Pure Water San Diego Projects Underway After Receiving Milestone Permit

Pre-construction activities at the North City Water Reclamation Plant and the future Pure Water Facility are underway as part of Phase 1 of the Pure Water San Diego program. More than 80,000 cubic yards of soil have been moved to date during initial site work, the equivalent of approximately 25 Olympic sized swimming pools.

Last month, the San Diego Regional Water Quality Control Board adopted an order granting a National Pollutant Discharge Elimination System, or NPDES permit, to the City of San Diego to add purified water to the Miramar Reservoir for Phase 1 of  Pure Water San Diego. The approval is a major milestone for the program.

NPDES permits contain discharge limits, monitoring and reporting requirements, and other provisions to ensure water quality and public health. The NPDES permit issued to the City is the first for a reservoir augmentation project in the state of California.

By implementing Phase 1, the City will be able to produce and store 30 million gallons per day of local water supplies and decrease its reliance on imported water.

Phase 1 includes a series of pipelines and facilities to convey purified water to Miramar Reservoir. Adding the purified water to Miramar Reservoir will increase the reservoir’s beneficial use and optimize protection of water quality. The purified water will blend with the City’s imported sources and be treated again at the Miramar Water Treatment Plant and distributed to the public.

The purified water distribution area will include the portion of the City of San Diego that receives potable water from the Miramar Water Treatment Plant in addition to the City of Del Mar.

Phase 1 of Pure Water San Diego includes several projects: the Morena Pump Station and Pipelines, the North City Water Reclamation Plant Expansion, the North City Pure Water Facility, and the North City Pure Water Pump Station and Pipeline.

Water Recycling Project to Expand San Diego Region’s Local Supply

A water recycling project that will purify treated wastewater into drinking water for East San Diego County is moving toward its completion date after the Helix Water District Board of Directors authorized the signing of water purchase agreements.

The East County Advanced Water Purification Project is a collaborative, regional effort to diversify the district’s water portfolio and provide a drought-proof supply. The  water reuse project will further enhance reliability by purifying treated wastewater using Lake Jennings and other facilities.

The Helix Water District Board of Directors authorized its General Manager to sign water purchase agreements for the East County Advanced Water Purification Project at a special meeting on May 27.

The $681 million project, led by the East County AWP Joint Powers Authority, will recycle daily wastewater flows from Santee, El Cajon, Lakeside, Winter Gardens and Alpine. Treated water will undergo membrane filtration, reverse osmosis and advanced oxidation to produce water that is near-distilled in quality.

The purified water will be piped into Helix’s Lake Jennings before undergoing additional processing at the district’s R.M. Levy Water Treatment Plant and then distributed as safe, clean drinking water.

“I’m looking forward to the development of this project and I believe it’s an investment that strengthens our district’s water supply reliability and security,” said Helix Water District Board President Mark Gracyk. “This is a great example of what can be accomplished by working with our neighboring agencies.”

Water reuse will reduce dependence on imported water

East County AWP project water will reduce east San Diego County’s dependence on imported water by almost 30% once full operations begin in 2026. The project will create a local supply for the East County at about the same cost as what Helix pays now for imported water, according to the Helix Water District.

San Diego County water agencies, including Helix, Padre Dam, and the cities of San Diego and Oceanside, are developing or expanding water recycling projects. Diversifying local supply sources remains a priority for the San Diego County Water Authority. Imported sources, including water from the Colorado River and State Water Project, can be cutback during times of drought.

“The project was conceived by JPA members as a way to reduce rising wastewater costs for their customers,” said Helix Water District General Manager Carlos Lugo. “For Helix to participate, the project had to make financial sense for our ratepayers as well. By expanding our local supply, the East County AWP project water will help ensure that we are better able to navigate future droughts.”

The 30-year purchase agreements establish the cost and quantity of water that Helix will purchase from the East County AWP JPA under the proposed project.

