La Niña and California’s New Water Year

It’s that time of the year in California, when water managers, climatologists and meteorologists look at the factors that determine what the winter will bring during Water Year 2020-21 (October 1, 2020 – September 30, 2021).

The National Oceanic and Atmospheric Administration recently said that La Niña conditions are present in the tropical Pacific, “with an approximately 85% chance of La Niña lasting through the winter.” Forecasters currently think this La Niña will be on the stronger side. For California, those conditions typically mean a drier winter, with increasingly dry conditions heading into 2021.

For California, those conditions typically mean a drier winter, with increasingly dry conditions heading into 2021.

Fortunately for the San Diego region, any impacts from La Niña will be lessened because of the region’s development of a diversified water supply portfolio. Following a record number of acres burned from wildfires in 2020, La Niña would only increase fire danger.

But, whether the forecasts come to fruition, and what that means for California’s water supply, won’t be fully known until next spring. What we know now is that the water year that just ended (October 1, 2019 – September 30, 2020) varied across the state.

While Northern California was mostly dry, parts of Southern California experienced above average precipitation, according to the California Department of Water Resources. The agency said that the water year ended below average and pointed to the impact of climate change on the California’s water supply.

“California is experiencing the impacts of climate change with devastating wildfires, record temperatures, variability in precipitation, and a smaller snowpack,” said DWR Director Karla Nemeth. “We must continue to invest in our infrastructure to prepare the state to cope with more extreme weather for the state’s needs today and in the future.”

For Water Year 2020, a lack of precipitation resulted in a snowpack of just 50% of average on April 1, as measured by the California Cooperative Snow Survey Program, making it the 10th smallest snowpack in California since 1950, according to the DWR. California’s reservoirs received just a third of the water runoff from precipitation and snowmelt that they did during the same time period a year ago.

The wet season got off to a slow start, but a series of storms in late November and early December pushed 2019 precipitation to near or above average in central and southern California, according to Goldy Herbon, San Diego County Water Authority senior water resources specialist.

Driest February on record

“The wet start didn’t last with dry conditions taking hold over most of the state in January, and then most of California experienced its driest February on record,” said Herbon.

While precipitation picked up in March 2020 for Southern California, statewide snowpack in mid-March was only 38% of average.

“The dry north/wet south precipitation pattern continued in March and April, with some locations in Southern California setting many daily precipitation records, San Diego included, as northern California precipitation levels remained below average,” said Herbon.

Water supplies in “excellent shape”

Despite the below average year in northern California, Herbon said statewide water supplies are in “excellent shape” thanks to above average precipitation the previous year and good reservoir storage. DWR reports that statewide reservoir storage through the end of September 2020 was projected to be 93% of average.

In the San Diego region, a wet spring boosted rainfall totals to near or above normal.

Water Year Starts With Concerns About La Niña

Despite little precipitation and a small snowpack in the 2020 water year, which ended Sept. 30, California weathered the year on water stored in reservoirs during previous years’ storms. Going into 2021, farmers note that weather officials predict a La Niña climate pattern in the Pacific Ocean, which has brought drought conditions in the past.

Olivenhain Municipal Water District Recycled Water Expansion Project is Project of the Year

Olivenhain Municipal Water District’s Recycled Water Pipeline Extension 153A was recognized September 10 as a 2020 Project of the Year by the San Diego and Imperial County Chapter of the American Public Works Association at its virtual awards event.

The pipeline extension connected the Surf Cup Sports youth soccer fields in San Diego to OMWD’s recycled water distribution system. By allowing Surf Cup to convert the irrigation of 55 acres of grass fields to recycled water, OMWD has reduced potable water demands for irrigation by up to 100 million gallons per year.

“OMWD’s board is honored to receive this award for a collaborative project, which expanded the use of recycled water while protecting the environment,” said OMWD Board Treasurer Larry Watt. “Additionally, state grant funding helped pay for the project, reducing costs for our ratepayers.”

