New California Law Creates Pathway to Water Industry Jobs for Military Veterans

Legislation co-sponsored by the San Diego County Water Authority and the Otay Water District is intended to make it easier for military veterans to launch careers in the water industry.

After Lt. Jose Martinez retired from the U.S. Navy in 2007, he went from serving his country underwater to serving reliable, high quality water to a community. 

His experience aboard a nuclear submarine and on the management staff of Otay Water District shares a few commonalities. Both involve highly complex systems, which often operate away of the public eye, either underwater or underground. 

“People turn on the tap and out comes water,” said Martinez, General Manager for ACWA-member Otay Water District. “It seems rather simple, but it’s really complex. It’s fascinating to me.”

Water industry jobs for military vets

Martinez’s experience as a naval nuclear engineer focused on submarines’ nuclear and non-nuclear systems, including water treatment. This gave him an advantage to transition to a civilian career in water.

A bill and new law, signed by Gov. Gavin Newsom in October 2019, sets the stage for making it much easier for military veterans to transition into the water industry. AB 1588, initiated by Martinez and Otay, intends to update the current water and wastewater certification system by giving military veterans credit for their experience and education that is applicable to the water industry. Essentially, veterans would not have to start at the bottom, but instead advance to testing that matches their level of experience. That way, veterans can enter the water workforce at a level that meets their paygrade.

‘Silver tsunami’ of retiring baby boomers creates opportunities

AB 1588 was introduced by Assemblymembers Todd Gloria (D-San Diego) and Adam Gray (D-Merced), and co-authored by several state legislators, including Assemblymember Tasha Boerner Horvath (D-Oceanside). The San Diego County Water Authority and Otay cosponsored the bill, with the goal of increasing the number of veterans entering the water industry to replace retiring baby boomers.

To address this challenge, the Water Authority and its 24 member agencies created a regional workforce development task force to address the oncoming ‘Silver Tsunami’ of retirees. The San Diego region alone employs approximately 4,500 water and wastewater workers, with more than 1,400 of those workers expected to reach retirement age by 2024, according to the Water Authority. Statewide, there are approximately 6,000 active certified wastewater treatment plant operators, and approximately 35,000 drinking water treatment and distribution operators. 

Jobs within the water industry often reflect military experience, and not necessarily ones directly related to water and wastewater treatment on a base or aboard a ship. Don Jones, with the Center for Water Studies at El Cajon’s Cuyamaca College, compared experience within a Combat Information Center on a warship to operating a SCADA system at a water facility, pointing out that experienced SCADA operators can be hard to find.

“It doesn’t matter if you’re opening a pump or firing a missile, the process is very similar, it’s the mechanical and electronic interface that matters. You’re electronically activating a piece of mechanical equipment,” Jones said. 

‘It’s all about serving people’

The water industry can also offer veterans a few other advantages. Shannon Cotulla served in the U.S. Army as a combat engineer between 1987 and 1992. After leaving the service, he contemplated aviation engineering, but a desire to work outdoors in civil engineering led him to the water industry. Today, Cotulla is Assistant General Manager at the South Tahoe Public Utility District and former member of ACWA’s Board of Directors. 

“The work is really meaningful, it’s all about serving people and keeping our communities safe,” Cotulla said. “There’s also security in knowing that your organization has rules and standards that you can look up to and isn’t subject to the whims that you sometimes find in the private sector.”

Otay’s Martinez said that it could take a few years for the state to make the changes called for in AB 1588. Nevertheless, the process is underway and includes having a veteran with water industry experience serve on a regulatory advisory board along with water industry members. In the meantime, news about the bill’s potential for veterans is raising awareness among veterans about why careers in the water industry represent a great opportunity.

“We really want to open up this talent pool,” Martinez said. “Veterans are the right candidates to fill these jobs because of the skilled work they’ve already demonstrated in their careers and their time in the military.”

More than 200 people explored career opportunities in the water and wastewater industry at the third annual Women in Water Symposium Thursday at Cuyamaca College.

The conference’s goal this year was to create a community of people with the interest and aptitude to take on what were previously considered non-traditional careers.

Speakers at the conference shared their personal experiences working in the water industry and offered tips for young professionals.

‘Rewarding and humbling’

“Knowing we’re a key contributor to public health through the provision of safe water delivery and recovery is rewarding and humbling,” said keynote speaker Shauna Lorance, director of the City of San Diego Public Utilities Department.

Lorance offered advice to people considering making water a career choice.

