Olivenhain Municipal Water District’s 4S Ranch Water Reclamation Facility is the California Water Environment Association statewide 2022 Plant of the Year. The award was presented April 19 at CWEA’s Annual Conference in San Diego. The award acknowledges the facility’s accomplishments to increase water supply reliability by reducing imported water demand and plant operations.

Olivenhain Municipal Water District’s 4S Ranch Water Reclamation Facility is the California Water Environment Association statewide 2022 Plant of the Year. The award was presented April 19 at CWEA’s Annual Conference in San Diego.

The award acknowledges the facility’s accomplishments to increase water supply reliability by reducing imported water demand and plant operations. In addition to the honors as California’s plant of the year, the facility received the same designation at the local level earlier this year from CWEA’s San Diego Section.

“OMWD is honored to be selected as the Plant of the Year by CWEA in the statewide competition,” said Board President Christy Guerin. “The 4S Ranch Water Reclamation Facility is celebrating its 20-year anniversary this year, and this award recognizes the plant’s long-standing contribution to the communities we serve by producing a drought-resilient, sustainable water supply.”

Water recycling and 4S Ranch

The water district serves up to 15% of its overall demand from recycled water treated through its 4S Ranch facility and agreements with neighboring recycled water providers. As California’s water supply becomes more affected by unpredictable swings in weather, so does the need for innovative and diversified approaches to help reduce demand for valuable drinking water supply.

OMWD provides and distributes recycled water for non-potable uses in portions of its service area for landscape irrigation at schools, parks, golf courses, streetscapes, and homeowner association common areas.

CWEA’s award program recognizes professional achievements within the wastewater industry and stimulates public awareness of the importance of wastewater treatment to public health and the environment. 4S WRF operators maintain over 85 miles of sewer collection system pipelines, lift stations, a 410-acre-foot storage pond, and a one-million-gallon reservoir to provide wastewater and recycled water services.

Founded in 1927, the California Water Environment Association is a not-for-profit association of 9,000-plus professionals in the wastewater industry. The association trains and certifies wastewater professionals, disseminates technical information, and promotes sound policies to benefit society through the protection and enhancement of our water environment.

4S Ranch Reclamation Facility Honored as California’s Plant of the Year

Encinitas, Calif. — Olivenhain Municipal Water District’s Board of Directors accepted at its March 15 meeting California Water Environment Association San Diego section’s 2022 Plant of the Year Award for its 4S Ranch Water Reclamation Facility.

The Plant of the Year award acknowledges OMWD’s 4S Ranch WRF accomplishments in regulatory compliance, innovative practices, cost-effectiveness, and superior plant operations.

Oceanside Water Utilities Staff Honored at the California Water Environment Association Awards Banquet

On January 29, 2022, City of Oceanside Water Utilities employees were honored at the annual California Water Environment Association (CWEA) San Diego awards banquet. Four City employees from the San Luis Rey Wastewater Treatment Plant were appointed to the CWEA Board, while another received a prestigious award for his outstanding service and exemplary work in the maintenance field. Mike Mensing, Mechanical Technologist I, was awarded the title of Mechanical Tech of the Year for the San Diego CWEA Section.

Vallecitos Water District Wins Multiple Industry Awards

The Vallecitos Water District received three awards from the California Water Environment Association on January 29. The Meadowlark Water Reclamation Facility was named the 2021 Tertiary Recycled Water Plant of the Year, Matt Wiese received the “Operator of the Year” award and the District also received the Community Engagement and Outreach award for Best Use of Social Media.

Recycled Water Plant of the Year

The Meadowlark Water Reclamation Facility was named the 2021 Tertiary Recycled Water Plant of the Year. This award recognizes accomplishments in compliance, innovative practices, cost-effectiveness, and superior plant performance. It is the first year for this new award.

Vallecitos Water District owns and operates the Meadowlark Water Reclamation Facility, or MRF, in the City of Carlsbad. Through secondary and tertiary treatment at Meadowlark, VWD acts as a wholesale supplier of reclaimed water to the City of Carlsbad and the Olivenhain Municipal Water District.

MRF is undertaking multiple projects to increase efficiencies and implement higher recycled water standards for the district’s two major customers. Additional projects include the planned installation of a Tesla Megapack Battery Energy Storage System as part of the district’s energy resiliency grant program.

Best Use of Social Media

The district won recognition for Community Engagement and Outreach for Best Use of Social Media, promoting awareness and understanding of water quality issues through social media campaigns.