Helix and the JPA members – Padre Dam Municipal Water District, San Diego County Sanitation District and the City of El Cajon – have been working together to evaluate the ECAWP plan since 2014. Each JPA member has until 2021 to make a final decision on the feasibility of the project and participation.

Helix has invested $850,000 and significant board and staff resources to study the feasibility of the project, including a tracer study with Scripps Institution of Oceanography to learn how water moves and mixes in Lake Jennings.

“We are committed to exploring sustainable projects that benefit our customers,” said Gracyk. “The ECAWP project will be a great complement to our other ongoing investments in regional water supply projects, such as the Carlsbad Desalination Plant, to ensure we have enough water to meet demand.”

San Diego Region on Track to Receive $15 Million for Water Projects

Several regional water supply projects in San Diego County are on track to receive a total of more than $15 million from the California Department of Water Resources, pending a final decision on the grants this summer.

Money for the projects has been recommended by DWR, which will make the awards after a public comment period.

In San Diego County, the grant funds would support local agencies to advance conservation, environmental enhancements, water purification and other initiatives.

Funding for regional water projects

The San Diego County Water Authority submitted the funding request on behalf of the San Diego Integrated Regional Water Management Region, or IRWM. The San Diego IRWM Program began in 2005 as an effort by water retailers, wastewater agencies, stormwater and flood managers, watershed groups, the business community, tribes, agriculture, and nonprofit stakeholders to improve water resources planning in the region.

“The IRWM funding will provide much-needed funding over the next several years to implement a variety of local water supply projects, water use efficiency measures, along with a disadvantaged community project in the City of National City,” said Water Authority General Manager Sandra L. Kerl.

Kerl cited the “extraordinary effort” by the San Diego IRWM Regional Water Management Group and the Regional Advisory Committee for their work over the past year to make the $15,336,000 grant possible.

The statewide IRWM Program is supported by bond funding provided by the DWR to fund competitive grants for projects that improve water resources management.

Enhancing water stewardship

On November 4, 2014, California voters approved Proposition 1, the Water Quality, Supply, and Infrastructure Improvement Act of 2014.

Proposition 1 authorized $510 million in IRWM funding. Funds are allocated to 12 hydrologic region-based funding areas, including the San Diego Region.

The Proposition 1 IRWM Grant Program, administered by DWR, provides funding for projects that help meet the long-term water needs of the state, including:

  • Assisting water infrastructure systems adapt to climate change;
  • Providing incentives throughout each watershed to collaborate in managing the region’s water resources and setting regional priorities for water infrastructure; and
  • Improving regional water self-reliance, while reducing reliance on Sacramento-San Joaquin Delta.

COVID-19: Water Use When We Stay Home

Now that most of us are at home more, you may be wondering “how much more water am I using?” The good news is, it’s probably less than you think. This is because the activities that use the most water  – such as outdoor irrigation, showering and doing laundry – happen at the same weekly frequency regardless if you and the family are spending your days at home or not.

Your water use will increase only slightly

Unlike our use of electricity, which we use continuously as we light our rooms, run our computers or stream shows, our use of water is more intermittent. This means that although we are home the entire time, using water may be limited to bathroom visits, washing our hands, cleaning dishes or doing laundry. This is good news for your water bill.

What about all the handwashing?

Surprisingly, washing your hands for the recommended 20 seconds does not use that much water. If you have faucet aerators or a newer faucet, each 20-second hand wash with the water running uses less than half of a gallon. Even still, faucets are responsible for 18% of the typical indoor water consumption. It takes 24 extra handwashing events per day over a 60 day billing cycle to increase your bill by one unit, which equals 748 gallons and costs you $4.98. You can use less water if you shut the faucet off while you soap up your hands, but you don’t have to. Public health is more important than water conservation. Wash your hands and stay safe.

What about additional toilet flushing?