“The water industry is challenging and always evolving, and has amazing opportunities for growth and career diversity… from laborers and technicians, finance experts and engineers, chemists and community outreach specialists,” said Lorance. “It also has some of the best people around.”

Diane Stoltz, cross-connection program specialist at the Ramona Municipal Water District, said there are job opportunities that don’t require a degree.

“A few water classes and a state-issued certificate in water or wastewater are the starting blocks to a rewarding career in water,” said Stoltz, “Educating the public and helping them understand their role in protecting the drinking water system, is most rewarding to me.”

Stoltz credited Don Jones, Cuyamaca College Center for Water Studies program coordinator, with encouraging her to work in the water industry.

Wide range of career choices in the water industry

Jaime Okewole, human resources analyst with the Helix Water District, said jobs in the water industry are more varied than people might imagine.

“I think the biggest misconception about working in water is that the view of opportunities available in the water industry is so narrow,” said Okewole. “When you picture water, one might initially just think construction or water treatment but not realize all of the support positions it takes to run a water agency successfully. We have jobs that span a number of different fields and talents. The commonality is that each person holds customer service as their top priority.”

For the first time, the Women in Water Symposium offered three program tracks: sessions for those interested in starting their career in water; those seeking career advancement; and established professionals interested in forming professional alliances and promoting workforce diversity.

The series of workshops wrapped up with a tour of the Water Conservation Garden.

“This industry is growing and becoming ever more important as new innovations will be needed due to climate change and fast growing cities,” said Kimberlyn Velasquez, public affairs representative with the San Diego County Water Authority. “If you ever find yourself looking to try something new down the line, the water industry has many sectors and different types of positions that you can move into throughout your career.”

Event Featuring Women Working in the Field of Water Coming This Week

Shauna Lorance knows more than a drop about a career in the water and wastewater industry.

Lorance worked in several executive management positions for the San Juan Water District for 20 years, for the Monterey County Water Resources Agency as its interim general manager, and was a consultant for several other water districts in the state before being named the city of San Diego’s Public Utilities Director last August.

Lorance will be the keynote speaker at the third annual Women in Water Symposium, which will be held Thursday, Jan. 16, at Cuyamaca College. The event is free for students and $35 for others. It will be followed by a tour of the Water Conservation Garden, adjacent to the school.

“We all have a vested interest in water,” said Murrell. “We cannot function without it. It’s vital for us to take part in maintaining this crucial resource.”

“It is good for anyone to attend, regardless of gender,” she said. “There is a lot you can learn from being in the room with the individuals and taking it all in. The energy has been amazing at the last conferences. This conference promotes the best of the industry.”

The San Diego County Water Authority will be among the water industry employers offering career information at the conference.

Water Conservation Garden Celebrates 20th Anniversary Nov. 16

Twenty years ago, people who saw a need to help people conserve water and preserve San Diego’s environment conceived the idea for a demonstration garden.

The Water Conservation Garden celebrates its 20th-anniversary Saturday, November 16 at 5 p.m. with a benefit concert featuring food and drink stations, dancing, auction items and live music provided by The Mighty Untouchables. More information and tickets are available on The Garden’s website.

Native San Diegan Jon Foreman of the Grammy-award winning band Switchfoot is among The Garden’s newest fans after a recent visit.

“It has been an amazing journey,” said CEO Jennifer Pillsbury. “We run six acres with educational exhibits for the public, but we also have a huge education program for the public. Last year we had 42,000 visitors and reached 88,000 kids. When we first opened, we were excited about 1,000 visitors.”

A task force of water agencies and municipalities conceived The Garden in response to six years of drought in San Diego County.

Otay Water District, Helix Water District, and Cuyamaca College kick-started the effort in 1990. By 1992, the San Diego County Water Authority, City of San Diego, and Padre Municipal Water District joined the effort, forming the original Water Conservation Authority.

The following year, the Grossmont-Cuyamaca Community College District approved the establishment of a 4.5-acre Water Conservation Garden adjacent to Cuyamaca College. With $700,000 in donated services, products, and labor from local nurseries and members of the California Landscape Contractors Association, the Water Conservation Garden came to life. San Diego County Supervisor Dianne Jacob presided over its grand opening in May 1999.

Over the past 20 years, The Garden has added its popular children’s exhibits, bird and butterfly gardens, the Dorcus Utter Memorial Sensory Garden, and the Dorcus Butterfly Pavilion.

