Agency Veteran Dan Denham Appointed GM of San Diego County Water Authority

The San Diego County Water Authority board of directors has voted unanimously to appoint Dan Denham as general manager, following the retirement of former GM Sandra L. Kerl in June.

“We are fortunate to have Dan’s knowledge of the San Diego County Water Authority and his depth of experience managing multiple programs, including the landmark agreements that have ensured a safe and reliable water supply for San Diego County,” said Mel Katz, chair of the Water Authority board, after the vote on Thursday.

Before joining the agency in 2006, Denham served in various capacities at the city of San Diego’s Metropolitan Wastewater Department, Financial Management Department and mayor’s office. He holds undergraduate degrees in public administration and economics, and a graduate degree in public administration, all from San Diego State University.

Dan Denham Appointed San Diego County Water Authority General Manager

The San Diego County Water Authority Board of Directors August 24 voted unanimously to appoint Dan Denham as general manager. The appointment follows the June retirement of former General Manager Sandra L. Kerl. Denham has served in several leadership capacities with the Water Authority for the past 17 years, including his most recent post as deputy general manager.

In that role, he oversaw the MWD and Colorado River programs, along with the Engineering, Water Resources, and Operations & Maintenance departments. Denham also continues to oversee the implementation of long-term agricultural-to-urban conserved water transfers that are among the largest in the United States. As a commissioner on the Quantification Settlement Agreement Joint Powers Authority, he leads the Water Authority’s fulfillment of environmental mitigation obligations and legislative advocacy efforts at the Salton Sea.

Sandra Kerl, the long-time general manager of the San Diego County Water Authority, retired Thursday after more than 40 years of public service.

Deputy General Manager Dan Denham will serve as acting GM until the board of directors finds a permanent replacement.

“It has been my privilege to work with so many talented and dedicated people during my 14 years at the Water Authority,” said Kerl. “I have complete confidence that they will carry on our mission without skipping a beat.”

San Diego County Water Authority General Manager Sandra L. Kerl retires today after more than 40 years of public service, with Deputy General Manager Dan Denham taking over as acting GM until the Board of Directors permanently fills the position.

Kerl’s tenure at the Water Authority included 10 years as deputy general manager and four years as the agency’s top staff member during a period of unprecedented uncertainty regionally and nationally. Following her retirement announcement in April, Kerl was praised by state and local leaders for her steady hand and tireless efforts on behalf of San Diego County and the water industry.

‘Can-do spirit’

“Sandy’s vision and management skills have been crucial in successfully navigating the challenges of an extreme drought while ensuring stability through the COVID-19 pandemic,” said Mel Katz, chair of the Water Authority Board. “Her deep experience with water issues, collaborative management style, and can-do spirit guided the agency through an unprecedented period of change. Sandy’s dedication and work ethic on behalf of San Diego region will be missed. We are grateful for her service and wish her nothing but the best in retirement.”

During a June ceremony at the Water Authority’s Kearny Mesa headquarters, California Senate President pro Tempore Toni G. Atkins presented Kerl with a framed resolution recognizing her contributions to the region on behalf of the entire San Diego County delegation in the state Legislature. San Diego County Congressmen Scott Peters and Darrell Issa also provided proclamations celebrating Kerl’s service.

As general manager, Kerl launched an era of increased engagement with the Water Authority’s 24 member agencies and the Metropolitan Water District of Southern California. She took a similar approach with staff, issuing the first agency-wide employee engagement survey and using the results to focus on areas of improvement. The Water Authority was named a Top Workplace in 2021 and 2022 by The San Diego Union-Tribune based on employee surveys by an independent organization.

Career highlights for Kerl also include playing pivotal role in securing financing for the nation’s largest seawater desalination plant, which started commercial operations in Carlsbad in 2015 and produces approximately 50 million gallons of water a day for the San Diego region. Before joining the Water Authority, Kerl served as the city manager of La Mesa, Calif. Throughout Kerl’s career, she has been active in the International County Management Association and has served as chair of the San Diego City/County Managers Association and San Diego Regional Training Center.

Kerl served as Chair of California Urban Water Agencies (CUWA) for the last year, an organization that has shaped the conversation about drought with state leaders during her tenure. She also served on the Executive Board of the Southern California Water Coalition, chairing the Colorado River Task Force and Southern California Leadership Council Executive Committee.

The Water Authority Board formed a work group to lead the general manager selection process. During the interim, Denham will work closely with staff and the Board to ensure continued execution of Water Authority priorities. The transition team also includes Assistant General Manager Tish Berge, who will serve as acting deputy general manager, and Water Resources Director Kelley Gage, who was appointed acting assistant general manager.

