Construction in Mission Trails Regional Park to Improve Infrastructure

When Mission Trails Regional Park reopens and visitors return, they may notice an increase in construction traffic and activities in and near the western portion of the park as the San Diego County Water Authority improves a portion of its regional water delivery system.

The Water Authority has begun work to construct a new underground reservoir and flow control facility. The facilities are part of the Mission Trails Project, a suite of projects that mostly were completed in late 2010 to improve regional water infrastructure. Completed components include the construction of a pipeline tunnel, demolition of most above-ground vent stacks in the park, and construction of a stabilized crossing at the San Diego River.

The new underground flow regulatory structure, or covered reservoir, will help regulate untreated water flows in the regional water delivery system. It will hold up to 5 million gallons of water. The reservoir will be covered with soil and vegetation, except for several above-ground access hatches and vents that will allow for air movement in and out of the reservoir. A new flow control facility and pipeline interconnections will also be constructed as part of this project. Pre-construction work to prepare the site has already started. The project construction is scheduled to begin in March and end in early 2022.

Construction vehicles will use Clairemont Mesa Boulevard, Calle de Vida, Portobelo Drive, and Antigua Boulevard to access work areas in the park. Some trails leading to the site in the western portion of the park will be closed. For instance, the trail that begins at the intersection of Calle de Vida and Colina Dorada Drive will be closed to allow large construction vehicles and traffic to safely pass through the park. Additionally, parking at the eastern end of Clairemont Mesa Boulevard will be limited to accommodate project field offices and equipment staging.

Water Authority Begins Pipeline 5 Repairs in North San Diego County

Next week, San Diego County Water Authority staff and contractors will begin crucial repairs on Pipeline 5 in rural North County between Fallbrook and Escondido.

The work is part of the Water Authority’s proactive asset management program, which monitors and maintains the condition of regional water infrastructure that includes 310 miles of large-diameter pipelines. The Water Authority’s approach, coordinated closely with its member agencies, has served the region well by avoiding large-scale, unexpected water outages for more than a decade.

Asset management program responds quickly to pipeline needs

After a leak in nearby Pipeline 4 was discovered in Moosa Canyon last summer, Water Authority staff assessed the conditions of Pipelines 3 and 5, which run parallel to Pipeline 4 as part of the Second Aqueduct. The assessment showed that a section of Pipeline 5 in Moosa Canyon was also under significant stress.

“Due to the very high operating pressure and the major consequences of potential failure of Pipeline 5, our staff immediately began planning a shutdown and repairs to mitigate risks,” said Jim Fisher, director of operations and maintenance at the Water Authority. “Our asset management program is designed to identify potential problems and respond quickly.”

Constructed in 1982, Pipeline 5 is a vital component of the Water Authority’s water system, delivering untreated supplies from Lake Skinner in southwest Riverside County to the Lower Otay Water Treatment Plant in southern San Diego County. The operating pressure exceeds 400 pounds per square inch in Moosa Canyon.

Carbon fiber technology extends pipeline life

Repairs will require that a section of Pipeline 5 in North County be shut down from March 30 until mid-May. Crews will start by installing bulkheads that isolate the Moosa Canyon section. Then, they will line the inside of the pipe with a carbon fiber liner, as was done to rehabilitate Pipeline 4. The carbon fiber liner will reinforce distressed areas and extend the life of the 96-inch, pre-stressed concrete cylinder pipeline.

The asset management program is a key element of the Water Authority’s commitment to providing a safe and reliable water supply to San Diego County. By making preventative repairs, the Water Authority ensures that water service will continue throughout the county.

Planning study seeks long-term solutions

Over the next 18 months, Water Authority staff will conduct a planning study to evaluate improvements required for all three pipelines in Moosa Canyon to ensure the long-term reliability of the Second Aqueduct. The results of the study will include recommendations about future projects as part of the Water Authority’s capital improvement program.

Jim Madaffer: Supporting Our Community in Challenging Times

Coronavirus is on all our minds these days, with the countless challenges that we face at every level of society, including our homes and families.

While there are many uncertainties, I want to assure you that the Water Authority and its 24 member agencies are doing everything possible to address this complex situation, from following health and safety protocols to ensuring the continued operation of the water treatment and delivery system regardless of the challenges.