Since you are at home and not at work, you are flushing your toilets more, this is where you may see a slight increase in your indoor use. After all, toilets make up an average of 20% of the typical indoor water consumption. The good news – it takes a lot of flushes to really increase your bill.  The most common toilets in everyone’s homes use 1.6 gallons per flush, while newer toilets use 1.1 gallons per flush or less. It will take 467 flushes of al 1.6 gallon per flush toilet to use one unit of water. Note that older toilets can use 4-6 gallons per flush, and that changes the picture dramatically.

Do not flush ‘flushable’ wipes

It’s also important to note that you should not use your toilet as a garbage can. Do not flush “flushable” wipes, paper towels or disinfecting wipes down the toilet. These items wreak havoc on sewer systems. The last thing any of us need at this time is a backed up sewer.

What about the dishes from extra cooking and snacking?

You may be creating more dishes due to extra cooking and snacking, but fortunately, dishwashing does not use much water either. If you want to use less water, use the dishwasher. Dishwashers recirculate water and are highly efficient, only using 4-5 gallons per load.

Showering and laundry at home

The good news is that even though you and your family are home all day, you’re most likely not showering any more than you typically would. Showers are a larger portion of our indoor consumption, around 21 percent. The same is true for your laundry, which can be around 22 percent of indoor water use. But, not dressing for work each day may reduce your weekly laundry, offsetting increased us of water for other needs.

Our home’s ‘other half’

The big piece that is missing is what we use on our landscapes, and thankfully, this should not change. Outdoor watering is responsible for half of Helix Water District customers’ total use. So, while we may be concerned that being home will increase our indoor use, the largest potential for savings is still outdoors. An irrigation controller has more to do with the typical home’s water consumption than our indoor behaviors. If you have not been outside lately, the soil is still wet and most of us can leave our irrigation controllers in the off position for the time being.

Community Thanks Desalination Plant Workers For Sacrifice

Expressions of gratitude and support have poured in from a grateful community to the ten volunteers sheltering in place at the Claude “Bud” Lewis Carlsbad Desalination Plant in San Diego County. As people learned about their effort to maintain plant operations and keep the water flowing during the COVID-19 pandemic, residents responded by expressing their heartful thanks through messages, photos and artwork.

“The desal plant employees were overwhelmed with the community support they have received,” said Jessica Jones, Poseidon Water director of communications. “They read and enjoyed every message, photo, and drawing.  The support was just the boost in morale that they needed to finish out their 21-days onsite.”

The on-site crew has sustained plant operations and maintenance since March 19 to ensure continued production of high-quality drinking water, in compliance with all state and federal drinking water standards.

Another group of employees stands ready to relieve the ten workers later this week when their 21-day commitment ends.

The San Diego County Water Authority purchases up to 56,000 acre-feet of water from the Carlsbad plant per year – enough to serve approximately 400,000 people annually. The plant is a major component of the Water Authority’s multi-decade strategy to diversify the county’s water supply portfolio and minimize vulnerability to drought or other water supply emergencies.

COVID-19: Water Associations Reassure Public Tap Water Safe to Drink

As the global COVID-19 outbreak continues to develop and reports of bottled water shortages make headlines, the National Association of Water Companies, the American Water Works Association and the Association of Metropolitan Water Agencies recently issued a joint statement about the quality of tap water in North America.

According to the U.S. Environmental Protection Agency, America’s drinking water supplies remain a safe and affordable way to access the water needed for drinking, cooking and maintaining personal hygiene during the COVID-19 outbreak.

COVID-19 is not present in drinking water supplies

Americans and Canadians can and should continue to use and drink water from their tap as usual as COVID-19 is not present in drinking water supplies. Disinfection processes like those practiced by water systems across the North America provide protection that includes filtration and disinfection of our surface water supplies and disinfection of our ground water sources. These treatments are effective in removing and/or inactivating viruses.

Efforts by some to profiteer off of bottled water shortages are inexcusable, but drinking water consumers can avoid being taken advantage of by simply using the water that is available in their homes from the tap.

“America’s water companies share a deep understanding of the importance of the reliability of quality water and wastewater services in our daily lives and during a public health crisis and are committed to taking steps to help ensure our water systems are functioning both reliably and safely,” says NAWC President and CEO Robert Powleson.

