Palomar College and Vallecitos Water District Internship Program Develops Water Workforce

A partnership between Palomar College’s Water Technology Program and the Vallecitos Water District’s workforce development program gives students a hands-on opportunity to explore water and wastewater industry jobs and increase their career readiness.

Palomar College professor Jacob Shiba and Vallecitos Water District Public Information/Conservation Supervisor Chris Robbins first discussed the idea in 2019. “We talked about having the interns spend time in each department so they would get the full depth and breadth of our employee roles,” said Robbins. “I also explained to Jacob that it would need (leadership support). I put him in touch with board member Tiffany Boyd-Hodgson, and she became the force behind getting approval.”

The District’s leadership and board supported the program’s development, but its implementation was delayed due to the pandemic. It is now underway, with five students accepted into the program.

Internships invaluable for Palomar students

The internship is open to any Palomar College students who have taken a water technology course. Participants are selected through a competitive interview process.

Shiba says the objective is to ensure Palomar students are ready to enter the workforce. “Palomar’s partnership with Vallecitos Water District is invaluable, and it’s really helped our program increase the number of workplace learning opportunities for our students so that they are as career-ready as they can be when they complete our program.”

Ben Crane learned about the internship opportunity from Shiba and he decided to go for it. He also applied for and received a scholarship from the Vallecitos Water District. “I learned a great deal about our water distribution system and how our water is treated.”

Crane spent two days in each department, working alongside Vallecitos water and wastewater professionals. He said he enjoyed learning how to work in teams and was encouraged to ask questions, and everyone gave him insight on how he should approach his career.

Among his highlights was spending time with general manager James Gumpel, who was assistant general manager at the time. “He helped me understand what it’s like to be upper management. He gave me some insight from a seasoned guy who has been in the industry a while,” said Crane.

Palomar College student Logan Crawford is currently working his way through the internship program. He said he’s improved his skills working with his hands, joining field crews in the meter department, and practicing his public speaking skills.

Crawford advises participants to keep an open mind. “You go through pretty much every department the district has to offer. It may not be something you think you’re interested in, but you might find yourself falling in love with (the job), and you had no idea. Keeping an open mind really helps. Every day I come to the internship, it’s a new experience.”

Intern Evan Fox successfully found full-time employment with the San Elijo Joint Powers Authority after his internship.

Crane, who is continuing his education as a geography major at Cal State San Marcos, encouraged other students to apply. “It’s a great opportunity. If you’re still pursuing your education … If you’re thinking of pursuing in the water industry, this is a great opportunity to get your foot in the door.”

Shiba praised the partnership for giving students the opportunity to increase their career readiness “so that they are ready to enter the water workforce to become a future water and wastewater specialist.” Shiba notes the importance of workforce development is what allows customers “to wash our hands, flush the toilet and take a shower 24/7.”

“It’s been a great success,” said Robbins. “Some of my favorite moments are when an intern realizes he or she likes a department more than they expected. The mechanical electrical department is often a surprise for students. They had not thought of all the pumps and motors we must maintain.”

Education Partnership Inspires Future Water Leaders 

The San Diego County Water Authority and San Diego County Office of Education (SDCOE) have embarked on a pioneering education partnership to inspire students regionwide to pursue careers in the water and wastewater industry. This new program is the latest initiative in a long history of regional education outreach reaching hundreds of thousands of students in the last two decades.  

At the Innovation Center in Linda Vista, SDCOE hosts groups of students, many of whom come from underserved and underrepresented communities, for weeklong innovation programs. These programs are designed to help students identify their individual strengths through an assessment, which highlights several strength areas: Realistic (R), Investigative (I), Artistic (A), Social (S), Enterprising (E), and Conventional (C).

“At the Linda Vista Innovation Center, we aim to inspire kids to find their strengths, interests, and values and match those with San Diego Workforce Partnership priority sector careers,” said Dr. Matthew Tessier, Assistant Superintendent of Innovation at the San Diego County Office of Education. “Partnerships with organizations like the San Diego County Water Authority are crucial to our mission, and we look forward to working together to build a brighter future for all.”

These programs give students a glimpse into the opportunities available in various industries, many of which are on the San Diego Workforce Partnership’s priority list. The industries on the list are critical to the region’s economy and will need to hire substantial numbers of capable new employees in the foreseeable future.  

Education Partnership Informs Students About Water Industry Careers 

The Innovation Center also supports SDCOE’s goals to significantly reduce the number of students living in poverty and reduce overall unemployment in the region over the next decade. By matching students with potential career paths and inspiring them to lean into their strengths early on, thousands of students from elementary to high school leave the program knowing about opportunities that they may not have known about otherwise.

