Water Authority Kicks Off 2023 Water Facilities Master Plan Update

The San Diego County Water Authority has begun crafting its 2023 Water Facilities Master Plan Update and will advertise for professional service support in early November following an update last week to the Board of Directors. The plan, updated every 10 years, will lay out strategies to optimize Water Authority facilities to serve the region under a range of future conditions through the 2045 planning horizon.

The draft version of the master plan is anticipated to be completed by winter 2023, followed by Board adoption of the final plan in early 2024. The development of the master plan builds on the region’s recently approved 2020 Urban Water Management Plan, which updated water demand projections to 2045.

The Water Authority’s master plan guides future investments, defines strategies to identify facility needs, and focuses on system optimization to ensure the Water Authority can meet future member agency water demands in a reliable and cost-effective way.

“As we move into the next decade of regional water facilities planning, it is important the Water Authority continue to lead regional preparations for an uncertain future by improving existing infrastructure with resiliency and flexibility in the face of climate change,” said Water Authority General Manager Sandra L. Kerl. “Especially in these times of drought, we all realize the full value of water and all that goes into a sound water delivery system to sustain our region’s $253 billion economy and quality of life.”

Master plan focus includes climate change

The previous master plan update in 2013 relied on the 2010 UWMP demand projections and incorporated a new normal of reduced water sale volumes, due to a greater emphasis on local supply development, water use efficiency, and new energy management options. Going forward, the 2023 master plan update will continue to focus on facility optimization; system changes due to local supply development by member agencies (such as potable reuse projects); updated water use efficiency regulations; and climate change.

Preliminary objectives of the 2023 update include:

  • Evaluate existing facilities and plan for any future regional water facilities
  • Ensure system operational resiliency and flexibility
  • Maintain and improve supply reliability and diversity

Staff will lead the development of the master plan with support from a contractor team selected through a request for proposals that’s expected to be issued in November. Key tasks in the scope of work will include:

  • Development of performance criteria
  • Identify and evaluate planning scenarios
  • Analyze facility/project alternatives
  • Recommend and prioritize projects

In addition to the Water Facilities Master Plan, the Water Authority also regularly updates its Urban Water Management Plan, Aqueduct Operating Plan, Long-Range Financing Plan, Climate Action Plan, and several others. Those documents work together to ensure the right mix of supplies and facilities to meet the region’s needs at the right time at an affordable cost.

Joint Project By Olivenhain MWD and City of Encinitas Reaches Final Phase

The El Camino Real Potable Water Pipeline Replacement and Green Bike Lane Striping Project has reached its final stage. After the Olivenhain Municipal Water District Board approved filing of a notice of completion for the pipeline portion of the project, the City of Encinitas will finish restoring the street and complete new bike lane striping.

The original pipelines were installed in 1961 and 1974 and fast approaching the end of their lifespan. OMWD replaced approximately 4,700 linear feet of existing 12-inch diameter potable water pipeline along North El Camino Real from Encinitas Boulevard to Garden View Road, and approximately 650 linear feet of existing 12-inch diameter pipeline between Via Molena and Mountain Vista Drive. Water service lines and fire hydrant laterals served by the existing pipelines were also replaced.

The pipeline replacement will reduce water loss and prevent emergency shutdowns due to leaks. This is vitally important for water conservation and to ensure water supply reliability for businesses and residents, more important than ever due to drought conditions in the region.

“Proactive maintenance is a big part of what we do,” said Olivenhain Municipal Water District Board President Larry Watt. “Replacing aging infrastructure before it breaks helps to avoid emergencies, which are more costly and more impactful to customers.”

Coordination minimizes community inconvenience

To mitigate the impact to the surrounding community, OMWD coordinated with the City of Encinitas on its green bike lane project along the same route. The District implemented the lane restriping portion of the project on behalf of the City of Encinitas concurrently with the pipeline replacement project as an efficiency measure.

As a result, the two agencies combined what would normally be two separate, unrelated infrastructure improvement projects into a single effort to improve operational efficiency and reduce the temporary inconvenience of disruptions to area residents and businesses.

The bike lane will provide traffic calming measures, including improvements to safety and mobility for bicyclists along North El Camino Real from Encinitas Boulevard to Leucadia Boulevard by restriping and narrowing travel lanes. In addition, green-colored striping will augment some areas on the bike lanes and new signage and pavement markings will be installed.

