2020 Urban Water Managment Plan

2020 Urban Water Management Plan Underway

An update to the plan for meeting the region’s long-term water needs is under development by the San Diego County Water Authority, in collaboration with its 24 member agencies. Once completed, the Water Authority’s 2020 Urban Water Management Plan will serve as the long-term guide to ensure a reliable water supply that sustains the region’s 3.3 million residents and its $245 billion economy.

The Water Authority Board of Directors’ Water Planning and Environment Committee is holding a special online meeting at 1:30 p.m. on November 12 for an update on the developing plan.

Planning process is “critical” 

Urban water suppliers in California are required to adopt and submit Urban Water Management Plans every five years. The Water Authority’s 2020 plan will include information on multiple subjects, including a baseline demand forecast, water-use efficiency savings, imported and local water supplies, a supply reliability assessment, scenario planning, and a shortage contingency analysis.

The Water Authority started the planning process in January 2019 by coordinating with its 24 member agencies to create a long-range baseline water demand forecast.

“This planning process is a critical part of meeting the long-range water supply needs of the San Diego region for both normal and dry year weather conditions,” said Kelley Gage, director of water resources for the Water Authority. “As San Diego faces increasingly unpredictable climate patterns, new state planning requirements will prepare the Water Authority for rare scenarios to continue to be a reliable and dependable wholesale water supplier to the region.”

Urban Water Management Plan elements

Through careful planning and the implementation of a water portfolio approach, the agency has increased the region’s water supply reliability through diversification and innovation.

A draft of the 2020 plan is expected to be released to the Water Authority Board of Directors and the public in January 2021 for a 60-day public comment period. The Board is expected to consider adoption of the final plan in April 2021. The 2020 plans must be submitted to the state by July 1, 2021.

Basic elements of Urban Water Management Plans include:

  • Assessment of the reliability of water supply sources over a 20-year planning time frame
  • Description of demand management measures and a water shortage contingency plan
  • Discussion of the development of imported and local water supplies

New state planning requirements

The California Urban Water Management Planning Act is a part of the California Water Code and requires urban water suppliers in the state to adopt and submit an updated plan to the state Department of Water Resources every 5 years.

State legislation passed in 2018 established new requirements for urban water management plans, which now must include a water shortage contingency plan and drought risk assessment methodology that compares available water supplies with projected water demands. Under these requirements, water suppliers must now plan for a dry period that lasts for five consecutive years, an increase from the previous requirement of three years.

Urban water suppliers are defined as agencies that provide water for municipal purposes to more than 3,000 customers or supply more than 3,000 acre-feet of water annually. The Water Authority and the majority of its member agencies fit this definition.

Pure Water San Diego Launches Guided Virtual Tour

The City of San Diego’s Pure Water Demonstration Facility public tour is now available as a virtual tour. A new video provides an up-close look at the technology behind the water purification plant. In-person tours are on hold due to the coronavirus pandemic and will resume once it is safe to do so.

Since opening in June 2011, nearly 19,000 people have toured the one-million-gallon-per-day facility in person. Now, the Pure Water Demonstration Facility Virtual Tour takes viewers step-by-step through each of the five treatment processes used to create Pure Water.

Members of the City Pure Water team including wastewater operators, engineers, and water resource specialists explain the equipment and technology. Each is accompanied by graphics and animations showing the inner workings of each barrier. The video also includes drone footage for a bird’s-eye view perspective not previously available to the public.

Phase 1 construction on schedule to begin in early 2021

Construction of Phase 1 of the Pure Water Program is scheduled to begin in early 2021. Phase 1 will include a full-scale, 30-million-gallon-per-day Pure Water Facility that will use the five water purification steps modeled at the Demonstration Facility.

The North City Pure Water Facility will be constructed on a City of San Diego owned parcel east of Interstate 805 and north of Eastgate Mall, across from the existing North City Water Reclamation Plant.

Purified water produced at the completed plant will be delivered to the Miramar Reservoir, blended with the City of San Diego’s imported and local water sources, and treated again at the existing Miramar Drinking Water Treatment Plant. After this process, the water will be distributed to customers. Phase 1 projects are expected to be completed in 2025.

New Agricultural Water Rate Program Benefits San Diego County Growers

The San Diego County Water Authority’s Board of Directors has approved a new and Permanent Special Agricultural Water Rate structure that offers lower water rates to farmers in exchange for lower water supply reliability.