Organizations like the Water Authority and its member agencies benefit from generations of students becoming interested in water-related careers, which are essential to the region’s economy and quality of life.

Women in Water Conference Speakers List Announced

The speakers list for the 2024 Women in Water Symposium, “Empowering The Next Generation of Women,” is now set.

The event returns for its seventh year with a full-day event on Thursday, March 21, 2024, at Cuyamaca College. Registration remains open.

Panelists representing a wide variety of disciplines at all levels will discuss career opportunities and paths. The full program is below the article.

“One of the biggest misconceptions about working in water may be that it’s solely about fixing pipes when in reality, it involves a wide range of roles requiring diverse skills such as engineering, science, management, IT, accounting, public outreach, and so much more,” said Sarah Hargis, wastewater utility worker for the Padre Dam Municipal Water District.

“The most rewarding aspect of working as a construction inspector for a municipal water/wastewater district is knowing that I make a direct impact on the community by improving  the longevity and quality of the water/wastewater infrastructure.”

Zoë Scott, marine biologist in the Ocean Monitoring Program at the City of San Diego, said people often imagine her job might be boring. “We participate in collaborations with other research entities to answer new and relevant research questions facing our oceans on topics such as ocean acidification, eutrophication, and microplastics. All this together means that our day-to-day can look very different; one day I could be at sea, the next at my microscope, the next at a research meeting, the next writing code to analyze our data and produce reports,” she said.

Debby Dunn, senior water resources specialist at the San Diego County Water Authority, said working for the public is especially rewarding: “By working in water efficiency, I get to create programs and projects that help residents and businesses use water wisely. This includes reducing leaks and helping people design waterwise wonderlands that are beautiful and invite birds, bees, and butterflies.”

Career discussions address varied experience levels

The event includes sessions that address career development, leadership, mentoring, interviewing and negotiation tips, diversity, and dealing with change. The day concludes with a networking opportunity at the Water Conservation Garden.

General admission is $35, but students, educators, and counselors can attend for free. Event registration is available online.

Wide diversity in career opportunities

The water and wastewater industry offers vast opportunities in engineering, operations, finance, public affairs, human resources, administration, and information technology.

Approximately 4,500 professionals serve the San Diego region in water and wastewater careers. More than 1,400 of those workers are expected to reach retirement age within the next five years. Water and wastewater treatment plant operators in California earn an annual mean wage of more than $77,890 in 2022, according to the U.S. Bureau of Labor Statistics. California is one of the states with the greatest employment opportunities in this career field.

2024 Women in Water Conference Fosters Workforce Diversity

Registration is now open for the 2024 Women in Water Symposium. The event returns for its seventh year with a full-day event on Thursday, March 21, 2024, at Cuyamaca College.

While open to all participants, the full-day, in-person program theme is “Empowering The Next Generation of Women.” It offers valuable opportunities for networking, education, and career growth. The program combines insightful panel discussions with dynamic speaker sessions.

The conference is designed to help participants develop new skills, connect with their industry colleagues, and make meaningful strides in their careers.

“Our Women in Water Symposium brings together exceptional women from all areas of the water industry, along with talented women in training and those interested in water industry career opportunities,” said event chairperson Maria Rose, a management analyst with the San Diego County Water Authority.

“This annual symposium offers an unparalleled opportunity to listen and learn from your peers and leaders across San Diego County.”

The water and wastewater industry offers vast opportunities in engineering, operations, finance, public affairs, human resources, administration, and information technology.

Since 2017, the Water Authority’s “Faces of the Water Industry” campaign has highlighted nearly 200 employees in San Diego County across multiple water agencies and job types.

The informational campaign is designed to introduce the wide variety of career opportunities available at all skill levels with an emphasis on welcoming a wide-ranging talent pool of candidates, including women.

Applications Open for Spring 2024 Citizens Water Academy 

The San Diego County Water Authority is accepting applications for the Spring 2024 Citizens Water Academy class. In three class sessions, participants will learn firsthand about critical water issues affecting the region and go behind the scenes with water planners, managers, engineers, and other staff to gain a deeper understanding of the Water Authority’s life-sustaining mission.

The application period is open from January 29 to March 1, with the class taking place in mid-May. Participants must attend all three sessions to graduate. Applications are available on the Water Authority website 

Spring 2024 Schedule: 

Session 1 – Wednesday lunch hour, May 15 via Zoom. Welcome and overview by Water Authority General Manager Dan Denham.  

