Value of Water, Explained

For more than 80 years, the Water Authority and its 22 member agencies have worked together to deliver safe and reliable water to our community. Thanks to our coordinated efforts and investments, the 3 million people who call San Diego County home have the water they need for generations to come.

Where does San Diego’s Water Come From?

San Diego County has three main sources of water: The Colorado River (61%), local supplies (33%) and the State Water Project (6%). Together these three categories provide a diversified water supply to ensure we’ve got abundant options to keep the water flowing.

Local supplies – Seawater desalination, recycled water, water purification, and brackish groundwater, are sources of local water supplies in the San Diego region. Local water agencies have worked to maintain and create these supply sources, with support from the Water Authority. The Water Authority also invested in the Carlsbad Seawater Desalination Plant, brought online in 2015.

Colorado River – Most of the region’s water from the Colorado River is generated through increased conservation measures on farms and canals in the Imperial Valley.

State Water Project – The Bay-Delta is the hub of the State Water Project, a water storage and delivery system that is owned by the State of California and operated by the California Department of Water Resources. The Water Authority purchases State Water Project supplies through the Metropolitan Water District.

The Colorado River Basin provides essential water supplies to approximately 40 million people and 30 Tribal Nations, nearly 5.5 million acres of agricultural lands, and habitat for ecological resources across parts of several Western states (including Arizona, California, Colorado, Nevada, New Mexico, Utah and Wyoming) and Mexico.

How far does water travel to reach San Diego?

Water can travel up to a thousand miles before coming out of your tap. Snow and rain falls in the Rocky Mountains and travels to the region through the Colorado River. For the State Water Project, rain falls in northern California over 500 miles from San Diego and travels to the region through water infrastructure. In addition, the region has a growing array of local water supplies, including desalinated seawater and recycled water.

What does San Diego’s water infrastructure look like?

The Water Authority takes ownership of pipelines just south of the Riverside-San Diego county borderline and maintains more than 300 miles of pipelines in San Diego County that transport water throughout the region. Local water agencies operate thousands of miles of smaller pipelines that deliver water to homes and businesses.

How many facilities does the Water Authority operate to keep our system running?

With 1,600 structures and over 100 flow control facilities, the Water Authority’s countywide infrastructure is vital to provide San Diego with a safe and reliable source of water.

What is leading to rate increases?

Water rates are rising across the state for a variety of reasons, including inflation that is driving up the cost of items like electricity, steel and chemicals needed for water delivery and treatment.

The Water Authority and its member agencies are not immune from those impacts. In fact, San Diego County’s strategic investments in supply reliability, coupled with the work to maintain the aqueduct system, means that residents and businesses will pay more for water in future years.

The good news is that even during long dry spells, the Water Authority can meet the regional demand for water that sustains our economy and quality of life.

 

What else is the Water Authority doing to help the region understand its role?

The world of water is a complex one that needs color and context. That’s why, over the past few months, the Water Authority has developed a bilingual (English/Spanish) outreach strategy to tell residents across the region who we are and what we do. This program delivers targeted messaging across multiple channels, focusing on the value of water, infrastructure investments, climate adaptation and the people who make the water systems work. We hope that this effort will provide a deeper appreciation of the Water Authority and a better understanding of everything we do.

With the city’s sewage water recycling system moving forward and the desalination plant in Carlsbad already pumping out drinkable water, the San Diego region has some of the most ambitious water projects in the state.

Those are part of a long-term strategy that San Diego water managers say will provide the region sufficient supplies through 2045.

Nevertheless, the San Diego County Water Authority earlier this month urged customers to voluntarily reduce water use by 15 percent following a similar statewide request by Gov. Gavin Newsom. It was more an act of solidarity than one of actual need.

The San Diego County Water Authority and its 24 member agencies are hosting their annual photo contest to celebrate Water Awareness Month in May. 

Water is essential to everything we do. From our morning routines when we’re making that first cup of coffee to our evening routines when we’re brushing our teeth before bed.

But water is also there for all the fun in-between moments when we’re outdoors and enjoying the best nature has to offer. From surfing San Diego County’s beautiful beaches, to exploring waterfalls in the backcountry, to fishing and boating in the region’s lakes. Water brings so much enjoyment, and it also powers our key industries such as brewing, tourism, manufacturing and agriculture. 

Water Awareness Month

As the region celebrates the value of water, it’s important to remember that San Diego County has a proud history of improving water-use efficiency. In fact, over the past 30 years, per capita water use has dropped by more than 50% and maintaining water-smart habits is especially important during what’s turning out to be a very dry year across California.

Since 1991, the Water Authority’s water-use efficiency programs and initiatives cumulatively have conserved more than 1 million acre-feet of water. These savings have been achieved through measures that include incentives on water-efficient devices, legislative efforts, and outreach programs, including photo contests.

Using water efficiently is a way of life and an important responsibility that comes along with the benefits of living in a beautiful Mediterranean climate like San Diegans enjoy.

Over the past decade, residents and businesses across the county have adopted “WaterSmart” plants, irrigation technologies and habits that not only save money, but also create vibrant yards, reduce energy use, protect natural resources and reduce landscape maintenance.

Value of Water: Mission Trails FRS II

The Mission Trails Flow Regulatory Structure II Project, or FRS II, will be an underground concrete water tank in Mission Trails Regional Park that will store slightly less than five million gallons of water and be used to balance flows in the aqueduct system. FRS II will be the second underground water tank in the park – both work to efficiently move water through the region. Construction is underway and expected to be completed in 2022.

What does project do?

Why is this project important?

Improving the region’s water infrastructure ensures that San Diego County residents are getting a clean, safe, and reliable supply. The FRS II project is another example of the successful long-term strategy by the Water Authority and its 24 member agencies to diversify its water resources, make major upgrades in the regional water delivery and storage system, and improve water-use efficiency.

How do water ratepayers benefit?

The underground reservoir is being constructed within the park to improve the Water Authority’s untreated water system in the northwest area of the park. The upgrade will increase reliable water delivery to treatment plants that serve the central and south sections of San Diego County.

In 2013, the Water Authority finalized the Regional Water Facilities Optimization and Master Plan Update, the agency’s roadmap for infrastructure investments through 2035. This updated plan focuses on optimizing the Water Authority’s existing infrastructure while maintaining the flexibility to adjust to a range of future water supply needs.

Notable

Once complete, the dirt hill will be leveled to its previous contours and revegetated with native plants – many seeded from plants within the park itself. The reservoir will be completely underground – out of sight – but within the control of the San Diego County Water Authority.

Opinion: Recycling Water has to Become the Norm Because it is Too Scarce and Too Valuable to Waste

Like millions of teens around the world, my daughter enjoys long showers. Unlike many fathers of teens, however, I see a bright side to the family water bill. We’re not just taking showers. We’re growing grapes.

Our family lives in Israel, the international capital of water recycling, where nearly 90% of our supply is used more than once. In our area of southern Israel, that means the water flowing down our home drain is used on nearby farms to grow some of the tastiest table grapes on Earth. Turns out my daughter is a friend of agriculture.

All over the globe, climate change is turning fresh water into an increasingly precious commodity. Many countries and regions suffer from extended drought. Rising temperatures increase evaporation from reservoirs. Snow falls less and melts sooner on mountains. And rising sea levels increase saltwater intrusion contamination in fresh water wells along coastal communities.

World Water Day Highlights Value of Water

Billions of people don’t have clean drinking water, or anywhere sanitary to wash their hands. Half of the world’s malnutrition cases are caused by a lack of water, sanitation and hygiene. Flooding caused nearly $77 billion in economic losses worldwide between 2009 and 2019.