Project of the Year will save up to 100 million gallons of potable water annually

The project involved the installation of 1,600 feet of 8-inch PVC pipeline that required specialized drilling and interagency cooperation to be completed. The pipeline needed to cross the San Dieguito River, causing design, permitting, and construction obstacles. OMWD’s design team used horizontal directional drilling to install the pipeline more than sixty feet below the river bottom.

Horizontal directional drilling reduces not only surface area damage, but also environmental impacts from construction site dust, making it less impactful to nearby habitat and communities than traditional excavation work.

Interagency cooperation benefits wildlife

OMWD worked with the California Department of Fish and Wildlife on a streambed alteration agreement to ensure the protection of fish and wildlife habitat. OMWD also worked with the U.S. Fish and Wildlife Service to protect nesting birds such as the federally listed clapper rail and barn owl.

By OMWD taking proactive steps, such as daily biological sweeps of the project and inspections of the trenchless process, there was no adverse impact to habitat or species in the project area.

Interagency cooperation was also required for the project. The property is served water by Santa Fe Irrigation District and owned by the City of San Diego. While SFID did not have nearby recycled water infrastructure, it wanted to provide Surf Cup fields with a drought-resilient water supply. The OMWD pipeline project meets that need.  The San Diego City Council approved a permanent utility easement allowing crews to access the property.

Grant funds support regional water management efforts

California’s Department of Water Resources awarded $202,300 for the project in Proposition 84 funding, which is administered by water wholesaler San Diego County Water Authority through the Integrated Regional Water Management program. The San Diego IRWM Program supports collaborative water management to increase regional self-reliance throughout California.

APWA is a professional association of public works agencies, private companies, and individuals dedicated to promoting public awareness through education, advocacy, and the exchange of knowledge. The APWA San Diego and Imperial County chapter annually recognizes the best public works projects and professionals in San Diego and Imperial Counties. The Project of the Year award is also intended to highlight the collaboration and cooperation between public and private agencies, contractors, and consultants, to complete public works projects.

Long-Duration Energy Storage Makes Progress but Regulation Lags Technology

If you were building an electrical grid from scratch (with no regard to regulations or finance), then long-duration energy storage would be a requisite. It just makes sense — store energy when it’s cheap and/or abundant, and discharge when the price is high, or the energy is needed by the grid. Use it to load-shift, peak-shift and smooth; to replace fossil-fuel-fired peaker plants; and to integrate intermittent renewable resources onto the grid.

Long-duration storage fits in with what utilities, independent system operators, and regional transmission operators understand. “Most utilities seem to want much longer-duration storage systems, with 6 to 12 hours discharge, to do serious load-shaping over the day,” suggests an analyst at a U.S. energy think tank. Some of these expectations are being driven by the performance of pumped hydro, once the only source of grid-connected storage.

Economically viable long-duration energy storage could accelerate solar and wind penetration, grid resiliency, and serve to stabilize volatile energy prices. But, long-duration energy storage will not become pervasive until regulators adapt to the capabilities of the technology.

FPUD Awarded Grant for Indirect Potable Reuse Pilot Project

The state’s Department of Water Resources has a grant program for Integrated Regional Water Management projects, and the most recent award of grants includes $687,500 to the Fallbrook Public Utility District for an indirect potable reuse pilot project.

DWR officially awarded $15 million in grant funds to the San Diego County Water Authority, July 8. The SDCWA will use $1,440,000 for regional water use efficiency programs, and $920,180 will be used by the CWA to administer the grants.

San Diego Regional Water Projects Awarded $15M from State

The California Department of Water Resources has awarded more than $15 million in grant funds to advance several regional water projects in San Diego County, ranging from water recycling and reuse to water conservation.

The San Diego County Water Authority submitted the funding request on behalf of the San Diego Integrated Regional Water Management Program, or IRWM. The San Diego IRWM Program began in 2005 as an effort by water agencies, wastewater agencies, stormwater and flood managers, watershed groups, business leaders, disadvantaged communities, tribes, agriculture, and nonprofit stakeholders to improve water resources planning in the region.