Unlike the current transitional program, the new program will allow new participants to join as a way to strengthen the region’s multibillion-dollar agriculture industry. The program will take effect January 1, 2021, replacing the current program that ends December 31.

Ranking 19th in the nation, San Diego County boasts top crops in nursery, avocados, tomatoes, citrus, poultry, and strawberries, according to the San Diego County Farm Bureau.

Unique program benefits all water users

The Water Authority will be working closely with its 24 member agencies to implement the program for 2021 by providing program details, such as qualifying criteria and the signup process. Participants in the existing transitional program will be allowed to take part in the permanent program on a temporary basis while being screened for eligibility under the new program. Member agencies have six months, through June 30, 2021, to verify eligibility for existing customers for the new program.

“This unique program will benefit all regional water users and the county’s robust agricultural economy,” said Water Authority Board Chair Jim Madaffer. “It helps farmers sustain their operations – and thousands of jobs – while favoring residential and commercial water customers in the event of future water supply reductions.”

Special rates designed to support regional farm economy

Farmers and growers who participate in the Water Authority program will receive a lower level of water service during water shortages or emergencies. That allows the Water Authority to reallocate those supplies to commercial and industrial customers who pay for full reliability benefits. In exchange, participating farmers are exempt from fixed water storage and supply reliability charges.

Under the permanent program in 2021, participants will pay $1,295 per acre-foot for treated water, while municipal and industrial users will pay $1,769 per acre-foot.

San Diego County is unusual among major metropolitan areas in the United States because it includes one of the country’s most valuable and productive farm sectors adjacent to one of the nation’s largest cities.

The region sustains 3.3 million people and a $245 billion economy, thanks to decades of regional investments in water supply reliability projects, including the nation’s largest seawater desalination plant and the biggest conservation-and-transfer agreement in U.S. history.

Permanent special agricultural water rate

The Water Authority has provided lower-cost water to growers in exchange for lower reliability since October 2008, when the Metropolitan Water District of Southern California began phasing out a similar program. Since that time, the transitional Water Authority program continued with a series of extensions that expire at the end of 2020.

In June 2020, the Water Authority Board set calendar year 2021 rates and charges, including a rate category for the new ag program. Future rates will continue to reflect cost-of-service standards and be defined annually as part of the rate-setting process.

The new permanent special ag rate was recommended by the Water Authority’s Fiscal Sustainability Task Force, which is assessing a variety of issues to ensure the agency’s long-term financial health. Regional farming leaders provided input to the task force on the parameters of the new program, which will be reevaluated in five years to assess current and forecasted demands and supplies.

Olivenhain Municipal Water District Recycled Water Expansion Project is Project of the Year

Olivenhain Municipal Water District’s Recycled Water Pipeline Extension 153A was recognized September 10 as a 2020 Project of the Year by the San Diego and Imperial County Chapter of the American Public Works Association at its virtual awards event.

The pipeline extension connected the Surf Cup Sports youth soccer fields in San Diego to OMWD’s recycled water distribution system. By allowing Surf Cup to convert the irrigation of 55 acres of grass fields to recycled water, OMWD has reduced potable water demands for irrigation by up to 100 million gallons per year.

“OMWD’s board is honored to receive this award for a collaborative project, which expanded the use of recycled water while protecting the environment,” said OMWD Board Treasurer Larry Watt. “Additionally, state grant funding helped pay for the project, reducing costs for our ratepayers.”

Project of the Year will save up to 100 million gallons of potable water annually

The project involved the installation of 1,600 feet of 8-inch PVC pipeline that required specialized drilling and interagency cooperation to be completed. The pipeline needed to cross the San Dieguito River, causing design, permitting, and construction obstacles. OMWD’s design team used horizontal directional drilling to install the pipeline more than sixty feet below the river bottom.

Horizontal directional drilling reduces not only surface area damage, but also environmental impacts from construction site dust, making it less impactful to nearby habitat and communities than traditional excavation work.

Interagency cooperation benefits wildlife

OMWD worked with the California Department of Fish and Wildlife on a streambed alteration agreement to ensure the protection of fish and wildlife habitat. OMWD also worked with the U.S. Fish and Wildlife Service to protect nesting birds such as the federally listed clapper rail and barn owl.

