Water Systems in Closed Buildings May Require Flushing and Testing

Plumbing systems in buildings closed or vacant for long periods may need to be flushed to safely remove stagnant water.

Water provided by the San Diego Water Authority and its 24 member agencies continues to meet all state and federal drinking water standards. But after water leaves the agencies’ distribution systems and enters private service connections, the water quality can deteriorate if water becomes stagnant.

Most commercial and industrial buildings have been partially occupied even during the COVID-19 shutdown, and HVAC and water systems continue to be maintained and operated even though many employees are working remotely. However, building owners and managers should take special care with plumbing systems in buildings that have been vacant or have had periods of low water use to protect the public and employees returning to work.

That’s because plumbing systems must be actively managed and maintained to prevent bacteria growth. Bacteria can flourish in pipes, fixtures and associated equipment (like fountains, cooling towers and HVAC systems) that aren’t used for several days. Schools, for example, commonly flush pipes before kids and teachers return from breaks.

Water agencies and other organizations are providing public notice about plumbing safety; however, it is the responsibility of building owners and managers to address any related issues on their own properties.

Several steps are necessary to prepare inactive plumbing systems for building re-occupancy, and workers performing start-up tasks should wear PPE and receive appropriate training. The steps involve flushing the entire plumbing system with water and testing to ensure “residual chlorine” levels are within the safe range. Testing to ensure effective flushing is recommended; if testing reveals high levels of bacteria in the system, additional steps are needed.

  4. Clean all decorative water features, such as fountains.
  5. Ensure hot tubs/spas are safe for use.
  6. Ensure cooling towers are clean and well-maintained.
  7. Ensure safety equipment including fire sprinkler systems, eye wash stations, and safety showers are clean and well-maintained.
  8. Maintain your water system.

During a Regional Water Quality Control Board workshop held online, three of the agency’s six board members persistently pressed local officials about the need, consumer cost and environmental harm of the $1 billion project.

The board is tentatively scheduled to a vote July 31 on one of two permits still needed by Poseidon Water before it can negotiate a final contract and begin construction on a project that that company has been pursuing for two decades. The proposal needs four votes from the regional board before it can go before the Coastal Commission for its last permit.

The Orange County Water District, the prospective purchaser of the water, has been attracted to the desalination project because it’s drought-proof and would protect its service area of 2.5 million residents from shortages of imported water. Currently, about 23% of the district’s water is imported.

As of Monday, the National Oceanic and Atmospheric Administration’s forecast for this year’s expected water supplies in the Colorado River is at 59% of average. That’s not good news.

If that prediction proves true, this will be one of the driest water years since Lake Powell was constructed nearly 60 years ago. The volume of water stored in Lake Powell each year is affected by three primary factors: the amount of water flowing into the reservoir after ‘Upper Basin‘ water users have extracted water for their use, minus water released from the reservoir to support Lower Basin water users, and minus evaporation from the reservoir itself. Lake Powell will lose – by my estimation — about 22 feet of water this year, or about 2.1 million acre-feet of storage.

At that point, the reservoir will be 60% empty.

It’s not about desal versus expansion or public versus private ownership.  It’s about creating an adequate and reliable water supply for our future.

Initially, the expansion was described as a backup to the Monterey Peninsula Water Supply Project yet would provide substantially less water, still leaving the Peninsula with a constrained water supply.

Lomita Receives Grant to Remove Chemical from Drinking Water

A grant of up to $2 million will allow Lomita to install a filtration system that removes a potentially carcinogenic chemical from its drinking water, allowing the community to resume using groundwater instead of more expensive imported supplies.

The small city had taken its sole well offline last year and drained its 5 million gallon reservoir after the levels of benzene discovered in its groundwater exceeded state drinking water standards.

The community was forced to tap pricey imported water from the Metropolitan Water District to serve its 4,242 residential and commercial customers.

Massive Northern California Reservoir Project Scaled Back to Reduce Costs

An ambitious plan to build the largest new reservoir in California in 40 years to supply water to homes and businesses from the Bay Area to Los Angeles, along with Central Valley farmers, is being scaled back considerably amid questions about its $5 billion price tag and how much water it can deliver.

Sites Reservoir is proposed for construction in remote ranch lands in Colusa County, about 70 miles north of Sacramento. The reservoir, originally designed to be four times as big as Hetch Hetchy Reservoir in Yosemite National Park and nearly as big as San Luis Reservoir between Gilroy and Los Banos, received more money than any other project two years ago from a water bond passed by state voters during California’s historic drought.
