‘This System Cannot Be Sustained’

The Colorado River Basin is the setting for some of the most drawn-out and complex water issues in the Western U.S. In 2019, the Colorado River Drought Contingency Plan — a water-conservation agreement between states, tribal nations and the federal government for the basin, now in its 20th year of drought — passed Congress. This year, it goes into effect.

2020 will also see the start of the renegotiation of the Colorado River Interim Guidelines. The guidelines, which regulate the flow of water to users, were created in 2007 without tribal consultation and are set to expire in 2026. The 29 tribal nations in the upper and lower basins hold some of the river’s most senior water rights and control around 20% of its annual flow.

Two million years ago, as glaciers carved much of North America, torrential rains flooded what is now the Western United States, forming vast lakes across the region. The only remnants of that era are millions of saline ponds, some so small that over a hundred can be concentrated into a square kilometer. These lakes are now quickly shrinking. With less runoff from snowpack, and more water being diverted for agriculture, the lakes’ levels are rapidly decreasing, becoming even higher in salt content.

As early as 2020, hydrologists forecast that the level of Lake Mead, the largest reservoir on the Colorado River, could drop low enough to trigger the first water shortages in its downstream states of Arizona, Nevada and California. The three states in the river’s Lower Basin have long feared shortages. But the continued decline of Lake Mead reflects a reality they can no longer ignore: Demand for the river’s water, which supports 40 million people from Wyoming to California, has long outpaced the supply.