By OMWD taking proactive steps, such as daily biological sweeps of the project and inspections of the trenchless process, there was no adverse impact to habitat or species in the project area.

Interagency cooperation was also required for the project. The property is served water by Santa Fe Irrigation District and owned by the City of San Diego. While SFID did not have nearby recycled water infrastructure, it wanted to provide Surf Cup fields with a drought-resilient water supply. The OMWD pipeline project meets that need.  The San Diego City Council approved a permanent utility easement allowing crews to access the property.

Grant funds support regional water management efforts

California’s Department of Water Resources awarded $202,300 for the project in Proposition 84 funding, which is administered by water wholesaler San Diego County Water Authority through the Integrated Regional Water Management program. The San Diego IRWM Program supports collaborative water management to increase regional self-reliance throughout California.

APWA is a professional association of public works agencies, private companies, and individuals dedicated to promoting public awareness through education, advocacy, and the exchange of knowledge. The APWA San Diego and Imperial County chapter annually recognizes the best public works projects and professionals in San Diego and Imperial Counties. The Project of the Year award is also intended to highlight the collaboration and cooperation between public and private agencies, contractors, and consultants, to complete public works projects.

San Diego County Water Authority Seeks Rate Relief at MWD

With the recession and the COVID-19 pandemic causing economic havoc nationally and across Southern California, the San Diego County Water Authority has adopted several cost-cutting strategies to reduce rate increases and it’s asking the Los Angeles-based Metropolitan Water District of Southern California to do the same.

When the Water Authority’s Board of Directors approved its 2021 rates in June, it limited rate increases to 4.8-4.9% – and more than 60% of that rate increase is directly attributable to MWD. The Water Authority Board also directed staff to return this fall with any other cost savings, specifically, any pass-through savings from MWD.

Water rates and COVID-19

So far, MWD’s Board has directed agency staff to look for cost-cutting measures – but MWD staff is proposing not to offer further rate relief.  Even though MWD is proposing to initiate cost-containment efforts to save $11.7 million in FY2021 (less than 0.6% of its budget), MWD’s September rate review memo recommends not to incorporate the savings into its budget and not to offer rate relief because it found member agencies “have not experienced significant [financial] impacts attributable to COVID-19.”

Water agencies face financial pressure

In reality, San Diego County and the nation continue to face a recession and double-digit unemployment, and many water agencies across Southern California are facing financial pressure due to unpaid bills by residents and their own efforts to provide rate relief.

In response to those unprecedented pressures, the Water Authority froze hiring, limited travel and training, and delayed equipment replacement, among other efforts.

“The Water Authority Board believes that it is important for all water suppliers, including MWD, to be recognized as part of the solution for Southern California ratepayers during this difficult time,” said Jim Madaffer, chair of the Water Authority’s Board of Directors. “MWD has an opportunity to help millions of ratepayers by tightening its belt like the Water Authority and numerous other water agencies have already done.”

Nation’s largest water agency has opportunity to help ratepayers across Southern California

Madaffer wrote a letter to MWD’s Board chair this week encouraging the nation’s largest water agency to take additional cost-saving steps. One way MWD could benefit all member agencies would be to reduce its water transportation rates by $15 per acre-foot. This would trim MWD’s budget by about 1.3% and provide $24 million in savings to Southern California water agencies.

However, Madaffer said the Water Authority is open to other ways that MWD can cut costs and reduce rate increases.

“We want to be clear that it also is not our intention to impede in any way MWD’s ability to provide a safe and reliable water supply to its member agencies – to the contrary, we believe these cost savings may be achieved without having any material impact on service,” Madaffer said.

Water Authority Joins Scripps Institution of Oceanography to Optimize Water Management

The San Diego County Water Authority is partnering with the Scripps Institution of Oceanography at UC San Diego to better predict atmospheric rivers and improve water management before, during, and after those seasonal storms.

This month, Scripps’ Center for Western Weather and Water Extremes (CW3E) launched the Water Affiliates Group, which brings together cutting-edge science and hands-on water industry experience to enhance reservoir operations in light of the changing climate. The Water Authority has a long-running alliance with Scripps and is among six founding water agencies statewide.

CW3E and its partners will share and support best practices in forecast-informed reservoir operations, increase research around atmospheric rivers and droughts, and develop strategies for mitigating flood risk and increasing water supply reliability.

