When the Helix Water District received contractor estimates as high as $3.5 million to upgrade the R.M. Levy Water Treatment Plant’s ozone power supply units and generators, it decided to perform the upgrade in-house.
With Suez Water Technologies provided engineering and equipment, Helix employees incorporated new technology and innovative installation practices. The proof of concept pilot project proved the feasibility of the new approach, and a full retrofit is now planned. The estimated upgrade costs to complete the full project is $1.1 million – an approximately 70% cost savings. The upgrade will extend the life of the power supply units and generators at least 15 years.
Reducing upgrade costs saves ratepayers
“The ozone project is our latest example of cost-effective local government,” said Brian Olney, Helix Water District director of water quality and system operations. “In early 2020, Helix staff also standardized the design, hardware, and software of the motor control centers in the district’s 25 pump stations, and that project also saved our customers money, and created long-term operating, maintenance and purchasing efficiencies.”
Ozone treatment provides safe and reliable water to East County

The water treatment process at the R.M. Levy Water Treatment plant begins with the removal of dirt and other material suspended in the water. Ozone is then used to inactivate or destroy any organisms in the water. Ozone offers important advantages over chlorine:
Ozone destroys or inactivates a wide range of organisms in the water
Ozone needs little contact time with the water to be effective
Ozone produces fewer potentially harmful disinfection byproducts than other disinfectants
Ozone removes most of the smell and taste issues people associate with tap water

Ozone is naturally unstable at normal atmospheric conditions, which is why Helix needs ozone generators to produce it on site. The high voltage generators break down oxygen molecules (O2) and form ozone (O3). The ozone molecules are then diffused in a contact chamber and bubble up through the water to destroy any organisms present.
After ozonation, Helix Water District filters the water and adds a dose of chloramines — chlorine and ammonia — to maintain water quality throughout its 737 miles of water distribution pipelines. The treatment process is managed by a team of highly trained plant operators who conduct 200 water quality tests per day. Chemists and biologists test water samples from both the plant and the distribution system as well.

A dry start to California’s water year is reflected in the season’s first snow survey of the Sierra Nevada snowpack. The statewide snowpack is 52% of average for Dec. 30. On average, the Sierra snowpack supplies about 30% of California’s water needs.
The California Department of Water Resources manual survey at Phillips Station recorded 30.5 inches of snow depth and a snow water equivalent of 10.5 inches, which is 93% of the January 1 average at that location, according to DWR officials. The snow water equivalent,or SWE, measures the amount of water contained in the snowpack and is a key component of DWR’s water supply forecast.
While the Phillips Station measurement was positive, DWR’s electronic readings from 130 stations placed throughout California show the statewide snowpack’s SWE is 5 inches, or 52% of the December 30 average.
“The snow survey results reflect California’s dry start to the water year and provide an important reminder that our state’s variable weather conditions are made more extreme by climate change,” said DWR Director Karla Nemeth. “We still have several months left to bring us up to average, but we should prepare now for extended dry conditions. The Department, along with other state agencies and local water districts, is prepared to support communities should conditions remain dry.”
Water supply diversity meets regional demand
“The first snowpack survey of the water year points to California’s climate variability, which is why a diverse water portfolio is needed to provide a reliable supply,” said Goldy Herbon, San Diego County Water Authority senior water resources specialist. “The Water Authority and its 24 member agencies have successfully diversified water sources, and continue to expand those sources, to ensure our supply meets the needs of the region’s 3.3 million people and its $245 billion economy.”
The supply sources include water from the Claude “Bud” Lewis Carlsbad Desalination Plant, where ten workers volunteered to live on-site in 2020 to keep the water flowing during the coronavirus pandemic.
Climate change brings less snow
When the Sierra Nevada snowpack melts, it feeds into rivers and is stored in reservoirs across California. Reservoirs are tapped as needed during the dry months. However, state officials again said that climate change is affecting California’s snowpack, as more precipitation falls as rain and less as snow. And they urged Californians to make water conservation a “way of life.”
“Today’s survey brought a first glimpse of how the state’s snowpack is shaping up, but there is a lot of winter still ahead,” said Sean de Guzman, chief of DWR’s Snow Surveys and Water Supply Forecasting Section. “While the dry conditions during late summer and fall have led to a below average snowpack, it is still encouraging to have the amount of snow we already have with two of the three typically wettest months still to come.”
DWR conducts five snow surveys at Phillips Station each winter near the first of each month, January through April and, if necessary, May. Guzman said the next survey is scheduled for February 2.

