Vallecitos Water District Wins Multiple Industry Awards

The Vallecitos Water District received three awards from the California Water Environment Association on January 29. The Meadowlark Water Reclamation Facility was named the 2021 Tertiary Recycled Water Plant of the Year, Matt Wiese received the “Operator of the Year” award and the District also received the Community Engagement and Outreach award for Best Use of Social Media.

Recycled Water Plant of the Year

The Meadowlark Water Reclamation Facility was named the 2021 Tertiary Recycled Water Plant of the Year. This award recognizes accomplishments in compliance, innovative practices, cost-effectiveness, and superior plant performance. It is the first year for this new award.

Vallecitos Water District owns and operates the Meadowlark Water Reclamation Facility, or MRF, in the City of Carlsbad. Through secondary and tertiary treatment at Meadowlark, VWD acts as a wholesale supplier of reclaimed water to the City of Carlsbad and the Olivenhain Municipal Water District.

MRF is undertaking multiple projects to increase efficiencies and implement higher recycled water standards for the district’s two major customers. Additional projects include the planned installation of a Tesla Megapack Battery Energy Storage System as part of the district’s energy resiliency grant program.

Best Use of Social Media

The district won recognition for Community Engagement and Outreach for Best Use of Social Media, promoting awareness and understanding of water quality issues through social media campaigns.

Starting in 2019, VWD began using video to document the district’s workforce and infrastructure improvements on its social media platforms. The “Work We Do” series gives the public an opportunity to see crews providing the community with reliable drinking water and wastewater services, protecting the environment, and developing its skilled workforce.

The District also partnered with the Center for Water Studies at Cuyamaca College, which uses the “Work We Do” series to educate students on careers in the water and wastewater industry.

Matt Wiese Named Operator of the Year

Matt Wiese received the “Operator of the Year” award for outstanding contributions to the operations of wastewater treatment facilities and the application of knowledge to improve plant processes.

As Senior Wastewater Treatment Plant Supervisor at the Meadowlark Water Reclamation Facility, Wiese shares a wealth of instrumentation knowledge with Meadowlark staff. He mentors staff on proper procedures to troubleshoot, repair, and perform preventative maintenance on instrumentation, resulting in minimal downtime and emergency repairs.

Wiese also ensures training is up to date and completed, including hazardous materials training and drills in conjunction with North County Regional Fire Department Training.  His role in organizing and conducting the training has won statewide recognition for the Vallecitos Water District.

“This is not the first award for the Meadowlark Water Reclamation Facility, and I am sure it will not be the last,” said Ed Pedrazzi, operations and maintenance manager for the Vallecitos Water District. “Outstanding professionals like Matt Wiese are why the treatment plant operates at peak efficiency every day. You will not find a more dedicated group of individuals protecting the environment and the public health than the team at Meadowlark.”

Wiese was recently promoted to the supervisor position at MRF due to the retirement of Dawn McDougle.

“I was happy to promote him to supervisor of the plant. He has earned it!” said Pedrazzi.

There are more than 20 CWEA award categories. Each one honors exceptional CWEA members and California wastewater professionals, facilities, and agencies. The program seeks to recognize outstanding achievements within the wastewater field, improve the professional status of all personnel working in the wastewater industry and related fields and stimulate public awareness of the importance of wastewater treatment to public health and the water environment.

Otay Water District Instagram Photo Contest Highlights Importance of Water

Put your creative skills to use and help the Otay Water District encourage residents and businesses to save water in 2022. The District has launched a New Year’s-themed Instagram photo contest as one way to help make the community aware of water-saving efforts during the  drought in California.

“The state is in a drought, and the District is doing its part to support the governor’s efforts asking residents and businesses to use 15% less water from 2020 volumes,” said Otay Water District General Manager Jose Martinez. “The contest is one of many ways we are educating the public on conservation efforts. We’d like this to be a fun way for participants to show the rest of the community how they will continue to save water.”

Otay Water District Instagram photo contest entry rules

To enter the contest, each participant must follow @otaywater on Instagram and post a photo on their public Instagram account demonstrating one way to save more water in 2022 as a New Year’s resolution. The photo must include a caption and the hashtag #OtaySaveWaterResoution. If a participant does not have an Instagram account, they can submit their entry through a public Facebook or Twitter account.

The deadline to submit photos is January 31, 2022, by 11:59 p.m.

