The COVID-19 epidemic has made clear how much our society depends on essential services we too often take for granted. Among these is agricultural work and the people who plant and harvest our food.

More than a month into the coronavirus crisis in California, water pros continue to work around the clock to deliver essential services to San Diego County residents.

From the Fallbrook Public Utilities District south to the Sweetwater Authority and east to the Padre Dam Municipal Water District, essential employees at the San Diego County Water Authority’s 24 member agencies continue to maintain vital water systems and perform emergency repairs so customers have the water they depend on during this time.

Even as the COVID-19 pandemic keeps millions of people home and many businesses shuttered for social distancing, up to 62 million essential workers are still reporting to their jobs in hospitals, grocery stores, and other critical industries. They are on the frontlines against the coronavirus, vital to our public health and economic survival. Of them, the 17 million workers who operate and maintain our infrastructure are among the most essential—delivering our packages, keeping our water running, ensuring our broadband is up to speed, and more.

Water Pros Working Round the Clock To Ensure Service

More than a month into the coronavirus crisis in California, water pros continue to work around the clock to deliver essential services to San Diego County residents.

From the Fallbrook Public Utilities District south to the Sweetwater Authority and east to the Padre Dam Municipal Water District, essential employees at the San Diego County Water Authority’s 24 member agencies continue to maintain vital water systems and perform emergency repairs so customers have the water they depend on during this time.

“At a time when workforces are being challenged and stretched, the Fallbrook Public Utility District is fully operational,” said Jack Bebee, Fallbrook PUD general manager. “During this outbreak, many employees are working remotely answering phones and questions. Other essential employees are in the field as necessary, practicing social distancing and wearing masks. They are responding to leaks and other critical operations.”

Water and wastewater industry employees are among the essential critical infrastructure workers exempt from the California’s stay home order that directs all state residents to stay home during the coronavirus pandemic.

“We are running at full capacity,” said Beebe. “Calls are being answered, invoices are getting processed, our systems are being monitored remotely, and we are moving forward with essential construction projects.”

At the Sweetwater Authority, members of the Customer Service team continue to provide high-quality customer service.

“The most rewarding aspect of my work is knowing I can help people with their water needs,” said Vanessa Olivares, Sweetwater customer service representative. “It’s rewarding being able to provide great customer service by solving problems and offering solutions for customers.”

“Knowing the public depends on me to do my job is a great motivator,” said Valetin Martinez, Sweetwater instrument and control technician.

“Padre Dam staff continue to work daily to provide water and wastewater services to our customers,” said Allen Carlisle, Padre Dam CEO/general manager. “During this time of uncertainty, our customers can be sure that crews continue to operate systems, lab analysts monitor water quality daily, customer service representatives are available to assist customers, and staff continue to perform all essential functions as public servants in our community.”

As essential workers, water and wastewater system employees will continue to work to ensure safe and reliable water services. In some instances, routine maintenance projects that would require temporary water shutoffs are being delayed to ensure customers continue critically important hygiene habits such as washing their hands.

If you see water agency employees in your neighborhood feel free to wave and say thank you, but please remember to practice physical distancing.

From healthcare to food distribution and other essential services, all industries are assessing ways to keep their workforce healthy and safe while meeting the needs of our nation during this time of crisis.

Community Thanks Desalination Plant Workers For Sacrifice

Expressions of gratitude and support have poured in from a grateful community to the ten volunteers sheltering in place at the Claude “Bud” Lewis Carlsbad Desalination Plant in San Diego County. As people learned about their effort to maintain plant operations and keep the water flowing during the COVID-19 pandemic, residents responded by expressing their heartful thanks through messages, photos and artwork.

“The Desal Plant employees were overwhelmed with the community support they have received,” said Jessica Jones, Poseidon Water director of communications. “They read and enjoyed every message, photo, and drawing.  The support was just the boost in morale that they needed to finish out their 21-days onsite.”

Utility Workers, the Forgotten Heroes of this Pandemic

We’re grateful for nurses, doctors, physician assistants, respiratory therapists and so many others in the medical field. We’re also grateful for people who work in grocery stores, the restaurants delivering and offering curbside food, and all the delivery workers bringing packages to those of us self-quarantining or social distancing at home. When sending up thanks for all these people, many of us forget another critical job that must go on during the COVID-19 pandemic: utility workers who keep our water clean and flowing and our lights — and laptops — on.

How utility workers are doing their jobs in a much different world

Austin Energy is one utility that agreed to speak with 3p. We reached out to the company to find out what it had instituted in the face of COVID-19. The utility activated an Incident Command System at the beginning of March and formed a “Pandemic Planning Team” that meets virtually every day. Almost 70 percent of AE’s staff are teleworking and the rest, including line workers and some call center staff, have to report to job sites as essential personnel. Those essential workers have a daily temperature screening, observe social distancing where possible, and sanitize equipment regularly. Fortunately for these workers, so far Austin is not a hot spot.

The same cannot be said for New York City, the epicenter of the coronavirus outbreak in the U.S. Utility workers there face a starker reality. As of publication, Con Edison, the utility serving the city, has 170 confirmed cases and three deaths with about half of its personnel working remotely. Likewise, throughout the state, utilities are feeling the pressure.

For example, the New York Independent System Operator (NYISO), the grid operator for New York state, has some essential staff living at control centers outside Albany in response to the shelter-in-place guidance at operation hubs from the U.S. Department of Homeland Security. Likewise, 200 National Grid personnel are living on-site and will be replaced by a second set of 200 after a month, continuing to cycle as long as necessary.

Water utilities face the same hurdles, as well as additional challenges. There are a lot more water utilities across the country than electric utilities, and many of them are very small, some with staff in the single digits. Further, some utilities have to deal with keeping water systems going when people are flushing disinfecting wipes down the toilet, clogging up sewer lines. As with the case of the power generation sector, utility workers who staff water systems across the U.S. are also sheltering in place to ensure continued, reliable service.

The on-site crew has sustained plant operations and maintenance since March 19 to ensure continued production of high-quality drinking water, in compliance with all state and federal drinking water standards.

Another group of employees stands ready to relieve the ten workers later this week when their 21-day commitment ends.

The San Diego County Water Authority purchases up to 56,000 acre-feet of water from the Carlsbad plant per year – enough to serve approximately 400,000 people annually. The plant is a major component of the Water Authority’s multi-decade strategy to diversify the county’s water supply portfolio and minimize vulnerability to drought or other water supply emergencies.

Unsung Heroes: Carlsbad’s Desalination Plant Workers

The Carlsbad Desalination Plant turns seawater into clean safe drinking water.

In an effort to keep delivering 50 million gallons of fresh water to the county daily the plant has gone on complete lockdown.

As of March 19, 10 workers volunteered to quarantine themselves inside the Carlsbad plant for the next three weeks. The company said workers will continue to monitor and adjust gauges and switches, watching for leaks – doing whatever is needed to safeguard San Diego County’s only significant local source of drinking water.

EPA Urges States to Support Water, Wastewater Operations During COVID-19

In a letter to Governors in all 50 states, territories and Washington, D.C. EPA Administrator Andrew Wheeler asked states to ensure that drinking water and wastewater employees are considered essential workers.