The Water News Network top stories of 2020 reflect the San Diego region’s interest in water conservation, the environment and efforts to diversify water supply sources. But the year was dominated by the coronavirus pandemic, which impacted water infrastructure and operations.
As one of essential sectors of the economy, the water and wastewater industry took added COVID-19 precautions. The essential employees of the San Diego County Water Authority and its 24 member agencies worked to ensure the continued safety and reliability of the region’s water supply. In some cases, that meant sheltering-in-place, which employees of the Claude “Bud” Lewis Carlsbad Desalination Plant did in March. For agencies operating multiuse recreational facilities, such as Lake Jennings, the pandemic also caused frequent schedule changes.
To reassure users about the safety of the water supply, the Water Authority and its member agencies shared a series of videos with the public, featuring Switchfoot’s Jon Foreman, to let people know they can “Trust the Tap.”

Reservoirs, Lakes Remain Closed to Fishing Due to COVID-19 Pandemic
Although San Diego County’s lakes and reservoirs remain closed to fishing and other recreational activities for safety reasons due to the coronavirus pandemic, staff and volunteers continue to work. Crews are maintaining facilities, providing security, and sharing photos of wildlife and native blooms enjoying the arrival of spring.
The City of San Diego’s reservoirs and lakes are closed due to the coronavirus pandemic. The city closed the reservoirs to the public on March 18 to protect the public and minimize the spread of the COVID-19 virus. The nine water supply storage reservoirs are operated by the City’s Public Utilities Department.
Popular overnight campsites remain open at Santee Lakes, owned and operated by the Padre Dam Municipal Water District.
“Camper well-being is important to us and Santee Lakes didn’t want to displace people,” said Melissa McChesney, Padre Dam communications manager. She said that includes long-term campers who spent winter at the lake.
At Lake Jennings, Recreation Manager Kira Haley says eight volunteers continue to live and work from their campground homes in recreational vehicles and campers. She said their days remain “pretty typical” even though they see more wildlife and not people.

New fish-friendly seawater intake pumps recently commissioned at the Carlsbad Desalination Plant are among the most environmentally advanced intake pumps in the world.
The three intake pumps, manufactured by Indar, are part of a broader effort to ensure the long-term health of the marine environment near the Claude “Bud” Lewis Carlsbad Desalination Plant, which sits on the shores of Agua Hedionda Lagoon.
Installation of the new intake pumps is part of a phased program to replace the existing seawater intake and discharge facilities with state-of-the-art technology to protect marine life that wasn’t available when the plant was operating with source water from the Encina Power Station. The closure of the power station in December 2018 led to temporary intake-discharge operations until the new intake pumps came online. The next steps include adding new intake screens, designed to prevent any sea-life larger than 1 millimeter (thicker than a credit card) from entering the plant.

Essential work during COVID-19 pandemic
The work to complete the construction and commissioning of the new fish-friendly seawater intake pumps was part of the essential work allowed under California guidelines during the COVID-19 pandemic. The contractor, Kiewit–Shea Joint Venture, worked in accordance with guidelines adopted by the State Building and Construction Trades Council and approved by Governor Gavin Newsom for essential construction. The contractor worked uninterrupted to complete the project per the June 30, 2020, deadline set by the Regional Water Quality Control Board without any health or safety violations.

First Advanced Water Purification Facility in San Diego County is On the Map
City of Oceanside officials and regional water industry leaders gathered today to break ground on Pure Water Oceanside, the first advanced water purification facility in San Diego County. The $67 million project – scheduled to be completed in 2021 – will purify recycled water sourced from the San Luis Rey Water Reclamation Facility.
“Today, we put Pure Water Oceanside on the map and are one step closer to achieving the goal of greater water-independence for our city, residents and businesses,” said Cari Dale, Oceanside’s water utilities director. “This future-focused project will provide multiple benefits by reusing our water resources to their full potential.”

Reducing dependence on imported supplies
The local project will reduce Oceanside’s dependence on imported water by more than 30%. The purification process is inspired by the natural water cycle and reduces the amount of recycled water discharged into the ocean.
The project is partially funded by the Local Resources Program through the San Diego County Water Authority and Metropolitan Water District of Southern California.
“The tremendous conservation focus, water infrastructure planning and investment by the Water Authority and its 24 member agencies has put our regional supplies in solid standing,” said Water Authority General Manager Sandra L. Kerl. “The mission of providing reliable water supplies to San Diego County can be likened to a puzzle; there are many pieces that fit together to create an overall solution. Our next increment of supply in the San Diego region is from potable reuse projects.”

