History on Wheels Honors Vallecitos Water District Service

The Vallecitos Water District will honor its history when it moves a vintage service vehicle with a significant story to tell into its lobby this month.

The District’s General Manager Glenn Pruim approved moving the 1946 “Willys” CJ2A Jeep into the lobby of its headquarters building as a museum display, with informational signage and photos depicting its activities.

Legacy of Service

The 1946 Jeep served the water district for decades. It was used to survey property. When this task was no longer feasible, the Jeep became a favorite public outreach tool, appearing in parades and public events in the Vallecitos service area. It made its final appearance at the 2010 San Marcos Christmas Parade, driven by Vallecitos Board Member Margaret E. “Betty” Ferguson, who had an affinity for the Jeep after serving in the Women’s U.S. Marine Corps.

In addition to her 35 years of dedicated service to the Vallecitos Water District on its board of directors, Ferguson was the first City Clerk for the City of San Marcos. She was the planning commission secretary and city manager pro tem from 1963 to 1971. Throughout her career, Ferguson served on many city, county, and state boards, task forces, and commissions.

Vallecitos Public Information Representative Lisa Urabe said Ferguson repeatedly demonstrated her ability to work with other board members, customers, and District employees. “Betty was more than just a Vallecitos board member,” said Urabe.

In 2013, the Vallecitos Water District adopted a resolution honoring Betty’s contribution, diligent efforts, and selfless service to the District.

Board of Directors Salutes Betty

Several years later, Board President Jim Hernandez and Board Member Betty Evans expressed interest in using the Jeep for public outreach. Public Outreach/Conservation Supervisor Chris Robbins suggested the idea of a museum-type display. He suggested naming the Jeep “Betty” after Ferguson’s recent passing to honor her longtime service. “She used to love to drive it,” said Robbins.

The Jeep will be moved into place over a weekend, with curated signage and information about the colorful history of “Betty” and its beloved namesake. It will be on public display during business hours.

The Padre Dam Municipal Water District Board of Directors appointed Rocky Qualin to the Board of Directors. He fills the vacancy in Division 5 as the result of the recent passing of James Peasley. Qualin took the oath of office at the Board meeting on September 7, and then participated in his first meeting. Randy Qualin will hold office for the balance of the unexpired term which expires December 2, 2022.

The Padre Dam Municipal Water District Board of Directors appointed Rocky Qualin to the Board of Directors. He fills the vacancy in Division 5 as the result of the recent passing of James Peasley. Qualin took the oath of office at the Board meeting on September 7, and then participated in his first meeting. Randy Qualin will hold office for the balance of the unexpired term which expires December 2, 2022.“My interest in being part of the Padre Dam board is to ensure that my community is provided with safe and reliable water and sewer services at the lowest costs possible,” said Rocky Qualin. “I believe Jim’s service on the Board was achieving this and I hope to continue down the successful path he created as I fill this roll.”

Qualin is the only candidate for the Division 5 seat for the next four year term which will begin in December 2022 and go through November 2026. Therefore, Qualin will be reseated as the Division 5 representative in December for the next four year term.

A long-time Santee resident, Qualin has been married to his wife Jenni for 19 years and has two children – a son that attends Santana High School and a daughter attending Grossmont Community College. Qualin graduated and earned a bachelor’s degree in Finance from San Diego State University.

He has over 25 years of experience as a banking and insurance executive involved with budgeting, managing cash flow and analyzing risk for small to large size companies.  In addition to serving on Padre Dam’s Board Qualin also serves on the Board of Governors for the Grossmont Hospital Foundation as well as the Board of Directors for the local nonprofit Lion’s Camp Jack, which sends foster and at-risk youth to summer camp.

Sparks were flying even before the Imperial Irrigation District’s newly elected directors were sworn in, and questions remain as to how the board’s two newest faces will fit into the powerful, five-member panel.

Community activist Javier Gonzalez’s and 24-year-old JB Hamby’s tenure got off to a rocky start on Dec. 4, as both skipped their official swearing-in ceremony because the district barred them from bringing guests due to COVID-19 precautions. Instead they held their own event in front of several dozen supporters, overseen by a superior court judge, on the steps of the Imperial County courthouse, which Hamby said was legally allowed under the California Water Code.

Helix Water District Board Elects Officers for 2021

At a December 9, 2020 meeting, the Helix Water District Board of Directors elected Director Joel Scalzitti to serve as board president in 2021 and Director Kathleen Coates Hedberg to serve as the board’s vice president.

Scalzitti was elected to the board in 2012 and represents Helix’s division 5, which extends from El Cajon to Lake Jennings.

Hedberg has served on Helix’s board since 2006 and represents the district’s division 4 customers in La Mesa, Casa de Oro and El Cajon.

California’s $16 Billion Climate-Hardy Water Tunnel Moves Ahead

California’s plans to build a new tunnel to move water from the northern Delta to the thirsty, populous south of the state advanced a step Tuesday, when a key partner agreed to help fund some of the effort. The board of the Metropolitan Water District of Southern California, the largest treated water supplier in the nation, voted to pay nearly $59 million in 2021 and 2022 to the state Department of Water Resources to help move the project forward.

Ramona Water District Board to Appoint New Member Before February
