2024 Scholarship Applications Open for Aspiring Water Professionals 

Water agencies across San Diego County and California water associations offer multiple college scholarship opportunities in 2024 to help candidates secure their education as water and wastewater professionals.

The acceleration of industry retirements, as well as the increasing need for a skilled workforce trained to implement new technologies, result in an increased effort to develop more skilled individuals for water and wastewater industry jobs, including in San Diego County. For more information, visit sandiegowaterworks.org.

Scholarships are available for community colleges, four-year colleges and universities, and graduate-level programs. The following examples are due in the coming weeks for study in the 2023-2024 academic school year.

San Diego regional water scholarships

 Helix Water District will recognize two outstanding graduating high school seniors living within the district’s service area with $1,000 scholarships for university studies next fall.

The Robert D. Friedgen Scholarship and $1,000 Dr. Lillian M. Childs Scholarship honor two past leaders of Helix Water District. Friedgen retired in 1998 after 19 years as the district’s general manager and Childs retired in 1999 after 20 years on the board of directors.

Applicants must graduate in spring 2024 and attend a four-year college or university starting in fall 2024. Students submit a two-page essay exploring potable reuse and the East County Advanced Water Purification project. The scholarship committee reviews each applicant’s grades, extracurricular activities, volunteer and work experience, academic and career goals, and financial need.

Vista Irrigation District invites local high school seniors to compete for up to six scholarships from the District in amounts ranging from $1,000 to $3,000. The purpose of the scholarship program is to increase knowledge and awareness of how water-related issues influence our daily activities.

Students who compete for a scholarship must complete an essay and provide a one-page personal statement related to their background and/or goals. Selection criteria also include community involvement or volunteer service, and letters of recommendation from high school faculty.

Applications must be received via email or at the district’s office by 4 p.m. on Friday February 23, 2024. Eligible students must live or go to school within the Vista Irrigation District service area. Find the application link here.

Vallecitos Water District invites local high school seniors and students at Palomar College and California State University San Marcos to compete for scholarships from the district. Up to six scholarships may be awarded in amounts up to $1,000 per scholarship. The purpose of the scholarship program is to encourage students to learn more about water-related issues impacting their community.

Eligible students must live or go to school within the Vallecitos Water District’s service area. Students must complete an essay and provide a personal statement related to their background and/or goals. Selection criteria also include community involvement or volunteer service, a financial needs worksheet, and letters of recommendation from faculty or an associate.

Sweetwater Authority’s “Work for Water” scholarships are now open for applications.

Two $1,000 scholarships will be awarded to new or currently enrolled students at the Center for Water Studies at Cuyamaca College or another accredited college, community college, or trade school with a career goal in the water industry.

The Mark Watton Scholarship Fund through the Foundation for Grossmont and Cuyamaca Colleges supports students attending the Center for Water Studies at Cuyamaca College. It honors former Otay Water District General Manager Mark Watton’s four decades of service to the district.

Applicants must be currently enrolled for at least six units at Cuyamaca College, verify financial need, and complete the general application and essay. Scholarships of $1,000 are available. Application dates are March 25 to May 4, 2024.

In addition, National University partners with the San Diego County Water Authority to offer a 25% tuition reduction scholarship to employees and employees of all member water agencies. The San Diego County Water Authority Tuition Reduction Scholarship benefits working adults who want to reach specific educational goals but find it challenging to fit classes into their busy life. The tuition-reduction scholarship can be applied to most associate, bachelor’s, and master’s degree programs. Click for more information.

The Association of California Water Agencies (ACWA) offers four undergraduate 2024 scholarships, one graduation 2024 scholarship and a fellowship opportunity to qualified applicants attending a University of California or California State University campus. Students must be juniors or seniors pursuing an undergraduate degree in a water-resources related field such as engineering, agriculture, environmental studies, or public administration. Criteria include scholastic achievement and motivation to the vocation of water-resources management.

ACWA began its scholarship programs in 1961 to motivate committed students to join the effort to ensure California’s water quality through sound management policies. The scholarship program is all about investing in future water leaders.

The California-Nevada section of the American Water Works Association (AWWA) awards more than $20,000 in scholarships in support of students and professionals pursuing careers in a drinking water-related field. Two $5,000 graduate scholarships, four $2,500 undergraduate scholarships, and two $1,000 scholarships in support of training as a drinking water treatment/distribution operator are available.

Environmental and civil engineers; water, wastewater, and recycling treatment plant operators; distribution system operators; chemists; laboratory technicians; biologists, ecologists, and environmental scientists; and others whose roles support safe and reliable drinking water are all suitable 2024 scholarship candidates.

The Water Environment Federation’s (WEF) Canham Graduate Studies 2024 scholarship provides $25,000 for a graduate student in the water environment field. The scholarship is for education-related expenses such as room and board, tuition, and books. The scholarship may not be used to cover stipends or wages.

The applicant must be a WEF member, complete an online application, and be enrolled in a graduate program. Recipients must commit to working in the water industry for two years following graduation.

Water Authority Recognized For Leadership In Training Industry Professionals

The California Water Environment Association (CWEA) and the California-Nevada Section of the American Water Works Association (CA-NV AWWA) recognized the San Diego County Water Authority’s leadership and support of setting training standards and establishing training programs for water and wastewater industry professionals.

Chuck Greely, president of CWEA, and Sue Mosburg, executive director of CA-NV-AWWA, presented the Advanced Water Treatment Champion award at the November Board of Directors meeting.

“Your involvement from the very beginning of the Advanced Water Treatment Operator Certification program has allowed CWAA and California-Nevada AWWA to train and certify hundreds of California’s best operators, ensuring they have the knowledge and skills to produce the cleanest water possible,” said Greely.