“The Garden is here to inspire everyone to use all natural resources efficiently, not just water,” said Pillsbury. “When people see proper irrigation and the right plants in the right location with the right soil, having everything working together can be beautiful and efficient.”

The Water Conservation Garden has been governed as an independent nonprofit organization under its own Board of Directors since 2011. Memberships, donations, grants, facility rentals, gift shop sales, and water district dues fund operations.

With additional land donated by Cuyamaca College, The Water Conservation Garden now covers six acres of displays showcasing water conservation through its themed demonstration gardens and how-to displays on mulch and irrigation.

Students in the Cuyamaca College Ornamental Horticulture program benefit from hands-on education just steps away from their classrooms.

“Students come through and learn plant identification and experience lab learning,” said Pillsbury.

The Garden will open a new smart classroom available for business retreats, meetings, and seminars. Pillsbury also hopes to book more events in the 300-seat amphitheater.

Through its evolution and innovation, the mission of The Water Conservation Garden remains the same as it did on its opening day 20 years ago: to inspire positive change in the living environment through water conservation and the protection of natural resources.

“We’re here to educate the community on efficient water use, but we also want to be a spot where people can come learn and explore together in so many ways,” said Pillsbury.

Admission to The Garden is free. Docent-led tours take place on the first Saturday of each month at 10 a.m.

Ornamental Horticulture Groundbreaking Cultivates Career Opportunities

With the turn of 11 gleaming shovels, groundbreaking took place on August 22 for a $16.7 million project to renovate and improve indoor and outdoor classrooms and facilities for Cuyamaca College’s Ornamental Horticulture program.

Thousands of students have graduated from the program since its launch in 1980. Many have gone on to careers in landscape design and sustainable landscaping, irrigation technology and turf management.

The renovation will allow the program to provide a hands-on training experience reflecting current industry standards.

“We are a career technical education discipline and we strive to help students get jobs, so it is very important that we are able to replicate what’s currently used in industry,” said Leah Rottke, program coordinator for the horticulture program.

Rottke said she hopes the new facilities will increase program enrollment, one of her long-term goals.

“What I let students know is that it’s an interesting time to study horticulture. There are more opportunities available than qualified graduates,” said Rottke.

Green industry faces shortage of qualified employees

The green industry continues to grow, but is battling a serious labor shortage. Statistics from the IBIS World November 2018 Landscaping Services Industry Report show employment of more than one million people with annual revenue of $93 billion.

Along with its Center for Water Studies, Cuyamaca College hopes to expand opportunities for its students in these flourishing career fields.

Many of the program’s faculty are also employed in the industry, another benefit for the students, and their prospective employers.

“This gives students the opportunity to learn really practical information and experience about what the industry is like,” said Rottke. “It is also often their first networking opportunity.”

Rottke said her greatest challenge is reaching people who aren’t aware of the excellent career opportunities in the green industry.

The two-year program at Cuyamaca College offers eight degrees and nine certificates in arboriculture, floral design, golf course and sports turf management; irrigation technology; landscape design; landscape technology; nursery technology; sustainable urban landscapes; and basic ornamental horticulture.

Students can earn either a degree or a professional certificate in all eight programs. 

Cuyamaca’s programs also offer paid internships where students can start working in their chosen career field while pursuing their education.

The renovation will include updated classroom and lab facilities, well-equipped greenhouses, an outdoor instructional area, expanded retail space and much-needed storage space.

Rottke said the new greenhouses and retail space will be a boost to the program’s popular retail nursery. Proceeds from nursery sales fund scholarships and class trips outside of the region. About 30,000 plants are sold annually, including nearly 25 percent of annual sales at the popular Spring Garden and Butterfly Festival.

“Ornamental Horticulture has a storied past at our college and it is long overdue for a renovation,” said Cuyamaca College President Dr. Julianna Barnes. “With the modernizing of facilities and the new greenhouses in particular, students have a lot to be excited about.”

Water Conservation Garden Awarded SDG&E Environmental Champion Grant

The Water Conservation Garden’s Ms. Smarty-Plants program received a $25,000 Environmental Champion Grant in June from SDG&E.

The award comes as The Garden, at Cuyamaca College in El Cajon, celebrates its 20th anniversary.

“SDG&E has been a long-time supporter of The Garden and its innovative Ms. Smarty-Plants education program,” said Jennifer Pillsbury, executive director/CEO of The Water Conservation Garden. “In fact, SDG&E was one of the first funders to provide seed funding that allowed the program to have the widespread impact it has today. We are grateful for their support.”

