Otay Water District Celebrates 65 Years of Service to Southeast Communities

Sixty-five years ago in 1955, six South Bay community leaders met at Christie’s Restaurant in Chula Vista to discuss ways to import water into the southern part of San Diego County. The shared vision of a plumber, civil engineer, an attorney, a newspaper publisher, and two regional landowners created the framework and found seed funding for what became the Otay Water District.

The district was formally established in 1956. The population served at the time was less than 1,200 people. Today, the Otay Water District provides safe, reliable water and wastewater services to more than 226,000 customers within approximately 125 square miles of southeastern San Diego County, including the communities of eastern Chula Vista, Bonita, Jamul, Spring Valley, Rancho San Diego, unincorporated areas of El Cajon and La Mesa, and east Otay Mesa along the international border of Mexico.

Commitment to service

“Serving customers for 65 years is something we take seriously. We take pride in our commitment to our customers,” said Otay Water District Board President Tim Smith. “We also value our employees because without them we couldn’t provide the high-quality customer service that we do. Through excellence, integrity, teamwork, and innovation, the District, its board, and staff work daily toward the same goal of ensuring a reliable water supply and sewer system and continuing to enhance our operational practices.”

The communities receive imported water supplied by the Metropolitan Water District of Southern California, the San Diego County Water Authority, and the Helix Water District.

Key historic milestones

In 1979, the Ralph W. Chapman Water Recycling Facility was completed. Recycled water from the plant irrigates a portion of eastern Chula Vista. It can produce up to 1.1 million gallons of recycled water per day. In 2017, the District invested in upgrades to the plant’s major service pipeline including advanced technology and monitoring software to preserve the life of the existing facility. This proactive maintenance is estimated to save ratepayers $8 million in repairs.

The Otay Water District signed an agreement in 2003 to purchase recycled water from the City of San Diego’s South Bay Water Reclamation Plant in San Ysidro. Twelve years later, the Carlsbad Desalination Plant begins operations including delivery of drinking water to Otay’s service area.

The District began taking advantage of manufacturer warranties to upgrade more than 49,600 automated meter reading registers originally installed between 2004 and 2012, saving ratepayers approximately $3.3 million in meter replacement costs. Using AMR meters reduces staff time and costs, improves safety, and makes use of historical water-use data to identify unexplained usage through leak, tamper, and back-flow detection alarms.

In 2018, after a two-year study and evaluation period, Otay began using drones to assist with the preliminary inspection of water facilities, including 40 potable water reservoirs. Drone technology can provide time savings with initial inspections and allows for a safer examination process of the District’s assets.

Recruiting military veterans

Legislation co-sponsored by the San Diego County Water Authority and the Otay Water District was signed into law by California Governor Gavin Newsom in 2019, making it easier for military veterans to launch careers in the water industry. AB 1588, initiated by Otay Water District General Manager and U.S. Navy veteran Jose Martinez, updates the current water and wastewater certification system by giving military veterans credit for their experience and education that is applicable to the water industry. Veterans can enter the water workforce at a higher pay grade than was previously possible.

Today, the Otay Water District is focused on reducing water waste and overall water use. San Diego County has been better prepared for drought than other parts of California in part due to the Otay Water District’s investment in conservation, water recycling, seawater desalination, and transitional storage over the past two decades.

“I’m proud to be part of and serve an agency like the District because as an organization, we strive to provide excellent water and wastewater service to our community, while at the same time managing operational efficiencies to minimize rates to our customers,” said Otay Water District General Manager Jose Martinez. “Throughout 65 years, we are one of the few water districts that still has room to grow; we have continued to ensure a reliable water supply to our increasing population, and we will continue to do so.”

The District remains as dedicated to community service as when it was founded. Responsible resource planning, sound fiscal management, respect for the environment, and paying close attention to its customers’ needs will ensure its future reflects its history.

Water Authority Board Honors Retiring Otay Water District GM Mark Watton

The San Diego County Water Authority’s Board of Directors on Thursday honored Otay Water District General Manager Mark Watton for 37 years of public service in the water industry.

The Board issued a proclamation congratulating Watton on “his long and distinguished service to San Diego County upon his upcoming retirement from the Otay Water District” and commended him “for a lifetime of service that has improved the quality of life in our region.”

After 15 years leading the water agency that serves Southeastern San Diego County, and nearly four decades representing the water interests of the county and state, Watton plans to retire in late March. He first served on the Water Authority’s Board of Directors in 1985 and was Board Chair from 1995 through 1996.

“A wonderful career” — Mark Watton

Watton’s water industry career began in 1983, when he was elected to Otay’s Board of Directors. He served in that role for 18 years. Watton was then hired as Otay general manager in 2004.He currently manages the district’s $106 million annual operating budget and 138 employees.

“I’m completely satisfied. It’s been a wonderful career,” said soon-to-retire General Manager Mark Watton. “It’s so gratifying to retire in this industry, knowing there is a new generation coming in, like our new general manager, to continue doing a great job.”

Watton was referring to Otay’s Assistant Chief of Water Operations, Jose Martinez, a U.S. Navy veteran, who was recently hired to be Otay’s new general manager.

Watton also was instrumental in securing high-priority Colorado River water for San Diego County through the Quantification Settlement Agreement.