“Thank you for what you’ve done in California. Thank you for bringing the water operator professional to the next level,” added Mosburg.

To date, 60 water industry professionals have completed the AWTO training and received certification.

Training Opens Career Opportunities In Water Reuse Field

Prompted by calls in 2014 from water utilities, water professionals and the California State Water Board, a diverse set of stakeholders and experts including the Water Authority contributed their perspectives on the development of the certification. They were supported by CWEA and CA-NV AWWA staff and experts in exam development. Observers from the California State Water Board participated throughout.

Over 100 volunteers from CA-NV AWWA and CWEA were involved in planning, subject matter expert workshops, exam development, marketing and administering the new program. After four years, the Advanced Water Treatment Operator™ (AWTO®) certification was launched in 2020.

The Future of Water is Now

AWTO certification allows water and wastewater operators to demonstrate their advanced knowledge and qualify for new career opportunities at high-tech water reuse facilities. As California and Nevada expand water reuse, AWT operators are expected to be in high demand. There are currently 11 advanced water treatment facilities permitted and operating in California. Seven more are currently awaiting approval in the State of California’s permitting process.

Water and wastewater operators can get ready for these new career opportunities by getting AWTO certified today.

“As more potable reuse facilities start up in San Diego and across the state, this is a watershed moment in California history. We are securing water supplies for generations to come,” said Greely.

“We are well into the next decade of water and wastewater operations, and everyone in our industry plays an important role leading the way toward sustainability,” said Mosburg. “We are building the future now. We need this new supply and a new way of thinking about water before the next drought hits.”

Court Pauses Cybersecurity Rule Following Legal Challenge

This week the U.S. Court of Appeals for the Eighth Circuit granted a request from the American Water Works Association (AWWA) and the National Rural Water Association (NRWA) to stop the U.S. Environmental Protection Agency’s Cybersecurity Rule from going into effect until a current case challenging the rule has been decided.

Multiple California water associations and water agencies in San Diego County are offering college scholarships to help candidates achieve their goals.

A large number of recent retirements combined with the need for a skilled workforce up to date on new technologies have resulted in a critical need to increase the talent pool of skilled individuals in the water and wastewater industry, including in San Diego County.

Scholarships are available for community colleges, four-year colleges and universities, and graduate-level programs. The following examples are due in the coming weeks for study in the 2022-2023 academic school year.

The Mark Watton Scholarship Fund, established by the Otay Water District at the Foundation for Grossmont and Cuyamaca Colleges, supports students attending the Center for Water Studies at Cuyamaca College. It honors Otay Water District General Manager Mark Watton’s four decades of service to the district.

Applicants must be currently enrolled for at least six units at Cuyamaca College, verify financial need, and complete the general application and essay. Scholarships of $1,000 are available. The Otay Water District is continuing to accept donations to the Mark Watton Scholarship Fund.

ACWA also offers the new John P. Fraser Water Leaders Fellowship to a currently employed water professional at an ACWA member agency selected to participate in the Water Education Foundation’s annual William R. Gianelli Water Leaders Class. The program is named in honor of ACWA’s former executive director for his 22 years of service.

National Awards for Pure Water San Diego’s John Carroll

John Carroll, the City of San Diego’s Pure Water Treatment Plant superintendent, received the 2021 Robert O. Vernon Membrane Plant Operator of the Year Award from the American Membrane Technology Association and the American Water Works Association.

This award recognizes outstanding contributions to water supply improvement by an individual working at a membrane filtration, desalination, and/or water reuse facility. Carroll was selected in recognition of his service and dedication to membrane operations and for his leadership within the industry.

“My selection would not have been possible without the support of many dedicated and talented individuals, the fellow coworkers, consultants, and volunteers to whom I owe all my success,” said Carroll.

The Key to Thwarting Non-Revenue Water? Understanding It

Non-revenue water loss is among the biggest challenges facing the water industry and the world. Nearly one-third of all water, amounting to $39 billion annually, is lost before it ever reaches a customer, according to a report from Frost & Sullivan. Water scarcity will proliferate with the aging water infrastructure, rapid urbanization and worsening disaster seasons throughout the world.

Bodies like the U.S. Environmental Protection Agency (EPA) are doing their part to make strides toward improved infrastructure. Earlier this year, the agency announced the availability of $2.7 billion in funding to support infrastructure projects that help protect surface and drinking water. However, with AWWA’s estimated cost of more than $1 trillion to manage water infrastructure over the next 25 years, the responsibility must fall to the industry to understand these challenges and prepare a strategy to understand and respond to them.

AWWA Lights the Way

It’s been a helluva year, and we’re barely halfway throught it. The arrival of coronavirus and COVID-19 required so much of our focus and energy that it overshadowed a stockpile of existing problems. AWWA CEO David LaFrance shares insight and optimism for these turbulent times in the water industry.

Will Supply Management Be Added to the List of Challenges to Water Utility Managers?

Water utilities were already facing a long list of challenges before COVID-19. Add to the list employee health protection, shutoff moratoriums, intensified affordability issues, unstable cash flow, the inability to foresee the “new normal” and matters become more complicated. It’s probable the list will continue to grow. Will supply management, defined as — identifying, acquiring and managing resources and supplier relationships that are essential to operations — be added to this list of challenges?

According to AWWA, 56% of utilities surveyed indicate experiencing PPE supply chain issues due to the pandemic. In the early stages of the emergency there were expressed concerns of interruptions to the supply chain for treatment chemicals. These supply chain issues may be short term, or not. What we are experiencing isn’t a typical risk event. The scale surpasses anything that even the savviest supply chain leaders could have anticipated.