Starting in 2019, VWD began using video to document the district’s workforce and infrastructure improvements on its social media platforms. The “Work We Do” series gives the public an opportunity to see crews providing the community with reliable drinking water and wastewater services, protecting the environment, and developing its skilled workforce.

The District also partnered with the Center for Water Studies at Cuyamaca College, which uses the “Work We Do” series to educate students on careers in the water and wastewater industry.

Matt Wiese Named Operator of the Year

Matt Wiese received the “Operator of the Year” award for outstanding contributions to the operations of wastewater treatment facilities and the application of knowledge to improve plant processes.

As Senior Wastewater Treatment Plant Supervisor at the Meadowlark Water Reclamation Facility, Wiese shares a wealth of instrumentation knowledge with Meadowlark staff. He mentors staff on proper procedures to troubleshoot, repair, and perform preventative maintenance on instrumentation, resulting in minimal downtime and emergency repairs.

Wiese also ensures training is up to date and completed, including hazardous materials training and drills in conjunction with North County Regional Fire Department Training.  His role in organizing and conducting the training has won statewide recognition for the Vallecitos Water District.

“This is not the first award for the Meadowlark Water Reclamation Facility, and I am sure it will not be the last,” said Ed Pedrazzi, operations and maintenance manager for the Vallecitos Water District. “Outstanding professionals like Matt Wiese are why the treatment plant operates at peak efficiency every day. You will not find a more dedicated group of individuals protecting the environment and the public health than the team at Meadowlark.”

Wiese was recently promoted to the supervisor position at MRF due to the retirement of Dawn McDougle.

“I was happy to promote him to supervisor of the plant. He has earned it!” said Pedrazzi.

There are more than 20 CWEA award categories. Each one honors exceptional CWEA members and California wastewater professionals, facilities, and agencies. The program seeks to recognize outstanding achievements within the wastewater field, improve the professional status of all personnel working in the wastewater industry and related fields and stimulate public awareness of the importance of wastewater treatment to public health and the water environment.

San Elijo’s Water Reclamation Facility Named “Plant of the Year”

The San Elijo Joint Powers Authority’s water reclamation facility near San Elijo Lagoon on Manchester Avenue in Encinitas was named “Plant of the Year” by the California Water Environment Association, the agency announced today.

The award recognizes accomplishments in compliance, innovative practices, cost-effectiveness and superior plant performance amongst wastewater agencies across California.

San Elijo’s medium-sized facility earned the accolade for its commitment to renovating aging infrastructure, collaborating with San Diego State University and utilizing student research, prioritizing staff development and integrating computer modeling into day-to-day operations, according to a recent release.

“What really impressed the judges about the San Elijo submittal was that they scored well in every category,” said Brian Peck, a delegate for the California Water Environment Association, on June 15 when presenting the award to the board of directors.

San Elijo serves Encinitas, Solana Beach, Del Mar and portions of Rancho Santa Fe and can process more than 5 million gallons per day of wastewater and stormwater.

The agency employs advanced treatment technology to produce recycled water for industrial uses and irrigation at golf courses, schools, parks, streets, greenbelts and the Del Mar Fairgrounds.

San Elijo delivers recycled water through several local partnerships, including Olivenhain Municipal Water District, San Dieguito Water District, Santa Fe Irrigation District and the City of Del Mar.

OMWD’s 4S Ranch Water Reclamation Facility Earns Statewide Plant of the Year Honors

Encinitas, Calif. — Olivenhain Municipal Water District’s 4S Ranch Water Reclamation Facility was honored today by California Water Environment Association as its 2021 Plant of the Year (Small).

Presented during CWEA’s Virtual Conference and Expo, the award recognizes accomplishments with regard to regulatory compliance, innovative practices, employee development, cost-effectiveness, and other evidence of superior plant operations.

CA-NV AWWA, CWEA Finalize Advanced Water Treatment Operator Certification Program

After four years of work, the Advanced Water Treatment Operator certification program is now complete and launched by the California-Nevada Section of the American Water Works Association and the California Water Environment Association. The exam for the highest-grade level, known as AWT5, launched on July 15th, completing the planned roll-out of exams on-budget and on a fast-tracked schedule.

Escondido Employee Named California Laboratory Person of the Year

The California Water Environment Association has named of Escondido Water Quality Lab Associate Chemist, Oyuna Jenkins as their Laboratory Person of the Year. Jenkins plays a key role in the lab’s safety processes, which ensures a safe and reliable water supply for City customers.