Support from water agencies help fund innovative education program

Support from the San Diego County Water Authority and from several other water agencies also was critical to establishing and growing the program, which reached over 80,000 children and adults a year by 2016.

The six-acre garden is governed by an independent, nonprofit board of directors and receives funding from the San Diego County Water Authority, City of San Diego, Cuyamaca College, Helix Water District, Otay Water District and the Sweetwater Authority. Memberships, donations, grants, facility rentals and gift shop sales also support The Garden.

Conservation education program in 11th year

Water agencies created The Garden to demonstrate water conservation techniques and to provide environmental education.

“In its 11th year, the Ms. Smarty-Plants programs have touched nearly 350,000 children and adults, focusing on youth from disadvantaged communities who have limited access to safe nature spaces,” Pillsbury added.

Opening the Doors to Careers in Water

El Cajon, Calif. – Cecilia Bernal came looking for a career. Essie Mae Horne was focused on occupational advancement. Michaela Maddox-Gomez wanted to explore her options before she graduates from Mt. Carmel High School.

Bernal, Horne and Maddox-Gomez were among the approximately 250 people packing the Center for Water Studies 2nd annual Women in Water – Exploring Career Pathways symposium on Jan. 17 at Cuyamaca College. The event included nearly two dozen speakers, a half-dozen panel discussions, inspirational messages from water and wastewater industry administrators, a day’s worth of networking opportunities and a bevy of information tables.

“I’m already learning so much,” said Bernal, 30, who has worked as a waitress, retail clerk and pharmacy technician. “Water and wastewater is an important industry, and it’s definitely more interesting that what I’ve done in the past.”

Retirements create room for job growth

The opportunities are ample due to an imminent glut of retirements by an aging workforce. Forecasts call for between 1,200 and 1,500 open positions in the next three to four years in San Diego County alone, said Sandy Kerl, the San Diego County Water Authority’s deputy general manager. Forty percent of employees at the Padre Dam Municipal Water District will retire within the next three to five years, said Lisa Sorce, human resources director. Representatives from other utilities presented similar numbers.

“Our industry is experiencing a record number of job openings,” said Sweetwater Authority General Manager Tish Berge. “At Sweetwater Authority, we recruited for almost 10 percent of our workforce just this past year. In addition, water and wastewater jobs are recession-proof, especially working in the public sector. I am excited to show young women that there are great opportunities throughout our industry.”

Maddox-Gomez said she was excited to explore those opportunities.

“This is an area that is really important to our future and to my generation, and I want to learn more about it,” said Michaela, 16, who heard about the symposium from an aunt. “I want to see what kind of options I have.”

Symposium’s success a team effort

Women in Water – Exploring Career Pathways, was made possible by a grant from the National Science Foundation to promote the career advancement of women in the water industry through community college programs, industry internships, curriculum development, and outreach to high schools, transitioning military and military veterans.

Kerl, the keynote speaker, detailed the technological advances in recent years and noted there are more than 200 unique occupations in the water industry.

“If you want an exciting career, be a part of water,” Kerl said. “If you want to be a part of the future, be a part of water.”

Lisa Sorce, human relations director at Padre Dam Municipal Water District, echoed that theme. “There are so many careers in the water industry. You really have to figure out where you want to go.”

Sorce made the comment during a presentation on preparing for career advancement and promotions. For those looking to advance, Sorce said getting ready to be ready is a must. Among her suggestions: Keep an eye on who is getting promoted and find out why; secure the certifications required for positions drawing your interest; and seek out a mentor.

“Make sure your boss knows what your career plans are,” Sorce added. “Look for ways to pitch in.”

The suggestions were helpful to people such as Horne, who was so inspired by last year’s inaugural event that she recruited friends and co-workers to attend this year’s event, too.

Said Horne: “I’m looking to move forward in my career, I’m looking to network, I’m looking to see what opportunities are out there.”

Discussions throughout the day ranged from a question-and-answer session during a general manager’s form, to building leadership skills, to internships, cooperative experience and volunteerism. Following a lunch break, Cuyamaca College officially dedicated its new Center for Water Studies and welcomed several dozen guests to an open house at the technology rich learning hub.

Approximately one-third of the attendees at the symposium were girls from local high schools, and scores sought advice from other attendees from the industry.

“I’ve been doing this kind of work for 30 years and I’ve never seen anything like this before,” said Tisa Aguero, a water systems tech supervisor for the City of San Diego Public Utilities. “This event is just amazing.”