“It was very important to us from the outset of the project to mitigate its impacts to the community, while also keeping costs down,” said Watt. “To that end, the partnership with the City of Encinitas was critical. They coordinated closely with us every step of the way.”

At the start of the project, the City of Encinitas requested that work be done at night to further reduce traffic impacts. Capitalizing on the reduced traffic as a result of the statewide stay-at-home order, OMWD was able to shift construction to the daytime for a portion of the project. Working during the day is more efficient and safer than night work, and minimized noise impacts to the surrounding neighbors. However, as traffic returned to normal levels, the City shifted work hours back to overnight.

The final work effort will include buffered bike lanes on the east and west, and fully restoring three lanes of traffic. Work is anticipated to occur through early December. Traffic controls will be in place during the day and at night with the most significant work occurring at night. Residents and businesses should anticipate lane closures and consider alternative transportation routes.

Carlsbad Desalination Plant-oil spill-Lagoon-boom protection

Desal Plant Operations Continue; Protective Boom Installed at Lagoon

(Editor’s note: As of Friday, October 8, the Carlsbad Desalination Plant continues operating at full production with no indication of oil in the feed water. As a precautionary measure, protective booms have been placed at several locations in the Aqua Hedionda Lagoon, including in front of the desalination plant intake).

Poseidon Water and the San Diego County Water Authority issued the following joint statement in response to emergency response efforts following the recent oil spill off the coast of Orange County. No oil has been detected by the plant’s monitoring system.

“The San Diego County Water Authority and Poseidon Water appreciate precautionary efforts by state emergency response crews to install a protective boom at the mouth of Agua Hedionda Lagoon, which provides intake water for the Claude “Bud” Lewis Carlsbad Desalination Plant. State agencies are also installing a second barrier near the plant intake.

No oil detected

“The Carlsbad Desalination Plant continues to operate normally with no oil detected at the site, and there are no plans to shut it down. If operational changes are required, the Water Authority could shift water deliveries to ensure continued water service to its member agencies countywide. Per State of California requirements in the facility’s drinking water permit, the desalination plant will shut down if the hydrocarbon concentration of source seawater reaches 300 parts per billion.

“We continue to monitor the situation closely, including ongoing testing for oil in the intake waters of the desal plant. And we continue to closely coordinate with the City of Carlsbad, the County of San Diego, Orange County, state agencies and others involved in the emergency response to ensure the plant remains a vital, drought-proof water source for San Diego County.”

Drought-proof water supply

The Water Authority added desalinated seawater to its supply portfolio in 2015 with the start of commercial operations at the nation’s largest seawater desalination plant – the result of a public-private partnership in the coastal town of Carlsbad. The drought-proof supply reduces the region’s dependence on supplies that are vulnerable to droughts, natural disasters and regulatory restrictions.

Desalination uses reverse osmosis technology to separate water molecules from seawater. Water from the ocean is forced through thousands of tightly-wrapped, semipermeable membranes under very high pressure. The membranes allow the smaller water molecules to pass through, leaving salt and other impurities behind.

Landmark public-private partnership

In November 2012, the Water Authority approved a 30-year Water Purchase Agreement with Poseidon Water for the purchase of up to 56,000 acre-feet of desalinated seawater per year, approximately 10% of the San Diego region’s water demand.

Poseidon is a private, investor-owned company that develops water and wastewater infrastructure. Under the Water Purchase Agreement, Poseidon built the Claude “Bud” Lewis Carlsbad Desalination Plant, and a 10-mile conveyance pipeline to deliver desalinated seawater to the Water Authority’s aqueduct system.

Request for Proposals Issued to Develop San Vicente Energy Storage Facility

San Diego County Water Authority this week issued a formal Request for Proposals seeking a full-service private partner capable of developing a large-scale pumped energy storage project planned jointly by the Water Authority and the City of San Diego. Proposals are due by 2 p.m. Nov. 3, and details such as how to file are included in the RFP document at www.sdcwa.org/contracting-opportunities.

Request for Proposals

The partner agencies aim to maximize the value of the existing San Vicente Reservoir for on-demand energy generation to support the state’s clean energy goals. The Water Authority and the City of San Diego are seeking a full-service, multidisciplinary team capable of delivering and operating the project.  The scope of work is divided into two phases: Phase 1 Preliminary Work and Phase 2 Implementation Work. The RFP details the scope of work required for development and deployment of the project, including a financial plan.

