Water News Network Top Stories of 2021

The Water News Network top stories of 2021 highlight how the region’s water providers ensured a safe, plentiful and reliable water supply, while also looking to the future. And, in the second year of a statewide drought, San Diegans stepped up their water conservation, proving once again, that “water conservation is a way of life in San Diego County.”

In the midst of the coronavirus pandemic and drought, the San Diego County Water Authority and its 24 member agencies moved forward on infrastructure projects to increase and maintain local water supply and energy sources for the region.

Potable, or water reuse projects, are online or under construction by the City of San Diego, City of Oceanside and the East County Advanced Water Purification Project, a collaborative effort between the Padre Dam Municipal Water District, Helix Water District, the City of El Cajon and the County of San Diego.

The #1 story of 2021 on the Water News Network was about an academic program that seeks to meet the rapidly growing demands for skilled career professionals in the water and wastewater industry. National University and Cuyamaca College launched a new degree pathway program that started in February 2021.

“Responding to regional workforce needs, National University and Cuyamaca College are excited to roll out the Waterworks Management academic pathway, informed by industry leaders,” said Dr. Sara Kelly, academic program director at National University. Transfer scholarships are available for qualifying students.

Pure Water San Diego

Pure Water San Diego is the City of San Diego’s phased, multi-year program that will provide more than 40% of San Diego’s water supply locally by the end of 2035. The Pure Water San Diego Program will use proven water purification technology to clean recycled water to produce safe, high-quality drinking water. The Program offers a cost-effective investment for San Diego’s water needs and will provide a reliable, sustainable water supply.

Sierra snowpack increases, drought continues

As part of a voluntary water conservation reduction requested by California Gov. Gavin Newsom, water agencies increased outreach efforts to encourage residents to reduce water-wasting practices. Rebates and programs to spur water conservation will continue into 2022. While the San Diego region has sufficient supplies to weather the current drought due to investments and conservation by residents and water agencies, many areas of the state are facing dire supply issues.

Agencies Partner to Boost Water Supplies for Southern California

The San Diego County Water Authority and the Metropolitan Water District of Southern California have reached an agreement that will provide water to parts of Southern California facing extraordinary supply constraints due to cutbacks on the State Water Project.

Under a deal approved today by Metropolitan’s Board of Directors and previously authorized by the San Diego County Water Authority’s Board of Directors, Metropolitan will secure additional groundwater in 2022 from the Semitropic Water Bank in Kern County. Metropolitan can use that water to serve areas in the northwest and northeast parts of its service area that aren’t connected to its Colorado River supplies and are heavily reliant on limited State Water Project supplies.

“Metropolitan is committed to doing everything we can to bring more water to communities in our service area that are particularly challenged by the drought. We’re thrilled to have the Water Authority partner with us in this effort, supporting the well-being of all Southern California,” said Metropolitan board chairwoman Gloria D. Gray. “We’re all in this together. And we all need to do our part, including using water as efficiently as possible.”

Water Authority Board Chair Gary Croucher expressed a similar perspective. “We thank Metropolitan Board Chair Gloria Gray and General Manager Adel Hagekhalil for partnering with us in a way that benefits all of Southern California,” Croucher said. “We expect that this will be the first of many innovative and collaborative solutions with Metropolitan to sustain our collective economy and quality of life.”

Under terms of the agreement, Metropolitan will purchase 4,200 acre-feet of the Water Authority’s reserves in the Semitropic Original Water Bank in 2022 for $893 per acre foot. Metropolitan also will lease an additional 5,000 acre-feet of “take capacity” from the Water Authority’s water bank account.

Take capacity – a function of groundwater pumping and distribution system size – gives Metropolitan the ability to withdraw more of its own groundwater stored in the Semitropic Water Bank. An acre-foot is 326,000 gallons, enough to serve about three typical Southern California homes for a year.

In 2008, the Water Authority secured supplies in the Semitropic Water Bank for the San Diego region in preparation for drought. Due to other supply and storage investments and sustained water conservation in San Diego County, the Water Authority does not need to tap its Semitropic account to meet the region’s projected water demands in 2022, providing an opportunity to make that water available to other parts of the state.

