Fix a Leak Week is an opportunity for all water users to repair leaks and save our most precious resource.  The week (March 20-26) is a reminder every March to check indoor and outdoor plumbing systems for costly, wasteful water leaks.

“While Fix a Leak Week is a reminder to save water by repairing leaks, San Diegans continue to be WaterSmart by upgrading plumbing devices with high-efficiency toilets and low-flow showerheads, and by using smart irrigation controllers that automatically adjust with the weather,” said Water Resources Specialist Debby Dunn, with the San Diego County. “We encourage residents and businesses to take advantage of the rebates available to save water indoors and outdoors.”

Minor leaks, water waste

Minor water leaks account for more than a trillion gallons of water wasted each year in homes across the United States. For example, repairing a leaky toilet can save up to 500 gallons of water a day. In just a month, that’s enough to fill a backyard swimming pool.

According to the EPA, an average household’s leaks can account for nearly 10,000 gallons of water wasted every year. Homes with easily correctable leaks can waste 90 gallons or more per day. By fixing easily correctable leaks, consumers can save water cut an average of 10% off their monthly water bill.

The Water Authority has partnered with San Diego Gas and Electric to install nearly 4,000 WaterSense-labeled showerheads and 2,213 water-efficient toilets for residents. A $3 million grant from the California Department of Water Resources Urban Community Drought relief grant program will fund the installation of 7,300 additional toilets and smart irrigation controllers. The upgrades will save about 6,000 acre-feet of water. Replacing inefficient or leaking toilets with high-efficiency models reduces water use by 60%.

Regional water agencies help customers save water and money

The Vallecitos Water District added a new video for 2023 to its award-winning series helping customers find and fix leaks to save water and money. This year, Vallecitos Water District asks viewers to take the “10 Minute Challenge.”

The Sweetwater Authority is offering tips for consumers and rebates of up to $75 for leak repairs made through June 30. Consumers can schedule a free water audit by calling the Water Efficiency Hotline at 619-409-6779 or email

The Sweetwater Authority also offers customers a $75 rebate to replace or install a new pressure-reducing valve at their home. The valves help to address high pressure that can cause increased wear on fittings, making them more prone to leaks.

A rebate of up to $100 is also available for qualifying leak detectors and flow monitors, which can alert customers to potential leaks through an app on their smartphone. Check out all the water efficiency rebates: www.sweetwater.org/rebates.

The Otay Water District offers helpful tips to fix leaks and save water on its website and its social media, including:

  • Check your water meter before and after a two-hour period when no water is being used. If the meter changes, you may have a leak. Visit otaywater.gov/how-to-read-your-meter to learn how to track your water use.
  • Place a few drops of food coloring in the toilet tank and wait 10 minutes without flushing. If color appears in the bowl, you have a leak.
  • Examine faucet gaskets and pipe fittings for any water on the outside of the pipe to check for surface leaks.

Easy fix for some leaks

Leaky showerheads or dripping faucets are often easy to fix, requiring common tools and hardware that can pay for themselves in water savings. How much? According to the EPA Fix-A-Week-Leak website, each average household with unaddressed leaks can account for 10,000 gallons of water loss every year, enough to wash 300 loads of laundry.

Investing just 10 minutes to perform a quick search of your home and fixing them can save an additional 10% on your water bill.

In-Person Workshops Return for 2023 Landscape Makeover Program

The San Diego County Water Authority’s free WaterSmart Landscape Makeover workshops have helped thousands of San Diego County homeowners successfully convert high-water-use lawn areas to WaterSmart landscapes.

For the first time since 2019, in-person landscape workshops return starting Saturday, March 18. Weekly sessions are from 9 a.m. to noon at The Water Conservation Garden, adjacent to Cuyamaca College in Rancho San Diego, and at the Helix Water District Operations Center in La Mesa. Virtual workshops are also offered on Wednesdays from 5:30 p.m. to 8:30 p.m. with a new series beginning March 18. Virtual workshop registration is also open.

Participation is free with registration for in-person and virtual workshops required in advance through the workshop webpage. Enrollment is on a first-come, first-served basis.

