The U.S. Environmental Protection Agency (EPA) has announced more than $609 million in capitalization grants, through State Revolving Funds (SRFs), to California for water infrastructure improvements. The grants will supplement the state’s annual base SRF of $144 million. The capitalization grants mark the first significant distribution of water infrastructure investments to California following passage of the Bipartisan Infrastructure Law. The law allocates more than $50 billion toward water infrastructure.

For decades, the Supreme Court struggled to define a key term at the heart of the Clean Water Act, the landmark 1972 legislation that forms the backbone of America’s efforts to “restore and maintain the chemical, physical, and biological integrity of the Nation’s waters.”
It’s an admittedly difficult question, that is now in the hands of the most conservative Supreme Court since the 1930s. And the Court’s Republican-appointed supermajority seems poised to deal a severe blow to the clean water law, in a case that could do significant harm to America’s efforts to prevent floods and to ensure that everyone in the country has access to safe drinking water.

Videos produced by the Vallecitos Water District public affairs team are now being distributed by the U.S. Environmental Protection Agency’s WaterSense program to help educate the public about water conservation nationwide. The videos can be downloaded for free on the EPA WaterSense partner platform.
The district created a series of twelve videos. A new one will be released each month and posted on the Vallecitos Water District’s social media, and shared through the EPA’s social media.

“We’ve found video to be a powerful communication tool at the Vallecitos Water District, and we invest a great deal of time and effort in producing high-quality information for our ratepayers,” said Chris Robbins, Vallecitos Water District Public Information/Conservation Supervisor. “We received the EPA request to partner with them to share our videos with other organizations across the U.S. We considered it a compliment and validation of our investment. We’re glad to share the information with a larger audience.”
Creativity and fun
VWD Public Information Representative Alicia Yerman collaborated with Beth Livingston and Veronica Blette of the EPA on the productions including scripting, storyboards, and visual elements.
“Beth and Veronica were the stars, as they provided a lot of the graphics and the data for us to use and make our own for the video,” said Yerman. “They made sure the graphics were up to date with the statistics and allowed us to be free and open for creativity and fun for creating the videos for other agencies to share and download. They helped review the videos to make sure the language fit their goals and criteria.”

WaterSense is a program sponsored by the EPA, designed to encourage water efficiency in the U.S. through the use of a special label on consumer products. The goal of the program is to protect the future of the nation’s water supply by encouraging a nationwide ethic of water efficiency to conserve water resources for future generations and reduce infrastructure costs.
The WaterSense label makes it simple to find water-efficient products, new homes, and programs meeting the EPA’s criteria for efficiency and performance. WaterSense-labeled products and services are certified to use at least 20% less water, save energy, and perform as well as or better than regular models.
Starting in 2019, VWD began using video to document the district’s workforce and infrastructure improvements on its social media platforms and has also engaged the public with discussions of critically important water management issues. It has won multiple awards for its work. VWD also offers live video of its board meetings and other public discussions on its YouTube channel.

The Helix Water District has received an $18 million loan from the U.S. Environmental Protection Agency to support the Drinking Water Reliability Project. Helix will use the Water Infrastructure Finance and Innovation Act, or WIFIA loan, to increase the region’s drinking water resiliency by expanding water reuse opportunities and reducing the reliance on imported water.
The WIFIA loan will help fund infrastructure improvements for the East County Advanced Water Purification Program, pump station upgrades and cast-iron pipeline replacement throughout the district.
Developing new drought-proof water supply
“In California, we are purifying recycled water and ocean water to replace the water that nature used to provide,” said Helix Water District Board President Kathleen Coates Hedberg. “The only way we can afford to keep rates as low as we can and develop these new projects is through collaboration – multiple agencies working together and securing capital from multiple funding sources. We are partnering with neighboring agencies to develop a new, drought-proof water supply and we are so pleased that the EPA selected our project for funding.”
$18 million loan helps recycled water efforts
Specifically, Helix Water District will modernize existing pump stations, conveyance infrastructure, and distribution pipelines as well as install an aeration system in Lake Jennings to meet state surface water requirements.
By completing the project, Helix Water District will replace 30% of its water needs that are currently met by regional sources with an alternative source of purified water conveyed from the East County AWP, which received a separate WIFIA loan. This project also supports California’s Title 22 “Pure Water” objective to increase use of recycled water by at least 2 million-acre-feet per year by 2030.
Scheduled to be complete in 2026, the East County AWP will generate up to 11.5 million gallons per day of purified water— meeting approximately 30% of current drinking water demands for East San Diego County residents and businesses.
As a result of the WIFIA program’s flexibility and competitive rates, Helix Water District will save approximately $3.2 million by financing with a WIFIA loan. Construction and operation are estimated to create nearly 400 jobs.

