Manchester Avenue Potable Water Pipeline Replacement Project Completed

The Olivenhain Municipal Water District recently completed the Manchester Avenue Potable Water Pipeline Project. In total, 3,700 linear feet of aged potable water pipeline was replaced along Manchester Avenue, Rancho Santa Fe Road and Encinitas Boulevard.

The pipelines previously serving water in this area were installed in 1961 and were approaching the end of their lifespan. OMWD takes a proactive approach in repairing and replacing aging water infrastructure to avoid leaks and ensure the continuation of uninterrupted water service to its customers. In the third year of drought in California, projects like this pipeline replacement, help save potable water and reduces costs to ratepayers.

“Emergency leaks are very costly, can waste millions of gallons of water, and can be disruptive to surrounding communities,” said Bob Topolovac, OMWD board director. “The investments we made to prevent these emergencies will benefit our ratepayers well into the future.”

Pipelines replaced included:

  • Approximately 1,900 linear feet of 12-inch pipeline in Manchester Avenue from Colony Terrace north to Encinitas Boulevard
  • Approximately 450 linear feet of 12-inch pipeline in Encinitas Boulevard west of Rancho Santa Fe Road
  • Approximately 500 linear feet of 12-inch pipeline in Rancho Santa Fe Road north of Encinitas Boulevard
  • Approximately 850 linear feet of eight-inch pipeline in South Rancho Santa Fe Road

To minimize the impact on the surrounding community, construction took place mainly at night. The project was completed on time and with no major disruptions or water outages to the impacted community. OMWD coordinated with the City of Encinitas on a traffic management plan to mitigate construction traffic, and there were no significant traffic impacts.

Asset Management: Successful Pipeline Repair 4 Project in San Diego

Tens of millions of gallons of water are flowing through a major pipeline in North San Diego County after successful repairs on a distressed section of Pipeline 4. The urgent repair project is a testament to the San Diego County Water Authority’s proactive Asset Management Program, which helps maintain water supply reliability while saving ratepayers money. The pipeline near Bonsall, returned to service in March, after a 10-day shutdown.

High-tech asset management program

Water Authority staff detected potential pipeline weaknesses just north of West Lilac Road in January using real-time acoustic fiber-optic monitoring. This technology locates distressed sections of pipelines even while they are in use as part of the agency’s high-tech asset management program.

As a result of the frequency or rate of change of wire breaks, Water Authority staff began preparing in late January for a 10-day shutdown to replace two distressed sections of pipe.

Preparations included:

  • Coordination with member agencies
  • Meeting with affected homeowners in the vicinity of the work
  • Preparing for the aqueduct shutdown
  • Completing engineering design for the pipe replacement; and
  • Procuring a contractor to complete the repair

By the last day of the 10-day shutdown, the contractor had pulled the shoring and was completing backfill, allowing the pipeline to be put back into operation according to schedule.

Asset management team saves ratepayers money

Pipeline 4 repair work included collaboration with five North County member agencies served by the pipeline, and operations staff from throughout San Diego County, which helped plan and execute the timely completion of the repair.

The asset management team uses the latest inspection technologies to detect age-related defects that might be occurring on pipelines and other water conveyance facilities. By identifying defects early, they can often be corrected using localized, low-cost repair methods prior to them becoming larger, more costly issues.

The Water Authority operates and maintains a regional water delivery system capable of delivering more than 900 million gallons of water per day. The system consists of 310 miles of large-diameter pipeline, 1,600 aqueduct-related structures, and approximately 100 metering/flow control facilities.

The repair is part of the Water Authority’s proactive approach and long-term commitment to maintaining regional water supply. Strategic investments in money-saving management tools and training paid off when staff spotted a potential problem that could have led to an unplanned shutdown of a 7.5-foot diameter water pipeline.

The pipeline was shut down March 1 so repairs could begin. While Pipeline 4 was out of service, five North County water agencies that rely on it continued water deliveries by other means to homes and businesses.

Even during the shutdown, the Water Authority’s resilient system can deliver treated water to member agency connections from multiple sources, including the Carlsbad Desalination Plant.

