High School Students Invited to Enter Special Districts Video Contest

San Diego County high school students whose Instagram Reels and TikTok skills impress their friends can put them to good use and earn scholarship money for their efforts.

The 2022 California Special Districts Association San Diego Chapter video scholarship competition is open through the end of April. The annual “Districts Make The Difference” contest promotes public awareness and understanding of the special districts providing communities with essential services like water, sanitation, healthcare, fire protection, and parks.

In 2019, San Marcos High School student Jordan Chan’s winning video featured a Wild West time travel theme to illustrate the importance and variety of special districts serving San Marcos and other California communities, including the Vallecitos Water District.

Rules for 2022 Special District video contest entries

Entrants must attend a San Diego County, high school. The video should be 60 seconds long and educate the public about any aspect of how special districts make a difference in their everyday lives. Videos can highlight the following content areas:

  • A unique program, service, or infrastructure project that a special district is currently promoting.
  • How an individual, a group of individuals, or a community is affected by special districts.
  • How special districts are formed and how they can provide essential services to the community.

Special districts are local government organizations formed by communities to provide essential services like drinking water, parks, or fire protection. San Diego County’s 24 member water agencies are special districts. There are more than 30,000 special districts across the U.S. Students can learn more about special districts in San Diego County at the California Special District Association (CSDA) San Diego Chapter website.

Helix Water District Board President Kathleen Coates Hedberg and the San Diego Chapter of the California Special Districts Association launched the original video contest. It grew into a statewide competition.

Videos can be submitted straight from a phone or uploaded from a computer. Entrants will upload their video to YouTube, marked as “unlisted,” and provide the link in their application.

The video submission window will be open until April 30, 2022. The San Diego Chapter CSDA “Districts Make the Difference” judging committee will choose the top ten finalists. At the end of May, winners will be announced and receive $1,500 for the first-place winner, $1,000 for the second-place winner, and $500 for the third-place winner.

The video entries will be scored on the following criteria: incorporating the theme “How San Diego Special Districts Make a Difference,” creativity and originality, entertainment value, the accuracy of information, effectiveness and value of information, and production quality.

Vista Irrigation District Honored for Governance and Transparency

The Vista Irrigation District has received two major statewide honors, the District of Distinction Platinum Recognition award and the Transparency Certificate of Excellence.

The District of Distinction recognition is awarded by the Special District Leadership Foundation to special districts that show their commitment to good governance, transparency, prudent fiscal policies and sound operating practices. The district originally obtained its accreditation in 2009 and just received its most recent reaccreditation.

District of Distinction – governance and transparency

Platinum recognition is the highest level of recognition for a district and requires completion of all Special District Leadership Foundation programs demonstrating a comprehensive approach to excellence in district administration and government; the district is one of only ten special districts statewide to obtain District of Distinction Platinum recognition.

Transparency Certificate of Excellence

In addition to the District of Distinction award, the district received the Transparency Certificate of Excellence in recognition of its efforts to promote transparency in operations and governance to the public; 145 special districts in the state have received this certificate.

There are over 2,000 independent special districts in the state of California that provide essential services such as water, sewer, fire protection, and parks and recreation.

Both the District of Distinction and Transparency Certificate of Excellence awards require the district to meet numerous criteria, including training elected officials and staff, adopting financial, public information and conflict of interest policies, properly conducting and communicating open and public meetings, performing outreach efforts to constituents, and meeting twenty different website requirements.

The awards were presented at the recent California Special District Association annual conference.

The Special District Leadership Foundation is an independent, non-profit organization formed to promote good governance and best practices among California special districts through certification, accreditation and other recognition programs.

Vista Irrigation District is a public agency governed by an elected five-member board. The district provides water service to roughly 135,000 people in the city of Vista, and portions of San Marcos, Escondido, Oceanside, and unincorporated areas of San Diego County.

Chan was honored with a proclamation from San Marcos Mayor Rebecca Jones, and certificates of recognition from the offices of State Senator Brian Jones and State Assemblywoman Marie Waldron.

“Jordan is clearly a talented young Californian whose academic career the California Special Districts Association is proud to support,” said Kyle Packham, CSDA advocacy and public affairs director. “Jordan’s video will raise awareness and understanding of the special districts serving our community and encourage other students like him to become more civically engaged.”

Chan’s video showcased his skill and creativity by using a Wild West time travel theme to illustrate the importance and variety of special districts serving San Marcos and other communities throughout California, which includes the Vallecitos Water District.

CSDA’s statewide “Districts Make the Difference” video contest encourages high school and college students to learn about the local governments serving their classmates and families. Students were challenged to create a 60 to 90-second video highlighting how special districts have enhanced the lives of Californians through the delivery of local services and infrastructure to their community.

Students throughout California participated in the 2020 contest. Entries were scored by CSDA officials based on four criteria: accuracy and effectiveness, creativity and originality, production quality, and entertainment value. The five videos with the highest overall scores competed for public votes at the Districts Make The Difference website, where all the winning videos are posted.

In addition to Chan’s third-place win, Erubiel Monterosa of Bakersfield won first place, and Maryam Aslam of Sacramento placed second.

“Districts Make the Difference” is a public outreach campaign sponsored by CSDA to increase public awareness and understanding of special districts and promote civic engagement.