Water years 2020 and 2021 were the driest two-year sequence on record in California. And in August, Lake Oroville – the main reservoir on the State Water Project – reached its lowest point since being filled in the 1970s.  Earlier this month, the state announced that if hydrologic conditions don’t improve, State Water Project deliveries next year would be limited to only what is required to ensure the health and safety of residents, and no water would be delivered under the normal allocation system. Access to the Semitropic Water Bank is important because it is strategically located along the California Aqueduct and can supplement the limited state project deliveries.

Much of Southern California can rely on a diverse portfolio of Colorado River water, local supplies and stored reserves, when state project supplies are limited. However, parts of Metropolitan’s service area – including communities in Northern L.A. County, Ventura County and San Bernardino County – cannot receive Colorado River water and are more dependent on state project supplies. Metropolitan has taken important steps to modify its delivery infrastructure to shrink this dependent area.

The agency also continues to promote increased water efficiency across Southern California. Metropolitan’s board declared a Water Supply Alert in August and a Drought Emergency in November, both calling for increased conservation. The board also approved a series of measures to expand rebate and water-efficiency programs. Depending on local conditions, some Metropolitan member agencies have implemented mandatory conservation measures.

10 Minutes With Sandra Kerl

Sandra Kerl has been with the San Diego County Water Authority  since 2009 and was appointed the general manager in November 2019. One of her first challenges as GM was leading the transition to remote work during the COVID-19 pandemic for about three-quarters of the Water Authority’s 250 employees. Sandra recently sat down with Brown and Caldwell’s Wendy Broley, director of technical practices, and Mike Puccio, Southern California operations director, to talk about her experience dealing with unprecedented challenges, including the COVID-19 pandemic, wildfires, and drought.  

What is the most important leadership quality in dealing with the unprecedented challenges facing the industry?
Today’s leaders need to be inclusive, and focus on cooperation, engagement, and partnerships. The issues are so complex; the problem-solving that needs to happen requires many stakeholders. I think we have a lot more pressures regarding inclusivity, including issues related to water affordability. One challenge with engagement and inclusion is bringing in folks who haven’t necessarily been part of the water conversation before, both from a policy as well as an employment standpoint.

As a leader, one constant is knowing and admitting that you don’t know everything. You’re scanning the environment and you’re pivoting and reacting with information that is coming in real time.

The Water Authority has been making huge investments in supply reliability over the last several decades—improving storage and water supply diversification. How does that impact your leadership within the region during the current drought?
From our standpoint, we approach water as a statewide issue. We are all Californians working 24/7 to ensure access to water for everyone. We want to be part of the solution.

Our wake-up call to the changing availability of water was during the drought of the late ’80s and early ’90s. We invested heavily in new supplies and infrastructure, storage, piping to move water where it’s needed, asset management to ensure our pipelines aren’t leaking, and those sorts of things. And even compared to the drought of 2012 through ’16, we’re in a better position today because we have realized the full implementation of all of our new sources of supply. In addition, we’ve had such heavy conservation and water use efficiency. We use 50 percent less water today per capita than we did in 1990. And that is a big part of how we’ve met the challenge.

From a regional perspective, we’re not all the same within the state. We don’t have the same assets and issues. At the same time, the Water Authority is looking at how can we help other areas of the state. As an example, we have groundwater stored in the Central Valley and our board has approved working with any agency that is interested in that water and who can pipe the water to its destination, because we have reliable supplies without it.

The hard thing is, you have to really look at what’s going to move the needle. Is it going to move the needle if we save an acre-foot of water here in San Diego? Is that going to help Northern California? No, because we take very little water off the Bay Delta. But, if we could be able to take some of our water out of storage and provide that to another area of the state, or if we could get storage in Lake Mead so that the Colorado River is not as impacted—those are things we can do to help. I’d like to be able to focus in that area and continue to support the economy and the quality of life in San Diego County in a way that folks here have invested in for many years.