COVID-19 response efforts by water providers protect public health

The municipalities and private companies that make up the 51,000 community water systems across the U.S. are taking measures to help protect their workforce so they can continue to keep the water flowing during the COVID-19 pandemic.

This means limiting home repair visits and directing customers to pay bills online instead of coming into their water providers’ offices. Because of the outbreak and the need for access to clean water in order to promote personal hygiene and overall public health, many systems across the United States are suspending shutoffs for nonpayments. If you are facing financial difficulty and cannot afford to pay your water bill at this time, please be in direct contact with your water provider.

“Water utilities throughout the United States and Canada are prepared to protect public health in normal conditions and in emergencies, and they are committed to keeping safe water flowing, 24/7,” says AWWA CEO David LaFrance. “During times like these, safe and reliable water service is essential for drinking and food preparation, hand-washing and carrying away waste.”

As COVID-19 response efforts evolve to meet the needs of the American and Canadian people, the member organizations represented by NAWC, AWWA and AMWA will continue to support the water systems by offering all of the water profession’s expertise and resources at their disposal. The agencies added that they’re confident in their ability to serve communities across the country with the highest level of efficiency, empathy and professionalism.

“These are challenging times for our nation, but despite the many uncertainties regarding COVID-19, Americans should take comfort in the fact that the virus does not spread through drinking water supplies. The nation’s water systems remain committed to the uninterrupted delivery of clean and safe drinking water for the duration of this crisis,” says AMWA CEO Diane VanDe Hei.

Projects Create Wetlands, Improve Water Quality in San Diego Region

Since 2005, the San Diego Integrated Regional Water Management Program has supported and funded water conservation, water quality and resource projects throughout San Diego County.

Program partners, including staff of the San Diego County Water Authority and its 24 member agencies, the California Department of Water Resources, and regional water industry leaders, met at the Water Conservation Garden at Cuyamaca College Monday to celebrate 15 years of achievements.

The program facilitates collaboration on water resources planning and projects in the region by water retailers, wastewater agencies, stormwater and flood managers, watershed groups, the business community, tribes, agriculture, and nonprofit stakeholders.

Collaboration improves regional water quality

Projects supported and funded by the program, or IRWM, have increased long-term water supply reliability, improved water quality, created wetlands and increased local water supply sources. Funding for the IRWM projects is provided from several propositions approved by voters and administered through the California DWR.

“Since it started, the Water Authority has been a strong supporter of the IRWM, partnering with the City and County of San Diego to develop the program,” said Water Authority General Manager Sandra L. Kerl, in a keynote address at the Monday meeting. “Bringing diverse stakeholders together through collaboration funds water reliability projects throughout the San Diego region.”

The collaboration has resulted in improved water supply reliability through the successful funding of conservation, water reuse, and other supply projects throughout the region, she said.

Another benefit of collaborating through the program is it brings traditionally underrepresented communities to the table to have projects funded.

Environmental health and safety, open space

The San Diego IRWM program has helped fund 25 projects in disadvantaged and underrepresented communities supporting the improvement of water reliability and water reliability in all parts of the region.

A project in Encanto to improve Chollas Creek was funded under the IRWM Program and sponsored by the Jacobs Center for Neighborhood Innovations Project.

The restoration of Chollas Creek was intended to improve environmental health and safety, surface water quality, and availability of green open space for Encanto, a disadvantaged urban community in San Diego.

Wetlands, educational opportunities

Another project funded under the IRWM program, created wetlands to improve water quality at the San Diego Wild Animal Park. The biofiltration wetland project, sponsored by the San Diego Zoo Global, has also served to educate thousands of students, teachers, and park visitors through various programs.

The IRWM continues to identify opportunities to fund projects to bring multiple benefits to the region.

The program is included in California’s draft Water Resilience Portfolio, released in January. Three state agencies created the portfolio, which proposes recommended actions to help California cope with more extreme droughts and floods, rising temperatures, declining fish populations, aging infrastructure and other challenges.

