Helix Water District Names Brian Olney New General Manager

The Helix Water District Board of Directors appointed Brian Olney as the organization’s new general manager, effective September 1, 2022. Olney was previously the Assistant General Manager and before that, the water district’s Director of Water Quality and System Operations.  He has 28 years of experience in the water industry.

“Brian’s experience spans system operations, water treatment plant operations and maintenance, water distribution and construction,” said Helix Board President Kathleen Coates Hedberg. “He’s been a member of the executive team since 2016, and he is knowledgeable about local and regional water issues. Brian is a leader and will make a smooth transition into the general manager role.”

“I am honored to be the next general manager of Helix Water District,” said Olney. “We provide an essential service to hardworking people, who expect us to do our jobs correctly and efficiently and provide clean, safe water at a reasonable price. I agree with that, and we meet and exceed those expectations every day.”

Olney, a native San Diegan, grew up in East San Diego County, and now lives in Santee with his wife, Brenda. He earned an associate’s degree in water science technology and is a graduate of San Diego State University, where he earned a bachelor’s and a master’s degree in public administration.

A summer construction job introduced Olney to a career in the water industry.

“I quickly realized how rewarding it was and embraced the public service aspect. It is truly enjoyable to meet customers and explain what we do or help them through an issue,” said Olney.

Olney worked in field operations for Lakeside Water District and as a water system operator for Otay Water District before joining Helix in 2000 as a water treatment plant operator. Olney maintains Grade 5 certifications from the California State Water Resources Board in water treatment and water distribution, the highest level of certification with ongoing education requirements.

The Helix Water District is the San Diego region’s second largest water utility, after the City of San Diego. Its service area includes La Mesa, Lemon Grove, El Cajon, Spring Valley, and other unincorporated areas of the county, with a population of 277,000. The Helix regional treatment plant also supplies water to Otay Water District, Padre Dam Municipal Water District, and Lakeside Water District in addition to its own customers, a total population of 500,000. Olney will oversee 150 employees and manage the FY2022-23 budget of $108 million.

“We are fortunate at Helix,” said Olney. “The board of directors are actively involved in the community and serve the district and our customers very well. Our employees are qualified, compassionate, and dedicated. I will continue to reinforce our values, and our goals and objectives, and we will work through the challenges we face.”

FPUD to Lease Indirect Potable Reuse Pilot Treatment Equipment from Intuitech

A pilot test will be conducted on the Fallbrook Public Utility District’s planned indirect potable reuse project, and Intuitech will be leasing the pilot treatment equipment to FPUD.

FPUD’s board voted 5-0 Oct. 25 to authorize a $370,450 agreement with Intuitech for the lease of the equipment. The pilot project will determine the best treatment process as well as the feasibility of utilizing reclaimed water to augment groundwater in the Lower Santa Margarita River basin.

National Awards for Pure Water San Diego’s John Carroll

John Carroll, the City of San Diego’s Pure Water Treatment Plant superintendent, received the 2021 Robert O. Vernon Membrane Plant Operator of the Year Award from the American Membrane Technology Association and the American Water Works Association.

This award recognizes outstanding contributions to water supply improvement by an individual working at a membrane filtration, desalination, and/or water reuse facility. Carroll was selected in recognition of his service and dedication to membrane operations and for his leadership within the industry.

“My selection would not have been possible without the support of many dedicated and talented individuals, the fellow coworkers, consultants, and volunteers to whom I owe all my success,” said Carroll.

Carroll worked as the senior wastewater operations supervisor of the North City Water Reclamation Plant, where he oversaw the operation of the City of San Diego’s Pure Water Demonstration Facility.

“When Pure Water came along, we needed staff to step up,” said Tom Rosales, Assistant Director for the San Diego Public Utilities Department. “John established protocols and procedures. He participated in training incoming staff. He led public tours. I can’t overstate his involvement from day one.”

From student to teacher

“Since I had no operational experience with Advanced Water Treatment technologies prior to my role at the City’s Pure Water Demonstration Facility, my approach was that of a student, with the caveat of knowing I would need to become a teacher out of necessity to build our internal knowledge,” said Carroll.

In July, Carroll was promoted to be the first superintendent of the North City Pure Water Facility, currently under construction. It is the latest step in a career that started with a part-time job in the City’s Lakes Division. He studied water and wastewater treatment at Palomar College and completed the Water Authority’s Regional Water/Wastewater Internship Program in 2009, launching his career with the City of San Diego in plant operations.

“The encouraging and supportive public servants I’ve met throughout my career continue to add to my sense of community here,” said Carroll. “Ultimately, I like to think I am following in my mother’s footsteps who worked at the City’s Otay Water Treatment Plant.”