Session 2 – Thursday evening, May 16. Dinner, presentations, and activities. Topic: planning for a water-resilient future.  

Session 3 – Saturday, May 18, half day. Breakfast and lunch, and behind-the-scenes tours of the Water Authority’s Control Room, Emergency Operations Center, and Olivenhain Dam and Pump Station. 

Building A Network of Water Industry Ambassadors 

Since the Citizens Water Academy was launched in 2015, nearly 800 civic leaders have participated and become water knowledge ambassadors. The Water Academy is geared toward civic and business leaders. Class participants come from a wide range of backgrounds and professions. They include civic and business leaders as well as elected official representatives from across the region.  

“It’s easy to take our safe, reliable supply of water for granted,” said General Manager Dan Denham. “We turn on the faucet and there’s the water, ready to be transformed into our morning cup of coffee. But how that water gets from point A to point B requires an astounding work of engineering and strategic planning. The Water Academy is all about connecting our community to this intricate world.”

Award-Winning Program 

The Citizens Water Academy launched in Fall 2014 and was honored with the Silver Bernays Mark of Excellence Award from the San Diego/Imperial Counties Chapter of the Public Relations Society of America in 2015. 

Graduates give the program top reviews, with 99% of participants saying they would recommend the Water Academy to a colleague and nearly 50% of graduates participating in the Water Authority’s alumni network.

Water Authority Recognized For Leadership In Training Industry Professionals

The California Water Environment Association (CWEA) and the California-Nevada Section of the American Water Works Association (CA-NV AWWA) recognized the San Diego County Water Authority’s leadership and support of setting training standards and establishing training programs for water and wastewater industry professionals.

Chuck Greely, president of CWEA, and Sue Mosburg, executive director of CA-NV-AWWA, presented the Advanced Water Treatment Champion award at the November Board of Directors meeting.

“Your involvement from the very beginning of the Advanced Water Treatment Operator Certification program has allowed CWAA and California-Nevada AWWA to train and certify hundreds of California’s best operators, ensuring they have the knowledge and skills to produce the cleanest water possible,” said Greely.

“Thank you for what you’ve done in California. Thank you for bringing the water operator professional to the next level,” added Mosburg.

To date, 60 water industry professionals have completed the AWTO training and received certification.

Training Opens Career Opportunities In Water Reuse Field

Prompted by calls in 2014 from water utilities, water professionals and the California State Water Board, a diverse set of stakeholders and experts including the Water Authority contributed their perspectives on the development of the certification. They were supported by CWEA and CA-NV AWWA staff and experts in exam development. Observers from the California State Water Board participated throughout.

Over 100 volunteers from CA-NV AWWA and CWEA were involved in planning, subject matter expert workshops, exam development, marketing and administering the new program. After four years, the Advanced Water Treatment Operator™ (AWTO®) certification was launched in 2020.

The Future of Water is Now

AWTO certification allows water and wastewater operators to demonstrate their advanced knowledge and qualify for new career opportunities at high-tech water reuse facilities. As California and Nevada expand water reuse, AWT operators are expected to be in high demand. There are currently 11 advanced water treatment facilities permitted and operating in California. Seven more are currently awaiting approval in the State of California’s permitting process.

Water and wastewater operators can get ready for these new career opportunities by getting AWTO certified today.

“As more potable reuse facilities start up in San Diego and across the state, this is a watershed moment in California history. We are securing water supplies for generations to come,” said Greely.

“We are well into the next decade of water and wastewater operations, and everyone in our industry plays an important role leading the way toward sustainability,” said Mosburg. “We are building the future now. We need this new supply and a new way of thinking about water before the next drought hits.”

Students Recognized For Conservation Art, Scholarship Excellence by Vallecitos Water District

The Vallecitos Water District Board of Directors recognized students from district area schools for their excellence in the classroom in two separate contests: poster art for fourth graders and an essay competition for scholarships.

Students who compete for a scholarship must complete an essay and provide a personal statement related to their background and/or goals. The annual contest is open to students living or attending schools within the Vallecitos Water District service area and is intended to increase the knowledge and awareness of water-related issues affecting the region.

Six students were selected to receive $1,000 college scholarship: Phlavia Oyrem, La Jolla High School, who plans to attend Palomar College; Brook Sannella, San Marcos High School, who plans to attend UCSD; Daniel Baza, Evan Fox, and Caitlyn Hansen, who all attend Palomar College; and Julianna Stipica-Kelecic, who attends Cal State San Marcos and Palomar College.

