigates a portion of eastern Chula Vista. It can produce up to 1.1 million gallons of recycled water per day. In 2017, the District invested in upgrades to the plant’s major service pipeline including advanced technology and monitoring software to preserve the life of the existing facility. This proactive maintenance is estimated to save ratepayers $8 million in repairs.

The Otay Water District signed an agreement in 2003 to purchase recycled water from the City of San Diego’s South Bay Water Reclamation Plant in San Ysidro. Twelve years later, the Carlsbad Desalination Plant begins operations including delivery of drinking water to Otay’s service area.

The District began taking advantage of manufacturer warranties to upgrade more than 49,600 automated meter reading registers originally installed between 2004 and 2012, saving ratepayers approximately $3.3 million in meter replacement costs. Using AMR meters reduces staff time and costs, improves safety, and makes use of historical water-use data to identify unexplained usage through leak, tamper, and back-flow detection alarms.

In 2018, after a two-year study and evaluation period, Otay began using drones to assist with the preliminary inspection of water facilities, including 40 potable water reservoirs. Drone technology can provide time savings with initial inspections and allows for a safer examination process of the District’s assets.

Recruiting military veterans

Legislation co-sponsored by the San Diego County Water Authority and the Otay Water District was signed into law by California Governor Gavin Newsom in 2019, making it easier for military veterans to launch careers in the water industry. AB 1588, initiated by Otay Water District General Manager and U.S. Navy veteran Jose Martinez, updates the current water and wastewater certification system by giving military veterans credit for their experience and education that is applicable to the water industry. Veterans can enter the water workforce at a higher pay grade than was previously possible.

Today, the Otay Water District is focused on reducing water waste and overall water use. San Diego County has been better prepared for drought than other parts of California in part due to the Otay Water District’s investment in conservation, water recycling, seawater desalination, and transitional storage over the past two decades.

“I’m proud to be part of and serve an agency like the District because as an organization, we strive to provide excellent water and wastewater service to our community, while at the same time managing operational efficiencies to minimize rates to our customers,” said Otay Water District General Manager Jose Martinez. “Throughout 65 years, we are one of the few water districts that still has room to grow; we have continued to ensure a reliable water supply to our increasing population, and we will continue to do so.”

The District remains as dedicated to community service as when it was founded. Responsible resource planning, sound fiscal management, respect for the environment, and paying close attention to its customers’ needs will ensure its future reflects its history.

Veterans Career Day-Veterans Day-Work For Water-Military

Celebrating Veterans with a Career Day in Water

The San Diego County Water Authority and its 24 member agencies recognize military veterans for their service and actively recruit vets to fill new career opportunities in the water and wastewater industry. The San Diego County region employs about 4,500 water and wastewater workers, many of whom have successfully transitioned from the military to a new career.

The Center for Water Studies at Cuyamaca College and San Diego County water agencies are hosting a free career day on January 19, 2022 from 8:30 a.m. – 4 p.m. for veterans looking to transition their careers into the water and wastewater industry. Many water agencies are hiring, and veterans have key skills needed to provide safe, reliable drinking water for San Diego communities.

Veterans will have the opportunity to meet water agency recruiters, learn about pay and benefits, and receive advice on different career pathways and fast-tracked educational opportunities. Registration is online at CenterforWaterStudies.org. The Water Authority is co-sponsoring the in-person event.

A transition to the water world

During a webinar hosted by the Water Authority, Leaders2020, and San Diego Green Drinks in October, Otay Water District General Manager Jose Martinez, a U.S. Navy veteran, spoke about his experience transitioning from the military to the water industry. One challenge Martinez faced was the difference in terminology used between the military and water industries.

As the Vice Chairperson of the American Water Works Association California/Nevada Veteran Engagement and Transition Committee, Martinez discussed the work being carried out to provide direct pipelines and pathways to the water industry. One such pipeline was Assembly Bill 1588, legislation championed by Otay Water District and the Water Authority that passed in 2019. The bill, sponsored by Todd Gloria and Adam Gray, provides experience and education credits toward State water and wastewater certifications.

‘Silver tsunami’ of retirements in water industry

The opportunities for both transitioning servicemembers and local water agencies are significant. More than 30,000 service members separate from the military each year in California, and more than half are transitioning out of active duty in the San Diego region. Roughly half of the current water industry workforce in the San Diego region will be eligible to retire in the next 15 years – and approximately 1,400 water and wastewater industry jobs are expected to open in the region in the next five years.

In October 2020, The Water Authority and its 24 member agencies launched a new website – SanDiegoWaterWorks.org – that provides the first comprehensive posting of regional water and wastewater industry job openings in one location. The San Diego Water Works website includes:

  • Training and education resources, career advice and internship programs
  • Featured jobs that highlight rewarding careers in the water industry
  • Information about special training programs and internships for military veterans
  • Tips and resources for transitioning military

Water industry jobs for military vets

Martinez’s experience as a naval nuclear engineer focused on submarines’ nuclear and non-nuclear systems, including water treatment. This gave him an advantage to transition to a civilian career in water.