Topics cover residential landscape design for the homeowner, plant palettes, healthy soil, irrigation retrofits and streamlined landscape maintenance, all with a “do-it-yourself” approach encouraging the use of low water use plants and personal design touches.

Sustainable Ramona is a local group dedicated to the preservation of our surroundings. By responding to your questions each month, we intend to provide you with common-sense, affordable, short- and long-term ways to manage issues such as increasing water shortages, high heat, high electric bills and minimize waste going to landfills. The question this month is: Are there rebates and incentives to facilitate water conservation? Answer: There are many, both indoors and outdoors.

“We are delighted to bring back our in-person workshops to give residents multiple options,” said Joni German, Water Authority water resources specialist. “People have different ways they prefer to learn new skills and different schedules. We want to help residents find the best way to achieve water savings with a beautiful new landscape that suits their lifestyle.”

Another free opportunity is the new “Designer At Your Door” service. Requirements include homes with a minimum-size living lawn, a working in-ground irrigation system, and a willingness by homeowners to install a more sustainable landscape. Attendance is required at a minimum of five three-hour workshops to qualify. Read more about the Designer At Your Door program and its requirements here.

Landscape watering accounts for more than half of a typical household’s water use in California. The Water Authority’s workshops can help residents create a drought-tolerant, water-efficient landscape with a design that maximizes enjoyment of the outdoor space. Homeowners can also save the time and expense required for lawn maintenance.

In the last five years, 1,290 participants created new landscape plans through the Water Authority’s workshops. They committed to converting 1,479,180 sq. ft. of lawn with a documented 33% water savings equal to 36.5 million gallons per year.

San Diego County homeowners, businesses, and organizations such as homeowners’ associations can receive between $2 and $4 per square foot to remove grass and replace it with low water-use plants better suited to our region’s hotter, drier weather. Some agencies offer additional funding, including the City of San Diego and the County of San Diego. Residents in unincorporated San Diego County may be eligible for additional incentives through the Waterscape Rebate Program.

The 2023 regional WaterSmart Landscape Makeover competition is open. The annual contest seeks the best in landscaping makeover projects from 12 participating San Diego County water agencies. Showcasing residential water-saving landscaping projects highlights water conservation efforts, as a hotter, drier climate is forecast for the region.

Snow Survey: Good Start but Drought Relief Depends on Coming Months

The California Department of Water Resources first manual snow survey of the season Tuesday at Phillips Station recorded 55.5 inches of snow depth and a snow water equivalent of 17.5 inches, which is 177% of average for the location. The snow water equivalent measures the amount of water contained in the snowpack and is a key component of DWR’s water supply forecast. Statewide the snowpack is 174% of average for this date.

Survey: December storms delivered big snow totals

California is expected to see continued rain and snow over the next seven days, with the threat of flooding in parts of California. Conditions so far this season have proven to be strikingly similar to last year when California saw some early rainstorms and strong December snow totals only to have the driest January through March on record.

“The significant Sierra snowpack is good news but unfortunately these same storms are bringing flooding to parts of California,” said DWR Director Karla Nemeth. “This is a prime example of the threat of extreme flooding during a prolonged drought as California experiences more swings between wet and dry periods brought on by our changing climate.”

One year ago, the Phillips survey showed the seventh highest January measurements on record for that location. However, those results were followed by three months of extremely dry conditions and by April 1 of last year, the Phillips survey measurements were the third lowest on record.

More telling than a survey at a single location are DWR’s electronic readings from 130 stations placed throughout the state. Measurements indicate that statewide, the snowpack’s snow water equivalent is 17.1 inches, or 174%  of average for January 3.

Opportunities to save more water

“After three consecutive years of drought, the recent series of storms is a good start to the season,” said Jeff Stephenson, water resources manager with the San Diego County Water Authority. “However, we had a similarly strong early winter last year, which did not continue. While the Water Authority and its 24 member agencies have worked and continue to develop diverse water supply sources, there are still opportunities, including rebates, to save more water.”

In San Diego County, watersmartsd.org, provides sources of residential and business rebates, including indoor and outdoor incentives, and free landscape makeover classes. 