Construction of Phase 1 of the Pure Water Program is scheduled to begin in early 2021. Phase 1 will include a full-scale, 30-million-gallon-per-day Pure Water Facility that will use the five water purification steps modeled at the Demonstration Facility.

The Claude “Bud” Lewis Carlsbad Desalination Plant is celebrating its fifth year of operation this month. More than 65 billion gallons of water from the plant have provided a sustainable and reliable supply to businesses and residents of San Diego County since December 2015.
The Carlsbad Desalination Plant produces more than 50 million gallons of high-quality, locally controlled, water every day. It’s a foundational water supply for the San Diego region that minimizes the region’s vulnerability to drought or other water supply emergencies.
Desalination plant diversifies region’s water supply sources
“The desalination plant is a key piece of the region’s multi-decade strategy to diversify our water supply portfolio,” said Sandra L. Kerl, general manager of the San Diego County Water Authority. “As we celebrate five years of operation, the plant continues to provide a drought-proof supply that reduces our dependence on imported water sources vulnerable to droughts, natural disasters, and regulatory restrictions.”
A 30-year Water Purchase Agreement between Poseidon Water and the Water Authority allows for the production of up to 56,000 acre-feet of water per year, enough to meet the needs of approximately 400,000 people. The facility is the largest, most technologically advanced and energy-efficient desalination plant in the nation.
Carlsbad Desalination Plant celebrates water supply accomplishment
“The Carlsbad Desalination Plant was once merely an ambitious vision. Fast forward to today, and we are celebrating the plant’s fifth anniversary of operations, during which we have successfully produced enough water to meet the needs of San Diego County residents,” said Carlos Riva, CEO of Poseidon Water. “This is an incredible accomplishment and an example of how communities throughout California can invest in the state’s future water security.”

Desalination uses reverse osmosis technology to remove water molecules from seawater. Water from the ocean is forced through tightly-wrapped, semipermeable membranes under very high pressure. The membranes allow the smaller water molecules to pass through, leaving salt and other impurities to be discharged from the facility.

December 13, 2018: Carlsbad Desalination Plant Celebrates 40 Billion Gallons Served
Desalination plant project partners Poseidon Water and the San Diego County Water Authority celebrated delivering 40 billion gallons of drought-resilient drinking water to San Diego County during three years of commercial operations at the plant.
“It’s incredible what we’ve accomplished in three years,” said Sandra L. Kerl, at the 2018 celebration event, general manager of the Water Authority. “Since coming online in 2015, the Carlsbad Desalination Plant has met nearly 10 percent of the region’s water demand, and it will be a core water resource for decades to come.”

December 14, 2015: Region Dedicates New Plant in Honor of Former Carlsbad Mayor Claude ‘Bud’ Lewis
Operations are under way at the nation’s largest and most technologically advanced seawater desalination plant, which was dedicated today by more than 600 elected officials, community leaders and project partners. After successfully completing construction, the Claude “Bud” Lewis Carlsbad Desalination Plant has already produced more than 1.5 billion gallons of locally controlled water for San Diego County, helping to minimize the region’s vulnerability to the statewide drought.

After more than two years of work, Carlsbad Desalination Project crews installed the final segment of the 10-mile conveyance pipeline that connects the Carlsbad Desalination Plant to the San Diego County Water Authority’s regional water distribution system. Construction crews lowered the final piece of pipe – No. 2177 – into Macario Canyon in Carlsbad on June 29, 2015, completing a major element of the historic project.
“This final piece of pipe is a significant milestone for the Carlsbad Desalination Project, and a sign that the entire construction project is entering its final phase,” said Peter MacLaggan, vice president of Poseidon Water, the project’s private developer.

November 29, 2012: Water Authority approves 30-year Water Purchase Agreement with Poseidon Resources
The San Diego County Water Authority approves a 30-year agreement for the purchase of up to 56,000 acre-feet of desalinated seawater per year from project developer Poseidon Resources. With the agreement approved, Poseidon and the Water Authority secured financing in the bond market and construction started a month later.
For 60 years, Miramar Reservoir has been an integral part of the City of San Diego’s drinking water system and offers San Diegans a popular recreational area. Now, the reservoir is being called into service to play a vital part in San Diego’s future Pure Water system to sustain a reliable water supply.
The City of San Diego is commemorating the 60th anniversary of Miramar Reservoir, its role in the region’s history, and the part the reservoir will play in the future.
“We celebrate not only Miramar Reservoir’s past, but the critical role it will play when the Pure Water system is completed,” said Shauna Lorance, director of the San Diego Public Utilities Department. “Miramar Reservoir will continue to be a key part of our water system for many years to come.”

