New California Law Bolsters Groundwater Recharge as Strategic Defense Against Climate Change

A new but little-known change in California law designating aquifers as “natural infrastructure” promises to unleash a flood of public funding for projects that increase the state’s supply of groundwater.

The change is buried in a sweeping state budget-related law, enacted in July, that also makes it easier for property owners and water managers to divert floodwater for storage underground.

The obscure, seemingly inconsequential classification of aquifers could have a far-reaching effect in California where restoring depleted aquifers has become a strategic defense against climate change — an insurance against more frequent droughts and more variable precipitation. The state leans heavily on aquifers, drawing about 40% of its water supply from the ground during an average water year and up to 60% during dry years.

More than $1 billion in state funds could become available to a wide range of projects that replenish groundwater, including flood control improvements and wetlands restoration, according to the Planning and Conservation League and the conservation nonprofit River Partners, which pushed for the designation.

“There’s no question this is a critical step,” said Judy Corbett, a board member of the league. “We’re not talking about [funding] one thing at a time anymore — flood control or recharge or improving wetlands — but now everything.”

The new law also positions local water managers and nonprofit groups to potentially tap Proposition 1 funds – a 2014 statewide bond that dedicated $7.5 billion for water projects – and a sweeping climate resilience bond that Gov. Gavin Newsom and lawmakers are planning for the 2024 statewide ballot.

In the world of environmental policymaking, “natural infrastructure” refers to natural landscape features that provide concrete benefits to the public and to wildlife. Wetlands and floodplains, for example, can slow and retain water to reduce flooding while filtering pollutants and providing habitat for fish and water birds.

In a new push to stop further depletion of California’s shrinking aquifers, state regulators are turning to technology once used to count Soviet missile silos during the Cold War: satellites.

Historically, California’s farmers could pump as much as they wanted from their wells. But as a consequence of that unrestricted use, the underground water table has sunk by hundreds of feet in some areas, and the state is now trying to stabilize those aquifers.

Pure Water Oceanside Installing New Pipelines and Drilling Wells

Pure Water Oceanside is installing new pipelines and drilling wells as the recycled water project continues on track for completion in 2022. Residents are kept up to date on construction impacts to streets and other infrastructure through several outreach efforts including an interactive construction map, detailed online schedule, regular newsletters, and virtual open house presentations live on the City of Oceanside’s YouTube channel, offering residents the opportunity to ask questions.

“We understand living and commuting near a construction site is not easy,” said Cari Dale, water utilities director for the City of Oceanside. “Everyone involved with the project is thankful to those residents and business owners who live and work in the construction zone for their patience and cooperation. It is crucial to the successful on-time completion of this vital infrastructure project.”

Pipeline installation is now taking place at North River Road and the Douglas Drive intersection, and moving towards Pala. Lane closures on Douglas Drive allow access to the businesses through the entrance on North River Road.

In addition, pipeline installation on Pala Road is now underway. The road will remain open both ways but will require lane closures.

Well construction, which includes injection and monitoring wells, requires closing a section of Coco Palms Drive (south of Cherrystone Street), which will reduce construction time and impacts to nearby residents. Well drilling will continue 24 hours a day, seven days a week for approximately three weeks until early 2021. During this time, 16-foot sound walls have been installed around the drilling site to direct sound waves up into the atmosphere and away from residents. Night construction lighting will also be mitigated by the sound walls.

After drilling is complete, additional work will be conducted for testing and to install well infrastructure. The post-drilling work will take place weekdays during business hours and occasional Saturdays.

Access to the popular River Bike Trail path is still accessible on the west side of Douglas Drive. Riders are asked to cross safely at the marked crosswalk at Pala Road and Douglas Drive to access the trail and avoid construction equipment.

Construction for the entire project is expected to be complete in 2022. While most construction will take place during regular weekday business hours, some critical pipeline construction elements will require temporary extended work hours and occasional Saturdays to complete the project on time.
