CWA Ratifies Contracts, Accepts Notice of Completion for Pipeline 5 Repairs

Eventually the San Diego County Water Authority will develop and implement a long-term fix for the vulnerability of the three SDCWA pipelines in Moosa Canyon, but the short-term fix for Pipeline 5 is now complete.

A unanimous CWA board vote, Thursday, May 28, ratified four contracts approved administratively by CWA General Manager Sandra Kerl and authorized Kerl to accept the work as complete.

“Earlier this month, in May, we shut down Pipeline 5 to remove the bulkheads and we resumed normal operations on May 8,” Neena Kuzmich, engineering manager of CWA, said.

Second Shutdown of Pipeline 5 at Moosa Creek Set For May 4-11

The actual repair work for a San Diego County Water Authority pipeline in Moosa Canyon is now complete, although a shutdown to remove the isolation bulkheads will be needed and the SDCWA pipeline will be shut down May 4-11.

“The carbon fiber repair has been completed, and we’re preparing for a shutdown of Pipeline 5, May 4, to remove the internal steel bulkheads,” Neena Kuzmich, CWA engineering manager, said. “After we remove the bulkheads Pipeline 5 will resume normal operations.”

CWA Approves Shutdown Schedule for Pipeline 5 Work at Moosa Creek

In 2019, the San Diego County Water Authority repaired a leak to a pipeline in Moosa Canyon. That repair was followed by an assessment of the other two SDCWA pipelines in the area, and one of those was found to be at risk so the CWA will be making repairs to that pipeline.

A CWA board vote, Feb. 27, authorized CWA general manager Sandra Kerl to take the necessary contracting and other actions for the repairs on Pipeline 5 in Moosa Creek. The current schedule includes shutdowns March 30 through April 5 for the installation of isolation bulkheads and May 18 to May 24 for the removal of the bulkheads as well as carbon fiber lining work expected April 6 through May 15.

May 24 is the Sunday of Memorial Day weekend, and the actual shutdown schedule will likely be revised as the repair work progresses.

CWA Approves Completion Notices, Final Change Order for Moosa Canyon Pipeline Repair

The completion of the emergency repair to the San Diego County Water Authority’s Pipeline 4 in Moosa Canyon led the SDCWA board to approve notices of completion which will release funds to the contractors, and the CWA board also ratified the final change order for the repair work.

The Nov. 21 CWA board action accepts the emergency repair work by J.F. Shea Construction Inc. and the carbon fiber repair work by Fibrwrap Construction Services Inc. as complete while also ratifying a $200,000 change order in the emergency contract with J.F. Shea.

Aqueduct Shutdown Expected to Begin Nov. 4

The repair to the San Diego County Water Authority’s Pipeline 4 in Moosa Canyon will require a shutdown of the SDCWA aqueduct which is expected to begin Nov. 4, and the CWA’s actions also included a unanimous CWA board vote Oct. 24 to approve a change order in the CWA’s contract with Fibrwrap Construction Services, Inc.

The change order increases the contract by $140,409 to create a total contract amount of $1,011,751 while also amending the contract to increase the number of carbon fiber layers.

CWA Ratifies Contracts for Moosa Canyon Pipeline Repair

The San Diego County Water Authority ratified two contracts for the repair of Pipeline 4 in Moosa Canyon. A unanimous CWA board vote Sept. 26 ratified a $950,000 contract with J.F. Shea Construction Inc. for the repair of Pipeline 4 and a contract for $871,342 with Fibrwrap Construction Services, Inc., for the carbon fiber relining of Pipeline 4. The action also authorized the continuation of the emergency declaration which exempts the CWA from the normal contract procurement process and from California Environmental Quality Act review.
