Poseidon Deal Will Finance New Ocean Intake for Desalination Plant

The California Pollution Control Financing Authority plans to price $158 million in revenue bonds next week to pay for modifications to the seawater intake system for a San Diego County desalination plant.

The Claude “Bud” Lewis Carlsbad Desalination Plant was built by private operator Poseidon as a partnership that supplies water to the San Diego County Water Authority.

The plant, developed by Poseidon and operated by IDE Technologies, has produced more than 100 billion gallons of desalinated seawater since it opened in December 2015, providing San Diego County with 10% of its water supply each year, according to the preliminary limited offering memorandum.

The Claude “Bud” Lewis Carlsbad Desalination Plant has served more than 100 billion gallons of water over the past seven years — a milestone reached in late October, the San Diego County Water Authority and plant owners announced Tuesday.

The plant, which produces 50 million gallons of drinking water daily, enough for 400,000 homes meeting 10% of San Diego County’s water demand, is the largest in the United States.

Construction Begins on Otay River Estuary Restoration Project in South Bay

Construction began Friday on a project aimed at restoring around 125 acres of coastal wetlands and salt marsh habitat in the San Diego Bay National Wildlife Refuge.

The Otay River Estuary Restoration Project, a joint effort of desalination developer Poseidon Resources, the U.S. Fish and Wildlife Service, and other agencies, seeks to restore salt ponds located within the refuge in order to create new habitat for native fish, wildlife and plant species. Among the species most impacted by the loss of coastal habitats are migratory shorebirds and other salt marsh-dependent species, according to officials.

Partners in a plan to restore 125 acres of degraded coastal wetlands as a mitigation project for the Carlsbad seawater desalination plant celebrated the start of construction Friday morning in Imperial Beach.

The Otay River Estuary Restoration Project in South San Diego Bay is a joint effort by the desalination plant operator Poseidon Resources, the U.S. Fish and Wildlife Service and other agencies to improve the habitat for native fish, plants and birds, particularly migratory shorebirds and other salt marsh-dependent species.

Carlsbad Desalination Plant Cuts Energy Demand to Help Avoid Blackouts

Poseidon Resources (Channelside) LP and the San Diego County Water Authority are temporarily reducing water production at the Claude “Bud” Lewis Carlsbad Desalination Plant to support statewide emergency energy conservation efforts during the extreme heat wave.

While the plant accounts for less than 1% of peak energy demand in San Diego Gas & Electric’s service territory, Channelside and the Water Authority are committed to supporting electrical reliability while ensuring continued delivery of safe and reliable water supplies. The partners reduced water production at the plant by about 20% for three days over the Labor day holiday weekend. Regular water deliveries were made from other sources. The reduced production helps decrease energy demand during the statewide emergency.

“The partnership by the Water Authority and Channelside is another reminder of the value our investments in cutting-edge technology and water supply reliability,” said Sandra L. Kerl, general manager of the Water Authority.  “Desal plant operations are nimble, so production can be ramped up and down in response to local needs. This flexibility underscores the value of regional water supply planning, which allows us to activate solutions during challenging times.”

The Carlsbad Desalination Plant is the largest, most technologically advanced and energy-efficient desalination plant in the nation. The plant has produced more than 90 billion gallons of drinking water for San Diego County since operations began in December 2015. Starting Sunday, Sept. 4, the plant ramped down operations, making an additional 9 megawatts of power available for other uses.

In addition, the Water Authority and the City of San Diego are collaboratively advancing the proposed San Vicente Energy Storage Facility in East County, one of the most promising pumped energy storage solutions in California. Pumped energy storage projects are designed to store excess renewable energy from solar and wind during the day, and then discharge that energy when energy use spikes or renewable energy is not available. As proposed, the project could store 4,000 megawatt-hours per day of energy (500 megawatts of capacity for eight hours), which is enough energy to provide approximately 135,000 homes with power.