Several state officials visited San Diego County on July 18, 2019 to assess the region’s water projects as part of their role in developing a water portfolio strategy for the state.

California’s Winter: Wet Times, Dry Times and Water Supplies

After a wet and snowy start, California’s winter has gone bust. The 2019-2020 water year started off with robust precipitation after a series of storms in November and early December 2019.

But the new year has not been as bountiful. Dry conditions in January and February added little to the Sierra Nevada snowpack.

Drought-resilient water supplies through diversification

Due to California’s climatological variability, including periods of drought, the Water Authority and its 24 member agencies have diversified water supply sources. Those successful efforts ensure supply reliability for the region’s 3.3 million residents and its $245 billion regional economy.

“Based on current supply levels, the Water Authority and its 24 member agencies will meet anticipated demands through a combination of drought-resilient local and regional water resources,” said Goldy Herbon, Water Authority senior water resources specialist.

Water supplies will meet demand

Herbon said the Claude “Bud” Lewis Carlsbad Desalination Plant, conserved agricultural water transfers, savings from canal lining projects and continued water-use efficiency measures are among the reasons the region’s water supply will meet demand.

The multi-decade water supply diversification plan, along with major infrastructure improvements and forward-thinking policies, also promote fiscal and environmental responsibility.

Dry times in Northern California

While rainfall totals have been closer to average in most of Northern California, downtown Sacramento and downtown San Francisco did not receive any precipitation in February, according to the National Weather Service. The last time San Francisco saw a dry February was in 1864, according to the NWS.

Southern California is faring better, with rainfall at 125% of the historical average at Lindbergh Field in San Diego.

Most major California reservoirs are at or above the historical averages for late-February.

The state’s largest six reservoirs currently hold between 92% (Oroville) and 132% (Melones) of their historical averages for February 26. Lake Shasta, California’s largest surface reservoir, is 107% of its historical average and sits at 78% of capacity, according to the California Department of Water Resources.

The Department of Water Resources February 27 conducted the third manual snow survey of 2020 at Phillips Station. The manual survey recorded 29 inches of snow depth and a snow water equivalent of 11.5 inches, which is 47% of the March average for this location, according to a DWR news release. The snow water equivalent measures the amount of water contained in the snowpack, which provides a more accurate forecast of spring runoff.

“Right now, 2020 is on track to be a below-average year but we could still see large storms in March and April that will improve the current snowpack,” said Sean de Guzman, chief of DWR’s Snow Surveys and Water Supply Forecasting Section. “While periods of dry conditions are expected in California, climate change has made them more unpredictable and extreme which is why we must always use the water we have wisely.”

First Advanced Water Purification Facility in San Diego County is On the Map

City of Oceanside officials and regional water industry leaders gathered today to break ground on Pure Water Oceanside, the first advanced water purification facility in San Diego County. The $67 million project – scheduled to be completed in 2021 – will purify recycled water sourced from the San Luis Rey Water Reclamation Facility.

“Today, we put Pure Water Oceanside on the map and are one step closer to achieving the goal of greater water-independence for our city, residents and businesses,” said Cari Dale, Oceanside’s water utilities director. “This future-focused project will provide multiple benefits by reusing our water resources to their full potential.”

Reducing dependence on imported supplies

The local project will reduce Oceanside’s dependence on imported water by more than 30%. The purification process is inspired by the natural water cycle and reduces the amount of recycled water discharged into the ocean.

The project is partially funded by the Local Resources Program through the San Diego County Water Authority and Metropolitan Water District of Southern California.

“The tremendous conservation focus, water infrastructure planning and investment by the Water Authority and its 24 member agencies has put our regional supplies in solid standing,” said Water Authority General Manager Sandra L. Kerl. “The mission of providing reliable water supplies to San Diego County can be likened to a puzzle; there are many pieces that fit together to create an overall solution. Our next increment of supply in the San Diego region is from potable reuse projects.”

