State Finds Deficiencies in Paso and Cuyama Basin Plans

DWR reviewed and found “deficiencies” in the Paso Robles Groundwater Basin and Cuyama Valley Groundwater Basin sustainability plans—declining to give final approval to either.

In separate letters about the basins, DWR identified issues ranging from a lack of discussion about impacts to shallow and domestic wells, to a lack of planning for surface waters, like creeks and rivers. Six points of deficiencies were listed in all—two for Paso and four for Cuyama.

EPA Funding Secured for East County Drinking Water Project

In a major milestone for water reliability, the East County Advanced Water Purification Program was awarded a $388 million federal loan from the U.S. Environmental Protection Agency to help advance the project’s completion.

“The East County Advanced Water Purification Program is the result of many years of strategic, long-term planning and this WIFIA loan marks a historic milestone in its development,” said Allen Carlisle, CEO and general manager of Padre Dam Municipal Water District. “By providing East County with local control and independence of both its wastewater and water, the program secures a long-term solution for increased stability in our communities and safeguards the vitality of our economy and quality of life. We are grateful to the U.S. EPA for partnering with us on this important program and investing in future generations.”

Oceanside Wins Mayor’s Challenge For Water Conservation

The city of Oceanside placed first in the 2021 Wyland National Mayor’s Challenge for Water Conservation, it was announced today.

The annual competition was held during Earth Month to bring awareness to the importance of using water efficiently, especially as California moves into its second consecutive dry year.

Mayors nationwide participated in the competition by challenging their residents to pledge to conserve water, reduce carbon emissions, reduce waste, and take other sustainable actions on behalf of their communities.

“The Oceanside community has always been a leader when it comes to sustainability, and I am honored to be the mayor of the most water-wise city in the nation,” Mayor Esther Sanchez said. “Oceanside has proven that our residents know how to protect the environment, improve water efficiency, reduce waste, and continue to implement actions that will create a better future.”

That Mississippi River Pipeline? Bureau of Reclamation Weighed In About A Decade Ago

The Arizona Legislature wants to look into the feasibility of pumping water from the Mississippi River to Arizona.

But the U.S. Bureau of Reclamation has already studied the idea, and weighed in on the project in 2012.

The agency studied factors such as cost, legal issues, power use and the amount of time the project would take.

A report estimated the project could cost up to $14 billion; the timetable was around 30 years.

Arizona Lawmakers Float Idea of Piping Water From The Mississippi River

The drought has some members of the Arizona Legislature wondering if the state should look for a new source of water: the Mississippi River. Conservationists wonder if lawmakers should try a different approach. As Arizona braces for a drought contingency plan to kick in, the Legislature has floated the idea of damming the Mississippi and piping the water here. The idea received overwhelming support among lawmakers, though it is unclear if the project is viable. Sandy Bahr, with the Sierra Club, told KJZZ’s The Show last month the state needs to adjust its thinking about water, especially in times of drought.

The advanced water purification project will create a new local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound.

To celebrate Water Awareness Month in May and highlight the value of water, the City of Oceanside has unveiled its new virtual reality video tour. The 360-degree video shows the water recycling process that prepares water for Pure Water Oceanside. The advanced water purification project will create a new local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound.

The video provides an immersive 360-degree look at Oceanside’s San Luis Rey Water Reclamation Facility in anticipation of opening the first advanced purified water project in San Diego County. The water for the project will be sourced from the reclamation facility. The virtual 360-degree video allows viewers to engage and look all around by simply using a computer mouse or touch screen or moving their phones in order to see all around.

Virtual reality video is “educational resource”

Viewers who have a virtual headset for cell phones can take it one step further by “stepping into” the video much like a simulation. In June, the City of Oceanside will begin scheduling opportunities for schools and scouts to view the video using city-provided virtual reality goggles.

“As we enter into another dry summer, Water Awareness Month provides a reason to reflect on how valuable Oceanside’s investments in water supply reliability and water use efficiency are,” said Cari Dale, City of Oceanside water utilities director. “The 360-degree video is an educational video resource for the community to have a better understanding of the City’s efforts to create local sources of water including recycled and advanced purified water, which will provide up to 50% of the City’s water supply.

“Pure Water Oceanside and recycled water expansion projects are examples of how the City works efficiently to provide safe, local and sustainable water resources while keeping water rates among the lowest in the county for our residents and businesses,” she added.

Water recycling and reuse projects

Pure Water Oceanside is one of several potable water reuse or recycling projects under development in the San Diego region.

The East County Advanced Water Purification project is a collaborative partnership between the Padre Dam Municipal Water District, County of San Diego, City of El Cajon and the Helix Water District. Once operational, the East County AWP will provide up to 30% of East San Diego County’s drinking water demands, or almost 13,000 acre-feet of water per year, while eliminating the discharge of 15 million gallons of partially treated wastewater into the Pacific Ocean.

Pure Water San Diego is a $5 billion project designed to generate 83 million gallons of water per day by 2035, nearly 50% of the City of San Diego’s water demand based on the new 2021 urban water management plan.

Drought safe and sustainable supply

The combination of Pure Water Oceanside with the City’s recycled water expansion project exemplifies the value the City of Oceanside places on water. The project will safeguard against drought, provide a local and sustainable source of water, and reduce the city’s dependence on increasingly expensive imported water from the Sacramento Bay Delta and the Colorado River.

Scheduled to be completed in 2022, Pure Water Oceanside will be the first operating advanced water purification facility in San Diego County. The $71 million project will use advanced technology to replicate and accelerate the natural recycling process to provide 3 to 5 million gallons per day to the City of Oceanside.

How ‘Sustainable’ is California’s Groundwater Sustainability Act?

Beneath the almond and citrus fields of the San Joaquin Valley lies an enormous system of aquifers that feeds some of the world’s most productive farmland. Hundreds of miles north and east, along the Nevada border, is the Surprise Valley, a remote, high-desert region undergirded by cone-shaped hollows of sediment that hold deposits of water. Both of these water systems, along with every other groundwater basin in California — a whopping 515 entities — must create individually tailored plans to manage their water use more sustainably. In scale and ambition, California’s Sustainable Groundwater Management Act (SGMA) has few parallels. And the work becomes increasingly urgent as the climate crisis makes water shortages increasingly severe.

SD County Supervisors OK Sustainability, Native Plant Policies

San Diego County supervisors Wednesday unanimously approved policies focused on environmental sustainability, and offered residents and businesses new tools to expand the natural habitat.

Supervisor Terra Lawson-Remer teamed up with board Chairman Nathan Fletcher and Vice Chairwoman Nora Vargas to propose reorganizing county departments around sustainability, including a formal plan, and creating a native plant policy to preserve regional biodiversity.

The headlines are grim. Texas’ power grid fails in the midst of a deadly cold snap, putting millions at risk. A historic heat wave brings California’s power grid to its knees, putting millions at risk. Two massive states with two distinctly different approaches to energy, yet still facing a similar outcome: failure and blackouts. In both cases the cause is the same, a failure to plan for extraordinary climate events that are becoming all too ordinary.

In principle, California has moved in the right direction by embracing renewable energy. But in practice, due in part to bureaucratic delay, it has fallen short and now California’s energy leadership is on a precipice. Move forward with bold action to deploy, procure and plan for a diverse and complementary portfolio of renewable energy and storage – and California fulfils its pursuit of a true green energy economy. Hold back and California cedes its energy future to fossil fuels. It should be an easy decision.