“Mark was a key player in diversifying the region’s water supply by securing highly reliable supplies from the Colorado River that will continue to benefit our region for decades,” said Water Authority Board Chair Jim Madaffer. “If we had a hall of fame for water pioneers in the San Diego region, Mark Watton would definitely be a member.”

Innovative leadership

The Otay Water District provides water, recycled water, and sewer service to approximately 224,000 customers within roughly 125 square miles of southeastern San Diego County, including the communities of Chula Vista, Jamul, Spring Valley, Rancho San Diego, and unincorporated areas of El Cajon and La Mesa, as well as Otay Mesa along the international border with Mexico.

Under Watton’s leadership, Otay has enlisted the use of drones to modernize preliminary inspections of the district’s 40 potable water reservoirs, four recycled water reservoirs, 20 pump stations, and a recycled water treatment plant. Drone technology saves employee time, improves the safety of workers performing inspections, and ultimately delivers greater value to Otay’s customers.

Watton has also presided over Otay’s deployment of its state-of-the-art leak detection and repair program that has reduced water loss 43% over seven years. In 2018, a 3.3% reduction in water loss saved Otay customers $1.3 million, helping to keep rates low.

“Not only has Mark made a significant impact locally for Otay’s service area, but also regionally and statewide,” said Otay Board President Gary Croucher. “He is an influential thought leader in the water industry and his commitment to our region is unmatched.”

Prudent financial manager

Watton’s leadership has maintained Otay’s AA credit rating from Standard & Poor’s for more than a decade. While many public agencies struggle to keep up with their pension obligations, Watton’s prudent management of Otay’s finances made it possible to fully fund the District’s Other Post-Employment Benefit plan and substantially fund its pension plan in upcoming years.

An innovator throughout his career, he identified an opportunity for a binational solution to Otay’s continued need to diversify its water supplies. On May 16, 2017, the U.S. Department of State granted Otay a presidential permit to build a nearly four-mile potable water cross-border pipeline and associated facilities at the U.S.-Mexico border for the importation of desalinated seawater produced in Mexico. Although obtaining the presidential permit was a milestone accomplishment, Otay’s part of the project is no longer moving forward.

San Diego Plans to Use Drones, Monitors to Reduce Water Main Breaks, Sewer Spills

San Diego sharply reduced the number of water main breaks and sewer spills across the city last year, saving ratepayers money and helping many neighborhoods avoid significant disruptions.

City officials credited the decreases to ramped-up maintenance and replacement efforts on water mains, sewer lines and pipes, particularly those made of cast iron.

And to further reduce breaks and spills, San Diego officials say they will soon begin using drones and other monitoring devices to look for early warning signs of potential problems.

Drones Offer Water Agencies Cost, Safety Benefits

Water agencies across San Diego County are saving time and money while improving employee safety with drones.

Industry analysts say drone use by water agencies worldwide is growing. The Helix Water District, Otay Water District and the San Diego County Water Authority have embraced the technology, using drones to inspect and monitor facilities, and to map and survey inaccessible areas.

Helix used a drone in February to check rooftop air vents on a water storage tank in El Cajon, rather than send employees high in the sky to do it. The agency determined it was too risky for employees – even with safety equipment – and too costly to have staff inspect the vents outside the 120-foot-high Fletcher Hills Combined Tank.

“We continually look for ways to utilize technologies where appropriate to minimize facility down time and to keep staff safe,” said Carlos Lugo, general manager at Helix. “Drone technology is proving to be a useful and cost-efficient way to survey and keep the district’s facilities properly maintained.”

Helix uses drones to inspect interior roof supports of its water storage tanks. The supports are especially vulnerable to corrosion because they are constantly exposed to humidity and heat.

Inspecting the storage tank roof supports requires moving 30-foot-high scaffolding from one support to the next, a time-consuming and labor-intensive process. To cut down that time, Helix used a drone to get high-resolution images of the supports. The drone images showed which ones needed repair without moving the scaffolding to each support.

“Using drones for this type of inspection work is a simple, elegant and safe solution,” said Jim Tomasulo, Helix’s director of engineering. “We anticipate using drones for this and other purposes.”

Drone inspections of reservoirs, treatment plant

The Otay Water District also is finding drones useful to save money and improve employee safety.

After a two-year study and evaluation period, the district is now using two camera-equipped drones to assist with preliminary inspections of its water facilities in eastern and southern San Diego County, including 40 potable water reservoirs, four recycled water reservoirs, 20 pump stations and a recycled water treatment plant.

Drones Reduce Risk

Countywide, the Water Authority uses drones to monitor rights of way and to survey inaccessible landscapes.

When a drone was used to get images and video of steep terrain on the Second Aqueduct west of Interstate 15 and south of the San Luis Rey River, the images were 10 times higher resolution than stock aerial images. Using the drone also kept staff from being exposed to potentially dangerous conditions.

The Water Authority is also exploring using drones for future surveys and potentially at water transportation, treatment, and storage facilities, where cutting-edge technology is used to save ratepayers money.

Drones are helping the Water Authority monitor rights of way, particularly in areas of rugged terrain.

But the potential of drone use is not limited to visual photography of elevated water tanks and surveying remote areas.  Water quality monitoring is another potential application.

Water agencies can use drones with infrared cameras “to monitor water areas remotely at higher spatial resolution than ever before, at low cost and at any time,” Michal Mazur, with Drone Powered Solutions, told Waterworld.com in a recent article about the advances in drone use.