The District will upload the qualifying entry photos to its @otaywater Instagram page, counting the total number of likes for each entry through February 4. The District will select first, second, and third place winners for each of the two categories: 1) photo with most likes on Otay’s Instagram page; and 2) photo selected by Otay staff based on theme, originality, and creativity. Winners will be announced on the Otay Water District’s Instagram account during the week of February 14.

Based on verified address, if winners are customers of the District, they will receive a gift card from a restaurant in the District’s service area. First place will receive $75; the second place receives $50, and the third receives $25. If winners are not District customers and live in the United States, their prize will be an Amazon gift card. First place will receive $50; the second place receives $35, and the third receives $20.

Olivenhain Social Media Solves Water Infrastructure Mysteries

If you’ve ever driven past pipes sticking out of the ground and wondered, “What is that thing?” you aren’t alone. While sitting at a red light one day, Olivenhain Municipal Water District Customer Services Manager John Carnegie glanced at a pipe and realized there were probably members of the public who are unaware of the role key water infrastructure objects in their neighborhoods play in delivering safe, reliable water.

“OMWD’s #WhatIsThatThing social media campaign is a great way to inform our customers who may be unaware of all the water and wastewater infrastructure around them,” said OMWD Board Secretary Bob Kephart. “It’s a fun way to create a better understanding of the district’s work.”

Water infrastructure mysteries

“It’s easy to forget the long path it takes to get safe and reliable water to your tap,” said OMWD Board President Ed Sprague. “Most people think only as far as their water meter, not to the infrastructure all around them.”

Posts feature a photo and description provided by Olivenhain field service technicians who are out in the district working on service assignments. District spokesman Arman Tarzi says they pass contributions along when they see something the public might want to know more about.

“Our field services staff are happy to contribute ideas and are strong partners in this project,” said Tarzi.

#WhatIsThatThing provides community education

Tarzi said the images help members of the community understand how infrastructure in their area functions.

“For example, you might see a pipe with water coming out of it, and think its leaking,” he said. “But it may be a vault relief doing its job properly, so the social media campaign can help relieve concerns while providing information in a fun way.”

Tarzi said as the public increasingly engages in outdoor activity during the COVID-19 pandemic, the public may be curious of all the infrastructure around them, which is maintained by OMWD’s essential employees.

“The #WhatIsThatThing creates an appreciation for everything OMWD does to build and maintain our water infrastructure,” said Kephart. “With these posts, we are showing that water infrastructure is everywhere and OMWD is always proactive in maintaining our system.”

#WhatIsThatThing? Inside this tan enclosure is a 2-inch Air Relief Valve that is installed on the distribution water main. The purpose of this valve is to release air pockets that collect at each high point of a fully pressured pipeline. Water infrastructure is all around you!

San Diegans #AskAnExpert Reservoir Recreation Questions

Reservoir Keeper Viviana Castellon shared her expertise with citizens during the City of San Diego’s #AskAnExpert series on Instagram as part of the City’s community outreach to citizens. The City regularly offers the opportunity for the public to ask employees about its services including parks, libraries, streets, and water.

“We find that it’s a great way to get general information about City services to the public,” said Arian Collins, public information officer with the San Diego Public Utilities Department.

Castellon answered several questions about the recreation offered at the City’s lakes and reservoirs.

Can you rent boats at City of San Diego reservoirs?

Yes, the reservoirs do have boat rentals through the concessionaires. You can view the hours of operation and rentals fees online.

Is stand-up paddleboarding allowed at any City of San Diego reservoir?

Yes, Hodges Reservoir offers stand-up paddleboarding on Wednesday, Saturday, and Sunday from the beginning of February through the end of October.

Can you swim at City of San Diego reservoirs?

No. What are commonly referred to as the San Diego City lakes are actually impounding reservoirs that are part of the City’s municipal water-supply system. The State Water Resources Control Board approves the different recreational activities that can occur on our reservoirs and swimming is not included in our current domestic water supply recreational permit.

Can you water ski at the City of San Diego reservoirs?

Yes, San Vicente Reservoir offers water-skiing and wakeboarding from May through October Thursday through Sunday.

Director Gastelum Censured by Otay Water District Over Racist Social Media Posts

Hector Gastelum has been censured by the Otay Water District Board of Directors for posting controversial comments on social media. Again.

In 2017, the water district censured Gastelum and removed him from all committees because of a tweet that described Muslim people as “subhuman scum.”

This time, Gastelum’s censure is the consequence of a racist post criticizing the Black Lives Matter movement.
