A newly opened water treatment plant in Monterey, Calif., will replenish a vital regional groundwater resource with recycled water at a rate of millions of gallons per day. On an annual basis, the Pure Water Monterey treatment plant will inject at least 3,500 acre feet of water, equivalent to more than a billion gallons, into the Seaside Basin.

For two decades, Monterey One Water, formerly the Monterey Regional Water Pollution Control Agency, has been recycling wastewater for irrigation in what’s called the “salad bowl of the world” where almost two-thirds of American leaf lettuce is grown. In addition to purifying wastewater, Pure Water is expanding to recycle agricultural drainage water, agricultural wash water and storm water runoff.

San Diego’s Landmark Water Recycling Program Halted by Dispute Over Union Workers

San Diego’s $4 billion plan to boost the city’s water independence is facing delays and cost increases thanks to a legal dispute over the use of unionized construction workers.

A judge issued an injunction in June that halted the project, a recycling system called “Pure Water” that would purify treated sewage into drinking water and supply one-third of the city’s water supply by 2035.

San Diego Public Utilities Department Honored for Sustainability

The City of San Diego Public Utilities Department has been recognized as a “Utility of the Future Today” for its outreach efforts for the Pure Water San Diego Program.

The honor was bestowed today by a partnership of water sector organizations, including the National Association of Clean Water Agencies, the Water Environment Federation, the Water Environment & Reuse Foundation, the WateReuse Association and the U.S. Environmental Protection Agency.

The program recognizes the achievements of water utilities that transform from the traditional wastewater treatment system to a resource recovery center and leader in the overall sustainability and resilience of the communities they serve.

Pure Water Program ‘a national model’

“Being named a Utility of the Future Today further demonstrates the City’s commitment to producing a sustainable water supply for our citizens,” said Mayor Kevin L. Faulconer. “The Pure Water Program is a national model for finding an innovative solution to our water needs.”

The City received the award at the Water Environment Federation’s 92nd annual Technical Exhibition and Conference held in Chicago from Sept. 21-25. The San Diego Public Utilities Department was previously honored as a Utility of the Future Today in 2016 for its efforts in community engagement and water reuse.

Forward-thinking, innovative water utilities

“We take pride in our work and are very honored to receive this recognition,” said San Diego Public Utilities Department Director Shauna Lorance. “We strive to provide the very best service to our customers, and that includes planning for the future.”

The Utility of the Future Today concept was first introduced in 2013. It celebrates the achievements of forward-thinking, innovative water utilities that are providing resilient, value-added service to communities, particularly in community engagement, watershed stewardship and recovery of resources such as water, energy and nutrients.

Pure Water San Diego is the City’s phased, multi-year program that will provide one-third of San Diego’s water supply locally by 2035. The Pure Water San Diego Program will use proven water purification technology to clean recycled water to produce safe, high-quality drinking water. The program offers a cost-effective investment for San Diego’s water needs and will provide a reliable, sustainable water supply.

New State Bill Would Require a PLA for Pure Water Project

To end a labor dispute that’s halted work on one of the largest and most important water projects in San Diego history, Assemblyman Todd Gloria rolled out a bill Friday to require union-friendly terms for work on the project.

The project, known as Pure Water, would provide a third of the city’s drinking water in coming decades. After years of starts and stops, the first $1.6 billion part of the project looked to be on track, until a labor dispute put everything on ice this summer.

Pure Water Day Delivers Pure Family Fun

The City of San Diego held its third ‘Pure Water Day’ Open House at the North City Water Reclamation Plant in the Miramar area, inviting residents to enjoy family-friendly activities and learn about the upcoming project construction.

More than 300 people took tours of the five-step water purification process at the Pure Water Demonstration Facility and tasted the purified water produced at the facility following their tour. Residents of University City, Clairemont, and Scripps Ranch learned about Phase 1 of construction scheduled in their neighborhoods.

“We are excited to once again open our doors to the community, and share how we will deliver a new, safe, local source of drinking water for San Diego,” said John Helminski, assistant director of the San Diego Public Utilities Department.

Pure Water first phase starts construction later this year

Pure Water San Diego is a multi-year phased program using proven technology to clean recycled water to produce safe, high-quality potable water. After construction is completed, the Pure Water Program is expected to provide one-third of the City of San Diego’s water supply by 2035.

The first phase of construction includes the North City Pure Water Facility, new pump stations and pipelines, and upgrades to existing facilities. The North City Pure Water Facility will be constructed on City of San Diego owned property east of Interstate 805 and north of Eastgate Mall, across from the existing North City Water Reclamation Plant.

Purified water produced at the completed plant will be delivered to the Miramar Reservoir, blended with the City of San Diego’s imported and local water sources, and treated again at the existing Miramar Drinking Water Treatment Plant. After this process, the water will be distributed to customers. Construction of Phase 1 is expected to begin later this year and is scheduled for completion in 2023.

VOSD Podcast: Going Deep On Pure Water

For more than a decade, San Diego has been talking about recycling water. Wastewater would be filtered to drinking water standards and eventually provide the city about a third of its water needs. In November, the City Council approved the first, $1.4 billion phase of the project, but the city can’t and won’t say how much that will affect customer’s bills. Voice of San Diego’s Ry Rivard joins the pod this week to talk about why the city is saying “there is no simple calculation” it could perform to see how much ratepayer’s will have to foot the bill.