The Carlsbad Desalination Plant eliminates the need to transport water from Northern California to the San Diego region, offsetting approximately 190,000 megawatt-hours of electricity and 68,000 tons of carbon emissions each year. The plant also uses energy recovery devices that save an estimated 146 million kilowatt-hours and reduce carbon emissions by 42,000 metric tons every year.

“This is an example of how desalination plants can help contribute to energy reliability, in addition to water reliability, by taking appropriate action to increase the available energy capacity during the extreme heat event,” said Channelside President, Sachin Chawla. “We’re proud to do whatever we can to help our region address the current energy shortage.”

State Warns of Possible Rolling Blackouts Amid Scorching Heat Wave

The operator of the state’s power grid warned residents Tuesday to prepare for possible rolling blackouts, as a drawn-out heat wave reaches its peak and drives electricity demand to an anticipated record level.

The California Independent System Operator has issued a Flex Alert asking residents to conserve energy during peak use but as KPBS reporter Alexander Nguyen shows us it is also tapping other sources for energy.

 

Poseidon Failed to Start Wetlands Restoration on Time, Says Coastal Commission

Poseidon Resources, the company that built and operates the Carlsbad seawater desalination plant, is in violation of its California Coastal Commission permit for the restoration of wetlands habitat at the San Diego National Wildlife Refuge in South San Diego Bay.

A permit the commission approved April 30, 2021, required Poseidon to start the restoration work by Oct. 30, 2021, according to a staff report prepared for next week’s Coastal Commission meeting. The work has not started, although it is on track to begin this fall.

Carlsbad Desalination Plant Celebrates 5th Anniversary

The Claude “Bud” Lewis Carlsbad Desalination Plant is celebrating its fifth year of operation this month. More than 65 billion gallons of water from the plant have provided a sustainable and reliable supply to businesses and residents of San Diego County since December 2015.

The Carlsbad Desalination Plant produces more than 50 million gallons of high-quality, locally controlled, water every day. It’s a foundational water supply for the San Diego region that minimizes the region’s vulnerability to drought or other water supply emergencies.

A Tale of Two Coastlines: Desalination in China and California

The port city of Tianjin is in desperate need of water. The surface and groundwater supplies of this sprawling northeast Chinese metropolis have shrunk to dangerously low levels due to decades of reduced rainfall and overexploitation of the Hai River that flows through the city. According to the Tianjin Environmental Protection Bureau, the city’s per capita water resources are one-twentieth of China’s national average, far below the UN benchmark for a water-stressed region. Despite promoting water conservation and metering among residential and industrial users, Tianjin still faces shortages that drive its reliance on large-scale water-supply infrastructure like the South-North Water Transfer Project and seawater desalination. 

In the United States, a similar situation is unfolding. After a prolonged drought between 2011-2015, California’s investment in desalination solutions to supply fresh water to the state’s dry south grew exponentially. While most American desalination plants are used to purify less-saline “brackish water” from rivers and bays, large-scale seawater operations have begun to proliferate in California, as well as Florida and Texas. California alone has 11 municipal seawater desalination plants, with 10 more proposed. Southern California-based Poseidon Water LLC opened America’s largest desalination facility in Carlsbad in 2015, which currently meets about 10 percent of San Diego’s water demand. With the capacity to produce 54 million gallons of water a day, this new desalination plant, as well as another one currently in the works at Huntington Beach, could ensure water security in Southern California.

Conservationists Split Over Poseidon Desal Project’s Potential to Help Bolsa Chica Wetlands

Along a Huntington Beach coastline dotted with oil rigs and a power plant, one of California’s largest remaining saltwater marshes has been a source of pride for local environmentalists.

But the marsh, known as the Bolsa Chica Wetlands, is endangered despite a years-long struggle to pull together sufficient public funding for its upkeep.

Nearby, the Poseidon Water Co., which has been in a decades-long, controversial fight to build a seawater desalination plant next to the AES energy station at the south end of the city, has justified its project partly with a promise to finance the wetlands’ conservation.