What are some of the strategies the Water Authority is deploying to address climate change resiliency and adaptation?
Because of the investments that we’ve made in raising the height of San Vicente Dam, it’s doubled the storage capacity there. The facility is owned by the City of San Diego, but the Water Authority did the dam raise. We’re partnering with the city to create a large storage hydroelectric facility there, which is closed loop and could provide up to 500MW of power and utilize renewables in a way that, when the sun goes down, the hydroelectric facility can be put on and we can utilize those resources. You might ask, “Why are you looking at that?” It’s because there’s an opportunity to monetize existing assets and create a revenue stream for the city and the Water Authority to help offset water costs, while helping to combat climate change. It also helps with the stability of the power grid. We had power outages in San Diego last August and if we had this project online, we wouldn’t have had those issues.

What are some of the obstacles you are facing in achieving the Water Authority’s desired level of resiliency and supply reliability?
In terms of the San Diego region, we have very high supply reliability. I think the biggest challenge for us is the affordability component and how to balance having those resources and ensuring the ability of folks to pay for it over the long-term. That is very challenging and concerning. We’re part of a new caucus at the Metropolitan Water District of Southern California (MWD) focused on disadvantaged communities and addressing how resources get allocated to disadvantaged communities. As an example, when there’s conservation funding available, how is that shared? And how can those communities take advantage of it?

Statewide, we are seeing benefits of greater regionalization while simultaneously an increase in the localization of supplies. Where do you think we need to be on that spectrum as a state to meet these incredible challenges? How do you think this applies to the San Diego region?
I think we as water managers do a better job when we look at the big picture as opposed to our space alone. The reality of implementing that big picture is very challenging. We see a microcosm of that here in the region, and we’re really looking at the One Water initiative at MWD and how we best connect with that.

There is a very different dynamic than 20 years ago when many local retail agencies weren’t looking at developing their own supplies. They were counting on the Water Authority to provide that reliability.

The next increment of water supply is coming from our member agencies, it’s not going to be the Water Authority’s projects. For example, acceptance for water reuse is a game changer. So is the possibility of regulation and legislation that would eliminate wastewater discharge. This has increased the interest in agencies wanting to do their own water reuse projects. We are recognizing this shift and taking into account when these projects are going to come online in our urban water management plan. It’s about how to find that balance and work cooperatively, and we’re at ground zero. I think other regions are going to be entering this conversation as time goes by, and I wonder what role the state is going to play in terms of overlaying policy that may usurp the local or regional planning processes, and how will that shape our investments?

Agencies are having to do so much more with so much less—that goes for water as well as funds. In many ways we need to look to innovation to fill that gap. How are you incorporating innovation in the culture of the Water Authority?
Innovation is critical to the Water Authority, and we have a formalized innovation program that engages every department. It’s really something that is a sense of pride for employees. They are encouraged and expected to think innovatively and assess how to do things differently. That kind of thinking includes things like how we communicate financial information to the departments at a level that’s very actionable as opposed to reams of spreadsheets. How do you get actionable data to our own crews developing tools to be able to assess the condition of 310 miles of large-diameter pipes in our system? The range of ideas is enormous.

Since COVID, so much has changed. What changes have you experienced or proactively planned to enhance your organization’s culture?
The one thing that I’m super proud of, and especially doing it during COVID, is evolving the nature of our culture as an organization by creating new values that resonated and reflected who we are today. This was done through a committee of employees at all different levels in the organization called a Values Discovery Team, and they were trained in appreciative inquiry, a strengths-based positive approach to leadership and organizational change.

They interviewed employees that they didn’t work with directly. Out of those interviews emerged stories of who we are at our best, and out of that came seven values. Previously, our values were very much focused on getting the work accomplished. With these updated values, the first four of the seven have a human element to them, which is a significant change in terms of the culture of this organization.

We still expect excellence, we still innovate, but we also hear different perspectives. We value diversity. We engage in the tough conversations. It just has a very different flavor. And I believe that’s what will keep this organization strong—that there’s a balance of both the human and the work.

