Arizona’s Megadrought: the Latest and What Can We Do to Help

The federal government is expected to restrict Arizona’s water supply even more in the coming months due to the megadrought, heading into the new year. However, no one knows exactly what that will mean, but we do know the three-decade drought is shrinking the Colorado River with no end in sight. We’re taking a look at problems that may be coming down the pike and what various Arizona water districts, from Buckeye to Scottsdale, are doing about it, and what you can do too.

Recycled Water May Prove Crucial for Northern California Amid Ongoing Droughts, Climate Change

The San Francisco Bay Area is far behind Southern California in reusing water. Policy experts say it could take decades for the state’s second-most populous region to catch up — the lower half of the state recycled 83% more water than the Bay Area last year.

Standing outside Google’s Bay View campus in Mountain View in early August, wearing a pool-blue collared shirt and a gray blazer, California’s Natural Resources Secretary Wade Crowfoot pressed the state’s northern region to do more.

“If you spend time in Orange County, there’s a chance that you’re consuming purified water that’s been recycled,” he said. “We need to expand water recycling throughout the Bay Area.”

Water Recycling Projects Expanding in San Diego County

A proactive approach to developing diversified water sources, including water recycling projects and conservation efforts, are helping the San Diego region weather the current drought.

The Olivenhain Municipal Water District is working on multiple projects to expand the use of recycled water. The U.S. Bureau of Reclamation awarded the North San Diego Water Reuse Coalition, led by OMWD, $17.8 million in August for the development of recycled water infrastructure in North County.

Combined with the $6.1 million the federal agency granted to the coalition in 2021, up to $23.9 million will help cover costs for work performed on water reclamation and reuse projects through 2025. The coalition consists of nine water and wastewater agencies coordinating recycled water efforts across jurisdictional boundaries.

“Our board is proud to be a water district that consistently innovates to reduce project costs,” said OMWD Board Director Neal Meyers. “We constantly develop new funding partnerships, and we aggressively pursue grant funds to help build our vital infrastructure projects at the lowest possible cost to our ratepayers.”

Regional Recycled Water Project

The Regional Recycled Water Project will increase the capacity and connectivity of the recycled water storage and distribution systems of the coalition members and maximize reuse of available wastewater supplies.

To do this, the project will replace potable water uses with recycled water components, convert facilities to recycled water service, connect discrete recycled water systems to one another, increase recycled water storage capacity, and distribute recycled water to effectively meet recycled water demands.

Maximizing water reuse, increasing local supply

Project objectives include optimizing available wastewater resources to help offset demands for imported potable water; proactively planning for facilities to meet demands for existing and planned growth in member service areas; combining resources and working together to maximize water reuse; and increasing water supply availability, reliability, and sustainability.

When all long-term project elements are completed, North San Diego County will gain approximately 41 million gallons per day of recycled water and potable reuse water.

Work began on OMWD’s Manchester Avenue Recycled Water Project in summer of 2022. As of October 1, more than half of the total 6,884 feet of recycled water pipeline has been installed. Once complete, irrigation customers connecting to the pipeline will reduce demand for imported potable water by more than 10 million gallons every year.

Colorado OKs Drinking Treated Wastewater: Getting Over the ‘Ick Factor’

Colorado regulators, after years of study, negotiations and testing, approved a new rule that clears the way for drinking treated wastewater this week, one of only a handful of states in the country to do so.

The action came in a unanimous vote of the Colorado Water Quality Control Commission Oct. 11.

Direct potable reuse (DPR) involves sophisticated filtering and disinfection of sewage water for drinking water purposes, with no environmental buffer, such as a wetland or river, between the wastewater treatment plant and drinking water treatment plant. That water is then sent out through the city’s drinking water system.

Sacramento RegionalSan Expands Water Recycling Capacity With New Facility

One of the largest public works projects in Sacramento’s history has been quietly under construction, out of sight for most people in the region.

Sacramento RegionalSan is upgrading its wastewater processing facility in Elk Grove, which processes wastewater from customers across Sacramento County, and West Sacramento in Yolo County. On an average day, 150 million gallons of wastewater is handled at the facility.

 

Manchester Pipeline Projects Continue with Installation of Recycled Water Pipeline

Olivenhain Municipal Water District is beginning construction this week on a new recycled water pipeline in Encinitas along Manchester Avenue and South El Camino Real from Via Poco to Tennis Club Drive. Once complete, customers connecting to this new pipeline will irrigate with recycled water, which will reduce demand for imported potable water by more than 10 million gallons every year.

Agencies Cooperating to Refurbish Reservoir for Recycled Water

As drought conditions worsen in California, the San Elijo Joint Powers Authority is partnering with the San Dieguito and Olivenhain Municipal water districts to expand water recycling in north San Diego County.

The three districts’ cooperation in the planning and building of recycled water infrastructure dates to the early 1990s. Today, the agencies are planning a $2.2 million rehabilitation of the Wanket Reservoir. The San Dieguito and Olivenhain water districts built the 3-million-gallon reservoir in 1974.

The concrete tank, which overlooks the Encinitas Ranch Golf Course east of Quail Gardens Drive, was last used to store potable water in 2008, as water conservation efforts and more-efficient indoor plumbing rendered the tank unnecessary.

Amid Water Restrictions, L.A. Residents Can Get Free Recycled Water for Lawns

Angelenos can stock up again on gallons of recycled water to irrigate their trees, plants and lawns — and free of charge through a Los Angeles Department of Water and Power program.

Mayor Eric Garcetti announced the reopening of two recycled water fill stations Thursday at the Los Angeles-Glendale Water Reclamation Plant and the L.A. Zoo parking lot.

Marin Water District Vets Desalination, Recycled Water Cost

The Marin Municipal Water District took a deeper look at some of the more complex and expensive options on the table for new supply: desalination plants and recycled water.

The district board and consultants with the Jacobs Engineering firm held discussion Tuesday on the preliminary cost estimates, water yields and challenges of building desalination plants and expanding the district’s recycled water system.

Long Beach Stormwater Treatment Plant Moves Ahead With $4 Million Grant

The City Council accepted nearly $4 million from the State Water Resources Control Board on Tuesday night, June 5, to push Long Beach’s new stormwater treatment plant into full production.

The plant, called LB-MUST (Municipal Urban Stormwater Treatment), has been in the design phase for a few years. It is designed to take low-flow stormwater from the Los Angeles River drainage area, treat it and use it to create a new wetlands nearby. Eventually, the plant may also provide recycled water for irrigation.