Miramar Reservoir marks 60
Miramar was the last of the City’s nine reservoirs to be developed. It was completed in 1960 as part of the second San Diego Aqueduct. The location previously had been the site of a small reservoir serving the vast ranch of newspaper publisher Edward W. Scripps.
Water flowing south to the reservoir originates from both the Colorado River Aqueduct and the California Aqueduct. The earthen embankment dam has a maximum height of 165 feet measured from the downstream toe, and has a base of 1,180 feet.

It was constructed by contractors Einer Brothers Inc. of Escondido and McCammon Construction, for $1.42 million. Land acquisition and engineering costs were approximately $730,000. Funds for the project came from an $11 million water bond approved by San Diego voters in June 1958.
When full, the reservoir covers 274 surface acres, reaches a maximum water depth of 114 feet, and has four miles of shoreline. Miramar Reservoir has a water storage capacity of 6,682 acre-feet.
Miramar Water Treatment Plant, which was completed in 1962 at a cost of $3.5 million, and expanded and upgraded in 2010, treats and filters drinking water distributed to customers in the northern part of San Diego.
Since the mid-1960s, the reservoir has been a popular recreational destination. An estimated 100,000 people visit Miramar each year to enjoy jogging, walking, biking, fishing, boating, picnicking, among other activities.

When the Pure Water system comes online, Miramar Reservoir will switch from holding imported water to holding purified water received through a pipeline from the planned North City Pure Water Facility. After water has been purified at the North City Pure Water Facility, it will then be transferred via pipeline to Miramar Reservoir. The Miramar Water Treatment Plant will clean the water again, and the water will be distributed to homes and businesses throughout northern San Diego.
Miramar Reservoir will continue use into the foreseeable future as it helps provide one-third of San Diego’s water supply locally by the end of 2035.

An update to the plan for meeting the region’s long-term water needs is under development by the San Diego County Water Authority, in collaboration with its 24 member agencies. Once completed, the Water Authority’s 2020 Urban Water Management Plan will serve as the long-term guide to ensure a reliable water supply that sustains the region’s 3.3 million residents and its $245 billion economy.
The Water Authority Board of Directors’ Water Planning and Environment Committee is holding a special online meeting at 1:30 p.m. on November 12 for an update on the developing plan.

Planning process is “critical”
Urban water suppliers in California are required to adopt and submit Urban Water Management Plans every five years. The Water Authority’s 2020 plan will include information on multiple subjects, including a baseline demand forecast, water-use efficiency savings, imported and local water supplies, a supply reliability assessment, scenario planning, and a shortage contingency analysis.
The Water Authority started the planning process in January 2019 by coordinating with its 24 member agencies to create a long-range baseline water demand forecast.
“This planning process is a critical part of meeting the long-range water supply needs of the San Diego region for both normal and dry year weather conditions,” said Kelley Gage, director of water resources for the Water Authority. “As San Diego faces increasingly unpredictable climate patterns, new state planning requirements will prepare the Water Authority for rare scenarios to continue to be a reliable and dependable wholesale water supplier to the region.”
Urban Water Management Plan elements
Through careful planning and the implementation of a water portfolio approach, the agency has increased the region’s water supply reliability through diversification and innovation.
A draft of the 2020 plan is expected to be released to the Water Authority Board of Directors and the public in January 2021 for a 60-day public comment period. The Board is expected to consider adoption of the final plan in April 2021. The 2020 plans must be submitted to the state by July 1, 2021.
Basic elements of Urban Water Management Plans include:

New state planning requirements
The California Urban Water Management Planning Act is a part of the California Water Code and requires urban water suppliers in the state to adopt and submit an updated plan to the state Department of Water Resources every 5 years.
State legislation passed in 2018 established new requirements for urban water management plans, which now must include a water shortage contingency plan and drought risk assessment methodology that compares available water supplies with projected water demands. Under these requirements, water suppliers must now plan for a dry period that lasts for five consecutive years, an increase from the previous requirement of three years.
Urban water suppliers are defined as agencies that provide water for municipal purposes to more than 3,000 customers or supply more than 3,000 acre-feet of water annually. The Water Authority and the majority of its member agencies fit this definition.