Imagine a Day Without Water

San Diego County residents joined Americans across the country marking Thursday, October 21 as “Imagine A Day Without Water.” The nationwide awareness campaign offered opportunities to learn about our nation’s water systems and the hard work that goes into ensuring a day without water doesn’t become a reality for their community.

The day-long event is sponsored by the U.S. Water Alliance, the only national nonprofit organization with a diverse membership base representing the range of water champions, including water utilities, public officials, the business community, environmental organizations, community leaders, policy organizations, and researchers.

Imagine a Day Without Water

The Vallecitos Water District partnered with the City of San Marcos to promote Thursday’s awareness efforts among its residents. San Marcos Mayor Rebecca Jones starred in a video produced by VWD to highlight its water infrastructure investments. In the video, Mayor Jones encourages residents to conserve water. The San Marcos City Council officially proclaimed October 21, 2021 as “Imagine a Day Without Water.”

Awareness campaign follows drought emergency

California Governor Gavin Newsom extended the state’s drought emergency on October 19, appealing to all Californians to do more to conserve water in the face of one of the state’s most severe droughts on record. The declaration added eight remaining counties, including San Diego County, not under the original declaration made in July.

In the United States, aging infrastructure, intensified weather events, and a lack of investment have kept more than two million residents from accessing safe and reliable water and wastewater services. Member agencies, including the Vallecitos Water District along with the San Diego County Water Authority, continue to develop and maintain safe, reliable water supplies and critical infrastructure through strategic planning, long-term investments, and state-of-the-art technologies.

WaterSmart: Weathering Dry Times in San Diego County

News stories by national and regional media outlets highlighted the investments by the San Diego County Water Authority and its 24 member agencies to create a plentiful water supply for the region, helping to weather dry times like the current drought.

The New York Times, Spectrum News 1, The Wall Street Journal and Wired Magazine are among several news organizations that have reported on the region’s water supply projects, current and future, that ensure the 3.3 million residents of San Diego County won’t be left high and dry during times of drought. The news stories also recognize the successful efforts by the region’s residents to significantly reduce water-wasting practices by embracing a “conservation ethic.”

California-based reporter Jill Cowan visited the Claude “Bud” Lewis Carlsbad Desalination Plant and the San Vicente Reservoir, among other locations, for her article in The New York Times. The story covers regional water supply projects and investments made by the Water Authority and its member agencies to ensure San Diego County would not be stuck “at the end of the pipe” during periods of drought.

 “There are no silver bullets anywhere,” said Jeffrey Mount, a senior fellow with the Public Policy Institute of California’s Water Policy Center, who noted San Diego’s strides. “They’re definitely in the upper echelon of these creative approaches.”

Chula Vista resident and Sweetwater Authority customer Paul Rodriquez was highlighed in the story as one of many county homeowners who are WaterSmart: Conserving water by yanking out turf for drought-tolerant landscaping and using water-efficient fixtures indoors.

“Let’s Diversify”

Spectrum News 1 Reporter Sarah Pilla wrote about the region’s water supply history and how an historic drought led to investments that created a diverse water supply portfolio:

Back in the drought of the ’90s, 95% of San Diego’s water came from one source, and they faced 30% cuts for 13 months.

“Of course being at the end of a pipeline, when there’s little water available, you are at high risk. So, our community came together and said let’s diversify,” Kerl said.

Fast-forward 30 years later, and the San Diego County Water Authority has multiple streams of water sources in its portfolio, including the groundbreaking Carlsbad Desalination Plant that utilizes ocean water to provide the region with about 10% of its drinking water.

Diverse portfolio of resources

Wired Magazine writer Matt Simon focused on the science of water recycling and the Pure Water San Diego project.

If that all sounds like a rather convoluted way to get drinking water, that’s because the American West is facing a rather convoluted climate crisis. San Diego—and the rest of Southern California—have historically relied on water from Northern California and the Colorado River. But they’ve always been at the end of the line. The river hydrates 40 million other people in Colorado, Wyoming, Utah, Arizona, Nevada, and New Mexico, and it is withering under a historic drought, a harbinger of even worse water scarcity to come as the climate warms.