Public water supplies in the San Diego region remain safe to drink due to robust standard treatment processes by local and regional water providers. Drinking water provided by the Water Authority and its member agencies is treated by a combination of technologies – including sedimentation, filtration and disinfection – that chemically deactivate and physically remove bacteria, viruses and other contaminants. The U.S. EPA recommends that Americans continue to use and drink tap water as usual.

To support continued operation of critical infrastructure, the Water Authority has activated its Emergency Operations Center, increasing the region’s ability to respond to any challenges that emerge. The EOC supports the need for enhanced communication between the Water Authority and its member agencies as the public health crisis evolves. In addition, the agencies have back-up plans to assist each other should key personnel be unable to work.

We’ve taken other operational steps as well. Agency employees identified as critical to operation and maintenance of key infrastructure will continue to report to work and conduct normal job functions while complying with enhanced safety precautions such as social distancing measures. Non-critical staff at many agencies, including the Water Authority, are telecommuting or will begin remote work shortly to minimize the potential for virus transmission.

First Advanced Water Purification Facility in San Diego County is On the Map

City of Oceanside officials and regional water industry leaders gathered today to break ground on Pure Water Oceanside, the first advanced water purification facility in San Diego County. The $67 million project – scheduled to be completed in 2021 – will purify recycled water sourced from the San Luis Rey Water Reclamation Facility.

“Today, we put Pure Water Oceanside on the map and are one step closer to achieving the goal of greater water-independence for our city, residents and businesses,” said Cari Dale, Oceanside’s water utilities director. “This future-focused project will provide multiple benefits by reusing our water resources to their full potential.”

Reducing dependence on imported supplies

The local project will reduce Oceanside’s dependence on imported water by more than 30%. The purification process is inspired by the natural water cycle and reduces the amount of recycled water discharged into the ocean.

The project is partially funded by the Local Resources Program through the San Diego County Water Authority and Metropolitan Water District of Southern California.

“The tremendous conservation focus, water infrastructure planning and investment by the Water Authority and its 24 member agencies has put our regional supplies in solid standing,” said Water Authority General Manager Sandra L. Kerl. “The mission of providing reliable water supplies to San Diego County can be likened to a puzzle; there are many pieces that fit together to create an overall solution. Our next increment of supply in the San Diego region is from potable reuse projects.”

Improving local resources in a sustainable way

During today’s ceremony, city leaders and water experts placed a giant Google Maps “location pin” into the ground at the San Luis Rey Water Reclamation Facility, which marked that the new recycled water project is now officially on the map. Guests were invited to take tours of the existing facility to see the location of the new infrastructure and learn how purification technology works.

“Being on the map signifies not only that this project will be an historic landmark, but also a symbolic one that will serve as an example for other cities and agencies that are interested in initiating this type of program,” said Jack Simes, acting area manager at the United States Bureau of Reclamation.

In addition to reducing dependence on imported water supplies, the project will improve groundwater resources and help protect the environment by reducing dependency on imported supplies that can disrupt ecosystems.

“We need to pursue new and innovative solutions to protect our land and water for future generations,” said Congressman Mike Levin, whose district includes coastal North County. “Pure Water’s commitment to providing over 30% of the drinking water in the City of Oceanside in a way that is clean, safe, sustainable and environmentally sound is commendable.”

Technologically advanced water purification process

Pure Water Oceanside will use state-of-the-art water purification technology that replicates and accelerates nature’s natural recycling process.

First microfiltration filters remove bacteria and suspended solids from reclaimed water. Then ultra-fine reverse osmosis filters remove salt, viruses, other bacteria, pharmaceuticals and chemicals. Next, the water is treated with ultraviolet light and advanced oxidation technologies that neutralize any remaining substances.

Minerals are injected back into the water before the water is added to Mission Basin in Oceanside. Water can then be extracted from the aquifer, treated once again at the Mission Basin Groundwater Purification Facility and finally, distributed to residents and businesses.

Most Major California Dams Lack Emergency Plans. ‘High-Risk Issue,’ State Auditor Says

The vast majority of California’s major dams aren’t adequately prepared for an emergency.

Three years after the near-disaster at Oroville Dam, only 22 state-regulated dams have finalized emergency plans — out of 650 major dams that are required by law to have plans in place — according to a report issued Thursday by State Auditor Elaine Howle.