The Water Authority uses the most current technologies for monitoring large-diameter pipelines, including electromagnetic scanning, which detects and locates damaged areas within pipeline walls, and real-time acoustic fiber-optic monitoring, which can detect and locate distress on pipelines while they are in service.

Further investigation prompted the Water Authority to prioritize repairs on a 48-foot-long section of pipeline. Water Authority staff are carefully monitoring the pipe section around the clock while preparing designs and identifying contractors that can quickly mobilize for repairs.

Water supply affordability

Plans are to shut down and drain that stretch of pipe starting March 1. Work to replace the pipeline segments will continue until the line is back in service approximately 10 days later.

Coordination, collaboration with member agencies

The Water Authority has been coordinating closely with retail water agencies in North County that rely on deliveries from Pipeline 4. Rainbow Municipal Water District, Fallbrook Public Utility District, City of Oceanside, Valley Center Municipal Water District, and Vallecitos Water District are preparing to continue water deliveries by other means to homes and businesses while Pipeline 4 is out of service.

Water Authority infrastructure repairs are funded by water ratepayers countywide. Regional investments in supply reliability ensure consistent and timely monitoring, maintenance, and repairs of the complex countywide water delivery system. Those investments, in turn, support San Diego’s regional economy and quality of life.

Approximately 82 miles of the Water Authority’s pipelines are pre-stressed concrete cylinder pipes, also known as PCCP, that are made from a combination of steel and concrete. However, numerous catastrophic failures have occurred with these pipes worldwide in recent decades. In response, the Water Authority instituted a proactive program in 1991 to reinforce the pipelines with steel liners. To date, the Water Authority has relined 47 miles of PCCP.

Otay Water District Invests in Preventive System Maintenance

As part of its preventive maintenance program to safeguard its water supply and reduce water loss, the Otay Water District is conducting leak inspections of its pipeline system. Leak detection and repair programs save water by ensuring water system integrity. The District uses state-of-the-art equipment to inspect its water distribution system for leaks in pipelines, meters, and valves. The equipment is designed to “listen” for leaks and can pinpoint the location of even the smallest water leak. Once identified, crews will schedule the needed repairs.

Otay’s contractor, Utility Services Associates, will inspect approximately 173 miles of potable water mains in Rancho San Diego, El Cajon, and Jamul, along with potable and recycled water mains in areas of Chula Vista. The work is now underway.

Water leaks often account for a substantial portion of lost revenue in water utility systems. If just small single-digit percentages of water carried by the Otay Water District’s pipelines were lost to leaks, it would cost hundreds of thousands of dollars per year and waste a precious resource.

Otay Water District customers may see workers inspecting the meter in front of their home or business, typically between 7 a.m. and 5 p.m., Monday through Friday. Some weekend and night work may also be required. The duration of the inspection can range from a few minutes to one day.

Workers will be wearing a Utility Services Associates logo and carry company identification. They will not need access to customers’ homes or property but may contact customers if they need to momentarily shut off their water supply for further testing. They will not shut off the water supply without permission from someone at the home or property.

Workers may be lifting water meter covers, inspecting, and attaching equipment to meters or valves. If a leak is suspected, the Otay Water District will contact the customer and advise them of the potential leak.

The inspection has an estimated completion date of Friday, April 29, 2022, subject to weather and other circumstances.

San Vicente Potential Energy Storage Facility Project Moves Ahead

As partners, the City of San Diego and the San Diego County Water Authority will begin negotiations on a project development agreement with the BHE Kiewit Team to develop Phase 1 of the potential San Vicente Energy Storage Facility Project, which could generate enough energy for about 135,000 households.

The proposed project is subject to a full environmental review and regulatory approvals. If the Water Authority and City of San Diego decide to proceed after completing environmental review, the San Vicente Energy Storage Facility would provide up to 500 megawatts of long-duration stored energy upon completion to help meet peak electrical demands throughout Southern California and help meet California’s renewable energy goals.

“Reliable, clean source of energy”

“On top of providing a reliable, clean source of energy and helping our City and the state of California meet our climate goals, this project has the potential to create well-paying local jobs,” said San Diego Mayor Todd Gloria. “I’m proud of the City’s partnership on this project and look forward to it moving though the regulatory approval process to fruition.”