The City of San Diego’s Pure Water Demonstration Facility public tour is now available as a virtual tour. A new video provides an up-close look at the technology behind the water purification plant. In-person tours are on hold due to the coronavirus pandemic and will resume once it is safe to do so.
Since opening in June 2011, nearly 19,000 people have toured the one-million-gallon-per-day facility in person. Now, the Pure Water Demonstration Facility Virtual Tour takes viewers step-by-step through each of the five treatment processes used to create Pure Water.
Members of the City Pure Water team including wastewater operators, engineers, and water resource specialists explain the equipment and technology. Each is accompanied by graphics and animations showing the inner workings of each barrier. The video also includes drone footage for a bird’s-eye view perspective not previously available to the public.

Phase 1 construction on schedule to begin in early 2021
Construction of Phase 1 of the Pure Water Program is scheduled to begin in early 2021. Phase 1 will include a full-scale, 30-million-gallon-per-day Pure Water Facility that will use the five water purification steps modeled at the Demonstration Facility.
The North City Pure Water Facility will be constructed on a City of San Diego owned parcel east of Interstate 805 and north of Eastgate Mall, across from the existing North City Water Reclamation Plant.

Purified water produced at the completed plant will be delivered to the Miramar Reservoir, blended with the City of San Diego’s imported and local water sources, and treated again at the existing Miramar Drinking Water Treatment Plant. After this process, the water will be distributed to customers. Phase 1 projects are expected to be completed in 2025.

The San Diego County Water Authority’s Board of Directors has approved a new and Permanent Special Agricultural Water Rate structure that offers lower water rates to farmers in exchange for lower water supply reliability.
Unlike the current transitional program, the new program will allow new participants to join as a way to strengthen the region’s multibillion-dollar agriculture industry. The program will take effect January 1, 2021, replacing the current program that ends December 31.
Ranking 19th in the nation, San Diego County boasts top crops in nursery, avocados, tomatoes, citrus, poultry, and strawberries, according to the San Diego County Farm Bureau.
Unique program benefits all water users
The Water Authority will be working closely with its 24 member agencies to implement the program for 2021 by providing program details, such as qualifying criteria and the signup process. Participants in the existing transitional program will be allowed to take part in the permanent program on a temporary basis while being screened for eligibility under the new program. Member agencies have six months, through June 30, 2021, to verify eligibility for existing customers for the new program.
“This unique program will benefit all regional water users and the county’s robust agricultural economy,” said Water Authority Board Chair Jim Madaffer. “It helps farmers sustain their operations – and thousands of jobs – while favoring residential and commercial water customers in the event of future water supply reductions.”
Special rates designed to support regional farm economy
Farmers and growers who participate in the Water Authority program will receive a lower level of water service during water shortages or emergencies. That allows the Water Authority to reallocate those supplies to commercial and industrial customers who pay for full reliability benefits. In exchange, participating farmers are exempt from fixed water storage and supply reliability charges.
Under the permanent program in 2021, participants will pay $1,295 per acre-foot for treated water, while municipal and industrial users will pay $1,769 per acre-foot.
San Diego County is unusual among major metropolitan areas in the United States because it includes one of the country’s most valuable and productive farm sectors adjacent to one of the nation’s largest cities.
The region sustains 3.3 million people and a $245 billion economy, thanks to decades of regional investments in water supply reliability projects, including the nation’s largest seawater desalination plant and the biggest conservation-and-transfer agreement in U.S. history.
Permanent special agricultural water rate
The Water Authority has provided lower-cost water to growers in exchange for lower reliability since October 2008, when the Metropolitan Water District of Southern California began phasing out a similar program. Since that time, the transitional Water Authority program continued with a series of extensions that expire at the end of 2020.
In June 2020, the Water Authority Board set calendar year 2021 rates and charges, including a rate category for the new ag program. Future rates will continue to reflect cost-of-service standards and be defined annually as part of the rate-setting process.
The new permanent special ag rate was recommended by the Water Authority’s Fiscal Sustainability Task Force, which is assessing a variety of issues to ensure the agency’s long-term financial health. Regional farming leaders provided input to the task force on the parameters of the new program, which will be reevaluated in five years to assess current and forecasted demands and supplies.