Helix Water District Names Brian Olney New General Manager

The Helix Water District Board of Directors appointed Brian Olney as the organization’s new general manager, effective September 1, 2022. Olney was previously the Assistant General Manager and before that, the water district’s Director of Water Quality and System Operations.  He has 28 years of experience in the water industry.

Erica Wolski Hired as Ramona Water District’s New General Manager

Erica Wolski, a former senior technical manager at Woodard & Curran, is the new general manager at Ramona Municipal Water District.

Wolski, 44, who starts in the position on Wednesday, has been a Ramona resident since 2019 and a San Diegan since 2010. She said she is looking forward to helping the water district develop its transparency and customer engagement.

Sweetwater Authority Hires New General Manager After Monthlong Vacancy

Sweetwater Authority has selected its new general manager to manage the water agency responsible for about 200,000 customers in the South Bay.

Following a months-long vacancy, Carlos Quintero started his role on Sept. 27 following the Sweetwater governing board’s approval last month of a three-year employment contract with him. He has worked in the water industry for the past 24 years.

The Otay Water District Board of Directors February 6 voted unanimously to appoint Assistant Chief of Water Operations Jose Martinez as the new general manager of the District. The Board announced they will negotiate contract terms and vote on those terms at the March 11 Board meeting.

“Jose will be an asset to the District for many reasons,” said Board President Gary Croucher. “His experience as a nuclear engineer for the U.S. Navy and managing water utility and operations at the District, combined with his leadership on legislative bill AB 1588, will contribute to guiding and leading the District on its already strong path of providing exceptional service to our customers; he will also bring new and innovative ideas to continue enhancing operational practices.”

Jose Martinez: 18 years of progressive management and leadership experience

Martinez has more than 18 years of progressive management and leadership experience in private and public organizations within highly regulated utility industries. He also has managed multimillion-dollar engineering and construction projects for water and wastewater facilities and has a strong administrative and financial management project background. Martinez managed and designed construction projects for SAIC, Incorporated for five years, from 2007 to 2012, prior to working at the District.

Under the direction of Otay’s chief of water operations and the general manager, Martinez served as the assistant chief of water operations since 2014, planning, directing and managing the activities and operations of the department, which includes utility and fleet maintenance and operations of water, wastewater, reclamation, and recycled systems.

“I’m honored to serve as the District’s general manager,” said Martinez. “The District sets an example as a water and wastewater agency, providing outstanding service to its customers. I am proud to lead the organization and take pride in continuing to move us forward, working with our talented employees to achieve the District’s values of integrity, excellence and innovation.”

Martinez brings United States Navy experience to new post

Martinez previously served two years as the District’s utility service manager.

“This is an exciting time for Otay and the water industry,” said General Manager Mark Watton. “Jose’s role at the District will work well with the regional workforce planning and development that is needed in the water industry to replace a wave of retirements and at the same time, positions the District to carry on advancing Otay and the Board’s mission of serving its customers and managing the District’s resources transparently with fiscal responsibility.”

As a military veteran, Martinez also brings his United States Navy experience to the District. He served as a Nuclear Submarine Officer, managing preventive and corrective operations and maintenance of complex systems, including water quality and water treatment. Martinez has a Bachelor of Science in mechanical engineering with a focus in nuclear energy conversion from the U.S. Naval Academy and holds a minor degree in Spanish.

The Otay Water District and the San Diego County Water Authority recently collaborated to sponsor legislation to increase water and wastewater industry jobs for military veterans. The bill, AB 1588, introduced by San Diego Assemblymember Todd Gloria and Adam Gray of Merced, was signed into law by California Governor Gavin Newsom on October 11, 2019.

Padre Dam Water Board Approves Raise for General Manager

The five-member Padre Dam Municipal Water District Board has approved a 4 percent salary increase for its General Manager and CEO Allen Carlisle.

Carlisle, who started with the district in February 2011, saw his annual salary rise to $258,554, effective Dec. 29. The approved new rate is just over $124 hourly. With benefits, Carlisle will earn nearly $368,000 to oversee Padre Dam’s water, wastewater and recycled water, as well as recreation services at Santee Lakes.

After serving for eight months as the acting general manager of the San Diego County Water Authority (SDCWA), Sandra L. Kerl has been appointed as the new general manager of the water agency following a national search by the SDCWA’s Board of Directors (BOD). The water agency’s BOD approved Kerl’s contract last week during its regular monthly meeting.