Improving local resources in a sustainable way

During today’s ceremony, city leaders and water experts placed a giant Google Maps “location pin” into the ground at the San Luis Rey Water Reclamation Facility, which marked that the new recycled water project is now officially on the map. Guests were invited to take tours of the existing facility to see the location of the new infrastructure and learn how purification technology works.

“Being on the map signifies not only that this project will be an historic landmark, but also a symbolic one that will serve as an example for other cities and agencies that are interested in initiating this type of program,” said Jack Simes, acting area manager at the United States Bureau of Reclamation.

In addition to reducing dependence on imported water supplies, the project will improve groundwater resources and help protect the environment by reducing dependency on imported supplies that can disrupt ecosystems.

“We need to pursue new and innovative solutions to protect our land and water for future generations,” said Congressman Mike Levin, whose district includes coastal North County. “Pure Water’s commitment to providing over 30% of the drinking water in the City of Oceanside in a way that is clean, safe, sustainable and environmentally sound is commendable.”

Technologically advanced water purification process

Pure Water Oceanside will use state-of-the-art water purification technology that replicates and accelerates nature’s natural recycling process.

First microfiltration filters remove bacteria and suspended solids from reclaimed water. Then ultra-fine reverse osmosis filters remove salt, viruses, other bacteria, pharmaceuticals and chemicals. Next, the water is treated with ultraviolet light and advanced oxidation technologies that neutralize any remaining substances.

Minerals are injected back into the water before the water is added to Mission Basin in Oceanside. Water can then be extracted from the aquifer, treated once again at the Mission Basin Groundwater Purification Facility and finally, distributed to residents and businesses.

Water Agencies Team Up to Reduce Potable Water Use

The Olivenhain Municipal Water District and Leucadia Wastewater District are reducing potable water use by switching to recycled water to flush sewer lines in their service areas.

With the recent installation of new equipment by both agencies, recycled water is now available to Leucadia for sewer line maintenance in the Village Park neighborhood in Encinitas and in the La Costa neighborhood in Carlsbad.

Regular flushing is important for gravity-fed sewer line maintenance. The process involves filling a specialized sewer cleaning vehicle, known as a vactor truck, with water and injecting the water into a sewer main. Flushing the pipes in proper working condition extends their lifetime by removing materials such as grease and roots, which can cause clogs and sewage overflows. Once flushed, a pipeline can be inspected and its condition assessed.

Recycled water, not potable water, now used to flush sewer lines

Prior to this project, Leucadia did not have access to recycled water in Olivenhain’s service area, instead filling vactor trucks with potable water. Leucadia identified the opportunity to reduce potable water use and save its ratepayers money, and approached Olivenhain about creating points at which the wastewater district could fill trucks with recycled water. Five locations throughout Encinitas and Carlsbad were selected.

“It’s a pleasure to partner with neighboring agencies for the common good,” said Olivenhain Municipal Water District Board President Ed Sprague stated. “Simple changes such as these add up and help ensure a reliable water supply for future generations.”

Regional partnership conserves drinking water

“Leucadia is excited to continue its regional partnership with the Olivenhain Municipal Water District,” said David Kulchin, Leucadia’s board president. “Using recycled water to clean sewer pipelines not only saves precious potable water supplies but continues our efforts to utilize renewable resources to the maximum extent possible.”

In addition to sewer line flushing, municipal street sweeping vehicles that were previously using potable water will be able to access recycled water thanks to the new connections. In accordance with state regulations governing recycled water use, the vactor trucks and street sweeping vehicles will have separate filling systems for potable and recycled water.

Approximately 14% of Olivenhain’s overall water demand is met with recycled water. Olivenhain produces up to two million gallons per day of recycled water at its 4S Ranch Water Reclamation Facility and supplements additional demand with recycled water purchased from Rancho Santa Fe Community Services District, City of San Diego, Vallecitos Water District, and San Elijo Joint Powers Authority.