Wildlife Protected for New Underground Reservoir Project

One by one, small mammals and amphibians living within a construction zone in Mission Trails Regional Park are being relocated to safe areas. Protecting sensitive species is one part of the Mission Trails Project.

A team of biologists from the San Diego County Water Authority, AECOM, and the San Diego Natural History Museum began surveying for and relocating the wildlife in preparation for a new underground reservoir. The reservoir will be constructed in the western portion of the park. The habitat surveys and wildlife relocation program span 15 acres of the park and are designed to protect sensitive species in the project area from construction activities.

Biologists move, monitor sensitive wildlife

Several sensitive species of small mammals and amphibians will be encountered and moved.

Biologists will focus on four sensitive species that are covered under the Water Authority’s Natural Communities Conservation Plan and Habitat Conservation Plan: northwestern San Diego pocket mouse, Dulzura pocket mouse, San Diego desert wood rat, and western spadefoot toad. Biologists will continue to monitor for these and other sensitive species during construction.

Protecting sensitive species, environmental stewardship ‘paramount’

For about two weeks, more than 500 traps will be placed in a grid pattern in the evenings and the sensitive species will be moved one at a time to safe areas within the park early each morning. Special care is being taken to help the animals find new burrows or covered areas as quickly as possible. Each animal is carefully marked, and data is logged to track the relocated animals. This tracking process helps ensure that the wildlife is not returning to the construction zone.

“We are conducting sensitive species surveys and habitat management before the start of construction to allow the animals to find new habitat and build homes safely away from the upcoming work,” said Summer Adleberg, a principal water resources specialist at the Water Authority. “Environmental stewardship is paramount to the Water Authority, and we always aim to minimize impacts to the surrounding land and communities while we improve regional water infrastructure.”

New covered reservoir will improve regional water delivery system

The reservoir, also called a “flow regulatory structure,” will store up to 5 million gallons of water underground and help regulate untreated water flows in the regional water delivery system. When completed, the reservoir will be covered with soil and vegetation. Above-ground access hatches and vents will be constructed to allow air to move in and out of the reservoir.

Once the project is completed, the area will be restored to its original condition and monitored over the next several years.

Mission Trails Project protects wildlife

The structure is part of a suite of infrastructure improvements, called the Mission Trails Project. The underground reservoir, pipeline tunnel, and removal of existing blue vent stacks are part of the project.

A new concrete crossing over the San Diego River will also be constructed to allow Water Authority vehicles to access pipelines and other infrastructure more efficiently. The pipeline tunnel, river crossing, and removal of most above-ground vent stacks have already been completed.

Construction activities on the covered reservoir and removal of the last two vent stacks are scheduled to begin in March and last approximately two years.

New Line Means Fewer Disruptions to Wildlife in Rancho San Diego

After several years of work, the Otay Water District announced in late December that it completed its $10.3 million Campo Road Sewer Replacement Project in Rancho San Diego near the San Diego National Wildlife Refuge.

The project, which began in September 2017, replaced 1.41 miles of 10-inch diameter sewer main with a 15-inch diameter sewer main. The old main could no longer provide adequate capacity for sewer flows in the area, the district said.

Marine Corps Air Station Miramar Receives Water Efficiency Award

The San Diego County Water Authority today presented its 2019 Water Innovation & Efficiency Award to Marine Corps Air Station Miramar for significantly reducing its overall potable water use.

The reduction was achieved through a successful water conservation program and new infrastructure for distributing reclaimed water. The award was announced at the Industrial Environmental Association’s 35th Annual Environmental Conference at the San Diego Convention Center.

The award is part of the Water Authority’s Brought to You by Water outreach and education program, and an effort to recognize water-efficiency investments among the region’s top industries and organizations in conjunction with the IEA.

Shared history in the region

“The Water Authority shares a unique history with our military – we were created in 1944 to deliver imported water supplies to support our troops and communities at the height of World War II,” said Jim Madaffer, chair of the Water Authority’s Board of Directors. “San Diego County has the largest concentration of military personnel in the world, and we are very proud that they are so committed to water efficiency and preserving our most important natural resource as they carry out their mission to protect our country.”

