Berge oversees finance, government relations, public affairs, administrative services, and human resources at the Water Authority. Gage oversees the water resources, engineering, and operations & maintenance departments.

Depth of knowledge and experience

“Tish and Kelley are veteran leaders in the water industry who bring a depth of knowledge and experience that will continue to benefit the region and our retail member agencies,” said Denham.  “We have an exceptional leadership team at the Water Authority, with Tish and Kelley at the forefront.”

Berge joined the Water Authority as assistant general manager in February 2021, and since joining she secured $18.5 million in state funding and negotiated project labor agreements and memorandums of understanding with labor. From 2017 to 2021 Berge served as general manager of the Sweetwater Authority, leading the agency to earn a “District of Distinction” award from the Special District Leadership Foundation.

Before that, Berge served as Rincon del Diablo Municipal Water District’s director of administration and finance and as assistant general manager for San Elijo Joint Powers Authority. She holds a Bachelor of Science in Engineering from Harvey Mudd College, and a Master of Business Administration with an emphasis in finance from the Paul Merage School of Business at the University of California, Irvine. She is a Certified Special District Manager and Registered Professional Engineer.

Gage has been with the Water Authority for more than 19 years, working in the fields of water supply planning, environmental planning, and water and regulatory policy. She started with the agency in 2001, then rejoined the Water Authority as director of water resources in 2018. From 2015 to 2018, Gage served as the senior director of water resources at Eastern Municipal Water District. She has also worked for the Olivenhain Municipal Water District, and the State of Michigan Department of Environmental Quality. She has a bachelor’s degree in geology and environmental science from Michigan State University.

Tish Berge led Sweetwater Authority to “District of Distinction” award

As general manager of the South Bay-based Sweetwater Authority since 2017, Berge led the agency to a “District of Distinction” award from the Special District Leadership Foundation for demonstrating sound fiscal management policies and practices. Only 2% of special districts receive that honor. Working with the Sweetwater Board and community, she deployed a new 5-year rate structure and associated award-winning outreach campaign to smooth rates and provide financial sustainability.

Before joining Sweetwater, Berge served as director of administration and finance at the Escondido-based Rincon del Diablo Municipal Water District, where she implemented a 10-year financial model to inform policy decisions related to debt issuance, Capital Improvement Projects, and rates. She also moved the organization to a two-year budget practice, allowing for longer-term planning and cost savings. Prior to her time at Rincon, Berge was the assistant general manager at the San Elijo Joint Powers Authority in Cardiff, where she oversaw administration, finance, operations, maintenance, and laboratory staff.

Berge earned a Bachelor of Science in Engineering from Harvey Mudd College and a Master of Business Administration with an emphasis in Finance from the Paul Merage School of Business at UC Irvine. She is also a Certified Special District Manager and Registered Professional Engineer.

Her appointment fills one of two executive positions left vacant by the Water Authority since April 2019 as part of the agency’s ongoing strategy to combat upward pressure on water rates outside the agency’s control.

Sweetwater Authority Taps Innovative Technology to Ensure Water Quality

The Sweetwater Authority recently began a multiyear water main flushing program using innovative technology to clean all 400 miles of pipeline in its system. It’s part of Sweetwater Authority’s use of the latest technology to deliver a safe, reliable water supply to its South San Diego County customers.

Water main flushing cleans pipeline interiors by sending a rapid flow of water through them. Sweetwater’s program is the first in the region to use a new, innovative technology resulting in less environmental impact.

“We’re committed to providing our customers with high-quality water, ensuring that every drop meets safety standards and protects public health,” said Tish Berge, Sweetwater Authority general manager. “We’re also dedicated to providing the safe, reliable water through the use of best available technology and sustainable practices.”

New method avoids storm drain discharge

Traditional flushing methods release water from fire hydrants at a high speed in order to flush out naturally occurring sediments accumulating in water pipes over time. Although the sediment itself is harmless, it can eventually affect water color and taste. The water used to clean the pipes often cannot be captured and ends up in the storm drain system.

The bulk of Sweetwater Authority‘s flushing program now eliminates the need to discharge water from fire hydrants during the cleaning process while delivering the same results.

With the closed-loop system and increased controls, crews are able to effectively and thoroughly flush large sections of pipeline with a single setup and staging area. Crews identify all pipes, valves, and fire hydrants located in the area to be flushed. Next, crews connect one end of a hose to a hydrant and the other end of the hose to the no discharge, or NO-DES flushing unit. The process repeats, connecting a second hose to another hydrant and the other end back into the flushing unit, creating a temporary closed loop.

Once the NO-DES flushing unit is turned on and the hydrants are open, water will push through the loop at high pressure, disrupting any accumulated sediment on the inside of the pipes. The water is pushed through a series of sock-like filters, which remove those sediments and return clean, high-quality water back into the system.

Crews closely monitor the filtration system and water quality to determine when flushing of each pipeline segment is complete.

In the National City area 75.8 miles of pipeline was recently flushed. Crews are now completing work in the Bonita area, and then will start work in Chula Vista.

Additional water agencies have indicated an interest in the cost-effectiveness of purchasing the NO-DES flushing units for the region and collaborating to create a shared-use program with the innovative technology.

“Securing a local water supply to ensure the water delivered is of the highest quality through the best technology in our projects and programs helps to maximize value for our customers while also being sustainable,” said Berge.

Sweetwater Authority General Manager Gets Raise

CHULA VISTA — The Sweetwater Authority governing board last week approved a 2 percent raise for General Manager Tish Berge.

The raise sets Berge’s annual salary at $231,000, retroactive to July. It marks her second raise since she was hired in June 2017 to manage Sweetwater, which serves 190,000 customers in National City, Bonita and a large portion of Chula Vista.

Board chairman Steve Castaneda said the raise, which matches a 2 percent raise given to employees, represents a cost-of-living adjustment.
