A climate-driven shift toward extreme storms has compelled Colorado officials to rethink the safety of hundreds of dams across the state that hold water and mine waste, including 27 high-hazard structures near people that already are listed as deficient.

They’re trying to calculate the potential for sudden hard rain resulting in flooding and accelerated erosion that could trigger fatal collapses.

Cross-Border Water Issues Need Cross-Border Solutions

Regional collaboration and partnerships are needed to solve cross-border water issues, according to San Diego County Water Authority Board Chair Jim Madaffer.

“The Water Authority is exploring innovative solutions to increase water supply reliability for the San Diego region, but also Baja California and the Southwest,” said Madaffer during today’s opening ceremony of RE:BORDER 2019 at San Diego State University. “Those solutions include the possibility of a transborder water connection that can help both Mexico and the United States.”

Madaffer’s special presentation, “Stewarding a Shared Resource for the Bi-National Region,” was part of the two-day RE:BORDER 2019 conference. It continues Tuesday at the Universidad Autónoma De Baja California in Tijuana.

The theme for the inaugural binational conference is “The Water We Share.” The goal is to forge regional solutions for transborder water issues by breaking down academic, political, and administrative boundaries.

In his opening remarks, San Diego Mayor Kevin Faulconer, was optimistic about solving Tijuana sewage issues, such as polluted runoff flowing into the Tijuana River causing beach closures in Imperial Beach and Coronado.

Momentum increasing for cross-border solutions

“I’ve never seen more momentum than I have in the past six months to solve this cross-border sewage issue,” said Faulconer. “It is a true international issue that we can solve.”

‘Borders are arbitrary, but we are connected’

California State Water Resources Control Board Chair E. Joaquin Esquivel delivered the keynote address.

“The borders are arbitrary, but we are completely connected,” Esquivel told a crowd of about 200 people in Montezuma Hall. “Infrastructure investments are needed on both sides of the border, and we know with climate change, the entire watershed will be an entirely different place in the future.”

Day 2 sessions in Tijuana will examine how the transborder region will be affected by climate change – including greater risks of floods, landslides and wildfires – how reduced water for agriculture could impact the region, and on-going concerns about uneven access to water resources.

RE:BORDER is a new initiative from San Diego State University President Adela de la Torre that each year will examine a significant issue.  The RE:Border 2020 conference is scheduled for November 12 and 13.

Newsom Blocks New California Fracking Pending Scientific Review

In a victory for critics of California’s oil drilling industry, Gov. Gavin Newsom on Tuesday stopped the approval of new hydraulic fracturing in the state until the permits for those projects can be reviewed by an independent panel of scientists.

Newsom also imposed a moratorium on new permits for steam-injected oil drilling, another extraction method opposed by environmentalists that was linked to a massive petroleum spill in Kern County over the summer.

RE:BORDER 2019 Seeks Transborder Solutions For Water Issues

A two-day conference in San Diego and Tijuana seeks to forge regional solutions for cross-border water issues by breaking down academic, political and administrative boundaries.

The theme of RE:BORDER 2019 is “The Water We Share.” RE:BORDER is a new initiative from San Diego State University President Adela de la Torre that each year will examine a significant transborder issue of the California-Baja California border region in partnership with our Mexican university and community collaborators.

The binational conference kicks off at San Diego State University at 9 a.m. on November 25 and continues the next day at the Universidad Autónoma De Baja California (UABC) in Tijuana.

Water industry officials and elected leaders from the U.S. and Mexico will join university researchers for a series of panel discussions that explore how SDSU, UABC, and regional partners – including the San Diego County Water Authority and its 24 member agencies – can contribute to innovative solutions for water-related challenges in the transborder region.

Water knows no borders

“When we think about water in every dimension, whether it’s the ocean, to the rivers, to the creeks across the Tijuana River Watershed, there are no borders,” said SDSU President Adela de la Torre. “The conference is a first step toward creating solutions that allow both countries to be collaborative and learn from each other.”

California State Water Resources Control Board Chair E. Joaquin Esquivel is scheduled to deliver the keynote address. State Senator Juan Vargas will close the first day of the conference.

Cross border water challenges and solutions

Water reuse, access to a safe water supply, and the political and administrative boundaries in the transborder region are among the topics for discussion at SDSU.

Water Authority Assistant General Manager Dan Denham is one of several panelists who will explore transborder water challenges from the perspectives of regional stakeholders such as farmers, local and state agencies and environmental groups.