Each year, AMTA confers multiple awards to recognize exceptional individuals and organizations like John Carroll and Pure Water San Diego for their efforts in advancing the understanding and application of membrane technology to create cost-effective and reliable water treatment solutions.

“This is a national award,” noted Rosales. “John’s peers and others agree that he’s deserving of this award. You want someone like John to be on your team to stand it up and lead it.”

“Membrane technology continues to make considerable advances in creating safe, affordable and reliable water treatment solutions because of industry innovators and a dedicated network of forward-thinking membrane professionals,” said Jill Miller, AMTA President.

The award is named after the late Dr. Vernon, a professional geologist who contributed to water resources management at various levels of state and federal government in Florida and who was a former president of the American Water Works Association.

This year’s winners were announced at the 2021 Membrane Technology Conference hosted in West Palm Beach, Florida in July.

Water Project in Mission Trails Park More Than 50% Complete

The San Diego County Water Authority’s Mission Trails FRS II water project is now more than halfway complete.

The project will upgrade the Water Authority’s untreated water system in Mission Trails Regional Park. When finished in 2022, the upgrades will provide more reliable water delivery to treatment plants that serve the central and south sections of San Diego County.

$630 Million Project Launches, to Replace Wastewater Pipes Under South Bay and Harbor Area

Escondido Strengthens Water Treatment, Agriculture, and Recycling Industries

Escondido, which means “hidden” in Spanish, is working to further improve a few industries in one of the San Diego County’s oldest cities.

The City of Escondido is using a reverse osmosis plant to clean and treat water that will get sent to agriculture in San Diego’s north county.

The Fast-Spreading Coronavirus Variant is Turning Up in US Sewers

A hyper-transmissible form of the coronavirus that causes covid-19 has been found in US sewer systems in California and Florida, confirming its widening presence in the US.

Buckets of dirty water drawn from sewer pipes near Los Angeles and outside Orlando starting in late January are among those in which genetic mutations shared by a so-called UK variant have been detected.

Helix Water District Reduces Plant Upgrade Costs

When the Helix Water District received contractor estimates as high as $3.5 million to upgrade the R.M. Levy Water Treatment Plant’s ozone power supply units and generators, it decided to perform the upgrade in-house.

With Suez Water Technologies provided engineering and equipment, Helix employees incorporated new technology and innovative installation practices. The proof of concept pilot project proved the feasibility of the new approach, and a full retrofit is now planned. The estimated upgrade costs to complete the full project is $1.1 million – an approximately 70% cost savings. The upgrade will extend the life of the power supply units and generators at least 15 years.

Reducing upgrade costs saves ratepayers

“The ozone project is our latest example of cost-effective local government,” said Brian Olney, Helix Water District director of water quality and system operations. “In early 2020, Helix staff also standardized the design, hardware, and software of the motor control centers in the district’s 25 pump stations, and that project also saved our customers money, and created long-term operating, maintenance and purchasing efficiencies.”

Ozone treatment provides safe and reliable water to East County

The water treatment process at the R.M. Levy Water Treatment plant begins with the removal of dirt and other material suspended in the water. Ozone is then used to inactivate or destroy any organisms in the water. Ozone offers important advantages over chlorine:

  • Ozone destroys or inactivates a wide range of organisms in the water
  • Ozone needs little contact time with the water to be effective
  • Ozone produces fewer potentially harmful disinfection byproducts than other disinfectants
  • Ozone removes most of the smell and taste issues people associate with tap water

Ozone is naturally unstable at normal atmospheric conditions, which is why Helix needs ozone generators to produce it on site. The high voltage generators break down oxygen molecules (O2) and form ozone (O3). The ozone molecules are then diffused in a contact chamber and bubble up through the water to destroy any organisms present.

After ozonation, Helix Water District filters the water and adds a dose of chloramines — chlorine and ammonia — to maintain water quality throughout its 737 miles of water distribution pipelines. The treatment process is managed by a team of highly trained plant operators who conduct 200 water quality tests per day. Chemists and biologists test water samples from both the plant and the distribution system as well.

Calgon Carbon Given FPUD Contract for Granulated Activated Carbon System

Calgon Carbon Corporation was awarded the Fallbrook Public Utility District contract to provide granular activated carbon treatment system equipment. FPUD’s board voted 5-0, Dec. 7, to award Calgon Carbon a contract for $1,260,493. A separate 5-0 vote that day approved a change order to the construction contract with Filanc Alberici JV to install pipelines associated with the granular activated carbon treatment system.