“This is an exciting project that meets multiple goals for the San Diego region, including protection from blackouts and supporting climate-friendly energy sources,” said Gary Bousquet, director of engineering for the Water Authority. “We are committed to finding a private partner who can help move this from concept to completion.”

State funds for San Vicente Energy Storage Facility

In July 2021, the San Vicente Energy Storage Facility received $18 million in the state budget, enough to advance it through initial design, environmental reviews, and the federal licensing process. The San Vicente project is one of the most promising pumped energy storage solutions in California and it would be a major asset to help avoid rolling blackouts through on-demand energy production while helping to meet state climate goals. It also could mitigate costs for water ratepayers across the San Diego region by generating additional revenue to help offset the cost of water purchases, storage, and treatment. The City and the Water Authority are developing the project together, just like they did to raise the height of the city-owned San Vicente Dam 117 feet in the 2010s.

“The San Vicente Energy Storage Facility is an important project for San Diego,” said Juan Guerreiro, executive assistant director of the City of San Diego’s Public Utilities Department. “It will improve our energy security, with a clean renewable power solution to help us efficiently manage the energy supply within our region.”

With state funding in place, the Water Authority and the City are preparing to launch federal and state environmental reviews and seek a project license from the Federal Energy Regulatory Commission. Those complex components are expected to take at least four years, with construction completion forecast for 2030. The critical infrastructure project will create more than 1,000 construction-related jobs in addition to its other benefits.

Renewable energy for Southern California

Upon completion, the San Vicente energy project would provide up to 500 megawatts of long-duration stored energy, which will assist in meeting peak electrical demand periods throughout Southern California and help meet the goals of Senate Bill 100, which requires 60% renewable energy by 2030 and 100% zero-carbon energy resources statewide by 2045. The project will provide enough energy for about 135,000 households when operating.

California’s continuing shift to renewables will require new kinds of investments, markets, and business practices. Electric grids need to be more flexible; new kinds of power supplies will help deliver energy flexibility when needed; and new pricing systems are needed to send clear signals to developers and financial markets that these projects need to move forward.

Pumped energy storage projects are a major piece of the solution. They are designed to store excess renewable energy from solar and wind during the day, and then discharge that energy when energy use increases in the evening and renewable energy is not available.

The San Vicente project would create a small upper reservoir above the existing San Vicente Reservoir in Lakeside, along with a tunnel system and an underground powerhouse to connect the two reservoirs. The powerhouse would contain four reversible pump turbines.

San Vicente Reservoir is near major electricity transmission interconnection facilities, which would allow the project to play a central role in integrating solar and wind energy from across the Southwest for use in San Diego County. The San Vicente project is largely immune to the challenges faced by some conventional hydropower facilities because it is a closed-loop system that mainly holds imported water and is not reliant on runoff that can fluctuate significantly from year to year and hamper power production.

City of Poway-Water Improvement Project-Water Infrastructure Project

Water Infrastructure Project to Begin in Poway

Construction will start soon on the first of three projects to increase the reliability of drinking water for Poway water customers now and generations to come. Two water storage tanks will be built as part of a temporary bypass project.

During construction access to some amenities at Lake Poway will be impacted.

The ballfield at Lake Poway will be closed beginning Monday, September 20 for the construction of two tanks, each with the capacity to store 1.4 million gallons of treated water. The tanks are part of the temporary bypass project, which once completed will allow the city to move forward with replacing the clearwell (treated water storage) at the water treatment plant.

The parking lot adjacent to the volleyball court will be used for equipment staging and parking. It tentatively will be fenced off the week of Sept. 13. The Public Works parking lot off Lake Poway Road, which is open to the public for free parking on the weekends, will be closed beginning Sept. 20.

The clearwell replacement project is expected to be completed by Fall 2024. At that time the ballfield will be fully restored and both parking areas will reopen.

Largest Capital Improvement Program in Poway history

With the goal of increasing the reliability of drinking water for water customers now and generations to come, the City of Poway is undertaking the largest capital improvement program (CIP) in the city’s 40-year history.

The CIP will include replacing the clearwell (water storage reservoir) at the water treatment plant and a new San Diego County Water Authority treated water connection and redundant pipeline. In order to replace the clearwell, a temporary bypass project will include two 1.4 million-gallon tanks for storing treated water.