Elsa Saxod, a Water Authority board member representing the City of San Diego, will participate in a panel session that looks at the binational management of the Tijuana River Watershed.

Topics for Day 2 of the conference in Tijuana include climate change, water security and risks, water and food, and water and equity.

The sessions will examine how the transborder region will be affected by climate change – including greater risks of floods, landslides and wildfires – how reduced water for agriculture impacts the region, and on-going concerns about uneven access to water resources.

“Tijuana and San Diego form a region closely linked by their economies, societies and culture,” said Natanael Ramírez Angulo, director of the Faculty of Economics and International Relations at UABC. “Understanding the problems and challenges involved in the management and use of water, an essential natural resource, must be a priority not only for governments but also for society itself, and we believe that universities can provide valuable knowledge that can help generate programs and policies that help local and federal governments to be successful in addressing this issue.”

As climate change continues to sap the Colorado River’s water, some users face serious legal risks to their supplies, according to a new analysis by researchers in Colorado and New Mexico.

Declining flows could force Southwest water managers to confront long-standing legal uncertainties, and threaten the water security of Upper Basin states of Colorado, Wyoming, Utah and New Mexico.

In what will be the first time a public space has been powered by electricity made from poo, The Number Two Tavern is launching for a limited time in The Light, Leeds from 7th until 9th November.

The company is holding its first ever carbon week to spread the word and share knowledge about how we can all reduce our carbon footprint.

The power for The Number Two Tavern is coming from a ground-breaking process, called “anaerobic digestion,” which converts waste into biogas that can be used to generate heat and electricity. Yorkshire Water has charged a Hybrid Power battery with the poo-power, which is being created at Yorkshire Water’s Knostrop Recycling Centre.

Water Year 2020 Begins With Robust Reservoir Storage

Last winter was a bountiful one in terms of water supply for California, but it’s still too early to tell whether 2020 will be as generous.

The 2018-19 winter was one for the record books, with above-average precipitation. Snow continued to fall in late-spring, with several inches or more in the Sierra Nevada and the Southern California mountains.

Ski seasons were extended into May and June, delighting skiers and resort operators.

The snowfall, and a boost from late-season storms, increased the northern Sierra snowpack in May 2019, which was “atypical,” according to Alexi Schnell, water resources specialist with the San Diego County Water Authority.

The statewide Sierra Nevada snowpack was 164% of normal, with the northern Sierra at 172% of normal on May 23, 2019.

Water Year 2020 begins with robust reservoir storage

The 2019 water year (October 1 – September 30) pushed snowpack levels well-above average and swelled major reservoirs to above-average. There were more than 30 atmospheric rivers, with many making landfall in Northern California. The state’s snowpack on April 1 was 175% of average.

The California Department of Water Resources said that makes a great start to 2020.

“We start the new water year in a good place,” said Karla Nemeth, director of the DWR. “However, we all know too well that California’s weather and precipitation are highly variable. What we have today could be gone tomorrow.”

Above average rainfall in San Diego

While the biggest gains in precipitation over the past year were in Northern California, the San Diego region also benefited. Water Year 2019 ended with the region at 125% of average rainfall at Lindbergh Field. The rainfall helped increase supplies in regional reservoirs.

Schnell cautioned that the climatological cycle in California can bring several consecutive years of drought, like the 2015-17 period, which prompted mandatory water-use reductions statewide.

NOAA reported on November 6 that California experienced above-average to much-above-average temperatures from January through October 2019. The average U.S. temperature during that same period was 55.5°F, (0.5 of a degree above 20th-century average) “ranking in the warmest third of the record,” according to NOAA.

Scripps Institution of Oceanography’s Center for Western Weather and Water Extremes, or CW3E, just released an analysis that calculated the odds of water year 2020 reaching 100% of water year normal precipitation totals. The odds range from 20 to 40% of the Southwest reaching 100% of water year normal precipitation.

National Weather Service seasonal outlook for precipitation

The three-month seasonal precipitation outlook for November-December-January by the National Weather Service Climate Prediction Center shows below-normal to normal precipitation in Central to Northern California and equal chances of below, near- or above-normal in southern California and much of the Southwest.

“There will always be fluctuations based on weather and other factors, but the San Diego region continues to embrace water-use efficiency,” said Schnell. “The Water Authority and its 24 member agencies continue to increase San Diego County’s water supply reliability through supply diversification to provide a safe, reliable water supply to the region.”