“This partnership with Scripps Institution of Oceanography underscores our commitment to strategic, science-based decision-making and long-term planning,” said Jim Madaffer, chair of the Water Authority’s Board of Directors. “By supporting advances in forecasting, we can more efficiently and effectively manage water resources both locally and statewide. This ultimately will benefit everyone in California by helping sustain our economy and quality of life.”

Water Authority General Manager Sandra L. Kerl said the collaboration aligns closely with Governor Newsom’s Water Resilience Portfolio, which prioritizes voluntary agreements, smart water storage strategies and coordination of data collection.

“This is a great example of how water agencies are stronger together by addressing major climate challenges that affect everyone across the arid West,” Kerl said. “By combining forces with some of the leading scientists in the world, we will enhance our planning capacity and be ready to adapt to whatever the future brings.”

CW3E is a leader in Forecast Informed Reservoir Operations, which uses data from watershed monitoring and modern weather and water forecasting to help water managers determine the best strategies for retaining or releasing water from reservoirs. CW3E has numerous tools and technologies that affiliates can use to augment water research and improve on-the-ground decisions of water managers. The group’s research covers water supply reliability, flood management, greenhouse gas mitigation, groundwater recharge, public safety, observations, forecasting, decision support, climate outlooks, and hazard assessment.

The Water Authority is working with CW3E to assess how better near-term and long-term precipitation forecasts can improve reservoir planning and operational management in the San Diego region by maximizing local water supplies and the reliability of water resources through a mix of planning processes and real-time decisions.

Joining the Water Authority as founding partners are Sonoma Water, Orange County Water District, Yuba Water Agency, Turlock Irrigation District, and Irvine Ranch Water District.

Water Agencies Help Address California Energy Shortages

Water agencies across San Diego County are doing their part to stabilize the state’s power grid during this week’s heatwave by generating hydropower and altering operations to trim electricity demands – and they are offering long-term solutions to reduce future energy shortages.

The California Independent System Operator issued a statewide Flex Alert from Sunday through Wednesday, calling for reduced electricity use in the afternoon and evening to limit power outages. Blackouts could affect hundreds of thousands of San Diego County residents, if extreme heat persists.

Producing and conserving power during energy shortages

At Lake Hodges, the Water Authority is running its pumped energy storage facility to meet peak demands. As water flows down the pipeline from Olivenhain Reservoir into Lake Hodges, it generates up to 40 megawatts of energy on demand, helping to manage temporary peak electrical demands or unplanned outages. Then, the water is pumped back to Olivenhain Reservoir when power demands are low to restart the cycle.

In addition, water agencies are taking numerous actions to conserve energy. For the Water Authority, the strategy includes temporarily reducing drinking water production at the Claude “Bud” Lewis Carlsbad Desalination Plant in collaboration with Poseidon Water.

The Carlsbad Desalination Plant is the largest, most technologically advanced and energy-efficient desalination plant in the nation, and it has produced more than 62 billion gallons of drinking water for San Diego County since it began operations in December 2015.

Starting Monday, the plant ramped down operations, making an additional 8 megawatts of power available for other uses. If more load reductions are necessary over the next several days, additional curtailment may be considered at the plant. The power provided by the plant could help offset current energy shortages.

“This partnership by the Water Authority and Poseidon is another reminder of the value of the cutting-edge technology and local control at the Carlsbad plant,” said Jim Madaffer, chair of the Water Authority’s Board of Directors. “Operations are flexible and the technology is nimble, so production can be ramped up and down in response to local needs.”

Water agencies respond to energy shortages

In addition, local and regional water agencies are temporarily shutting down or reducing flows at pump stations and turning off HVAC systems in the afternoons. Some agencies also have the ability to convert to less energy-intensive treatment, for instance, by replacing ozone with chlorine.

Local water agencies also are tapping their significant backup power generation capacity – at their own expense – to ease the strain on the energy grid, following Governor Newsom’s executive order that suspends some regulatory requirements for those units during this emergency event. Local agencies are also looking to work with the administration to ensure that their backup generation capacity can be used proactively to help avoid future energy shortages.

Environmentally friendly pumped storage project proposed

Beyond the immediate concerns, this week’s heat wave has highlighted the need to increase large-scale energy storage as the state moves toward a goal of 100% renewable energy by 2045. Put simply, the sun doesn’t always shine and the wind doesn’t always blow enough to meet demands, so the state needs more capacity to store peak renewable energy production for peak demand periods.