The Water Authority’s Board of Directors on January 27, approved entering into negotiations with BHE Kiewit, along with a $4.6 million contract with AECOM Technical Services, Inc. to perform environmental work for the project.

The Board also approved a $1.6 million amendment to a professional services contract with Black & Veatch Corp. to support project development agreement negotiations, provide technical expertise for a California Independent System Operator interconnection application, perform preliminary design and engineering reviews, and assist with preparing a Federal Energy Regulatory Commission (FERC) license application.

Water Authority Board Chair Gary Croucher said the Board’s action will help propel the potential project forward by getting started on environmental review and other necessary requirements.  “The San Vicente Energy Storage Facility Project meets multiple goals for the San Diego region, including protection from blackouts and supporting climate-friendly energy sources,” said Croucher. “We’re excited to get moving.”

Phase 1

Phase 1 work includes activities required to complete site investigations, design, and engineering; support state and federal environmental reviews; support the acquisition of a CAISO interconnection agreement; support the acquisition of a FERC license; and collaborate with project partners to achieve commercialization.

Four proposals were received and evaluated for the project development contract. Teams submitted written proposals followed by interviews in December. Evaluators considered each team’s understanding of the scope of work, technical and specialized qualifications, strategies to commercialize the project, and financial capabilities.

Pumped energy storage facility project

The panel unanimously recommended starting negotiations with the BHE Kiewit Team, which includes BHE Renewables, LLC, and Kiewit Development Company. BHE Renewables, LLC, is a wholly owned subsidiary of Berkshire Hathaway Energy Company. The Water Authority Board today also approved negotiating with Rye Development, LLC, if negotiations with the BHE Kiewit Team are not successful.

California sources nearly one-third of its power from renewables, mainly solar and wind. The target for renewable energy in California is 60% by 2030. Such a major shift to renewables will require new kinds of investments, markets and business practices. Electric grids need to be more flexible; new kinds of power supplies will help deliver energy flexibility when needed; and new pricing systems are needed to send clear signals to developers and financial markets that these projects need to move forward.

Pumped energy storage projects, such as the San Vicente Energy Storage Facility, are designed to store excess renewable energy from solar and wind during the day, and then discharge that energy when energy use increases in the evening and renewable energy is not as plentiful.

The San Vicente project would create a small upper reservoir above the existing, City-owned San Vicente Reservoir, along with a tunnel system and an underground powerhouse to connect the two reservoirs. As planned, the powerhouse would contain four reversible pump turbines.

During off-peak periods – when power is inexpensive and renewable supplies from wind and solar facilities exceed demand – turbines would pump water to the upper reservoir where it would act as a battery of stored potential energy. During high energy use, the system would discharge water from the upper reservoir downhill through the turbines, producing energy. The exchange between the two reservoirs would not consume water.

San Vicente Reservoir is near major electricity transmission interconnection facilities, which would allow the project to play a central role in integrating solar and wind energy from across the Southwest for use in San Diego County.

The San Vicente project is largely immune to the challenges faced by some conventional hydropower facilities because it would rely on an existing reservoir that holds primarily imported water and does not fluctuate significantly from year to year.

Training Preps North County Firefighters for Confined Space Rescues

North San Diego County fire agencies teamed up with Olivenhain Municipal Water District in early December for confined space training drills. The drills prepare firefighting professionals to respond to emergencies in facilities such as water or wastewater treatment plants and are required to maintain their confined space certification.

This year, training took place in one of OMWD’s water transmission vaults. Firefighters were able to use the vaults to practice confined space entries and other rescue scenarios. Fire personnel worked with OMWD staff in a team effort, and both groups benefitted from the opportunity to understand each other’s equipment and protocols.

Participating fire agencies include the Cities of Carlsbad, Del Mar, Encinitas, Oceanside, San Marcos, Solana Beach, North County, Vista, and the Rancho Santa Fe Fire Protection District.