Baza, Fox, Hansen, and Oyrem all plan to pursue water studies and water industry careers. Fox completed a Spring 2023 Internship with Vallecitos Water District while attending Palomar College.

Oyrem was selected as the Fall 2023 Intern with Vallecitos when she attends Palomar this fall.

Love Water, Save Water

In addition, three fourth-grade students from the local community were named winners of the district’s annual student poster art contest. The poster contest, which focuses on students in the fourth grade, is designed to promote understanding of water issues in elementary schools.

This year’s theme was “Love Water, Save Water.”  The three winning posters were selected from all entries based on their depiction of the theme, artwork, originality, and poster design. The winning posters will appear in the 2024 Water Awareness Calendar, available for free at the district’s office starting in December 2023.

Vallecitos WD Employee Ed Pedrazzi Recognized for Leadership

Vallecitos Water District Operations and Maintenance Manager Ed Pedrazzi is the ACWA 2023 “Excellence in Water Leadership” award winner. Pedrazzi received his career honor at the Association of California Water Agencies annual conference on May 9.

The award recognizes individuals who have “made a remarkable and visible contribution to the enhancement, protection, or development of water resources in California,” according to ACWA.

Pedrazzi was nominated by his peers for his efforts toward improving operations and safety at the Vallecitos Water District as well as his dedication to public service.

Pedrazzi: ‘Vallecitos is more than just a job to me’

“When I started here we were a very small district,” said Pedrazzi. “There were only about 50 employees. We’re over 100 employees now. We serve 96,000 customers over 40 square miles. To me, it’s a fantastic place to work. I love it, love coming to work every day. Vallecitos is more than just a job to me. It’s a career and it’s a family.”

Protecting public health and preserving water resources

Pedrazzi has worked for the Vallecitos Water District 34 years. In his current role, Pedrazzi manages six operations departments. He began in 1989 on a construction crew, transferring a year later to the Water Systems Operations department. He quickly worked his way up through the department and was promoted to his current position as Operations and Maintenance Manager in 2014.

Pedrazzi’s career in public service is devoted to protecting public health by working toward the best and safest water quality possible. He is also responsible for the operations of the wastewater system, striving to protect the public from any harmful wastewater discharges or leaks.

“The entire District has always taken water quality as job one. Everything that we do is to protect the public,” said Pedrazzi.

He and his team work diligently to track the District’s water usage and devise ways to stop water loss. Recently, Pedrazzi worked with a contractor to perform water main flushing services to minimize water loss via storm drains.

Infrastructure and asset management

Pedrazzi addresses the District’s infrastructure needs by increasing maintenance where it is needed and developing the District’s Asset Management Program with the Engineering Department.

Pedrazzi researched sonic technology to address algae issues at both the Mahr Reservoir and South Lake Reservoir. By implementing this solution, Pedrazzi improved water quality and protected the environment and nearby wildlife habitat. The District has been honored with national and state awards for Pedrazzi’s innovative approach.

Pedrazzi Leads Safety Training and Response

Pedrazzi plays a key role in the District’s safety training and emergency response. He serves on the District’s Hazardous Materials team and can be called on as an incident commander to run the District’s Emergency Operations Center during large-scale incidents such as wildfires. Pedrazzi has played a role in every major emergency operation at the District since 1989.

Training next generation of water industry pros

Pedrazzi also devoted his time to training the next generation of water and wastewater professionals. He taught courses at Palomar College, serving as program coordinator for 15 years. He is active with the California-Nevada Section of the American Water Works Association, and task forces including the North County Operating Heads Group, the Water Agency Emergency Collaborative and the San Diego Regional Internship Program, where he is a founding member.

He assists other staff with school and public tours of District facilities and had the opportunity to educate exchange students from Iraq about water conservation in California.

In conjunction with the award, Pedrazzi received a grant of $5,000 to donate to a nonprofit organization. Pedrazzi selected the California Farm Water Coalition, whose mission is to inform the public about agricultural water use and advocate for environmental safety.

Pedrazzi comes from an agricultural family as his father operated a farm in Salinas, California. The family’s farm currently grows strawberries after previously farming small white beans and alfalfa hay.

ACWA is the largest statewide coalition of public water agencies in the country. Its more than 460 public agency members collectively are responsible for 90% of the water delivered to cities, farms, and businesses in California. Its mission is to provide comprehensive leadership, advocacy, and resources for California public water agencies to ensure a high-quality and reliable water supply in an environmentally sustainable and fiscally responsible manner.