Stephenson added that the region has reduced its reliance on imported water supplies, including from the Sacramento-San Joaquin Bay Delta, which means more of that source is available for other parts of California.

Strong start but “a long way to go”

The January 2023 manual snow survey results are similar to results in 2013 and 2022 when the January 1 snowpack was at or above average conditions, only for dry weather to set in and lead to drought conditions by the end of the water year (September 30).

In 2013, the first snow survey of the season also provided promising results after a wet December similar to today’s results. However, the following January and February were exceptionally dry, and the water year ended as the driest on record, contributing to a record-breaking drought. In 2022, record-breaking December snowfall was again followed by the driest January through March period on record.

“Big snow totals are always welcome, but we still have a long way to go before the critical April 1 total,” said DWR’s Snow Surveys and Water Supply Forecasting Unit Manager Sean de Guzman. “It’s always great to be above average this early in the season, but we must be resilient and remember what happened last year. If January through March of 2023 turn out to be similar to last year, we would still end the water year in severe drought with only half of an average year’s snowpack.”

Sierra snowpack supplies 30% of California’s water

On average, the Sierra snowpack supplies about 30% of California’s water needs and is an important factor in determining how DWR manages the state’s water resources. Its natural ability to store water is why the Sierra snowpack is often referred to as California’s “frozen reservoir.” A below-average snowpack impacts water users across the state, putting further stress on the environment and critical groundwater supplies.

Due to these increasing swings from dramatically wet to dry conditions, Governor Newsom’s recently released “California’s Water Supply Strategy, Adapting to a Hotter, Drier Future” calls for investing in new projects and technologies that will modernize how the state manages water.

Current climate research indicates the state will see bigger swings from extreme heat and dry conditions to larger and more powerful storms that deliver temporary large boosts to the state snowpack as well as flood risk.

DWR encourages Californians to visit SaveOurWater.com for water saving tips and information, and to continue to conserve California’s most precious resource, rain or shine. DWR conducts five snow surveys at Phillips Station each winter near the first of each month, January through April and, if necessary, May. The next survey is tentatively scheduled for February 1.

Rincon Water Rebates a Hit With Customers

Rincon del Diablo Municipal Water District reports that it completed an initiative to provide nearly $1.2 million in rebates to customers and has received overwhelmingly positive feedback about the program.

The rebates were made possible following years of litigation by the San Diego County Water Authority against the Metropolitan Water District of Southern California for violating existing exchange agreements between the two agencies. The customer rebates come as residents across the county prepare for the holiday season, giving Rincon Water customers a boost to help put food on the Thanksgiving table and some extra gifts for family members next month.

“When the San Diego County Water Authority won their lawsuits against the Metropolitan Water District of Southern California, we had to decide on what to do with about $1.2 million that was returned to us,” said Clint Baze, General Manager of Rincon Water. “The Rincon Board of Directors said the decision was easy because the money belongs to our customers and that is where it should go. It was the right decision, and it reflects our values of integrity, transparency, and fiscal accountability.”

The Water Authority’s lawsuit against MWD resulted in the SDCWA disbursing over $90 million to 24 member agencies, including Rincon Water. The SDCWA suit was filed against MWD in an effort to remedy overcharges from 2011-2017.

Located in northern San Diego County, Rincon Water is an urban water district consisting of more than 8,600 metered connections, of which 89% are residential customers. Its industrial customers include companies ranging from a high-tech trauma hospital, a nationally popular brewery, and a large vital utility, among others.

“We take our obligations to our customers seriously – in this case, it meant returning the money as fairly and efficiently as possible, thereby giving the customer the ability to make the decision on how to spend it rather than absorbing it into the budget,” Baze said. “Rincon Water continues to lead through our excellent customer service, our top-tier water and wastewater system, and our commitment to building a sustainable system for the future.”

Rincon Water provides safe and reliable potable and recycled water to a population of 32,000 people through more than 8,000 customer connections. Our potable distribution system consists of nine enclosed reservoirs with the storage capacity of 22.5 million gallons. The potable water system consists of over 117 miles of 8″ or bigger pipeline and four pump stations and has a peak production of 10 million gallons per day.
