Water For People Recognizes Kimberly Thorner for Volunteer Leadership

Olivenhain Municipal Water District General Manager Kimberly Thorner was honored with the Kenneth J. Miller Founders’ Award by Water For People, an international non-profit organization, for her efforts on American Water Works Association’s California-Nevada Section’s Water for People San Diego Committee.

The award recognizes exceptional volunteers who are working to support water and sanitation in developing countries.

“I am extremely honored to receive this award,” said Thorner. “Water For People is one of my favorite charities. They support disadvantaged communities across the globe to improve their quality of life with water, sanitation, and hygiene services.”

Thorner performs volunteer work for the Water for People San Diego Committee behind the scenes. In addition, she also appears on stage at its annual fundraising luncheon for water and wastewater professionals, which raised over $24,000 in 2024.

“I attended my first Water For People fundraising luncheon 14 years ago, and I heard a speaker talk about how girls and women would disappear on long walks to water sources to fetch water. It hit me hard, as I realized, with young daughters of my own, how fortunate we were to have clean water from our taps at our fingertips,” said Thorner.

“Since then, I have had the honor and pleasure of working on and emceeing the event 11 times. “In addition to raising crucial funding, the event spotlights successful projects and emphasizes the need for Water For People worldwide. All the employees at OMWD hold this charity close to their hearts.”

Long History Of Support By Thorner and OMWD Employees

Thorner and OMWD employees have volunteered and contributed to Water For People events for more than 20 years, raising thousands of dollars by assembling, selling, and purchasing holiday gift baskets. This effort represents 11 percent of the total proceeds from basket sales in San Diego County.

Thorner has also hosted “Walk for Water” fundraising walks at OMWD’s Elfin Forest Recreational Reserve. The length of the walks, six kilometers, represents the average distance that women and girls in developing countries walk each day to fetch water for their families to use for drinking, bathing, and cooking.

“Kim Thorner has been an outstanding volunteer for Water For People in numerous ways over the years,” said Tom Alspaugh, who nominated Thorner for the award. “She has spearheaded support for Water For People’s events and activities, and in exemplifying excellent service, she is well deserving of the Miller award.”

Who: Kimberly Thorner was seated on the Board of Directors on January 6, 2021, representing the Olivenhain Municipal Water District. Director Thorner serves on the Administrative and Finance, Audit and Engineering and Operations committees for the Water Authority. She was formerly a member of the Fiscal Sustainability Task Force.

Background/Education: Thorner earned a bachelor’s degree in political science from the University of Colorado (Boulder) and a juris doctor from Thomas Jefferson School of Law in San Diego. She began her tenure with OMWD in October 1996 and was unanimously selected by the Board of Directors to become OMWD’s fourth general manager beginning January 1, 2007.

Q & A

Q: How did you get interested in water issues?

A: Water is my life. I am quickly approaching my 25th year in the water industry. I started locally, working on treatment plant projects, dams, outreach and conservation. As my tenure in the industry expanded, so did my participation at an expanded level – being involved in statewide and federal water issues, committees and boards. I’ve never had a boring day in the water industry!

Q: What are your priorities or interests as a Board member?

A: My first priorities are the basics – safe, reliable, and affordable water for the San Diego region. None of the member agencies can be successful in providing safe, reliable, and affordable water if SDCWA is not successful. I am looking forward to participating in the continued success of SDCWA. My second priorities are the essentials – transparency, openness and collaboration. Working together openly and honestly in order to move forward for the advantage of the region is important.

Q: Besides maintaining safe and reliable water supplies, what do you see as the top three issues facing the San Diego region?

A: After Safe and Reliable supplies, I would say: Affordability. Dwindling Demand. Maintaining Current Infrastructure.

Q: What do you like to do when you are not working?

A: I’m always working, unless I am off the grid summiting a mountain or spending time with my two daughters. I guide friends up Mt. Whitney and Rim2Rim of the Grand Canyon every year. Someone has to check the snowpack up there in the Sierra and the flow of the Colorado River in the canyon!

Olivenhain Municipal Water District General Manager Kimberly Thorner Joins County Water Authority Board

Encinitas, Calif. — Olivenhain Municipal Water District General Manager Kimberly Thorner was seated this afternoon at her first board meeting as OMWD’s representative on the San Diego County Water Authority board of directors. OMWD’s board unanimously appointed Ms. Thorner to the position at its November 18, 2020 meeting and she was sworn in on January 6, 2021.

“Ms. Thorner will continue to ensure that the interests of ratepayers in OMWD’s 48-square mile service area are heard at the regional level,” said OMWD Board President Larry Watt.