Diversity, Inclusion Key Themes at Women in Water Symposium

San Diego County Water Authority General Manager Sandra L. Kerl delivered an inspiring keynote address at the 2023 Women in Water Symposium at Cuyamaca College. The conference was not held at the college in 2021 or 2022 due to the coronavirus pandemic. And Kerl’s address focused on the sixth annual conference theme, “Building Resilience In Post-Pandemic Times.”

At the March 29 symposium, Kerl shared insights and lessons from leading the Water Authority during the coronavirus pandemic. One lesson was learning how to do business in a different way while still meeting the Water Authority’s essential mission.

“We need talent, knowledge, and fresh ideas from a wide range of people with a wide range of perspectives and life experiences and that is how we navigate a volatile, uncertain, complex, and ambiguous world,” said Kerl.

Conference organizers planned this year’s conference program to help attendees realign their focus following several years of unprecedented challenges. The goal is to give attendees tools and insights to help them navigate the new normal in the industry through both programming and career networking opportunities.

Diversity and resilience

Today, said Kerl, new norms and a changing work culture remain. Among the benefits are an increased sense of collaboration, a recognition of the importance of human connection, and the importance of workforce diversity, equity, and inclusion. Kerl noted that resilient teams are diverse teams.

The Water Authority began efforts to survey its workforce before the pandemic. Rather than stalling the effort, it accelerated the work process.

“We had the opportunity to have conversations with people across the organization to work on those issues. From my standpoint, to be able to accomplish this work now and in the future, we need a diverse workforce. We need everybody coming to the workplace with their full selves. We need to empower our employees to reach their potential, whatever that may be,” said Kerl, drawing appreciative applause from the audience.

Kerl said she was drawn to a career in water because it allowed her to make the most meaningful impact on her community. “To me, there’s really no higher mission than being responsible for delivering critical, life-affirming water for our families and businesses,” she said.

She encouraged women to pursue water industry jobs at all levels, from engineering to management. The Brookings Institution, a nonprofit think tank, reports that in the United States, women currently represent only 15% of the water workforce.

Water industry opportunities

“We’ve all faced a lot of uncertainty through the pandemic, but that has helped each of us develop resilience in big ways and small…. and now we can leverage that by courageously moving into uncharted territories – whether that’s a new project, a new position, or even a new career in the water industry,” added Kerl.

Kerl says thankfully it’s changing. Forty percent of the Water Authority’s workforce are women, and more than half its department heads. It takes raising awareness about opportunities in the industry.

“As we raise awareness about opportunities in our industry, through this forum and others, we can attract more women to the rewarding work we do,” said Kerl. “I view this Symposium as the next step in nurturing a new generation of water professionals.”

Work for Water

The water and wastewater industry offers vast opportunities in engineering, operations, finance, public affairs, human resources, administration, and information technology.

Approximately 4,500 professionals serve the San Diego region in water and wastewater careers. More than 1,400 of those workers are expected to reach retirement age within the next five years. Water and wastewater treatment plant operators in California earn an annual mean wage of more than $74,590, according to the U.S. Bureau of Labor Statistics.

Women in Water Conference Fosters Workforce Diversity

San Diego County Water Authority General Manager Sandra Kerl is the keynote speaker at the 2023 Women in Water Conference at Cuyamaca College Wednesday, March 29. This year’s theme is “Building Resilience In Post-Pandemic Times.” Kerl’s remarks will focus on the conference theme of building career resilience in a new post-pandemic work environment.

The conference starts at 11 a.m. followed by a reception and professional networking at The Water Conservation Garden from 5 to 7 p.m.

Conference topics include interview tips; advocating for needs in the workplace; working with diverse teams of differing personalities; and becoming a leader of influence and change. Participants can have a professional headshot taken at the start of the conference and visit exhibit booths featuring organizations from the industry.

This year’s conference is designed to help attendees realign their focus following several years of unprecedented challenges. The goal is to provide the tools and insights to help them navigate the new normal in the industry through both programming and career networking opportunities.

The conference opens with a panel discussion about career opportunities for women in the water and wastewater industry.

Each of the afternoon’s breakout sessions offers three specific career level tracks to address needs at each level: entry level for individuals new to water industry careers; people looking for career advancement; and established professionals interested in honing their leadership skills and advocating for workforce diversity.

The water and wastewater industry offers vast opportunities in engineering, operations, finance, public affairs, human resources, administration, and information technology.

Since 2017, the Water Authority’s “Faces of the Water Industry” campaign has highlighted nearly 200 employees in San Diego County across multiple water agencies and job types.

The informational campaign is designed to introduce the wide variety of career opportunities available at all skill levels with an emphasis on welcoming a wide-ranging talent pool of candidates including women.