A bill and new law, signed by Gov. Gavin Newsom in October 2019, sets the stage for making it much easier for military veterans to transition into the water industry. AB 1588, initiated by Martinez and Otay, intends to update the current water and wastewater certification system by giving military veterans credit for their experience and education that is applicable to the water industry. Essentially, veterans would not have to start at the bottom, but instead advance to testing that matches their level of experience. That way, veterans can enter the water workforce at a level that meets their paygrade.

‘Silver tsunami’ of retiring baby boomers creates opportunities

AB 1588 was introduced by Assemblymembers Todd Gloria (D-San Diego) and Adam Gray (D-Merced), and co-authored by several state legislators, including Assemblymember Tasha Boerner Horvath (D-Oceanside). The San Diego County Water Authority and Otay cosponsored the bill, with the goal of increasing the number of veterans entering the water industry to replace retiring baby boomers.

To address this challenge, the Water Authority and its 24 member agencies created a regional workforce development task force to address the oncoming ‘Silver Tsunami’ of retirees. The San Diego region alone employs approximately 4,500 water and wastewater workers, with more than 1,400 of those workers expected to reach retirement age by 2024, according to the Water Authority. Statewide, there are approximately 6,000 active certified wastewater treatment plant operators, and approximately 35,000 drinking water treatment and distribution operators. 

Jobs within the water industry often reflect military experience, and not necessarily ones directly related to water and wastewater treatment on a base or aboard a ship. Don Jones, with the Center for Water Studies at El Cajon’s Cuyamaca College, compared experience within a Combat Information Center on a warship to operating a SCADA system at a water facility, pointing out that experienced SCADA operators can be hard to find.

“It doesn’t matter if you’re opening a pump or firing a missile, the process is very similar, it’s the mechanical and electronic interface that matters. You’re electronically activating a piece of mechanical equipment,” Jones said. 

‘It’s all about serving people’

The water industry can also offer veterans a few other advantages. Shannon Cotulla served in the U.S. Army as a combat engineer between 1987 and 1992. After leaving the service, he contemplated aviation engineering, but a desire to work outdoors in civil engineering led him to the water industry. Today, Cotulla is Assistant General Manager at the South Tahoe Public Utility District and former member of ACWA’s Board of Directors. 

“The work is really meaningful, it’s all about serving people and keeping our communities safe,” Cotulla said. “There’s also security in knowing that your organization has rules and standards that you can look up to and isn’t subject to the whims that you sometimes find in the private sector.”

Otay’s Martinez said that it could take a few years for the state to make the changes called for in AB 1588. Nevertheless, the process is underway and includes having a veteran with water industry experience serve on a regulatory advisory board along with water industry members. In the meantime, news about the bill’s potential for veterans is raising awareness among veterans about why careers in the water industry represent a great opportunity.

“We really want to open up this talent pool,” Martinez said. “Veterans are the right candidates to fill these jobs because of the skilled work they’ve already demonstrated in their careers and their time in the military.”

Otay Water District Names New General Manager

The Otay Water District Board of Directors last week unanimously appointed Assistant Chief of Water Operations Jose Martinez as the organization’s next general manager.

Martinez, 40, will succeed Mark Watton, who represented the water interests of Otay, the county and the state for more than 30 years.

The board said it will negotiate contract terms and vote on Martinez’s salary at its March 11 board meeting. His appointment is effective March 1.

Jose Martinez: 18 years of progressive management and leadership experience

Martinez has more than 18 years of progressive management and leadership experience in private and public organizations within highly regulated utility industries. He also has managed multimillion-dollar engineering and construction projects for water and wastewater facilities and has a strong administrative and financial management project background. Martinez managed and designed construction projects for SAIC, Incorporated for five years, from 2007 to 2012, prior to working at the District.

Under the direction of Otay’s chief of water operations and the general manager, Martinez served as the assistant chief of water operations since 2014, planning, directing and managing the activities and operations of the department, which includes utility and fleet maintenance and operations of water, wastewater, reclamation, and recycled systems.

“I’m honored to serve as the District’s general manager,” said Martinez. “The District sets an example as a water and wastewater agency, providing outstanding service to its customers. I am proud to lead the organization and take pride in continuing to move us forward, working with our talented employees to achieve the District’s values of integrity, excellence and innovation.”

Martinez brings United States Navy experience to new post

Martinez previously served two years as the District’s utility service manager.

“This is an exciting time for Otay and the water industry,” said General Manager Mark Watton. “Jose’s role at the District will work well with the regional workforce planning and development that is needed in the water industry to replace a wave of retirements and at the same time, positions the District to carry on advancing Otay and the Board’s mission of serving its customers and managing the District’s resources transparently with fiscal responsibility.”

As a military veteran, Martinez also brings his United States Navy experience to the District. He served as a Nuclear Submarine Officer, managing preventive and corrective operations and maintenance of complex systems, including water quality and water treatment. Martinez has a Bachelor of Science in mechanical engineering with a focus in nuclear energy conversion from the U.S. Naval Academy and holds a minor degree in Spanish.