As one of the largest Marine Corps Air Stations and with more than 12,000 civilian Marines, contracted employees, service members and their families aboard the base, MCAS Miramar plays a crucial role in the San Diego region and in supporting our nation’s strategic defense. To that end, MCAS Miramar has and will continue to use unique and innovative solutions to maximize its resiliency, and lower dependence on natural resources. MCAS Miramar is a water customer of the City of San Diego.

Investment in a multifaceted conservation program

MCAS Miramar embarked on a water conservation program about a decade ago, and through a $6 million investment, MCAS Miramar decreased its potable water use by more than 40% since 2007.

In 2015, the commanding officer formed a water conservation board tasked with reducing the base’s overall potable water use. The base now has a total of more than 5 miles of reclaimed water distribution systems, an increase of 47% from two years ago. This reclaimed water infrastructure as well as other water efficiency projects has allowed the base to save more than 100 million gallons of potable water each year.

Reclaimed water at the base is now being used for irrigation, construction-related activities, dual-plumbed buildings, street sweeping and soon for evaporative cooling. In addition, MCAS Miramar converted all aircraft and vehicle wash racks to isolated recirculated water systems, conserving 75% of the water used to wash essential equipment.

Bringing industrial environmental leaders together

“MCAS Miramar is a prime example of efforts by our region’s largest employers to make the most of every drop of water,” said Jack Monger, CEO of IEA. “I’m confident that our members will continue to develop innovative water-saving practices and technologies.”

The Water Authority’s Brought to You by Water program, developed in partnership with its 24 member agencies, was designed to bolster regional appreciation for the value of safe and reliable water supplies. That effort includes enhanced partnerships to highlight the importance of water reliability to the region’s economy.

Major Water Pipe Running from Temecula to Chula Vista Shut Off to Fix Crack

Several engineers will spend the next few weeks 20 feet underground fixing a crack in a large water pipeline that spans almost the entire length of San Diego County.

The San Diego County Water Authority discovered a leak earlier this month in a portion of its 90-inch Pipeline 4, which has carried water since 1966 from the Skinner Water Treatment Plant near Temecula down to the Otay Reservoir near Chula Vista.

“We have very old, aging infrastructure so we’re always keeping tabs on things to make sure we can stay ahead of any failures or issues with our pipe,” said SDCWA Principal Engineer Brent Fountain.

Craft Beer Industry Economic Impact in San Diego Rises to $1.2 Billion

As the nation’s “Capital of Craft,” San Diego County is home to more than 150 breweries that boast nearly 6,500 local jobs. In 2018, the regional craft beer industry produced $1.2 billion in economic impact, according to a report by California State University San Marcos and the San Diego Brewers Guild.

California has more operational craft breweries than any other state in the country. As of January 2019, 155 independent craft brewers were operating in San Diego County.

The regional economic benefits generated by the industry would not be possible without the safe and reliable water supply that the San Diego County Water Authority and its 24 member agencies deliver to the region every day.

Craft Beer Con highlights importance of water efficiency

As part of an ongoing partnership with the Brewers Guild, the Water Authority sponsored the 2019 Craft Beer Con industry event at CSU San Marcos. Dozens of industry professionals attended the event to network and see the release of the new economic findings.

In addition to the $1.2 billion in economic impact in 2018, the report showed that San Diego brewers produced 1.13 million barrels in 2018. The industry also had a philanthropic impact, donating an estimated $5 million to regional nonprofits. Overall, the industry’s economic impact grew 6% since 2017.

“Beer can be 90-95% water,” said Jeff Stephenson, a principal water resources specialist at the Water Authority. “Water is essential to every step of the process, not only for the final product, but for cooling, packaging and cleaning.”

Stephenson was part of an expert panel at Craft Beer Con, discussing water-use efficiency in brewing, the continued partnership between water agencies and the region’s growing craft beer industry.

Regional investments in a clean and reliable water supply

Regional investments in water infrastructure have paved the way to ensuring a safe and reliable water supply that can sustain industries like the craft beer industry and fuel San Diego County’s $231 billion economy.

Water-use efficiency technology and equipment have also helped brewers streamline production and reduce their water costs while producing high quality products.

The craft brewing industry and those who work closely with it have a positive outlook.

In a survey that CSU San Marcos conducts each year, participants showed high confidence in the industry, with interests in increasing hiring and investments and confidence that production and distribution volume will continue to grow.