“Helix Water District’s project represents the future of water in the West,” said EPA Deputy Assistant Administrator for Water Bruno Pigott. “EPA is proud to help finance these infrastructure upgrades that will increase water reuse and help secure reliable safe drinking water for generations to come.”
Established by the Water Infrastructure Finance and Innovation Act of 2014, the WIFIA program is a federal loan and guarantee program administered by EPA. The WIFIA program’s aim is to accelerate investment in the nation’s water infrastructure by providing long-term, low-cost supplemental credit assistance for regionally and nationally significant projects.

Democratic-led states, tribes, and conservation groups will not see a Trump-era water rule declared invalid before the Ninth Circuit decides the issue or the EPA issues a new rule, a federal judge in California ruled.
The plaintiffs wanted the US District Court for the Northern District of California to resume their lawsuit over the Clean Water Act Section 401 Certification Rule issued in 2020 that they said unlawfully restricted states’ and tribes’ ability to reject water polluting projects.
The U.S. EPA announced a settlement with California’s Imperial Irrigation District (IID) for violations of the Clean Water Act.
The violations include the pollution of local wetlands, reported EPA.
A Nov. 5, 2020, EPA’s Pacific Southwest Region and the U.S. Army Corps of Engineers inspection of IID’s construction of drain banks in the area discovered that activities resulted in the discharge of sediment to approximately 1 acre of wetlands.

Martha Guzman recalls those awful days working on water and other issues as a deputy legislative secretary for then-Gov. Jerry Brown. California was mired in a recession and the state’s finances were deep in the red. Parks were cut, schools were cut, programs were cut to try to balance a troubled state budget in what she remembers as “that terrible time.”
She now finds herself in a strikingly different position: As administrator of the U.S. Environmental Protection Agency’s Region 9, she has a mandate to address water challenges across California, Nevada, Arizona and Hawaii and $1 billion to help pay for it. Guzman called it the “absolutely greatest opportunity.”
Guzman talked with Western Water about how her past experiences are informing her work at EPA, some of the top priorities in EPA Region 9 and how the federal bipartisan infrastructure funding law is providing a unique opportunity to address the region’s water needs, including for tribal nations and disadvantaged communities.

Fix a Leak Week is a time to check indoor and outdoor plumbing systems for leaks. This year’s reminder about water conservation comes as California and much of the U.S. Southwest are in the third consecutive year of drought.
Minor water leaks account for more than one-trillion gallons of water wasted each year in homes across the United States. One-trillion gallons equals 3.068 million acre-feet, nearly enough water to meet the needs of San Diego County for seven years.
Fix a Leak Week started in 2009 by the Environmental Protection Agency’s WaterSense program to educate water users and promote the importance of repairing leaks to conserve and protect the water supply.
The week highlighting water conservation is supported by regional WaterSense partners throughout North America, including the San Diego County Water Authority, its 24 member agencies and water agencies throughout the country.
Fix a Leak Week 2022 resources
The Water Authority won its third WaterSense award for Excellence in Collaboration and Promoting WaterSense Labeled Products in 2021.
The Water Authority also partnered with San Diego Gas and Electric to install nearly 4,000 WaterSense labeled showerheads for residents in the area and helped residents save water outdoors through its WaterSmart Contractor Incentive Program, which installed more than 1,000 WaterSense labeled irrigation controllers to achieve six million gallons in water savings
Repairing a leaky toilet can save up to 500 gallons of water a day. In just a month, that’s enough to fill a backyard swimming pool.
The Vallecitos Water District and City of San Marcos are partnering to provide Fix a Leak resources to its customers, including a new website, bill statements, and a demonstration video. It features San Marcos Mayor Rebecca Jones showing a simple method for detecting a toilet leak.
The Sweetwater Authority will participate in Fix a Leak Week 2022, offering tips for consumers and rebates of up to $75 for leak repairs made through June 30. Simple fixes save water and costs

Common water leaks such as leaky showerheads or dripping faucets are often easy to fix, requiring common tools and hardware that can pay for themselves in water savings. How much? According to the EPA Fix a Week Leak website, each average household with unaddressed leaks can account for 10,000 gallons of water loss every year, enough to wash 300 loads of laundry.
Investing just 10 minutes to perform a quick search of your home and fixing them can save an additional 10% on your water bill.