So San Diego has to figure out how to do more with less water. The Pure Water program aims to provide more than 40 percent of the city’s water from local sources by the year 2035 by reusing water recycled from homes and businesses. (That means water that has flowed through sinks, showers, toilets, and washing machines.) “We’re diversifying the portfolio,” says Todd Gloria, San Diego’s mayor. “We’re heavily dependent upon water that comes from very far away, and that’s a problem that we have to address.”

Dry Times and Cutbacks

Reporter Jim Carlton, with The Wall Street Journal, visited San Diego County In June 2021, reporting on the differences in water supply and drought conditions in California: “California’s Drought Leads to Cutbacks in Marin County but Not in San Diego

The pain of a two-year drought drying up the American West isn’t being felt evenly across the country’s most populous state.

That is because Southern California water agencies have for decades invested in new ways to diversify their supplies and recycle what they get, say people who study and work with water in the West. In Northern California, meanwhile, a history of more plentiful rain and snow meant many communities were less prepared for the latest drought and now more homes and businesses must cut back.

The Southern California News Group published an editorial, “SoCal’s water planning offers lesson for state” on October 19:

It’s beyond ironic that the driest, most-populated parts of California are in reasonably good shape whereas the less-populated rainiest parts of the state are in dire straits. San Diego, for instance, had so much water during the last drought that it had to release some of it from its reservoirs. It has plenty of water during this current drought.

Statewide Drought Emergency Declared

Water Shortage Contingency Plan Level 1

Following Gov. Gavin Newsom’s Oct. 19 extension of the statewide drought emergency to all counties in California, the San Diego County Water Authority Board of Directors voted unanimously to activate the agency’s Water Shortage Contingency Plan. That plan includes a call for increased voluntary conservation by San Diego residents. CBS 8 Reporter Heather Hope reported on the Board action and tips for how people can reduce water use.

In support of Gov. Gavin Newsom’s water conservation efforts following California’s two record-dry years, the San Diego County Water Authority activated its “Level 1,” or Voluntary Conservation of its Water Shortage Contingency Plan.

“We’re trying to achieve 15% to be consistent with the governor’s request of 15% voluntary conservation. It’s using what you have efficiently and not wasting,” said San Diego County Water Authority Water Resources Manager Jeff Stephenson.

How San Diego Gets Its Drinking Water

Whenever California is pummeled by drought — as is still very much the case despite recent rain — a lot of people find themselves asking, “What if we got water from the ocean?”

In San Diego County, it’s already happening at a $1 billion facility by the beach.

Recently, as I reported on San Diego’s decades-long quest for water stability, I visited the Carlsbad Desalination Plant, the largest such facility in the country, to see how it works.

Reporter Leah Pezzetti, with ABC 10 News San Diego, visited the City of Oceanside’s Pure Water Oceanside project on Oct. 29 for a look at the process to purify wastewater into drinking water.

San Diego County has been planning ways to increase its sustainable water supply and one of the planned methods is through turning wastewater into potable water. There are three sites planned in the county and the first one, Pure Water Oceanside, is set to open before the end of 2021.

Virtual Reality Video Tour for East County Water Project

A new 360-degree virtual reality video tour takes viewers through the planned East County Advanced Water Purification facilities. Participants are immersed in a guided tour of water facilities, where they can control their view by moving their computer mouse or smartphones to any direction in the video they want to see.

Viewers with a virtual reality headset for smartphones can take engagement one step further by stepping into the video. Locations visited in the virtual reality video tour include the Ray Stoyer Water Recycling Facility and the East County AWP Demonstration Facility in Santee, and Lake Jennings in Lakeside.