The Water Authority has proposed building a large-scale pumped storage project at the San Vicente Reservoir near Lakeside. Pumped energy storage projects are designed to store excess renewable energy from solar and wind when it’s available, and then discharge that energy when energy demands increase and renewable energy is scarce.

Solutions for long-term energy challenge

A 2019 white paper highlighted the importance of pumped energy storage to California’s future.

“Our current situation is the direct result insufficient planning; the state clearly needs additional energy storage now and will need much more in the future,” said Gary Bousquet, energy program manager for the Water Authority. “Environmentally friendly pumped storage projects should be started immediately to address this shortfall, or power reliability will get significantly worse. The San Vicente project can be started now at no cost to taxpayers – users only pay when the project comes online.”

San Diego Local Water Supply Projects Get Big Funding Boost

Two major water projects in San Diego County this week received a major financial boost to enhance the region’s water supply. The East County Advanced Water Purification Project was approved for up to $91.8 million and a project in the City of Escondido was approved for up to $23.4 million.

The San Diego County Water Authority has helped secure nearly $470 million for local supply projects in the past several months in collaboration with member agencies, including the total of $115 million for the East County and City of Escondido projects. Both projects will increase local water supply reliability and reduce future demands on imported water supplies.

Collaboration on water supply projects

On Tuesday, the Metropolitan Water District of Southern California’s Board of Directors approved entering into funding agreements from its Local Resources Program for both projects. The Water Authority and its member agencies are able to participate in the Local Resources Program after a final court ruling found MWD had illegally barred the Water Authority from receiving money from MWD’s local water supply program, even though the Water Authority was forced to pay for it.

“Kudos to our member agencies for their strong applications and to MWD’s Board of Directors for approving them,” said Water Authority Board Chair Jim Madaffer. “It is an affirmation of our ongoing efforts to collaborate with MWD and to address shared challenges.”

Potable reuse project in East San Diego County

The East County AWP will be one of the first potable reuse projects in California to use new reservoir augmentation regulations. The program will meet up to 30% of East County’s drinking water demands, almost 13,000 acre-feet of water per year, and eliminate the discharge of 15 million gallons of partially treated wastewater into the Pacific Ocean.

The AWP uses four advanced water purification steps to produce water that is near-distilled in quality. After treatment, purified water will be blended with water in Lake Jennings and treated again at the R.M. Levy Water Treatment Plant before being distributed as drinking water.

This program is a collaborative partnership between Padre Dam Municipal Water District, the County of San Diego, the City of El Cajon and Helix Water District.

Advanced water recycling in Escondido

The Membrane Filtration Reverse Osmosis Facility in Escondido would provide up to 3,280 acre-feet per year of advanced treated recycled water to irrigate farms.

The project includes the construction of an advanced recycled water treatment facility with microfiltration and reverse osmosis, new pipelines, and a storage and blending tank to convey water for agricultural irrigation. Source water for the project is treated recycled water from the Hale Avenue Resource Recovery Facility. Escondido will own and operate the project and plans to deliver water by 2023.

Regional water supply projects reduce reliance on imported water

In the past several months, the Water Authority has helped member agencies secure three other Local Resources Program agreements to fund water supply projects that increase local supply and reduce reliance on imported water. Those projects are:

  • $23.6 million for the Fallbrook Public Utilities District’s Fallbrook Groundwater Desalter Project
  • $42.7 million for the City of Oceanside Pure Water & Recycled Water Expansion Phase I Project
  • $285.6 million for the City of San Diego’s Pure Water North City Project

State Awards $15 Million for San Diego Regional Water Projects

The California Department of Water Resources has awarded more than $15 million in grant funds to advance several regional water projects in San Diego County, ranging from water recycling and reuse to water conservation.

The San Diego County Water Authority submitted the funding request on behalf of the San Diego Integrated Regional Water Management Program, or IRWM. The San Diego IRWM Program began in 2005 as an effort by water agencies, wastewater agencies, stormwater and flood managers, watershed groups, business leaders, disadvantaged communities, tribes, agriculture, and nonprofit stakeholders to improve water resources planning in the region.

The statewide IRWM Program is supported by bond funding from the California Department of Water Resources to fund competitive grants for projects that improve water resources management.