Olivenhain Municipal Water District’s Recycled Water Pipeline Extension 153A was recognized September 10 as a 2020 Project of the Year by the San Diego and Imperial County Chapter of the American Public Works Association at its virtual awards event.
The pipeline extension connected the Surf Cup Sports youth soccer fields in San Diego to OMWD’s recycled water distribution system. By allowing Surf Cup to convert the irrigation of 55 acres of grass fields to recycled water, OMWD has reduced potable water demands for irrigation by up to 100 million gallons per year.
“OMWD’s board is honored to receive this award for a collaborative project, which expanded the use of recycled water while protecting the environment,” said OMWD Board Treasurer Larry Watt. “Additionally, state grant funding helped pay for the project, reducing costs for our ratepayers.”
Project of the Year will save up to 100 million gallons of potable water annually
The project involved the installation of 1,600 feet of 8-inch PVC pipeline that required specialized drilling and interagency cooperation to be completed. The pipeline needed to cross the San Dieguito River, causing design, permitting, and construction obstacles. OMWD’s design team used horizontal directional drilling to install the pipeline more than sixty feet below the river bottom.
Horizontal directional drilling reduces not only surface area damage, but also environmental impacts from construction site dust, making it less impactful to nearby habitat and communities than traditional excavation work.
Interagency cooperation benefits wildlife
OMWD worked with the California Department of Fish and Wildlife on a streambed alteration agreement to ensure the protection of fish and wildlife habitat. OMWD also worked with the U.S. Fish and Wildlife Service to protect nesting birds such as the federally listed clapper rail and barn owl.
By OMWD taking proactive steps, such as daily biological sweeps of the project and inspections of the trenchless process, there was no adverse impact to habitat or species in the project area.

Interagency cooperation was also required for the project. The property is served water by Santa Fe Irrigation District and owned by the City of San Diego. While SFID did not have nearby recycled water infrastructure, it wanted to provide Surf Cup fields with a drought-resilient water supply. The OMWD pipeline project meets that need. The San Diego City Council approved a permanent utility easement allowing crews to access the property.
Grant funds support regional water management efforts
California’s Department of Water Resources awarded $202,300 for the project in Proposition 84 funding, which is administered by water wholesaler San Diego County Water Authority through the Integrated Regional Water Management program. The San Diego IRWM Program supports collaborative water management to increase regional self-reliance throughout California.

With the recession and the COVID-19 pandemic causing economic havoc nationally and across Southern California, the San Diego County Water Authority has adopted several cost-cutting strategies to reduce rate increases and it’s asking the Los Angeles-based Metropolitan Water District of Southern California to do the same.
When the Water Authority’s Board of Directors approved its 2021 rates in June, it limited rate increases to 4.8-4.9% – and more than 60% of that rate increase is directly attributable to MWD. The Water Authority Board also directed staff to return this fall with any other cost savings, specifically, any pass-through savings from MWD.
Water rates and COVID-19
So far, MWD’s Board has directed agency staff to look for cost-cutting measures – but MWD staff is proposing not to offer further rate relief. Even though MWD is proposing to initiate cost-containment efforts to save $11.7 million in FY2021 (less than 0.6% of its budget), MWD’s September rate review memo recommends not to incorporate the savings into its budget and not to offer rate relief because it found member agencies “have not experienced significant [financial] impacts attributable to COVID-19.”
Water agencies face financial pressure
In reality, San Diego County and the nation continue to face a recession and double-digit unemployment, and many water agencies across Southern California are facing financial pressure due to unpaid bills by residents and their own efforts to provide rate relief.
In response to those unprecedented pressures, the Water Authority froze hiring, limited travel and training, and delayed equipment replacement, among other efforts.
“The Water Authority Board believes that it is important for all water suppliers, including MWD, to be recognized as part of the solution for Southern California ratepayers during this difficult time,” said Jim Madaffer, chair of the Water Authority’s Board of Directors. “MWD has an opportunity to help millions of ratepayers by tightening its belt like the Water Authority and numerous other water agencies have already done.”
Nation’s largest water agency has opportunity to help ratepayers across Southern California
Madaffer wrote a letter to MWD’s Board chair this week encouraging the nation’s largest water agency to take additional cost-saving steps. One way MWD could benefit all member agencies would be to reduce its water transportation rates by $15 per acre-foot. This would trim MWD’s budget by about 1.3% and provide $24 million in savings to Southern California water agencies.
However, Madaffer said the Water Authority is open to other ways that MWD can cut costs and reduce rate increases.
“We want to be clear that it also is not our intention to impede in any way MWD’s ability to provide a safe and reliable water supply to its member agencies – to the contrary, we believe these cost savings may be achieved without having any material impact on service,” Madaffer said.