“Bringing this fun, easy to understand, and immersive tour to East County’s water and wastewater customers is an important and unique educational resource,” said Kyle Swanson, East County AWP director. “Prior to the COVID-19 pandemic, we averaged more than 1,000 people annually touring our facility, many of whom were eager students wanting to learn about this important water resource. The East County AWP is a collaborative partnership between the Padre Dam Municipal Water District, Helix Water District, the County of San Diego, and the City of El Cajon. It will create a new, local, and sustainable drinking water supply using sophisticated technology to provide 30% of current drinking water demands for East County residents when it is completed in 2025, as much as 11.5 million gallons per day.

Water purification process

The program will use four advanced water purification steps to produce water that is near distilled in quality. After the advanced water purification process, the purified water will be blended with water in Lake Jennings and treated again at the R.M. Levy Water Treatment Plant before being distributed into the drinking water supply. The project eliminates the need to send most of East County’s wastewater to the City of San Diego’s Point Loma Wastewater Treatment Plant, where it is treated and then discharged into the ocean.

The Padre Dam Municipal Water District currently imports 100% of its drinking water supply. It treats two million gallons per day at its water recycling facility for irrigation and non-potable uses.

Water-Use Efficiency Rebates for a WaterSmart Home

Rebates are available for San Diego County residents seeking to reduce their water use and water bills, as drought persists across the Southwest U.S. The second year of drought, and a statewide call for water-use conservation, makes this an ideal time to be “WaterSmart.”

Outdoor water-efficiency rebates

Outdoor water use is 53% of the water used by residential properties. Most of that water is applied to keep grass green. There are a variety of rebates and classes that can help you upgrade your turf landscape to a beautiful sustainable, water-saving landscape. To learn more, visit WaterSmartSD.org. Available rebates include:

  • Turf Removal – Rebates start at $3 per square foot for qualifying projects that replace grass with landscapes that incorporate water-saving plants, irrigation system upgrades and rainwater capture.
  • Weather-Based Irrigation Controllers – Rebates start at $80 for controllers that automatically adjust the irrigation schedule to account for changing weather, soil conditions and plant types. For landscapes large than one acre, rebates start at $35 per station. Homeowners can save 8,800 gallons of water annually by replacing a standard clock timer with a WaterSense-labeled irrigation controller.
  • Rain Barrels – Rebates start at $35 for up to two rain barrels, or $250-$350 for a cistern to collect rainwater for later use, while minimizing the amount of water flowing into storm drains, sewer systems and local waterways.
  • Soil Moisture Sensor Systems – Rebates start at $80 on sensors for landscapes less than one acre and $35 per irrigation station for larger sites.
  • Rotating Sprinkler Nozzles – Rebates start at $2 per nozzle for nozzles that apply water slowly and uniformly to prevent over-watering and encourage healthy plant growth. Participants must buy at least 30 nozzles from the list of qualified products.
  • Flow Monitoring/Leak Detection Devices – Rebates start at $100 for qualifying models that monitor your home’s water use and can help detect leaks.
  • Unincorporated Areas – Residents and businesses in unincorporated areas of San Diego County are eligible for increased water-use efficiency rebates under a new partnership between the County’s Watershed Protection Program and the San Diego County Water Authority. Water customers in unincorporated San Diego County can determine their eligibility at: SanDiegoCounty.gov/WatershedRebates.

Indoor water-efficiency rebates

Indoor water use makes up 47% of water used on residential properties. A homeowner can save four gallons of water during every shower by replacing showerheads with WaterSense-labeled models. Available indoor rebates include:

  • Premium High-Efficiency Toilets – Rebates start at $40 for toilets that use 1.1. gallons per flush from the qualified list. Toilets make up 30% of a typical home’s indoor water use.
  • High-Efficiency Clothes Washers – Rebates start at $85 for washers. Qualified products are listed at com and additional rebates may be available from San Diego Gas and Electric at sdge.com. High-efficiency washers have a 55% water savings and 25% energy savings.

Free landscape makeover classes and resources

The WaterSmart Landscape Makeover Program will help you create an outdoor space that loves San Diego as much as you do! The classes and videos offer the skills, knowledge, and confidence to turn turf areas into outdoor rooms that will thrive in San Diego County’s climate. The four-class series is taught by local landscape professionals who focus on creating actionable design, planting, and irrigation plans for each participant’s landscape.