Confined space permits are required by OSHA before making any kind of confined space entry or rescue. OMWD and other member water agencies use such permits. Bob Topolovac, OMWD board director, said, “The confined space training with the fire agencies helps everyone prepare for emergencies that could happen in similar facilities.”

OMWD staff reviewed the conditions and possible actions within the vault space with fire crews. Participants discussed decision-making for confined space entry and conditions they might encounter, such as chemical exposure and electrical lock-out/tag-out requirements.

As a result of training, fire agencies can now respond more efficiently and confidently to similar facilities thanks to establishing working relationships in advance of emergencies. “We appreciate the collaboration with local fire agencies to ensure we’re all prepared for potential future emergencies. We look forward to supporting future training exercises,” added Topolovac.

Manchester Avenue Pipeline Replacement Project Underway in Encinitas

Work is progressing toward completion on the first of two pipeline replacement projects in Encinitas by Olivenhain Municipal Water District.

Replacement of an existing drinking water pipeline is wrapping up at Rancho Santa Fe Road and Encinitas Boulevard, with completion expected in early 2022. The original pipeline was installed in 1961 and was approaching the end of its lifespan. Proactively replacing aging water pipelines prevents leaks and avoids emergency shutdowns.

“Water main breaks can waste millions of gallons of treated water while requiring costly emergency repairs,” said Bob Topolovac, Olivenhain Municipal Water District Board director. “That is why this project is critical in ensuring safe and reliable water delivery to our customers.”

Recycled water pipeline helps reduce drinking water demand

In early 2022, the water district will begin its second project, installing 1.4 miles of six-inch recycled water pipeline under Manchester Avenue and S. El Camino Real. When completed, recycled water will be connected to the San Elijo Joint Powers Authority’s Recycled Water Pipeline and North Plant. It will be part of the North San Diego Water Reuse Coalition’s Regional Recycled Water Project.

Homeowner associations, schools, and businesses along the project alignment that are currently using potable water for landscape irrigation will be able to take advantage of this lower-cost, drought-resistant local source of water for irrigation. These new customers connecting to this pipeline will reduce the need for 10 million gallons of potable drinking water per year.

Multiagency coordination on pipeline replacement

The pipeline will be installed along Manchester Avenue between Via Poco and Tennis Club Drive. Since Caltrans is working at I-5 and Via Poco, the water district is coordinating its work with Caltrans to minimize traffic impacts to the Manchester Avenue Corridor.

Construction is expected to take nine months. The project received approximately $1.75 million in state and federal grant funding, reducing costs for its ratepayers.

Prior to construction in summer 2021, the Olivenhain Municipal Water District hosted a virtual neighborhood meeting. Staff provided project details and steps that will be taken to reduce impacts to the community and sought input from members of the public. Video of the meeting can be viewed here. Trout Season Opens at Lake Jennings

The 2021 trout season opened Nov. 19 at Lake Jennings, the Helix Water District reservoir in Lakeside. The lake is one of San Diego County’s hot spots for trout fishing, ranked second in the county by SDFish.com.

The first delivery of 2,000 pounds of trout traveled 913 miles from Idaho in an oxygenated truck to stock the lake. The first of 12 biweekly trout stock came from Wright’s Rainbows in Thatcher, Idaho. A total of 20,000 pounds will be stocked every two weeks through the week of April 18. Anglers can also catch large-mouth bass, red-ear sunfish, bluegill, channel and blue catfish.

In addition to other recreational activities, Lake Jennings is where the Helix Water District stores imported water from the Colorado River and Northern California. After treatment, the water is supplied to 277,000 people in San Diego’s East County, including the cities of La Mesa, Lemon Grove, and El Cajon, the Spring Valley community.

Helix Water District is also part of a collaborative partnership for the East County Advanced Water Purifcation project, along with Padre Dam Municipal Water District, the County of San Diego, and the City of El Cajon. The plant is expected to provide 30% of current drinking water demands for East County residents when completed in 2025.

Trout fishing on the shore

Fishing is accessible on the shoreline, on the lake’s fishing dock, or from kayaks or a 16-foot skiff with an outboard motor available for rental. Rental boats are on a first-come, first-served basis. Anglers can also launch privately owned boats.

