Helix Water District Gets $18 Million Loan for Water Reuse Projects

The Helix Water District has received an $18 million loan from the U.S. Environmental Protection Agency to support the Drinking Water Reliability Project. Helix will use the Water Infrastructure Finance and Innovation Act, or WIFIA loan, to increase the region’s drinking water resiliency by expanding water reuse opportunities and reducing the reliance on imported water.

The WIFIA loan will help fund infrastructure improvements for the East County Advanced Water Purification Program, pump station upgrades and cast-iron pipeline replacement throughout the district.

Developing new drought-proof water supply

“In California, we are purifying recycled water and ocean water to replace the water that nature used to provide,” said Helix Water District Board President Kathleen Coates Hedberg. “The only way we can afford to keep rates as low as we can and develop these new projects is through collaboration – multiple agencies working together and securing capital from multiple funding sources. We are partnering with neighboring agencies to develop a new, drought-proof water supply and we are so pleased that the EPA selected our project for funding.”

$18 million loan helps recycled water efforts

Specifically, Helix Water District will modernize existing pump stations, conveyance infrastructure, and distribution pipelines as well as install an aeration system in Lake Jennings to meet state surface water requirements.

By completing the project, Helix Water District will replace 30% of its water needs that are currently met by regional sources with an alternative source of purified water conveyed from the East County AWP, which received a separate WIFIA loan. This project also supports California’s Title 22 “Pure Water” objective to increase use of recycled water by at least 2 million-acre-feet per year by 2030.

Scheduled to be complete in 2026, the East County AWP will generate up to 11.5 million gallons per day of purified water— meeting approximately 30% of current drinking water demands for East San Diego County residents and businesses.

As a result of the WIFIA program’s flexibility and competitive rates, Helix Water District will save approximately $3.2 million by financing with a WIFIA loan. Construction and operation are estimated to create nearly 400 jobs.

Established by the Water Infrastructure Finance and Innovation Act of 2014, the WIFIA program is a federal loan and guarantee program administered by EPA. The WIFIA program’s aim is to accelerate investment in the nation’s water infrastructure by providing long-term, low-cost supplemental credit assistance for regionally and nationally significant projects.

Olivenhain Municipal Water District Receives Recycled Water Award

The Olivenhain Municipal Water District received the WateReuse Association of California’s 2022 award for Recycled Water Community Outreach. The award was presented at WateReuse’s annual conference in San Francisco.

OMWD’s community outreach campaigns are intended to educate customers on the importance of water use efficiency, new supply development, and water reuse as a means to address future water supply challenges. To this end, recycled water is a focal point for OMWD’s public outreach campaigns. The recycled water award is another recognition of Olivenhain’s collaborative efforts to increase local, sustainable water supply sources in the region.

Reducing imported water

“Every drop of recycled water used on our landscapes replaces a drop of imported drinking water,” said OMWD Board Secretary Bob Topolavac. “With the state now in its third consecutive dry year, it is more critical than ever to be promoting the benefits of recycled water to new potential users to expand the use of this sustainable water supply.”

WateReuse previously recognized OMWD as California’s Agency of the Year in 2005 and again in 2019. Since that time, OMWD has expanded its recycled water distribution system such that it now meets 14 percent of its demands with recycled water.

Water Reuse Coalition

Beyond its borders, OMWD encourages a regional approach to recycled water infrastructure. It is the lead agency of the North San Diego Water Reuse Coalition, a group of nine North County agencies that coordinate across jurisdictional boundaries to connect recycled water sources with demands. By working together on the North County Regional Recycled Water Project, these agencies expect to reduce potable water use by nearly 11 billion gallons per year by 2035.

Formed in 1990, the WateReuse Association is a nonprofit organization whose mission is to advance the beneficial and efficient uses of high quality, locally produced, sustainable water sources for the betterment of society and the environment through advocacy, education and outreach, research, and membership.

North San Diego Water Reuse Coalition Awarded Up to $17.8 Million in Federal Funding

The North San Diego Water Reuse Coalition was awarded a grant of up to $17.8 million for the development of recycled water infrastructure. The grant funds come from the U.S. Bureau of Reclamation.

Oceanside Awarded $9.9 Million Federal Grant for Pure Water Recycling Project

Pure Water Oceanside has been awarded a $9.9 million grant following a recommendation by the office of U.S. Interior Secretary Deb Haaland, it was announced Tuesday.

The funding will be awarded via the Bureau of Reclamation’s WaterSMART: Title XVI WIIN Water Reclamation and Reuse Projects funding, a statement from the city read. Oceanside is one of 25 applicants named for this funding.