Water Authority treated water connection/redundant pipeline

The San Diego County Water Authority treated water connection and redundant pipeline project provides Poway with its first treated water connection to the SDCWA’s treated water aqueduct, as well as providing redundant pipelines. The project will help diversify Poway’s water supply portfolio and allow for operational flexibility and plant maintenance. It will also provide a redundant pipeline to the 36″ water transmission line on Lake Poway Road, which is currently the single transmission line that carries treated water to the distribution system.

The infrastructure improvement projects are moving ahead as part of a mutually beneficial agreement between Poway and the State Division of Drinking Water.

Water Authority Board Chair Gary Croucher also highlighted the work of state leaders and staff at both agencies who have been collaborating on project plans for years.

“The San Vicente Energy Storage Facility will reduce the chances for rolling blackouts by storing renewable energy for use when it’s needed most,” Croucher said. “We owe a debt of gratitude to Gov. Gavin Newsom and Senate President pro Tempore Toni G. Atkins for ensuring funding for this critical infrastructure project, which will create more than 1,000 construction-related jobs in addition to its other benefits.”

Environmental reviews, licensing

FRS II-water project-Mission Trails Regional Park-water infrastructure

Water Project in Mission Trails Park More Than 50% Complete

The San Diego County Water Authority’s Mission Trails FRS II water project is now more than halfway complete.

The project will upgrade the Water Authority’s untreated water system in Mission Trails Regional Park. When finished in 2022, the upgrades will provide more reliable water delivery to treatment plants that serve the central and south sections of San Diego County.

Construction began in March 2020 just as the coronavirus pandemic began. As an essential infrastructure project, construction on the water project continued during the pandemic.

The project includes construction of a new 5-million-gallon underground covered tank, flow control facility and pipeline connections. The largest component of the project is the building of the underground tank called a flow regulatory structure (FRS II) which will be used to balance flows in the aqueduct system.

Roof pour begins on water project

One June 11, the pouring of concrete to create the roof for FRS II began. FRS II will be the second underground water tank in the park – both work to efficiently move water through the region.

Construction efforts are also underway to build the new flow control facility. Once construction is complete, the work area will be graded to its previous contours and revegetated with native plants – many seeded from plants within the park itself.

New construction activities have begun about a half mile north of the FRS II. This most northern construction site will be used to connect the water flowing through the Water Authority’s pipelines to the FRS II.

Some trails closed for construction safety

To keep trail users safe, some trails are closed through early 2022 when work is complete. Signs are posted to clearly mark the closures, detours and provide a map to find alternative routes. Sweetwater Reservoir-Sweetwater Authority-Expanded days

Sweetwater Reservoir Now Open on Fridays for Public Use

The Sweetwater Authority has added another day for the public to enjoy activities at the Sweetwater Reservoir in Spring Valley. Previously open Saturdays through Mondays, the Authority expanded operations to include Fridays to give residents more opportunities to get outside and experience nature this summer.

Starting Friday, July 2,  Sweetwater Reservoir will be open so that San Diego County residents can enjoy fishing, hiking, biking and bird watching. The reservoir hours are 7 a.m. to 5 p.m.

Shoreline Fishing Program

The addtional day also means another day for the Sweetwater Authority Shoreline Fishing Program.

“Our Fishing Program provides cost-effective, fun and educational recreational opportunities for San Diego County residents of all ages,” said Sweetwater Authority Board Chair Hector Martinez. “We’re pleased to expand this program to include Fridays and welcome residents to enjoy the beauty of our water and the environment this Independence Day weekend.”

In addition to the Sweetwater Reservoir, shoreline fishing is also available at the Authority’s Loveland Reservoir near Alpine.

Both lakes host a healthy population of bass, catfish, bullhead, bluegill, perch, rock bass and more. Catch and release is encouraged to avoid overfishing, and anglers must comply with California Fish and Game regulations.

Sweetwater Reservoir

The Sweetwater Reservoir provides shoreline fishing along a 2.5-mile stretch on the south side of the reservoir. Access is via San Miguel Road in Bonita near Sweetwater Summit Park.

Loveland Reservoir

The Loveland Reservoir provides fishing along a five-mile portion of the shoreline. Access is via the Interstate 8 East to Tavern Road/Alpine off-ramp.

