Opinion: Beyond COVID and Social Unrest, Valley’s Big Problem Remains Declining Groundwater

In these extraordinary times, managing groundwater for long-term sustainability may not seem like a top priority. But in the San Joaquin Valley — where groundwater supplies have been declining for decades — excess pumping is a critical problem, with major implications for public health, jobs, the environment and local economies.

The state’s Sustainable Groundwater Management Act (SGMA) requires groundwater planning and actions to sustain this vital resource. Agencies from California’s 21 “critically overdrafted” basins — including 11 large basins that span most of the San Joaquin Valley floor — submitted their first groundwater plans in January.

FPUD Board Tours Conjunctive Use Project Sites

The five Fallbrook Public Utility District board members were given a tour of FPUD’s Santa Margarita Conjunctive Use Project sites May 29.

Because a majority of the FPUD board members were present, it was legally required to be a noticed public hearing and the tour was officially a special meeting of the FPUD board. Although members of the public were welcome to attend they would have been required to remain in their own cars or trucks due to the coronavirus quarantine, but they would have been able to hear the audio communications.

The Past, Present and Future of California’s Groundwater

A century after the state began overseeing surface water, the California legislature enacted a set of three laws regulating water below the surface. The passage of the Sustainable Groundwater Management Act (SGMA) in 2014, granted the state official oversight authority of groundwater. However, its involvement existed long before SGMA and continues to influence current policies and regulation of the resource. A new paper published in Society and Natural Resources, examines how the state’s ongoing involvement helped shape current policies by looking at the 120-year history of California’s role in groundwater management and policy development.

Could the Answer to Groundwater Resources Come From High in the Sky?

Groundwater makes up 30 to 50 percent of California’s water supply, but until recently there were few restrictions placed on its retrieval. Then in 2014 California became the last Western state to require regulation of its groundwater. With deadlines starting this year, for the first time water managers in the nation’s premier agricultural region – the state’s Central Valley – are tasked with estimating available groundwater. It’s a daunting technological challenge.

Central Valley Water Districts Take Aim at Each Other’s Groundwater Plans

There is no tougher playground than California’s water world.

Just take a look at the zingers flying back and forth between water districts on one another’s groundwater sustainability plans posted on the Department of Water Resources’ website.

“It’s like a giant game of dodgeball,” said Dana Munn, General Manager of Shafter-Wasco Irrigation District.

Hydro Station Joins Virtual ‘Innovation Week’ May 26-29

The Chula Vista Elementary School District’s “Innovation Week 2020” from May 26 to 29 will make a virtue of going virtual, inviting the community to participate along with its students in four live science education events. The activities include a Hydro Station lesson about groundwater aquifers.

The Hydro Station is an interactive educational space at the Richard A. Reynolds Groundwater Desalination Facility, operated as a joint partnership between the school district, the Otay Water District, and the Sweetwater Authority.

“We’re proud that the school district can continue offering its programs at a time that’s needed now more than ever,” says Tenille Otero, Otay Water District communications officer. “Even better, is that anyone outside of the school district can experience these wonderful programs that the district offers.”

Live interactive events for students and public

“We are very excited to bring our innovative learning experiences to the San Diego region and beyond through these live, online events,” said Michael Bruder, instructional services coordinator with the Chula Vista Elementary School District. “We are also grateful to have the support of our wonderful community partners in making this happen.”

All live sessions start at 1 p.m. and will be hosted on the Microsoft Teams platform. The sessions are free and open to the public to join.

On Thursday, May 28, at 1 p.m. Hydro Station instructor Christy Bystrak will lead “Building an Edible Aquifer.”

Participants will learn about the geology of an aquifer including confining layers, contamination, recharge, and water tables, while constructing their own version using items found at home in the kitchen, including clear plastic cups, straws, food coloring, soda, ice cream, and different types of small candy or cereal.

Additional presentations include “Engineering Superhero Tech,” “Cooking Up S’More Energy,” and “Structures for Survival.”

Located in southern San Diego County, the Chula Vista Elementary School District’s 46 schools serve more than 29,600 students. Schools serve a vibrant, diverse community that features a blend of residential areas, recreational facilities, open space, and light industry.

CVESD offers innovative partnerships such as the Hydro Station project with the Otay Water District and Sweetwater Authority as a vital part of its technology-based curriculum to develop students’ creativity, critical thinking, communication, and collaboration skills.

Orange County Water Districts Consider Massive Lawsuit Over PFAS Contamination

Nine Orange County water agencies have retained a legal team to study whether to file suit to recoup the estimated $450 million cost of purifying drinking water in local wells contaminated with PFAS chemicals.

The PFAS compounds — long used in Scotchguard, Teflon and other products — have leached into groundwater supplies over several decades and have been linked to a variety of health problems, including cancer, liver and kidney damages and ulcerative colitis.

It’s likely that 3M and DuPont, the primary manufacturers of PFAS products, would be defendants.

Within the Colorado River basin, management laws dictate how water is allocated to farms, businesses and homes. Those laws, along with changing climate patterns and demand for water, form a complex dynamic that has made it difficult to predict who will be hardest hit by drought.

Lomita Receives Grant to Remove Chemical from Drinking Water

A grant of up to $2 million will allow Lomita to install a filtration system that removes a potentially carcinogenic chemical from its drinking water, allowing the community to resume using groundwater instead of more expensive imported supplies.

The small city had taken its sole well offline last year and drained its 5 million gallon reservoir after the levels of benzene discovered in its groundwater exceeded state drinking water standards.

The community was forced to tap pricey imported water from the Metropolitan Water District to serve its 4,242 residential and commercial customers.
