State Agencies Commend COVID-19 Wastewater Monitoring by City of San Diego

The City of San Diego Public Utilities Department’s wastewater monitoring of coronavirus has received recognition from two state agencies.

The City’s Public Utilities Department was one of five California utilities participating in the Center for Disease Control’s National Wastewater Surveillance System program in cooperation with the State Water Quality Control Board.

The California Water Monitoring Council cited the City’s wastewater monitoring efforts, including its participation in U.S. Department of Health and Human Services pilot studies to investigate the logistics of implementing wastewater-based epidemiology nationally.

“The monitoring of wastewater can provide key information that is helpful in understanding and preventing the spread of COVID-19,” said Shauna Lorance, Director of the Public Utilities Department. “We are very proud to continue providing assistance to state and federal agencies with these efforts.”

Multiple California agencies and institutions pioneered an approach to better assess the spread of COVID-19 through testing wastewater. This approach yields information about the prevalence of the disease in populations several days sooner than individual testing or hospitalization records, according to the California State Water Quality Control Board.

Both the Control Board and the California Water Monitoring Council expressed their appreciation for the City’s assistance in separate resolutions.

Critical role in understanding spread of the virus

Since the beginning of the pandemic, the City of San Diego has been voluntarily involved with multiple studies for COVID-19 monitoring of wastewater. City staff efforts began before the development of federal and state epidemiology programs. Data collected by City staff played a critical role in understanding the spread, movement, and control of the virus. The City will share information from the studies with the public when they are completed.

The City participated in additional wastewater studies related to COVID-19, including those by San Diego State University, the University of Arizona, and the Southern California Coastal Water Research Project.

San Diego’s collection, treatment, and disposal of wastewater are carefully monitored and meet all regulations ensuring the health and safety of its employees, community members, and the environment. While the presence and viability of COVID -19 in wastewater is still being examined by the scientific community, the City’s wastewater treatment process has proven to be very effective in removing other commonly found viruses and bacteria.

Watershed Survey Helps Maintain San Diego Regional Water Quality

The City of San Diego Public Utilities Department conducts regular surveys of its watersheds to monitor and maintain high water quality within those watersheds.

The City recently released its 2020 Watershed Sanitary Survey. Conducted and issued every five years since 1996 as required by California law, the report identifies actual or potential causes of local source water contamination that might adversely affect the quality and treatability of City of San Diego water.

The updated information is used as a basis for future watershed management and planning efforts. City of San Diego tap water meets all state and federal drinking water health standards, the primary standards for treating and monitoring water.

“Development and other activities in our watersheds can have a profound influence on the quality of our water,” said Shauna Lorance, director of the City of San Diego Public Utilities Department. “The Watershed Sanitary Survey is important for identifying potential negative impacts and ways to better protect our watersheds.”

A watershed is an area of land that drains water into a specific body of water. Everything that is on the land, whether a natural feature or a human activity, is part of the watershed. Many places San Diego County residents live, work, and play in are watershed areas.

There are 11 westward draining watersheds in San Diego County.  Six are within the City of San Diego: San Dieguito River, Los Peñasquitos, Mission Bay and La Jolla, San Diego Bay, San Diego River, and Tijuana River.

The City of San Diego’s nine water supply reservoirs have a combined capacity of over 550,000 acre-feet and more than 900 square miles of watershed lands tributary to these reservoirs. Local runoff from watersheds captured in City reservoirs accounted for about 11% of total drinking water production from 2015-2020.

Reservoirs are critical components of the regional water supply system, as water is supplied to nearly two million people in the City of San Diego and neighboring communities. Protecting these water sources is vital to providing healthy and safe drinking water. The public can assist in preventing watershed damage through source reduction and preventing stormwater runoff.

The 2020 survey noted these changes since the 2015 Watershed Sanitary Survey:

  • Total area of residential and commercial development in the watersheds increased slightly by about 2%.
  • A total of 412 new construction permits were recorded for onsite wastewater treatment systems located within the watersheds.
  • The number of fires occurring in the watersheds increased by about 8%.
  • Leaking underground storage sites decreased by 53%.
  • Sanitary sewer overflows increased by 36%.

The survey offers recommendations including continuing and expanding public awareness programs to help protect watershed, and implementing projects and programs to improve land management and water quality of source waters. All recommendations will be used for future watershed management and planning efforts.

San Diego Mayor Thanks Water Treatment Plant Employees

The City of San Diego’s public utilities team including water treatment plant employees continues to work to provide its customers with high-quality drinking water during the coronavirus pandemic.

Following efforts to increase safety measures throughout all City departments to stop the spread of COVID-19, San Diego Mayor Kevin Faulconer toured the Alvarado Water Treatment Plant on Friday to observe increased safety protocols. He also thanked City employees as they continue to deliver safe, reliable water to over 1.4 million San Diegans.

Mayor Faulconer kicked off his visit Friday morning by meeting maintenance staff on duty.

“Like many San Diegans, our City employees are adapting as we take on the COVID-19 crisis,” said Faulconer. “They’re working under increased safety measures so we can continue to deliver essential services, including a safe, clean and reliable water supply.

“I stopped by the Alvarado Water Treatment Plant today to thank the employees there and let them know how proud we are of all they’re doing to keep the water running for San Diegans.”

More than a month into the coronavirus crisis in California, water and wastewater treament employees, continue to work around the clock to deliver essential services to San Diego County residents.

“I am so grateful for the employees that come to work daily to make sure the City residents have access to a safe and reliable water supply,” said Shauna Lorance, City of San Diego public utilities director. “While you might not be able to go out to a restaurant, visit the beach or any of the usual activities all of us in San Diego have learned to enjoy, you do not have to worry about the safety of the water supply. The water continues to be treated and tested just like always.”

The San Diego County Water Authority and its 24 member agencies have increased regional coordination and communication to ensure the coronavirus pandemic does not impact safe and secure water service for San Diego County.

The City of San Diego has three water treatment plants that use several treatment methods to provide safe drinking water to the public. The plants are managed by the City’s Public Utilities Department.

San Diego’s drinking water treatment plants use a combination of innovative disinfection strategies and filtration. This multi-step process provides multiple barriers against elements that could make the city’s water unsafe or impact taste.

When the Alvarado Water Treatment Plant began operation in 1951, it replaced old water treatment plants at University Heights and Chollas Heights. Located near the Murray Reservoir, Alvarado today provides drinking water to customers in the central section of the City. Plant capacity is 200 million gallons of treated drinking water per day and is operated by 16 City employees.

A multi-phase expansion and upgrade project for the plant was completed in 2011. The Alvarado Plant began its first year of active participation in the American Water Works Association’s Partnership for Safe Water Program in 2013 and has implemented several optimizing projects.

Alvarado is also home to the City’s Water Quality Laboratory, which continuously monitors the City’s drinking water to make sure it is always safe and meets all state and federal health standards.

San Diego Plans to Use Drones, Monitors to Reduce Water Main Breaks, Sewer Spills

San Diego sharply reduced the number of water main breaks and sewer spills across the city last year, saving ratepayers money and helping many neighborhoods avoid significant disruptions.

City officials credited the decreases to ramped-up maintenance and replacement efforts on water mains, sewer lines and pipes, particularly those made of cast iron.

And to further reduce breaks and spills, San Diego officials say they will soon begin using drones and other monitoring devices to look for early warning signs of potential problems.