6 am to 5 pm, October – February

Daily Fees:
There are no fees to access Loveland Reservoir.

A California State Fishing License is required at both reservoirs for those 16 and older, and adult supervision is required for children under the age of 16.

Vintage Water Pipeline Now at Bonita Museum

A key piece of water infrastructure  – a steel pipe that delivered water to residents of San Diego County –  is now on display at the Bonita Museum & Cultural Center.

Earlier this year, the Sweetwater Authority completed the replacement of its 36-inch transmission main in the Bonita Valley area. Portions of the large critical pipeline were nearing 100-years-old and due to be retired and replaced.

The 36-inch riveted steel pipe played a critical role in delivering water to residents and businesses in the South Bay for nearly a century before it was retired and replaced in 2020.

The original riveted steel pipeline was constructed in 1926 and played a key role in delivering safe, reliable water to Authority customers throughout the South Bay. Drinking water from the Authority’s treatment plant in Spring Valley traveled through the pipe, through the Bonita Valley and throughout the Sweetwater Authority service area, which includes Bonita, western and central portions of Chula Vista and National City.

Major water infrastructure improvement

“Replacing the 36-inch transmission main was a major infrastructure improvement project for the Authority last year, and we’re proud to be able to preserve a piece of our community’s history now that the project is complete,” said Authority Board Chair Hector Martinez. “The water we’ve delivered to our customers over the last century has passed through this pipe, and we are glad the Bonita Museum & Cultural Center is able to share this piece of history with the community.”

The vintage pipe is now on permanent display at the Bonita Museum & Cultural Center.

The Sweetwater Authority is a publicly-owned water agency with policies and procedures established by a 7-member Board of Directors. The  Authority governing board is composed of five directors elected by division by the citizens of the South Bay Irrigation District, and two directors appointed by the Mayor of National City, subject to City Council confirmation.

Vallecitos Water District Taps Tech for Pipeline Inspection

The Vallecitos Water District is using a specialized camera and sonar to evaluate the condition of a sewer pipeline between San Marcos and Carlsbad.

The Land Outfall West pipeline is a large sewer line that stretches from El Camino Real to the Encina Water Pollution Control Facility in Carlsbad. Originally installed in 1986, an evaluation of the pipeline’s current condition using closed-circuit TV (CCTV) cameras and sonar will help the District identify and prioritize its ongoing pipeline renewal and maintenance activities.

The pipeline ranges in size from 24-inches to 54-inches in diameter and is approximately 3.2 miles long. Project Manager Susan Bowman said today’s technology allows the District to perform thorough inspections without digging up streets and disrupting neighborhoods.

“We want to make sure the pipeline is still in good shape,” explained Bowman, who is the District’s asset management supervisor. “We’re going to be taking a look at the inside of the pipe using an advanced CCTV tool. It looks at all of the insides of the pipeline and identifies any flaws or maintenance issues that may need to be addressed.”

Bowman said the District regularly inspects manholes and performs routine inspection activities. Using cameras and sonar will provide more detailed information to help the District plan ongoing maintenance and repair to ensure the pipeline will continue to perform well.

District staff, consulting staff, pipeline inspectors, and environmental inspectors will be onsite during the work. Work started at the east end of the pipeline in Carlsbad, and will follow along Palomar Airport Road under Interstate 5, and end at the Encina Wastewater Treatment Plant.

Cost-effective and less disruptive

To minimize traffic impacts and to take advantage of lower flow levels, all work is scheduled at night between 9 p.m. and 6 a.m. and will occur on weekdays through June 18. Bowman said most of the work should have limited impact on businesses and residents in the area, with minor compressor noise and limited street blocking along Palomar Airport Road.

Pipeline inspections tap tech

“We want to be good neighbors,” said Bowman. “But it is critical to ensure a pipeline is performing well, it is safe, and it is able to continue to do its job. It’s a cost-effective way to ensure the District’s assets are performing well. The technologies have really improved in the last 15 to 20 years.”

Previously, the only way to inspect a pipeline was to take it out of service and dig it up.

“If you’re going to dig something up to see what shape it’s in, you might as well be replacing it,” said Bowman. “We are definitely looking at a lot of these different noninvasive type of technologies. It helps the system perform better by reducing unplanned emergencies which are disruptive to all of us.”