Manchester Pipeline Projects Continue with Installation of Recycled Water Pipeline

Encinitas, Calif. — Olivenhain Municipal Water District is beginning construction this week on a new recycled water pipeline in Encinitas along Manchester Avenue and South El Camino Real from Via Poco to Tennis Club Drive. Once complete, customers connecting to this new pipeline will irrigate with recycled water, which will reduce demand for imported potable water by more than 10 million gallons every year.

Recycled water is a sustainable water source that reduces the region’s dependence on imported water. OMWD is currently meeting approximately 14% of its total water demands using locally supplied recycled water for irrigation.

Manchester Pipeline Projects Continue with Installation of Recycled Water Pipeline

“Recycled water is a critical tool in our effort to diversify our water supply and reduce the impacts of drought,” said OMWD Board President Larry Watt. “By converting from potable to recycled water for irrigation, this project has become yet another example of how we can significantly reduce our potable water consumption.”

This new pipeline is an element of the larger North San Diego County Regional Recycled Water Project — a collaborative effort among nine North County agencies that coordinate across jurisdictional boundaries. The water that OMWD will deliver through the new pipeline is produced at San Elijo Joint Powers Authority’s water reclamation facility in Cardiff.

Cost-effective for water ratepayers

OMWD has aggressively sought grant funding for this project to make it cost-effective for ratepayers. The efforts have been successful, with OMWD achieving $1,350,000 from California’s Department of Water Resources for two separate segments of the pipeline, and approximately $400,000 from the U.S. Bureau of Reclamation’s Title XVI Water Reclamation and Reuse Program.

Manchester Avenue potable water pipeline replacement project completed

Earlier this year, the Olivenhain Municipal Water District completed the Manchester Avenue Potable Water Pipeline Project. In total, 3,700 linear feet of aged potable water pipeline was replaced along Manchester Avenue, Rancho Santa Fe Road and Encinitas Boulevard.

Construction of Sewage Recycling Pipeline Expected to Disrupt Neighborhoods This Summer, Fall

Neighborhoods across northern San Diego will be disrupted by tunneling and pipeline construction this summer when work kicks into high gear on Pure Water, the largest infrastructure project in city history.

With contracts totaling more than $1 billion recently awarded for eight of the 10 major projects that make up Pure Water’s first phase, city officials say nearly the entire project will be under construction starting in late summer or early fall.

Pure Water Oceanside Provides New Local Supply of Drinking Water

Pure Water Oceanside is the first operating advanced water purification facility in San Diego County, providing a new local supply. The facility was officially dedicated with a celebration Tuesday in Oceanside. Elected officials and water leaders throughout Southern California commemorated the milestone which coincided with World Water Day.

Pure Water Oceanside purifies recycled water to create a new local source of high-quality drinking water that is clean, safe, drought-proof and environmentally sound.

“On this World Water Day, we celebrate the City of Oceanside’s contribution to managing our invaluable water resources with the opening of Pure Water Oceanside,” said Cari Dale, City of Oceanside water utilities director. “Today we made history by moving one step closer to achieving the goal of greater water independence for not only our city, residents and businesses, but also the region as a whole.”

20% of Oceanside’s drinking water supply

The $70 million project uses advanced technology, including ultrafiltration, reverse osmosis and advanced oxidation to provide 3 million gallons per day or more than 20% of the City of Oceanside’s drinking water supply. The source of the recycled water to create the purified water is from the city’s own San Luis Rey Water Reclamation Facility.

“Pure Water Oceanside exemplifies our commitment to innovative projects that improve the lives of the citizens who call our great city home,” said City of Oceanside Mayor Esther Sanchez. “Not only will the project safeguard against ongoing drought concerns, but it will also improve the quality and quantity of our local aquifer and reduce our reliance on imported water, ensuring clean and reliable water is available for future generations.”

Pure Water Oceanside addresses a variety of challenges faced by the city. Before the project went online, Oceanside imported most of its water from the Sacramento Bay Delta and the Colorado River, hundreds of miles away. This imported water is subject to rising costs out of the city’s control, requires an enormous amount of energy to transport and is vulnerable to natural disasters and earthquakes. Pure Water Oceanside addresses these challenges by diversifying the city’s water supply and reducing its reliance on imported water.

The launching of Pure Water Oceanside coincides with a larger movement for the region as a whole to create sustainable water supplies in San Diego County. In addition to Pure Water Oceanside, two other water reuse projects are planned for the region: the East County Advanced Water Purification Program and Pure Water San Diego.

2022 Water Year Looks Dismal as Snowpack Melts

The optimism spurred by heavy snowstorms in December has melted away, and the 2022 water year is now looking bleak.

After facing the driest recorded January and February in state history, California Department of Water Resources reported that statewide, the snowpack stood at 63% of average for the date last week after conducting the agency’s third manual snow survey of the year.