Collaboration with county agencies, nonprofits improves water supply and conservation

“These grants will provide much-needed funding for important local water supply projects and water-use efficiency measures, along with a disadvantaged community project in National City,” said Water Authority Board Chair Jim Madaffer. “Regional collaboration by the Water Authority and a host of partners makes these projects possible. Once again, this shows how San Diego County is stronger together.”

Madaffer praised the San Diego IRWM Regional Water Management Group and the Regional Advisory Committee for their work over the past year to secure the $15,336,336 grant. Since 2008, the San Diego region has secured more than $111 million in funds for 74 high-priority water management projects through the IRWM process. The projects help to achieve goals established in the San Diego IRWM Program and the Water Authority’s Urban Water Management Plan.

The following regional water projects will receive funding in the current round:

  • Paradise Valley Creek Water Quality and Community Enhancement, City of National City, Flood Damage Reduction, $3,681,056
  • Pure Water Oceanside, City of Oceanside, Water Supply–Groundwater, $3,115,000
  • North County Recycled Water Project, San Elijo Joint Powers Authority, Water Supply–Recycled Water, $2,820,000
  • North City Pure Water Facility Influent Pump Station and Conveyance Pipeline, City of San Diego, Water Supply–Recycled Water, $1,477,600
  • 2020 Regional Water-Use Efficiency Programs, San Diego County Water Authority, Water Conservation, $1,440,000

Regional approach to create resilient and diverse water supply portfolio

“By working together for more than 12 years, the regional IRWM Program has created a legacy of collaboration by public agencies and nonprofit organizations in the region to increase the long-term reliability and resiliency of the San Diego region’s water supply and diversify our local supply,” said Mark Stadler, San Diego regional IRWM program administrator. “Investing in water reuse, water efficiency, and conservation projects are key parts of our success to ensure a regional approach to integrated watershed management.”

On November 4, 2014, California voters approved Proposition 1, the Water Quality, Supply, and Infrastructure Improvement Act of 2014. Proposition 1 authorized $510 million in IRWM funding. Funds are allocated to 12 hydrologic region-based funding areas.

The Proposition 1 IRWM Grant Program, administered by DWR, provides funding for projects that help meet the long-term water needs of the state, including:

  • Assisting water infrastructure systems adapt to climate change;
  • Providing incentives throughout each watershed to collaborate in managing the region’s water resources and setting regional priorities for water infrastructure; and
  • Improving regional water self-reliance, while reducing reliance on Sacramento-San Joaquin Delta.

“Water is such a vital resource, that it is critical we continue to take action to ensure communities have access to clean water supplies, reliable flood protection and healthy ecosystems.” said DWR Director Karla Nemeth when announcing the San Diego regional grant on July 3. “These grants will support agencies and projects to continue local momentum in creating a more diverse water supply portfolio, strengthening partnerships and addressing climate change.”

Fallbrook PUD Board Members Tour Construction Project

As a result of the coronavirus pandemic, public agencies have found creative solutions to holding meetings in compliance with the State of California’s meeting laws. Recently, Fallbrook Public Utility District board members stepped away from their video screens, using the opportunity to take a field trip to view a new project while conducting a traveling board meeting.

The Santa Margarita River Conjunctive Use Project is a joint project with Marine Corps Base Camp Pendleton, and will eventually supply about 30% of the District’s water, and virtually all of Camp Pendleton’s water.

At the time of the tour, the project had been under construction for 250 days. Due to COVID-19 and social distancing restrictions, board members and others who attended the traveling meeting stayed in their cars. While behind the wheel, board members wove through parts of Fallbrook to follow the path of the new pipeline. With their smartphones turned on and hands-free, representatives followed each other in a single file parade while listening to a live conference call with the project contractor.  Board members learned about construction progress, and saw where and how the pipe will be installed.

The tour and the project began at the treatment plant on Alturas Road, where bulldozers and heavy machinery are moving earth to build the pipeline and a water treatment plant. The pipeline will transport water from the plant through parts of central Fallbrook, ending at McDonald Road. The project also includes a new four million-gallon storage tank, where the tour ended. Participants discussed the possibility of a subsequent tour to view ongoing progress with construction of the facilities.

The entire construction process will take approximately two years to complete, with the pipeline becoming fully operational by 2022.