During the opening weekend of trout season in 2020, Lake Jennings issued 931 permits, including 161 for children, an increase of 10% over 2019. The lake is open for shore fishing daily from 8 a.m. to 5 p.m. Anglers must purchase a daily permit from the campground check-in kiosk. Five miles of shoreline provides ample space for social distancing.

Record catch, recommended lure

The recommended lure for trout arriving this weekend is mini jigs, an all-purpose lure that attracts trout, bass, crappie, and bluegill. To help cast the lightweight lure, lake staff recommend attaching a bobber five to six feet above the mini jig. Popular jig colors for trout season are pink, orange, and chartreuse.

The current lake record is held by Chris Sprecco, who caught an 84.4 lb. blue catfish on January 18, 2020. Sprecco broke a longstanding previous lake record of a 71.3 lb. blue catfish held by Bob Bowden on June 1, 2014.

Dock and boat fishing are available Friday, Saturday, and Sunday. The bait and tackle shop is also open Friday through Sunday.  Check the lake’s website for the latest hours and information. Anglers can sign up for the weekly Lake Jennings fishing report sent by email at the lake’s website.

Water Authority Completes Pipeline 3 Relining in Mission Trails Regional Park

San Diego County Water Authority Operations and Maintenance staff recently completed a complex relining project on a section of Pipeline 3 in central San Diego, within Mission Trails Regional Park. Pipeline 3 traverses the western portion of the region from the Riverside County border in the north to Lower Otay Reservoir in the south.

Large-diameter pipelines operated by the Water Authority and its 24 member agencies extend approximately 310 miles to convey water throughout the region.

By relining pipes ahead of time or conducting timely repairs, the Water Authority and its member agencies avoid pipeline failures and improve the reliability of future water supplies. The proactive Pipeline 3 relining project is part of the asset management program to make preventative repairs to large-scale infrastructure.

Pipeline 3 Relining

In June 2020, O&M staff performed an inspection of Pipelines 3 and 4 within Mission Trails Park during a routine shutdown. They inspected an area of Pipeline 4 that had previously been repaired, and the repairs were found to have held up successfully. Pipeline 3 has similar characteristics to Pipeline 4 in that area, and during the shutdown, staff inspected and found a 32-foot section of pipeline that had sustained lining damage. Between August and September 2021, staff completed the complex repairs on Pipeline 3.

Operations and Maintenance teams collaborate, overcome challenges

“The project was challenging due to several geographical factors, including the distance of access structures from the damaged section and the steep grade of the hill that the section of pipeline traverses,” said David Hernandez, maintenance technician at the Water Authority. “Our asset management, facility maintenance, and mechanical maintenance teams collaborated closely to plan and execute the complex repairs.”

To begin the relining project, heavy concrete covers at access point structures were first removed to allow staff to access the pipeline. Piping and an air valve at the top and pumping well at the bottom of the hill were then removed to allow for safe access. Staff installed an atmospheric ventilation fan that moved fresh air into the pipeline. Once the piping and valves were removed, they were able to enter the pipeline.

Staff then hiked through the pipeline to perform a visual inspection and locate the damaged area. They located the broken lining section and loaded broken pieces into buckets and manually hauled the buckets to access structures. Then the metal pipeline was prepared for the application of new liner. Preparation of the pipe took several days – it involved carefully cutting out any remaining damaged liner, descaling rust from the metal, and cleaning up and wiping down the metal to prepare for new lining. O&M staff then mixed the new lining material – approximately 4,400 pounds of dry material was mixed and lifted over the course of the project. The new liner was then manually applied to the pipe, starting from the bottom half for traction and then applied up to the crown of the pipe. Finally, every inch of the new lining was carefully inspected.

Careful planning protects crews during critical repairs

The highly specialized work effort was performed in a safe and efficient manner due to careful planning and execution by the Water Authority’s O&M staff. Throughout the process, staff took multiple safety measures, including wearing personal protective equipment, having a confined space rescue team on standby, and tying hand and foot loops into a safety rope. The entire project took approximately one month. It will extend the lifetime of Pipeline 3, a crucial component to the region’s water supply.