Three-hour virtual workshops are also available and focus on various landscape topics with a “do-it-yourself” approach. The Landscape Makeover Videos on Demand series mirrors the content of the four-class series, taking homeowners step-by-step through the process of creating water-efficient landscapes. Twenty short, entertaining videos cover topics ranging from soil health and plant selection to rainwater harvesting.

Opinion: Can California Make Do With the Water It Has?

With the city’s sewage water recycling system moving forward and the desalination plant in Carlsbad already pumping out drinkable water, the San Diego region has some of the most ambitious water projects in the state.

Those are part of a long-term strategy that San Diego water managers say will provide the region sufficient supplies through 2045.

Nevertheless, the San Diego County Water Authority earlier this month urged customers to voluntarily reduce water use by 15 percent following a similar statewide request by Gov. Gavin Newsom. It was more an act of solidarity than one of actual need.

New Partnership Promotes WaterSmart Landscapes, Healthy Watersheds in San Diego County

Residents and businesses in unincorporated areas of San Diego County are eligible for increased water-use efficiency rebates under a new partnership between the County’s Watershed Protection Program and the San Diego County Water Authority.

The County’s new Waterscape Rebate Program will save money for residential, commercial, and agricultural customers who make landscape upgrades that improve the region’s climate resilience and reduce the flow of pollutants into waterways. Sustainable landscapes produce multiple benefits for San Diego communities, such as reducing water use, enhancing habitat, increasing stormwater retention, and decreasing run-off.

Increased rebates with new partnership

The newly enhanced incentives include rebates that start at $3 per square foot for turf replacement, $60 per smart controller station, $65 per rain barrel and up to $450 per cistern. The agencies are also offering technical assistance to upgrade larger landscapes on multifamily and commercial properties, and a cost-share with agricultural growers to make water-saving upgrades.

Water customers in unincorporated San Diego County can determine their eligibility at: SanDiegoCounty.gov/WatershedRebates.

For the past 30 years, the Water Authority and its member agencies have promoted water-use efficiency through a variety of tools such as rebates, classes, and other resources available across their service areas. Landscaping upgrades are particularly important because more than half of all residential water use is outdoors. Some cities and water agencies in the region choose to increase the rebates like the County is doing for residents in unincorporated areas. Rebates, classes and incentives available to all residents in the San Diego metropolitan area are also at www.watersmartsd.org.

Drought conditions across the West are a reminder of the importance of water-efficiency upgrades, and these rebates offer a great opportunity to get involved,” said Kelley Gage, Director of Water Resources for the San Diego County Water Authority. “With a WaterSmart approach, we can reduce water-use and maintain climate-friendly landscapes that help sustain our quality of life in San Diego County.”

The new partnership is part of the County’s new Waterscape Rebate Program, which helps to protect local waterways by reducing pollutants that enter storm drains. The program includes outreach and education to commercial, industrial, and residential properties in unincorporated areas of the county. In addition to the programs administered by the Water Authority, the County is offering programs with rebates for upgrades including rain gardens, gutters, permeable pavement, and regular septic system pumping.

Historic ‘Level 1’ Shortage Declared for Lake Mead, Though San Diego Still Has Reliable Supply

Federal officials on Monday issued the first “Level 1” shortage declaration for the massive reservoir of Lake Mead on the Colorado River, triggering major water cuts for Arizona, Nevada and Mexico.

The cuts for water users downstream from Hoover Dam will begin in October, the U.S. Bureau of Reclamation said in a statement.

“Today’s announcement of a Level 1 Shortage Condition at Lake Mead underscores the value of the collaborative agreements we have in place with the seven basin states, tribes, water users and Mexico in the management of water in the Colorado River Basin,” said Reclamation Deputy Commissioner Camille Touton.

But she warned that other reservoirs were short as well and “we have not eliminated the potential for continued decline of these critically important reservoirs” during what has become a historic drought.

Total Colorado River system storage is currently at 40% of capacity, down from 49% at this time last year.
